Abstract

The drought as a natural event and attacked slowly. Drought as a natural event and attacked slowly, has caused harm to the farmers in the district Indramayu. In vew of the drought is an event that can be repeated, it is necessary to monitor and identify factors associated risk of drought, so as to develop a model of the hazard of drought. Besides, it should be made maps to be known distribution of drought useful for the development of agriculture and other policies, as well as to minimize losses that may in the future. This research used a method to identify factors associated risk of drought and develop models of drought. Each factor was scored and weighted in order of importance or influence on the risk of drought and then overlay is connected through the MCE method (Multi Criteria Evaluation). The model is applied to three (3) points in that 2003, 2008 and 2012. The model is built for two versions. Model version 1, implementaed by excluding the distance from the irrigation network and model version 2, include a range of irrigation networks. The results showed that the drought hazard factor that has the most impact to the lowest is the rainfall, land use, distance to water sources, soil texture, soil surface temperature, in order to obtain a model with the formulation: H=(0.34SPI)+(0.20L)+ (0.19B)+(0.17Jt)+(0.10LST). The spread of the hazard on the model version 2 has an area at risk of drought less than the model version 1 and version 2 have a value lower accuracy than version 1. Model version 2 is an ideal condition, however, irrigation is less a role during the dry season. Meanwhile, the model version 1 has a significant level of validation. Abstract

Kabupaten Pasaman Barat terbentuk dari pemekaran Kabupaten Pasaman melalui Keputusan Pemerintah No.38 / 2003 tanggal 18 Desember 2003. Sejak tahun 1990 masalah yang dihadapi oleh Kabupaten Pasaman adalah konversi lahan pertanian ke penggunaan lain yang sangat cepat, terutama lahan sawah menjadi perkebunan kelapa sawit. Pengesahan UU No 41 tahun 2009 tentang Perlindungan Lahan Pertanian Pangan Berkelanjutan (PLP2B), diharapkan dapat mengendalikan laju perubahan penggunaan lahan pertanian ke penggunaan lain. Peraturan ini masih baru, sehingga implementasi peraturan ini belum banyak dilakukan, termasuk perencanaan dan penetapan wilayah. Tujuan dari penelitian ini adalah (1) untuk menganalisis persepsi masyarakat terhadap faktor utama yang mempengaruhi penentuan lahan sawah berkelanjutan, (2) untuk menganalisis proyeksi kebutuhan luas sawah di tingkat kabupaten, dan (3) untuk menentukan area sawah berkelanjutan di wilayah penelitian berdasarkan batas wilayah kecamatan. Hasil penelitian menunjukkan bahwa faktor fisik yaitu ketersediaan aktual dan potensial (kesesuaian lahan), diutamakan dalam penentuan sawah yang akan dipertahankan. Ketersediaan lahan sawah eksisting di Kabupaten Pasaman Barat masih cukup untuk mencukupi kebutuhan pangan lokal selama kurang lebih 20 tahun yang akan datang. Terdapat lahan sawah (aktual) seluas 27,317 ha yang cocok untuk dilindungi di Kecamatan Barru, dengan penggunaan lahan eksisting berupa sawah irigasi (budidaya). Selain itu, terdapat lahan potensial untuk dilindungi seluas 9,871 ha, dengan penggunaan lahan eksisting berupa semak-semak, rawa dan rawa lebak. Lahan yang diusulkan di lindungi dibagi menjadi 3 kriteria, yaitu: area yang surplus produksi, adanya irigasi, dan penerimaan oleh masyarakat. Lahan yang mencakup ketiga kriteria tersebut terdapat seluas 18,670 ha yang terdistribusi di beberapa kecamatan.

Abstract

Kekeringan agro-hidrologi dapat diartikan sebagai kekurangan air permukaan, air tanah dan mencukupi untuk tanaman dan kebutuhan masyarakat untuk jangka waktu tertentu. Sejauh ini belum ada indeks kekerigan agro-hidrologi yang menggabungkan faktor iklim, air permukaan, dan air bawah permukaan tanah. Penelitian ini merumuskan sebuah indeks bahaya kekeringan (Ibk) sebagai indikator kekeringan agro-hidrologi. Model yang dikembangkan dari kombinasi curah hujan musim kering, kedalaman air tanah, jarak sumber air, tekstur tanah dan indeks ketersediaan air bagi tanaman dengan menggunakan metode penginderaan jauh dan GIS. Indeks bahaya kekeringan agro-hidrologi yang telah dikembangkan adalah Ibk= (0.33CH) + (0.27KAT) + (0.20SA) + (0.13T) + (0.0WSVI) dengan hasil validasi model menunjukkan kemiripan yang tinggi kekeringan di lapangan.

