Abstract

Sistem kendali level air di pressurizer sangat dibutuhkan bagi keselamatan pengoperasian PWR dengan menyelaraskan perubahan volume sekaligus mempertahankan tekanan yang ada di kalang primer pada set point tertentu. Beberapa riset telah mengusulkan sistem cerdas baik neural network maupun fuzzy logic untuk meningkatkan kemampuan sistem kendali konvensional level yang umum dipakai di PWR yaitu Proportional-Integral (PI) atau Proportional-Integral-Derivative (PID). Namun sangat disayangkan penelitian-penelitian ini kurang mengkaji secara komprehensif potensi kendali konvensional ini. Padahal jika parameternya ditentukan dengan lebih seksama akan memberikan hasil yang setara bahkan lebih baik. Penelitian ini bertujuan untuk menjawab tantangan ini dengan meneliti lebih seksama sekaligus menguji parameter-parameter kendali ini agar diperoleh konfigurasi terbaik untuk sistem kendali level air pressurizer. Dibanding dengan dengan hasil simulasi sistem cerdas jaringan saraf tiruan yang pernah dibuat sebelumnya, ternyata kendali PI hasil penelitian ini memberikan peningkatan waktu naik yang lebih baik sekitar 280 kali, peningkatan waktu penetapan sekitar 293 kali, penurunan lewatan maksimum sekitar 1,1 kali, dan penurunan puncak sekitar 0,2 %. Hasil validasi dari konfigurasi ini juga terbukti stabil, mampu mengatasi gangguan selama 10 detik dengan puncak maksimum level 0,005%, dan mampu mengikuti perubahan set point dengan baik.  ABSTRACT The control system in the pressurizer water level is necessary for the safety of the operation of pressurizer water reactors (PWRs). It will compensate t the primary loop volume changes while keeping the existing pressure of the primary loop at a certain set point. Some researchers have proposed both an intelligent system of neural network and a fuzzy logic to improve the capability of the common conventional control systems used in PWR, i.e. Proportional-Integral (PI) or Proportional-Integral-Derivative (PID). However, those studies did not comprehensively assess the potential of the conventional control systems. It has been confirmed that if the parameters of the Pibased control system are determined more carefully, its results will be equivalent to the results of other control systems or even better. This study aims to address this challenging topic by examining and testing control parameters more closely to obtain the best configuration of the PI-based control system. Compared to the results of the artificial neural network-based control system, the PI results of this study provide an increase of rise time around 280 times, better settling time for approximately 293 times, a decrease of overshoot about 1.1 times, and a reduction of the peak around 0.2%. The configuration has also been validated to be stable and able to overcome disturbances for about 10 seconds with a maximum peak level of 0.005%. Moreoever, it can track the set point changes very well.

Abstract

Metode electrical signature analysis dewasa ini menjadi alternatif dalam pemantauan kondisi di pembangkit daya reaktor nuklir tidak hanya bagi komponen stationer seperti sensor, untai instrumentasi dan komponen-komponennya, tetapi juga untuk perangkat dinamis seperti motor, pompa, generator dan berbagai jenis aktuator. Untuk menjamin akurasi hasilnya, kalibrasi sistim pemantauan adalah sebuah keharusan yang pada prakteknya biasanya dilakukan secara offline, sangat dibatasi dengan jadwal waktu tertentu dan prosedur keselamatan tertentu. Penelitian ini bertujuan untuk memperkenalkan teknik kalibrasi secara online pada pemantauan kondisi berbasis electrical signature analisis agar perangkat pengukuran dan instrumentasi bisa dijamin akurasinya secara kontinu yang akhirnya juga akan berimplikasi pada keselamatan reaktor secara keseluruhan. Penelitian ini dilakukan secara detil dan bertahap, mulai dari menganalisis teknik kalibrasi secara konvensional, kalibrasi online berdasarkan informasi baseline dan teknik kalibrasi berdasarkan pengaturan perbedaan gain. Teknik kalibrasi secara online berdasarkan pengaturan differential gain dibanding dengan teknik kalibrasi lainnya memberikan hasil terbaik meskipun diberi perbedaan gain yang ekstrim dan kemungkinan pengganggu eksternal seperti catu daya.Kata kunci : pemantauan kondisi, kalibrasi online, electrical signature analysis Electrical signature analysis currently becomes an alternative in condition monitoring in nuclear power plants not only for stationary components such as sensors, measurement and instrumentation channels, and other components but also for dynamic componentssuch as electric motors, pumps, generator or actuators. In order to guarantee the accuracy, the calibration of monitoring systemis anecessary which practically is performed offline, under limited schedules and certain tight procedures. This research aims to introduce online calibration technique for electrical signature condition monitoring in order that the accuracy can be maintained continuously which in turn increases the reactor safety as a whole. The research was performed step by stepin detail from the conventional technique, online calibration using baseline information and online calibration using differential gain adjustment. Online calibration based on differential gain adjustment provides better results than other techniques even tough under extreme gain insertion as well as external disturbances such as supply voltages. Key words : condition monitoring, online calibration, electrical signature analysis

