Abstract

Insurance comes from the word insurance that has the meaning of insurance. Insurance is an agreement between the insured or the customer with the insurer or the insurance company. The insurer is willing to bear the amount of losses that may arise in the future after the insured agreed on the payment of money called the premium. Premium is the money spent by the insured in return for the insurer. Formally, within the law, insurance is defined as an agreement between two or more parties, in which the insurer binds itself to the insured by accepting the insurance premium to provide reimbursement to the insured due to loss, damage or even loss of expected profit.In this research, the Rice Farmers Insurance (AUTP) program, which is a gold program from the central government, is a mainstay for farmers throughout Indonesia. The problems faced by rice farmers are very complex and diverse from the arrival of floods, to pests and plant-eating organisms (OPT) which resulted in farmers experiencing crop failure. Thus thegovernment provides a facility in the form of agricultural insurance in the hope that it can be utilized properly.This research was conducted in 3 regencies of Kudus, Pati and Rembang districts where in each region have different characteristics and various problems. Therefore, the government in cooperation with State Owned Enterprises (SOEs), namely PT.Jasa Indonesia (JASINDO) as the insurance party in charge. In implementing the Rural Farmer Insurance Business program is needed a regular socialization so that farmers in each region can understand and know that this program is very useful for them. Therefore the government is aggressively and actively in disseminating this program with the hope that farmers in the country especially in the 3 districts can contribute in the success of government programs together.Keywords: Insurance, Farming

Abstract

Penelitian ini membahas tentang studi orientasi ideologi marhaenisme DPD PDI-P Jawa Tengah. Kajian mengenai hal tersebut dilakukan karena ideologi seringkali tidak dijadikan pedoman dalam pembuatan kebijakan, ideologi masih dipandang sebagai sesuatu yang sifatnya abstrak. Akibatnya kebijakan internal maupun eksternal sering bersifat normatif dan bukan penurunan dari nilai-nilai ideologi tersebut. Penelitian ini menggunakan metode kualitatif dengan instrumen wawancara dan telaah dokumen dalam pengumpulan data. Temuan penelitian yang diperoleh adalah ideologi sebagai dasar perjuangan terbukti diterapkan dalam konsep kerja organisasi di DPD PDI-P Jawa Tengah. Namun orientasi kognitif yang dimiliki kader dan anggota DPD PDI-P Jawa Tengah menyajikan realitas bahwa pemahaman marhaenisme sebagai dasar perjuangan hanya dalam tataran informatif belum pada pelibatan perasaan dan kombinasi nilai dalam tindakan. Akibatnya hambatan datang dari kurangnya pemahaman secara konseptual dan praksis tentang marhaenisme sehingga materialisasi nilai ideologis yang telah terkonsep dalam kerja organisasi di DPD PDI-P Jawa Tengah tidak berjalan.

Abstract

Administration of population is one form of public service that must be held by the Local Government related to basic services of life. Subdistrict as government agencies, are required to provide excellent service (one of which is the settlement administration services) to the public. Good public services can be achieved if accompanied by an excellent resource officers. The aim of research to find out the perception of public perceptions of public services, especially in the field of population administration at the district office Ungaran Barat, Semarang regency in 2017. Efforts to address concerns and objectives of research carried out using public service indicators that have been developed by Zeithemal, Parasuraman & Berry consisting of tangibles, relibility, responsiveness, competence, courtesy, credibility, security, access, communication, and understanding the costumers. This research uses descriptive quantitative research methods, which dianalisisa and presented in tabular form and processed using SPSS program for the data to be valid.The population in this study is the community sub-district of West Ungaran. While the sample is most people who use the District of West Ungaran public services in the field of population administration drawn at random (accident sampling) and numbered as many as 100 people. The results showed that the public service field of population administration at the district office Ungaran Barat largely rated by the community. People are already satisfied with the performance Ungaran Barat district office employees. But the need to improve services so that excellent service can always be realized. Abstract