Abstract

Wilayah pantai Kabupaten Pandeglang saat ini dipenuhi oleh aktivitas ekonomi dan mempunyai potensi pengembangan dengan berbagai problem. Studi ini bertujuan untuk mengidentifikasi problem dan menganalisis faktor dominan yang mempengaruhi pemanfaatannya serta kesesuaiannya secara ruang untuk perikanan, budidaya perikanan, pariwisata marin, pelabuhan perikanan, dan konservasi laut. Analisis dilakukan dengan pencarian kriteria melalui pendapat ahli melalui metode Proses Analisis Jaringan (ANP ? Analytic Network Process) dan analisis spasial tumpang-tindih. Pembobotan kriteria dan parameter mempunyai pengaruh bersama dalam pengelompokan fungsi kebijakan, ekologi dan sosial-ekonomi. Kriteria yang berperan adalah perencanaan ruang provinsi (RTRWP) dan kabupaten (RTRWK), transportasi, struktur populasi, infrastruktur, kesesuaian fisik, penggunaan lahan dan risiko ancaman bahaya. Lokasi yang sesuai untuk budidaya perikanan laut adalah wilayah pantai kecamatan Pagelaran hingga Panimbang. Daerah konservasi terletak di perairan Taman Jaya di sekitar pulau Badul. Wilayah yang sesuai untuk daerah pariwisata adalah Sukaresmi ke Tanjung Jaya serta pulau-pulau kecil di Ujung Kulon. Pelabuhan perikanan sesuai dibangun di kampung Caringin, Cigondong, Pejamben dan Teluk. Daerah paling sesuai untuk aktivitas perikanan di Kecamatan Labuan, Panimbang dan Sukaresmi.

Abstract

An index for labor absorption capacity of an agricultural cropping system requires worker number from direct activities and non-direct activities in a field The number of workers from direct activities can be generated from landmanagement (ploughing, fertilization, weeding, etc), meanwhile, the number of workers from non-direct activities such as transportation of manure and product, has to include a distance effect. A distance of a farm from a collection point, where agricultural facilities distributed, contributes to the number of workers required for carrying such products or fertilizers.To calculate a distant effect to absorption capacity is hampered by difficulty in measuring of farm distance in a field,which implies it is rarely found such proper data in producing a labor absorption capacity. GIS as a spatial technology has the capability to produce such as distance effect. This research demonstrated the use of GIS in producing labor absorption capacity index and map of status labor absorption in Samarang sub-district, where several intensive agricultural activities such as paddy, vegetable and perfume grass crops were found The map could be used to understand indirectly the economic situation of the area. Abstract

Enviromental carrying capacity was measured in three methods,i.e land capability, land carrying capacity and water carrying capacity. Garut Regency which is located at the upstream Cimanuk Watershed has an important role in the sustainability of capacity for downstream area. The aims of this study are: (1) to identify land use in Garut Regency in 2009, (2) to identify land capability in Garut Regency, (3) to assess the suitability of land use with land capability and space pattern in Garut Regency, (4) to identify the status of environmental carrying capacity in Garut Regency, and (5) to set a space pattern based on environmental carrying capacity. Based on the interpretation of Landsat Satellite Imagery in 2009, dryland agriculture has dominated the coverage about 45.4% and forest cover about 23.8%. This study also shows that most area in Garut Regency is belong to Class IV land capability (36.4% of the regency area) without Class I of land capability. Suitabilty evaluation between land cover and land capabilty describe that 48,45% area is suitable, 50.4% area is not suitable and 1.18% area is conditionally suitable depending on limitation factors that affect land capability. Another evaluation between space patern and land capability shown that 59.0% area is suitable, 32.1% area is not suitable, and 8.84% area is conditionally suitable. Both status of land carrying capacity and water carrying capacity are deficit. According to spatial pattern based on land capability and existing forest, space that can be use as the preservation area is about 58.5% of the area, and space that can be use as the cultivation area is about 41.5% of the area of Garut Regency.Keywords : Land capability, land cover/use, spatial pattern, water carrying capacity