Abstract

AbstractConstitutional Reform after fall of Soeharto?s New Order bring favorable direction for judiciary. Constitutional guarantee of judicial independence as regulated in Art 24 (1) of the 1945 Constitution, closing dark memories in the past. In addition, in Art 24 (2) of the 1945 Constitution decide the Judiciary is held by the Supreme Court and the judicial bodies below and a Constitutional Court. Such a strict direction of regulation plus the transformation of the political system in a democratic direction should bring about the implementation of the independent and autonomous judiciary. But in reality, even though in a democratic political system and constitutional arrangement affirms the guarantee of independence, but it doesn?t represent the actual situation. There some problem which still remains, such as (i) the absence of a permanent format regarding the institutional relationship between the Supreme Court, the Constitutional Court and Judicial Commission, and (ii) still many efforts to weaken judiciary through many ways such criminalization of judge. Referring to the problem above, then there are gaps between what ?is? and what ?ought?, among others, First, by changes political configuration that tend to be more democratic, the judiciary should be more autonomous. But in reality, various problems arise such as (i) disharmony in regulating the pattern of relations between judicial power actors, (ii) various attempts to criminalize judges over their decisions, (iii) judicial corruption. Second, by the constitutional guarantee of the independence of the judiciary, there will be no legislation which reduced constitutional guarantee. But in reality, many legislation or regulations that still not in line with a constitutional guarantee concerning judicial independence. This paper reviews and describes in-depth about how to implement constitutional guarantees of judicial independence under democratic consolidation after fall of new order and conceptualize its order to strengthening rule of law in IndonesiaKeyword: Judicial Reform, Judicial Independence, Judicial Accountability, Democratic Consolidation AbstrakPerubahan UUD 1945 membawa arah yang menguntungkan bagi cabang kekuasaan kehakiman di Indonesia. Penjaminan kemerdekaan kekuasaan kehakiman sebagaimana diatur dalam Pasal 24 (1) UUD 1945 seperti menutup ingatan kelam di masa lalu. Selain itu, dalam Pasal 24 (2) UUD 1945 yang menentukan kekuasaan kehakiman dipegang oleh Mahkamah Agung dan badan-badan peradilan di bawahnya  dan Mahkamah Konstitusi. Dengan dasar ini, tidak ada landasan hukum sedikitpun bagi Presiden atau DPR untuk mengintervensi cabang kekuasaan kehakiman. Tetapi dalam kenyataannya, meskipun dalam sistem politik yang demokratis dan pengaturan konstitusional menegaskan jaminan kemerdekaan namun kenyataannya tidak mewakili situasi aktual. Terdapat beberapa masalah yang masih tersisa, seperti (i) tidak adanya format permanen mengenai hubungan kelembagaan antara Mahkamah Agung, Mahkamah Konstitusi dan Komisi Yudisial, (ii) masih banyak upaya untuk melemahkan peradilan melalui banyak cara kriminalisasi hakim. Mengacu pada masalah di atas, maka ada kesenjangan antara apa yang senyatanya dan apa yang seharusnya antara lain, Pertama, perubahan konfigurasi politik yang cenderung lebih demokratis, kekuasaan kehakiman harus lebih otonom. Namun dalam kenyataannya, berbagai masalah muncul seperti (i) ketidakharmonisan dalam mengatur pola hubungan antara aktor kekuasaan Kehakiman, (ii) berbagai upaya untuk mengkriminalkan hakim atas keputusan mereka, (iii) berkembangnya praktek mafia peradilan. Kedua, dengan jaminan kemerdekaan kekuasaan kehakiman, seharusnya tidak akan ada undang-undang yang mengurangi jaminan kemerdekaan kekuasaan kehakiman. Namun pada kenyataannya, banyak peraturan perundang-undangan yang masih belum sejalan dengan jaminan konstitusional mengenai kemerdekaan kekuasaan kehakiman. Abstract