Penelitian ini bertujuan Untuk 1) menganalisis proses penyusunan dan penetapan program dan kegiatan Dana Desa, 2) Untuk menganalisis pelaksanaan program dan kegiatan yang direncanakan dan ditetapkan dalm penggunaan dana desa, 3) Untuk menganalisis pengawasan penggunaan Dana Desa, di desa Karangtengah kecamatan Cilongok kabupaten Banyumas.Penelitian ini menggunakan pendekatan kualitatif dengan Subjek penelitian Kepala Desa, Sekretaris Desa, Badan Permusyawaratan Desa, dan masyarakat di Desa Karangtengah kecamat Cilongok Kabupaten Banyumas. Teknik pengumpulan data dengan metode pengamatan (observasi), wawancara (interview), dan dokumentasi. Teknik analisis data menggunakan triangulasi data yaitu dengan tahapan 1) pengumpulan data,  2) reduksi data,  3) penyajian data,  dan 4) penarikan kesimpulan.Hasil penelitian menunjukan,  1) proses penyusunan dan penetapan program dan kegiatan Dana Desa di desa Karangtengah kecamatan Cilongok kabupaten Banyumas dilakukan dengan perencanaan yang baik dan melibatkan seluruh unsur masyarakat dan berdasar sekala prioritas kegiatan. 2) pelaksanaan program dan kegiatan penggunaan dana desa dilaksanakan sesuai perencanaan yang telah ditetapkan dan melibatkan seluruh unsur masyarakat, 3) Pengawasan pelaksanaan penggunaan  Dana Desa di desa Karangtengah kecamatan Cilongok kabupaten Banyumas dilakukan dengan baik,  tidak hanya dari pemerintah desa tetapi juga oleh masyarakat..Simpulan penelitian yang dapat disampaikan bahwa penggunaan dana desa di desa Karangtengah kecamatan Cilongok direncanakan, dilaksanakan dan diawasi dengan baik. Saran yang dapat disampaikan adalah, bahwa dalam penggunaan dana desa harus selalu melibatkan seluruh unsur masyarakat desa dan sesuai priorotas kebutuhan dari masyarakat desa.Kata Kunci: Pengelolaan, Dana Desa, Implementasi Kebijakan

Abstract

Abstrak. E-filing adalah suatu cara penyampaian Surat Pemberitahuan secara elektronik yang dilakukan secara online dan real time melalui internet pada website Direktorat Jenderal Pajak atau penyedia layanan SPT elektronik. E-filing mulanya diatur melalui Peraturan Jenderal Pajak Nomor PER-6/PJ/2009 tentang Tata Cara Penyampaian Surat Pemberitahuan Dalam Bentuk Elektronik dan kemudian peraturan disempurnakan dengan Peraturan Direktorat Jenderal Pajak Nomor PER-03/Pj/2015 tentang Penyampaian Surat Pemberotahuan Elektronik. Akan tetapi dalam pengimplementasiannya belum berjalan dengan maksimal. Salah satunya yang terjadi pada Kantor Pelayanan Pajak (KPP) Pratama Pekalongan.Metode penelitian yang digunakan adalah mengunakan metode penelitian statistik non parametris dengan teknik pengumpulan data yaitu kuesioner dan observasi. Respoden yang menjadi informan pada penelitian ini yaitu wajib pajak KPP Pratama Pekalongan yang tidak berpartisipasi dalam e-filing.Hasil penelitian menunjukkan bahwa faktor penyebab masyarakat belum berpartisipasi dalam penggunaan e-filing dikarenakan masyarakat tidak mengetahui tentang e-filing, kurang adanya publikasi dan sosialisai yang maksimal, masyarakat tidak mengerti prosedur penggunaan e-filing, masyarakat merasa kesulitan dalam penggunaan perangkat komputer dan internet, serta masyarakat sudah terbiasa menggunakan prosedur manual. Disamping itu, kebijakan e-filing yang ditetapkan pemerintah dengan mengharuskan masyarakat menggunakan perangkat komputer dan internet merupakan faktor penghambat masyarakat berpartisipasi dalam penggunaan e-filing serta harus mengikuti prosedur yang kurang dimengerti oleh masyarakat.Rekomendasi yang bisa lakukan untuk meningkatkan partisipasi masyarakat dalam penggunaan e-filing adalah dengan meningkatkan publikasi dan sosialisasi kepada masyarakat serta masyarakat dihimbau untuk turut mengikuti perkembangan teknologi guna memudahkan aktivitasnya sehari hari, khusunya penggunaan e-filing.Kata Kunci : Partisipasi, e-government, e-filing Abstract. Abstract

Government of Semarang City is seeking adaptation to climate change in coastal areas such as rising sea levels each year that could threaten the existence of the land area and population. Adaptation measures are implemented to make coastal land-use planning with the aim of restoring its original shoreline affected by abrasion. One of the plans is the manufacture coastal embankment to be combined with the mangrove ecosystem that will establish the Green Belt. The Government will work with community groups concerned about the environment in the realization of these plans for coastal power of Semarang is based on the local community.This study will identify how the form of the power of the coastal city of Semarang is located on the local-based community. Shape in the form of the power of the role of civil society who formed a group concerned about the environment in realizing the management of coastal environments also able to empower communities, namely Prenjak Group in Tapak Tugurejo village and Camar Group in Tambakrejo Tanjung Mas village which is a case study of the research. Coastal environmental management program run by the main planting mangrove ecosystem that will become a tourist ecoedu concept is capable of being empowerment tool both for members and surrounding communities. In performing its role, both Prenjak Group and Camar Group will be influenced by several factors such as the capacity of individuals, capacity of community. assistance and training as well as support from various parties.These factors will form the potential, barriers and obstacles to the two groups that will affect the strength of the role itself. This type of research is descriptive qualitative analytical approach. Source of data derived from primary and secondary data.Determination of informants is through snowball sampling method to determine two types of informants. The first informant as key informants consisting of Prenjak Group and Camar Group. The second informant as informants triangulation consisting of DKP Kota Semarang and BAPPEDA Kota Semarang. In collecting the data,researchers used two methods: the method of interview and literature study.Key Words: Civil Society, Prenjak Group, Camar Group.

