Abstract

Abstract: Performance Dinas Perhubungan Komunikasi Dan Informatika City PekanbaruIn Conducting the Examination City Transport ( Test KIR).In order to do inspection citytransport in the case of test KIR. City transport is one of the transport that is widely used by thecommunity in the city pekanbaru. For that city must transit meet the three criteria in order forconvenience, security, and the feasibility of the road for passengers and other road users.Thereare several obstacles or constraints in conducting the examination city transport in the citypekanbaru still, among others, the number the city does not take care of the transport test KIR inaccordance with a predetermined time. In addition the city transport in pekanbaru his condition isvery poor, some of the vehicles were off due to old.Concept ofthe theoryisthat researchers useperformance. The performance consists of the responsiveness, responsibility and accountability.This researchused qualitative research methodswithstudyof descriptivedata.The results ofthisstudy indicatethat Dinas Perhubungan komunikasi dan informatika city pekanbaru in particularUPTD motor vehicle testing in conducting an examination test KIR it is not maximal, this is dueto the presence of the city transport already passed test KIR but still worrying situation, so maycause disquiet in the community.Keywords : Performance, Examination, Test KIR

Abstract

Supervision of Operational PlacesinPekanbaru citybilliard Entertainment. Still many entertainment places operational billiard in the city of Pekanbaru that does not comply with the rules in force behind this study. The purpose of this study is to determine the operational supervision billiard entertainment venues in the city of Pekanbaru, and what factors are used effects of operational supervision billiard entertainment venues in the city of Pekanbaru.Theoretical concepts that researchers use is the management and supervision. This study used qualitative research methods to the assessment of descriptive data. In collecting the data, the researcher used interview techniques, observation and literature. By using key informant and the informant as a supplementary source of information.The results of this study show that not optimal operational supervision billiard entertainment venues in the city of Pekanbaru the Civil Service Police Unit conducted ofPekanbaruby way of monitoring, conduct training, and take action. This studyis descriptive equalitative wheredata collection is donebysnowball sampling technique. The results ofthis study indicatethatit is not the maximum execution Unemployment Decreasesin District Handsome Pekanbaru. Abstract

Traffic and road transport is part of the national transportation system must be developed to realize the potential and role of security, safety, order and the smooth traffic and road transport in order to support economic development and regional development. Transportation system must be in order and continuously refined to ensure the mobility of people and goods in order to ensure the welfare of society. Therefore to realize the implementation of traffic and road transport that is safe, safe, orderly, and well, need the support of the network and the availability of support facilities and transport traffic and good road worthy. As the result of the author’s observation on the field are still many roads that the country siak not equipped with traffic signs in conformity with the needs and placement of signs that do not consider the condition of the road, the placement of signs that do not consider the condition of the road will cause hazardous conditions for the road users. Problem is this research is how to coordinate the setting of traffic signs in siak district and what are the factors that affect the coordination arrangement of traffic signs in siak district. As for the purpose of this research is to investigate the coordination arrangement of traffic signs and to determine the factors that influence the coordination arrangement of traffic signs.The concept of the theory is that researchers use is the organization, coordination, traffic signs, and traffic. This study uses qualitative research methods to study descriptive data. In data collection, the researcher used interview techniques, observation and study of literature. Using key informans as a source of information.The results of this study indicate that the coordination arrangements of traffic signs in siak district has not been efektive, it can be seen from the lack of traffic signs in siak district roads and there are many signs that the placement is not in accordance with the road conditions. Factors that affect the coordination arrangement of traffic signs is the organization of work, work methods, scheduling, and cost.Keywords: Coordination, Traffic Signs, Traffic

Abstract

Performance analysis for Public Service. Measurements in a performance that is very necessary with a view to identify and improve the effectiveness of performance on a system. In this research, performance analysis and performance measurement focused on the sub-districts in the district of Tanah Putih in providing services. in this case because according to the information extracting and growing issue that is problematic dikecamatan public services such convoluted, complicated, confusing and do not have a clear time accuracy. While the principles of the ideal of public service does not comply with the conditions of service are held. Departing from the researchers were interested in examining these issues and attempt to provide solutions for improving public services in the district of Tanah Putih Rokan Hilir regency of Riau province.The purpose of this study to investigate the performance of the device districts in providing public services, in addition to knowing the factors that hinder the performance of the districts in providing public services in the Tanah Putih district of Rokan Hilir. The results showed that the performance of the device has not been effective Tanah Putih districts and the factors that hinder them not maketh Standard Operating Procedures and guidelines in carrying out the performance of labor services is not yet fully understands its obligations and duties and principles of public service ideal.Kata Kunci : Performance analysis, Public Service, productifity, service quality, responcivity, akuntability.

Si.Village head as formal leaders in village governance plays an important role in determining the successful implementation of development, especially at the village level. Execution of tasks in rural development can not be separated from the village chief leader figure. Strategic position as an element owned by the village chief in village administration leader who is the central point and the dynamic factor or that embody the entire course of growth and governance activities of the village.Purpose of this study is to investigate the implementation of tasks in a village head village development districts sebadai upstream Bunguran northeast district Natuna and the factors that hinder the implementation of tasks in a village head village development districts sebadai upstream Bunguran northeast district Natuna. To analyze the phenomenon in this study the authors used the theory Winardi the right time utilization indicator, the number of outputs, willingness to cooperate, and the quality of work. Methodology used in this study was a qualitative study using purposive sampling and snowball sampling.The results of this study demonstrate the implementation of tasks in a village head village development districts sebadai upstream Bunguran northeast district Natuna still not optimal. Abstract

Implementation Analysis of Main Duties and Functions (TUPOKSI) UPT Sang Nila Utama Museum in the city of Pekanbaru . The purpose of this study is to analyze pelasanaan duties and functions and to analyze the factors that affect the implementation of the duties and functions UPT Sang Nila Utama Museum in the city of Pekanbaru . This study uses the theory Suprihartono Jhon who explained that the implementation of the tasks measured : task mastery , ability to cooperate , ability to complete work on time and work reports the right . The research method is qualitative observation techniques and interviews with key informants as key informants and snowball sampling method in the determination of subsequent informants and analyzed using descriptive analysis techniques . The results of this study are the duties and functions of UPT Sang Nila Utama Museum in the city of Pekanbaru is not operating effectively . Human Resources required by Sang Nila Utama Museum UPT still inadequate especially sexy and development management . Care facilities in a state of cultural heritage objects is not good . Abstract

Nowdays, there are too many people who still do not understand about theimportance of permission to construct a building. In addition, people still have aproblem on how to obtain a permit to erect a building as well as the provisions thatrestrict or regulate the establishment of a building in an area. Therefore, the needfor monitoring to see how the implementation has been done in the field as well asthe right to construct the building according to applicable regulations.The purpose of this study is to see how the implementation of surveillanceconducted by piupiupiu and to find out which one is the dominant factor in this study.This research was conducted in Dinas Cipta Karya dan Tata Ruang in Siak district.In conducting the data collection method using observation and in-depth interviewsto research informants. Once the data is collected and then drawn conclusions basedon the laws of inference and analyzed using qualitative descriptive analysis.After a study found that the factors that affect the implementation of thebuilding permit supervision by Dinas Cipta Karya dan Tata Ruang is the factor ofhuman resources, funding or budget, facilities and infrastructure, as well asdiscipline in applying the rules correctly.Keywords: Supervision, building permits, Spatial and Urban Planning