Abstract

Aktivitas pertambangan emas tanpa izin menyebabkan terbentuknya lubang tambang, tailing, vegetasi tercekam dan lahan terbuka. Penelitian ini bertujuan mengidentifikasi dan mengembangkan model spasial kerusakan lahan dan pencemaran perairan akibat penambangan emas tanpa izin di DAS Raya, Kalimantan Barat. Model kerusakan lahan dikembangkan berdasarkan perkalian skor umur tambang dan jenis tailing, sedangkan skor untuk model pencemaran perairan didasarkan hasil analisis distribusi spasial kadar total dissolved solids (TDS) dan Hg air Danau Serantangan. Vegetasi di area terdegradasi menunjukkan gejala defisiensi dan toksisitas hara. Berdasarkan NDVI (normalized difference vegetation index), area terdegradasi menghasilkan kisaran nilai 0.1-0.6. Tingkat kerusakan lahan di areal penelitian diklasifikasikan agak rusak (29.33%), rusak (28.70%) dan sangat rusak (41.97% dari total luas 4,551 ha), sedangkan 65.87% atau 83 ha areal perairan Danau Serantangan diklasifikasikan sangat tercemar berdasarkan kadar Hg dan TDS. Tingkat akurasi model spasial kerusakan lahan dan pencemaran perairan yang dikembangkan masing-masing mencapai 88.30 dan 82.57%. Abstract

Based on the data of earthquake disaster events in Indonesia for the last 12 years then West Java Province was most often experienced landslide disaster. Land movement map of Garut Regency issued by Directorate of Volcanology and Geological Hazard Mitigation (DVMG), indicated Garut included in the category of vulnerability zone of high ground movement, among others: District Banjarwangi, Singajaya and Peundeuy. This study aimed to identify and analyzed the characteristics of landslides in Garut regency, especially in three districts. The first phase of this study conducted a literature study on various factors causing landslides, followed by making a list of fields as a guide in the field. The identification of landslides was done descriptively. Various factors suspected to be the cause of the landslide were identified and analyzed. Based on the results of observation for 14 months at 32 landslide point that occurred in the research area, there were 2 landslide characteristics encountered, namely 1. Soil scrolling (30 cases or 94%) and 2. Decreased / subsidence (2 cases or 6%). The highest landslide was found on paddy fields as much as 25 dots, followed by mixed gardens (talun) as much as four points, in the settlement / infrastructure found two points and one season plantation garden.

Abstract

Jaringan jalan merupakan salah satu penunjang kegiatan perekonomian yang bermuara pada peningkatan taraf hidup masyarakat. Kabupaten Tana Toraja memiliki 166 ruas jalan kabupaten dengan total panjang 1,252 km yang sebagian besar (74.24%) berada dalam kondisi rusak. Hal ini disebabkan oleh adanya kebijakan pendanaan karena keterbatasan anggaran, akibatnya semua ruas jalan tidak dapat tertangani seluruhnya, sehingga membutuhkan prioritas jaringan jalan yang perlu ditangani untuk pengembangan wilayahnya ke depan. Penelitian ini menggunakan metode analisis skalogram untuk mengidentifikasi wilayah-wilayah yang menjadi pusat pelayanan dan metode Analytical Hierarchy Process (AHP) untuk mendapatkan persepsi stakeholder terhadap faktor yang menjadi prioritas dalam memilih jaringan jalan yang akan ditangani. Hasil penelitian menunjukkan 2 kecamatan merupakan pusat pelayanan (Hirarki I), 5 kecamatan merupakan subpusat pelayanan (Hirarki II), dan 12 kecamatan merupakan wilayah hinterland (Hirarki III). Dari analisis AHP diperoleh pilihan prioritas jaringan jalan berdasarkan potensi obyek wisata. Sehingga jaringan jalan yang dapat diprioritaskan adalah: 1). Alternatif I, terdiri atas: (i) Jalan lingkar wisata, (ii) Kokkang ? Buakayu, (iii) Pasobo ? Kondodewata, (iv) Tetebassi ? Kondoran, (v) Batupapan ? Rantekurra; 2). Alternatif II, terdiri atas: (i) Jalan lingkar wisata, (ii) Kokkang ? Buakayu, (iii) Pasobo ? Kondodewata, (iv) Tetebassi ? Kondoran, (v) Batupapan ? Rantekurra, (vi) Makale ? Kaduaja.

Abstract

The objective of this study were to evaluate the institutional of watershed management in border area of Indonesia and Timor-Leste, and to design a model of transboundary watershed management institution for Indonesia and Timor-Leste.  Weighting of internal and external factors method was used to evaluate the institutional transboundary watershed management, while analytical hierarchy process was used to compute the institutional model of transboundary watershed management. The internal factors consists of: the commitment of the stakeholder in watershed management, development priorities at border area, the limited institutional cooperation, the land use changes. The external factors  are: international environmental agenda on development country, international conferences that supported the countries collaboration toward sustainable development achievement, supporting culture in forest and water resources protection, slash and burn cultivation activities, conflicts, lack of ecological. The result showed that weighting of  internal and external factors on quadrant III is alternaltive institutional model of transboundary watershed management.  The priority alternatives institutional model and also road map for sustainable development are collaboration agreement of transboundary management, transboundary watershed forum, and autonomous transboundary watershed management. The alternatives institutional has relation with the development phase, condition of local community and environment.