Abstract

ABSTRACTThe existence of green open space continues to decrease as a result of development. Reduction in the quantity of green open space which is very significant in urban areas, causes in lower quality of urban public green open space as a consequence of the development of the city that needs a lot of land. Though the existence of public green open space is needed as one of the important elements of the urban.This research was conducted with the aim to know how the existing condition, external and internal environment aspects in the management of green open spaces by the government that affect the prospect of development of existing green open space in the future in Surakarta. The results showed that there is a big gap between the percentages of obligations (20%) with a percentage of the existing condition of public green open space that exists (9.17%). The problem of green space in the city is related with the poor distribution and maintaining of green space, ineffective implementation of the regulation, budget and land limitation for the development.The recommendation could be made to the Government of Surakarta by arranging law enforcement related to the environment, good physical planning, and standardization of for human resources recommendation in the institutions which is responsible to manages of green spaces, direct the activities of Corporate Social Responsibility (CSR) for public green open spaces. In addition, look for alternative fulfillment of public green space area with the acquisition of private land, the revitalization of green space that has undergone over the function, or through the development of green space in the special functions.Keywords: Condition, Prospect, Existing, Public Green Open Space Development

Abstract

Social problem is an action which is inappropriate with mores in society and it can be harmful for many people. Social problem happens as there is a deviation in society and if there is no resolution to solve it, it will not create a piece in society. One of social problems in Kendal is prostitution. Prostitution is difficult to be solved, and in order to stop PSK is needed preventive, curative, and repressive steps. These steps are expected to decrease the growth of prostitution. The research method used in this study is qualitative approach which uses observation, interview, and library research to collect the data. The participants in this research are Kasi Penegakan Perda Satuan Polisi Pamong Praja Kendal regency, Kasi social service of rehabilitation in Kendal regency, leader of prostitution community in Alaska, and coordinator of peer educator in prostitution community in Alaska. The result of this research shows that in order to press the growth of prostitution in Kendal regency based on regional rules in Kendal regency number 10 year 2008 about the rehabilitation of prostitution, the implementation in Kendal regency is not effective yet as the implementation still gets policing movement. The rest of movements are conducted by social service in Central Java province. If prostitute cannot fulfill the punishment, the prostitute will be released by paying tax to the administrator. The recommendation which can be done for Kendal regency is increasing the quality of human resource in regional united worker (SKPD) which relates to implementation of regulation in Kendal regency number 10 year 2008 about the rehabilitation of prostitution and increasing the communication and coordination among regional united worker (SKPD). Abstract

Abstract Joko Widodo and Jusuf Kalla was one candidate for president and vice president in the last presidential election in 2014. Joko Widodo - Jusuf Kalla promoted by a coalition of several parties calling itself Koalisi Indonesia Hebat. In the las presidential election the victory obtained by this couple. But in some areas there are unique things that need to be studied more deeply. Kecamatan Pondok Melati is one of the 12 subdistricts included in the administrative map of Kota Bekasi. In the last presidential election in 2014 Kecamatan Pondok Melati be the only one in Kota Bekasi couples the ordinal number of 2 Joko Widodo - Jusuf Kalla ahead of couples the ordinal number of 1 Prabowo - Hatta. Although only a narrow lead, the number of votes of Joko Widodo - Jusuf Kalla reached 35 050 votes (50.63%) while the couples the ordinal number of 1 Prabowo - Hatta only get 34 176 (49.37%) votes. This victory did not escape from the figures and the popularity of Joko Widodo, moreover, the majority of people Kecamatan pondok melati is urban people for a living, schools, etc. in the Jakarta area. The geographical condition of the District of Pondok Melati directly adjacent to Jakarta. Another factor is coming from an external figure of a Joko Widodo. In Kecamatan Pondok Melati the mass base of the PDI Perjuangan than that in the Kecamtan Pondok Melati also have local political figures. The political machine created by local political leaders to work in total in securing the base and also get maximum results in your opponent's base.

Abstract

Research on Water Utilization Cooperation between Semarang City and Semarang Regency Year 2013-2015 aims to understand the form of the clean water utilization cooperation done by both regions, as well as the realization of the cooperation in 2013-2015. Additionally, there will be explanation about the background of the cooperation, the motivating factors of the cooperation, and obstacles faced in the cooperation.This research uses descriptive qualitative method with data collection techniques such as interviews as the primary data and documents as secondary data. Informants in this study are the Semarang Regency Government and Semarang City’s regional water utility company.2Based on the research that has been done, it can be concluded that the cooperation in the utilization of clean water is the second time between Semarang Regency and Semarang City after previously conducted in 2004. The cooperation was established in 2013 and in a period of 25 years with the contribution of water. Realization of the cooperation in 2013-2015 did not achieve the targets agreed upon by the two regions. Inter-regional cooperation is not running optimally, there are still many things that need to be fixed in its management. But behind it all there is still good faith from both areas to solve existing problems.