PENGEMBANGAN PLC TRAINER SERBAGUNA UNTUK SIMULATOR SISTEM KESELAMATAN REAKTOR. PLCadalahsalah satu perangkat pengontrolan yang sangat penting di instalasi reaktor terkini yang berbasis sistem instrumentasi dan digitalcontrol.Beberapa penelitian telah mendemonstrasikan hasil yang menjanjikan termasuk implementasinya di reaktor riset RSG GAS.Namun analisis kehandalan dan keselamatan terhadap sistem berbasis PLC ini tidaklah dapat dilakukan dengan bebas pada sistem terpasang.Tujuan penelitian mengembangkan PLC trainermenggunakan PLC mikro OMRON CPM1A yang nantinya berguna untuk implementasi simulator berbagai topik sistem keselamatan reaktor.Metode yang digunakan meliputi dus pengujian fungsi untuk menunjukkan unjuk kerja PLC, yaitu pengujian aplikasi logika sistem proteksi reaktor RSG-GAS, dan aplikasinya dalam pengendalian level ketinggian air pada perangkat simulasi dua tangki. Hasil menunjukkan sistem PLC mampu mengidentifikasiurutan inisiator logika SCRAM sekaligus meresponnya seketika.Hasil aplikasi pengendalian level juga berhasil mendemonstrasikan kesederhanaan sistem pengoperasian dan desain dengan tetap menjamin unjuk kerja terbaiknya.

Abstract

Untai Uji Termohidrolika Eksperimental adalah sarana eksperimen untuk mempelajari berbagai fenomena termohidrolika khususnya untuk sekuen post-LOCA (Lost of Coolant Accident). Untai tersebut telah digunakan untuk berbagai penelitian, menggunakan penggerak berbasis Variable Speed Drive(VSD) dan beberapa beban fase satu yang bisa mengakibatkan ketidakseimbangan beban.Penelitian ini bertujuan untuk menganalisis pengaruh ketidakseimbangan beban terhadap kualitas daya listrik pada VSD.Pada penelitian ini disimulasikan beban takseimbang untuk mengetahui efeknya terhadap kualitas catu daya listrik yang diukur dari besarnya tingkat harmonisa tegangan dan arusnya. Metode pengukuran menggunakan DAS (Data AquisitionSystem) yang dikembangkan sekaligus sebagai pengukur Total Harmonic Distortion (THD) dari tegangan dan arus pada sisi input dan output dari VSD tersebut. Hasil pengukuran menun-jukkan kenaikan THD terhadap ketidakseimbangan beban dengan harmonisa ke-3 yang terbesar. Selain itu nilai THD di sisi output pada umumnya lebih kecil dibandingkan sisi input VSD.

Abstract

This research discusses the development of criminal sanction philosophy from time to time. This research is a normative research which has juridical philosophic character. The approach applied in this research is conceptual approach, because of its relation with criminal sanction philosophy which could be the basis of criminal law. The research was performed by using literary study. The legal matters is qualitatively analyzed. Using that method, the conclusions obtained are school of criminal law which developed in its era had influenced the Indonesian criminal legal scholar in formulating and connecting the theoretical framework and the criminal sanction philosophy inside the currently discussed reformation of criminal law either legislation or formal criminal law and material criminal law. Abstract

This research focuses the issue of legislative policy of fine and its implementation in effort to overcome corruption. By using normative and qualitative legal method, this research revealed the following facts. First, implementation of fine in positive law of Indonesia not accordance with the punishment objectives as regulated in Criminal Act besides Indonesian Civil Code. In fact, fine seems like ineffective sanction. So, even though there are lots regulation about fine which mostly imposing high fine to defender, but it cannot creates preventive and deterrence effect. Second, effectiveness of fine implementation in court practice still questionable. In corruption case, sometime judges imposed high imprisonment to offender and supplemented with lower fine. In imposing fine, mount of fine is under the minimum standard which regulated in Corruption Act. Third, fine must be formulated with rational, exact and efficient ways. Related with the effort to overcome corruption, fine must be maximized to punish offender to achieve deterrence effect.Key words : Fine, corruptions, legislatife policy

