Abstract

Regional Property of Riau Province in the framework of carrying out Regional Government annually in quantitative and qualitative manner continues to increase well in the implementation of Government, development and society. Therefore, a coordinated and integrated policy and step is needed regarding the Management of Regional Property with a focus on the elimination of Regional Property by the Riau Provincial Government at the Riau Provincial DPRD Secretariat. However, there are still perceived obstacles, especially in the elimination, because the policy of eliminating Regional Property has not been maximized as evidenced by the Governor's Decree to carry out deletion, consequently the capacity of storage warehouses for goods that have been overloaded due to the deletion process has never been carried out in the Riau Provincial DPRD Secretariat until this. The purpose of this study was to describe the Policy for the Elimination of Regional Property and its obstacles in the Secretariat of the Riau Provincial Regional Representative Council in 2017. This research is a qualitative research. This research was conducted at the Secretariat of the Riau Provincial Regional Representative Council in 2017. The technique used to collect data in this study was (1) Interview and (2) Documentation. The conclusion of this study shows that the policy of the Elimination of Regional Property in the DPRD Secretariat of Riau Province in 2017 has not been maximized because there is no Governor's Certificate related to deletion. Since 2012 the Property Manager of the DPRD Secretariat has implemented the proposed deletion, but the abolition process was constrained in the assessment process. Inhibiting factors of the Regional Property Eradication Policy at the Secretariat of the Riau Provincial Regional Representative Council in 2017 related to George C. Edward III's Theory, namely: (a) Lack of communication of orders and direction, (b) Lack of resources, and (c) Lack of bureaucratic structure carried out between the Secretariat of the Riau Provincial Regional Representative Council, the Office of the Governor of Riau Province and the Office of the Regional Finance and Asset Audit Agency of Riau Province. Abstract

Licensing for Micro, Small and Medium Enterprises is carried out by the implementation of one-stop integrated services organized by the Government and Local Government. Micro and small business licenses hereinafter referred to as IUMK shall be a sign of legality to a person or business actor / activity in the form of a small and micro enterprise license in the form of one sheet. And the purpose of the IUMK is to provide legal certainty and means of empowerment for Micro and Small Business Actor (PUMK) in developing its business. Observing the field data found as many as 13,687 micro, small and medium enterprises in Pekanbaru City only 1,102 licensed businesses. Most entrepreneurs have Micro, Small and Medium Business License in Senapelan Sub-district, which is 301 businesses, while at least have Micro, Small and Medium Business License in Kecamatan Limapuluh that is 21 business. The problem in this research is how the process of granting micro, small and medium business permit in Senapelan and Kecamatan Limapuluh Kota Pekanbaru subdistrict in 2017 and what are the factors that hinder it. The purpose of this research is to know the process of granting of micro, small and medium business permit in Senapelan and Kecamatan Limapuluh Kota Pekanbaru subdistrict in 2017 and the factors that hinder it.In this research, the researcher uses descriptive research type with qualitative method approach. This research is located in District of Senapelan and Kecamatan Limapuluh Kota Pekanbaru. For informant research using purposive sampling technique. Data collection techniques used are observation, interview and documentation. To examine the problem the authors perform data analysis using qualitative descriptive method.The results of this study can be concluded that the process of granting licenses micro, small, and Medium Enterprises In District Senapelan and Kecamatan Limapuluh Pekanbaru City in 2017 is running well enough. The success of the process of granting micro, small and medium business licenses with due consideration of mechanism by Kecamatan Senapelan Pekanbaru realized the importance of business licensing process improvement, and Kecamatan Limapuluh Kota Pekanbaru by trying to realize effective business licensing mechanism.Keywords: Process, Licensing.

Abstract

Terminal Bandar Raya Payung Sekaki serve as the infrastructure for road transport for the purposes of loading and lowering people's arrival and departure as well as organizing public transport. But in fact many of the transporter driver does not utilize the terminal, they prefer to raise and lower the passengers outside the terminal. This often happens because the lack of surveillance conducted by the Department of transport communications and Informatics Pekanbaru so that terminal does not run in accordance with the functions originally. Based on these phenomena, the formulation of the problem in this research is how the supervision of the Department of transport communications and Informatics Pekanbaru against public transport terminal function Bandar Raya Payung Sekaki Pekanbaru in 2016 and what are the factors restricting in the surveillance.The purpose of this research is to know the supervision Department of transport communications and Informatics Pekanbaru against public transport terminal function Bandar Raya Payung Sekaki Pekanbaru in 2016 and restricting factors in the surveillance. The concept of the theory that researchers use the supervisory process is according to the Simbolon?s theory, the indicators in this study is, the plan must be determined, the injunction against the implementation of the work, purposes, and predetermined policies. This research uses qualitative descriptive method approach. In data collection, researchers use interview techniques, observation and documentation.The results of the research Department of transportation oversight is the author of the communication and Informatics Pekanbaru against public transport terminal function Bandar Raya Payung Sekaki Pekanbaru 2016 has not been carried out with a maximum. It is visible from the supervision of the relevant parties had done but still a many of bus drivers who raise and lower the passengers is not in the terminal. Abstract