Abstract

Statue no. 22/ 2001 on Oil and Gas. (Oil and Gas Law). Have reaped the problem, since the establishment, terms with the impact of globalization, as well as the world economic crisis. Therefore as new laws that regulate oil and gas, there has been a reform in the oil and gas law,  as well as a variety of model settings. Hence privatization of State-Owned Enterprises in  the field of oil and gas business, must be strictly regulated, so that the model of economic democracy as provided for in the Constitution Article 33 of the Constitution of 1945, can be implemented with a high spirit of nationalism.

Abstract

The application of fine on the national criminal law perspective have got significant progress. It is indicated by the acceptance of philosophy of conmdemnation about fine anda progress from the way of realization forits, conmdemnation by using the variouskinds of models introduced, but the glowof this application for fine have not been satisfied entirely because the trend is that sentence law forcnminalis stiil applied sentence law as acommon law. Abstract

Pemantauan kondisi rotating machine sangat diperlukan untuk menjamin keselamatan operasi sekaligus untuk meningkatkan efisiensi operasi di PWR. Salah satu teknik pemantauan kondisi terbaik yang dewasa ini dipilih karena mudah, non-invasive dan murah dalam implementasinya adalah Motor Current Signature Analysis (MCSA). Namun sayangnya penelitian aplikasi teknik ini untuk perangkat keras yang compact, low cost, berkelas industri dan layak untuk aplikasi pembangkit daya bertenaga nuklir sangat terbatas. Penelitian ini bertujuan untuk mengembangkan metode pemantauan kondisi berbasis MCSA dengan perangkat keras berkelas industri yang kompak untuk pembangkit daya tenaga nuklir. Penelitian meliputi aspek pengembangan perangkat keras real-time berbasis FPGA-CompactRIO, pembuatan modul untuk penampil early warning, pengujian unjuk kerja algoritma perangkat kerasnya, analisis spektrum berbagai kerusakan komponen motor elektrik, serta pengujian kinerjanya dalam mendeteksi berbagai kerusakan. Sistem pemantauan mampu mengeksekusi dengan total waktu eksekusi berkisar 164 ms, berhasil mendeteksi spektrum frekuensi berbagai kerusakan di motor induksi seperti stator shorted turn berkisar 75%, rotor broken bar 95%, eccentricity 65%, dan mechanical misalignment 85%, termasuk gangguan catu daya voltage unbalance 100%. Berdasarkan unjuk kerja perangkatnya, sistem pemantauan kondisi rotating machine ini menjadi salah satu alternatif terbaik untuk sistem pemantauan berbagai perangkat pemantauan di reaktor nuklir.Kata kunci : Pemantauan kondisi, rotating machine, Motor Current Signature Analysis (MCSA), Field Programmable Gate Array (FPGA) Condition monitoring of rotating machine is essential to guarantee the safety operation as well as to improve the efficiency of nuclear power plants operations. One of the promising condition monitoring techniques which has been preferred currently since it is simple, non-invasive and inexpensive is Motor Stator Signature Analysis (MCSA). However, the investigation of the MCSA technique using a compact, low cost, and having industrial class hardware which is capable for nucear power plant applications has been limited. The research is aimed to develop condition monitoring method based on MCSA utilizing a compact industrial class for nuclear power plant. The investigation includes development of condition monitoring based on real-time FPGA-CompatRIO hardware, development of a custom built display module for early warning system, testing of the monitoring hardware, fault frequency analysis of electric motors including the performances of fault detections. The condition monitoring system is able to execute a fault detection task around 164 ms, to recognize accurately fault frequencies of stator shorted turn for about 75%, broken rotor bar around 95%, eccentricity 65%, mechanical misalignment 85%, including supply voltage unbalances 100%. The condition monitoring system based on its performance assessments could become a suitable alternative not only for rotating machines but also condition monitoring for other nuclear reactor components. Keywords : Condition monitoring, rotating machine, Motor Current Signature Analysis (MCSA), Field Programmable Gate Array (FPGA)