There are still many violations of discipline of Civil Servants that have been processed by BKD Riau Province during 2013 until July 2018 there were 48 cases. In general, the implementation of PP No. 53 Tahun 2010 concerning PNS discipline in Riau Province has run quite well. Meanwhile enforcement PP. 53 of 2010 has also been implemented with strategies adopted by each SKPD, BKD, and Inspectorate. Supervision of the implementation of PP No.53 of 2010 has also been carried out in Riau Province to reduce the occurrence of disciplinary violations. Supervision is carried out by direct superiors in collaboration with BKD and Inspectorate of Riau Province. There are 4 (four) factors that influence the implementation of PP No. 53 Tahun 2010 concerning PNS discipline in Riau Province namely; 1). Cultural factors that influence the implementation of PP No. 53 Tahun 2010 on civil servant discipline are culture and will become an obstacle if there is no effort to arouse and increase community awareness and participation in social control. 2). Communication factors that support the implementation of PP No. 53 Tahun 2010 such as with general socialization to all SKPDs and with consistency in delivering messages and can hamper the implementation of PP No. 53 Tahun 2010 such as the implementers and civil servants who have just joined the government in Riau Province who have not mastered information about PP No. 53 Tahun 2010. 3). The supporting resource factor is the presence of PP No. 53 Tahun 2010 staff or implementers who have quite high education in the Riau Province government and the obstacle is the availability of PP No. 53 Tahun 2010 implementers whose numbers are still lacking to enforce PNS discipline in Riau Province. 4). Abstract

Bum and beggars are one of the negative effects of development. Understanding inflammation and beggars according to Pekanbaru City Regulation Number 12 Year 2008 Regarding Social Order as follows: a homeless person is a person who lives in a state that is not in accordance with the norms of decent living in the local community and does not have a permanent residence and work and wanders in place general. While beggars are people who earn money by begging in public in various ways the reason to expect the mercy of others.This study aims to describe the government law enforcement on social order, especially homeless and beggars in the city of Pekanbaru, then also to find out the inhibiting factors of the non-optimal implementation of government law enforcement on social order (homeless and beggars). The location of the study was conducted in Pekanbaru City, first in the office of the Pekanbaru City Civil Service Police Unit (Satpol PP), second in the Pekanbaru City Social Service and Pekanbaru City DPRD Secretariat. Furthermore, data collection techniques were carried out by interview and documentation.The results of this study are the implementation of law enforcement carried out by the Pekanbaru City Government Civil Service Police Unit and Civil Servant Investigators who work together with the Pekanbaru City Social Service, which has not been implemented in accordance with Regional Regulation number 12 of 2008. Abstract

This study aims to determine the cause of the success of the construction of roads in the district of Pangean (Teluk Pauh) by 2015 and to determine the factors - factors that limit the success of the road infrastructure in the district of Pangean (Teluk Pauh) in 2015. The study used qualitative research methods to study descriptive, which can be interpreted as a problem-solving process that describes the situation investigated by the research subjects were based on the facts that appear during the study and then based on the theories that exist. Implementation of Administration of Public Works of Highways on Road Infrastructure Regency Kuantan in 2015 showed that there is good communication between government and society in the development of road infrastructure in the village of Teluk Pauh district Pangean Regency Kuantan, it can be seen from the process of planning, implementation, monitoring , up to its utilization by the community. In addition, public awareness of the importance of road infrastructure is also a major contribution to improving infrastructure and the quality of the road in the village of Teluk Pauh district Pangean Regency Kuantan.Keywords: Public Administration of Highways, Roads Infrastructure

Abstract

AbstractThe Camat as the highest leader in the Subdistrict has the duty and responsibility in his government to guarantee the basic needs of the community in the field of peace and public order in the community. In this case the coordination of the camat as a leader is very necessary in the effort to organize peace and public order in the community. this is very clear because it has been regulated in the Law of the Republic of Indonesia Number 23 of 2014 concerning Regional Government, and also has been regulated in Government Regulation of the Republic of Indonesia Number 19 of 2008 concerning Subdistricts, wherein the regulation has regulated the duties and responsibilities of the camat in coordinating efforts to administer peace and public order at the District level.Tampan District has a very high public order rate compared to Other Districts in Pekanbaru City. Of course the leadership and coordination from the district head is needed in this regard. Therefore the formulation of the problem in this study is how the subdistrict leadership in coordinating the implementation of peace and public order in the District of Tampan and what are the factors causing sub-optimal leadership of the camat in this case, namely in 2016-2017. And the purpose of this study is to find out how the leadership of the subdistrict in coordinating efforts to organize peace and public order in the District of Tampan.The results of this study are that the leadership of the sub-district head as the highest leader in the District has been running well and properly. even the coordination between the camat and related parties such as the Police, Religious Leaders, Kelurahan, and related RTs and Rws has been proceeding as required. As well as the factors that have been used to strengthen coordination, the Camat has also done to overcome the problem of peace and order in Tampan District. The factors that influence the sub-optimal leadership of the camat in the implementation of peace and public order in the handsome district is not a priority to improve the disturbance of peace in the annual work plan of the District of Tampan where matters relating to peace and public order are not discussed in the District work plan. Next is the lack of participation of the community in running the siskamling in their environment so that many poskamling that do not operate even with the direction of the sub-district head's own post are difficult to walk because of the lack of community participation in this matter, so coordination in this case is difficult because community participation is needed in this regard. Keywords : Leadership, Coordination, Camat, Convenience, Regularity

Abstract

Center for Food and Drug Administration ( BBPOM ) is an institution in Indonesia which oversees the distribution of medicinal products , traditional medicines , cosmetics , dietary supplements and food throughout the Indonesian region that products that are not fit for consumption or does not meet the standards are not circulating in the area Indonesia . Government Regulation No. 28 of 2004 on s security , quality , and nutritional food , need to establish regulatory supervision of the head of the food and drug supervision processed food intake . Rule number 329/menkes/per/XII/76 health minister about the production and distribution of food . and PP . 69 Year 1999 on food label and advertisement mentions " each person knowingly manufactures or produces packaged food in the region appears logical to be traded on the label must include , on the inside, and or packaging food ".In this study the authors use qualitative data collection techniques , data collection on natural conditions , sources of primary data and secondary data , and more data collection techniques in participatory observation , in-depth interviews . Abstract

This study was conducted to describe how the authority of head of the district in coordinating the implementation and enforcement of Regional Regulations No. 10 of 2006 on Water Resources and Infiltration wells in Tampan District in 2012. Not optimal implementation and enforcement of regional regulations on water resources and infiltration wells in Tampan District result in flooding. With the problems that arise in the implementation and enforcement this regulation in the Tampan District, head of the district which has the authority should to coordinate the implementation and enforcement of legislation which have been regulated in Government Regulation No. 19 Year 2008 on the District to coordinate the implementation and enforcement of regulations related areas of water resources and infiltration wells with working units authorized, the Planning Office space and Buildings Pekanbaru and Civil Service Police Unit Pekanbaru city.This research is a descriptive study using a qualitative approach as a tool of analysis. This research was conducted in the Tampan District, Pekanbaru. This research uses documentation (observation) and interviews with key informants as information objects that aim to achieve the goal to get the information in the study. Data used in this study is primary data and secondary data obtained through direct observation and interviews with key informants in this study.Head of district authority is in effectiveness in coordinating the implementation and enforcement of Regional Regulations No. 10 of 2006 on Water Resources and Infiltration wells due regard Head of Tampan District coordination in the implementation and enforcement of regional regulations is not Head of district Tampan authority to exercise it . This is due to the lack of delegation of authority related to the coordination of Pekanbaru Mayor implementation and enforcement of local regulations on water resources and recharge wells . As for the factors that hinder the implementation of the sub-district head authority in coordinating the implementation and enforcement of Regional Regulations No. 10 of 2006 includes (a) Internal factors , among others, (1) Understanding head of district the attributive authority in coordinating the implementation and enforcement of legislation. (2) Leadership the head of district is unresponsive. (3) The complexity of the problem being addressed by head of ditrict untill less optimal handling on an issue. (b) External Factors absence of official communication and building layout to coordinate any events or problems that occur with regard to the implementation of regional regulations on water resources and infiltration wells with head of Tampan Distirct officials and Leaders of the Police Force Pekanbaru.Keywords : Authority , Coordination , Regional Regulation.

Abstract

This study wants to determine and analyze Government Policy PekanbaruCity Empowerment Of Organization and Traders of Five Feet Period 2011-2012.The background of this study is not the implementation of a well GovernmentPolicy Pekanbaru City Empowerment Of Organization and Traders of Five FeetYear 2011-2012 sourced from the rampant activity hawkers and inconsistencies inthe implementation of Government Regulation of the Minister of Home AffairsNumber 20 Year 2012 and Regional Regulation Pekanbaru No. 11 Year 2001.Another problem is the high level of urbanization and yet optimal controlGovernment Pekanbaru City the supervision of Street Vendors. This study aims todetermine Implementation analyze Government Policy Pekanbaru CityEmpowerment Of Organization and Traders of Five Feet Period 2011-2012 and tofind out what are the factors that affect the implementation of this policy, basedon the theory of public policy and public policy implementation.
