Abstract

Criminal sanctions which are imposed on corporations committing employment crimes as provided inArticle 185 paragraph (1) of the Manpower Act are sufficiently burdensome, both for corporations andcorporate administrators, as the cumulative and alternative system of criminal imposition of criminalpenalties. It means that the corporate executives who commit crimes may be subject to imprisonmentor criminal penalties and both imprisonment and fine. But in practice law enforcement officers do notdirectly impose criminal sanctions in the form of imprisonment to corporate executives who commitcrimes in the field of employment in the city of Palembang. This is due to the tendency of lawenforcement officers to use the principle of subsidiarity, namely the criminal law placed in the ultimumremendium position, on the grounds of economic considerations, so that sanctions are imposed onlyadministrative sanctions and criminal penalties and close the normative rights of labor only. DOI: 10.15408/jch.v5i2.7087

Abstract

Abstract: This research aimed to discover strategies in integrating a new culture within the merger companies. The strategies have elements including values, phases, leader role, and the system of cultural integration construction. This research used a meta-analysis with an expose facto research design. Findings indicate new cultural integrations were carried out by many companies through demonstrating internal and external values. Integrations are implemented through ?pre, process, and post-merger?.  The most important in the preliminary stage is started by benchmarking, leading entire stages, and keeping a balance of collaboration between human and non-human aspects as well as leader and member components. This study concludes that the identified strategies highly contributed to effective management changes at micro, meso, and macro level. The implication is that leaders have to consider new cultural integration strategies properly. Since this study were based on meta analysis findings, future research needs to include empirical data originated from merging organizations.Key Words: strategy, cultural integration, organizationAbstrak: Penelitian ini bertujuan untuk menemukan strategi guna mengintegrasikan budaya baru dalam perusahaan merger. Dalam elemen strategi terdapat nilai-nilai, fase, peran pemimpin, dan sistem konstruksi integrasi budaya. Penelitian ini menggunakan meta-analisis dengan desain expose facto. Temuan dari banyak perusahaan melalui pembuktian nilai-nilai internal dan eksternal. Integrasi dilaksanakan melalui 'pra, proses, dan pasca merger'. Dalam tahap pendahuluan, hal yang paling penting adalah benchmarking, memimpin seluruh tahapan, dan menjaga keseimbangan antara kolaborasi dan aspek non-manusia serta komponen pemimpin dan anggota. Studi ini menyimpulkan bahwa strategi sangat berkontribusi terhadap perubahan manajemen yang efektif di tingkat mikro, mezo, dan makro. Para pemimpin harus mempertimbangkan strategi integrasi budaya baru dengan benar. Penelitian masa depan perlu memasukkan data empiris yang berasal dari penggabungan organisasi.Kata kunci: strategi, integrasi budaya, organisasi

Abstract

Sungai Bakau Besar Laut Village is one of the villages in the Sungai Pinyuh Districk that has mangrove forest. This research aims to obtain species diversity of mangrove vegetation in Sungai Bakau Besar Laut Village. The benefits of this research is expected to provide data the condition of mangrove forest vegetation and the environment data that be used for local government and related agencies management mangrove forest in this  village. The method is survey and used for systematic pathways. The observation plot layed Purposive Sampling. The analysis of vegetation in this study made 4 lines that each line has  length  200 meters and  distance between the lines as far as 100 meters. Based on the results of the vegetation analysis found 8 species of vegetation and consists of 5 genera, namely Avicennia, Bruguiera, Rhizophora, Soneratia and Xylocarpus.Keywords: Mangrove forest, Species diversity, Sungai Bakau Besar Village

Abstract

Abstract: Subsoil (sub grade) is the lowest layer in highway construction. The reliability of the pavement thickness design is highly dependent on the accuracy of the carrying capacity of the ground. The carrying capacity of the foundation soil known in the value of California Bearing Ratio (CBR) can be determined by Dynamic Cone Penetrometer (DCP) equipment. The working principle of DCP is very simple and economical in the field. However, since 2013 the Ministry of Public Works has issued a 2013 Pavement Design Destruction Manual (MDP) which requires the use of CBR values from laboratory test results with 4 day immersion samples. The problem that occurs is the time and cost of testing the sample. CBR immersion with 4 days of immersion will take longer. The cost of sampling, sample preparation and sample testing are also more expensive than testing with DCP tools. With this background, this study aims to find an empirical relationship between the value of ground support capacity (CBR) of both tools (DCP and CBR immersion). This research is a preliminary study of Road Laboratory of Faculty of Engineering Unsyiah and is expected to be developed by multiplying future research samples for more precise results. Empirical values obtained after the research is: CBR Dcp = 1.083 + (0.347 x CBR Lab) Abstrak: Tanah dasar (sub grade) merupakan lapisan terbawah pada konstruksi jalan raya. Kehandalan disain tebal perkerasan sangat tergantung pada keakuratan nilai daya dukung tanah dasar. Daya dukung tanah dasar yang dikenal dalam nilai California Bearing Ratio (CBR) dapat ditentukan dengan peralatan Dynamic Cone Penetrometer (DCP). Prinsip kerja DCP sangat sederhana dan ekonomis dilakukan di lapangan. Namun, sejak tahun 2013 Kementerian Pekerjaan Umum mengeluarkan Manual Disain Tebal Perkerasan (MDP) 2013 yang menyaratkan penggunaan nilai CBR dari hasil uji laboratorium dengan sampel rendaman 4 hari. Permasalahan yang terjadi adalah waktu dan biaya pengujian sampel. CBR rendaman dengan 4 hari perendaman akan memakan waktu yang lebih lama. Biaya pengambilan sampel, penyiapan sampel dan pengujian sampel juga lebih mahal dibandingkan dengan pengujian dengan alat DCP. Dengan latar belakang tersebut, maka penelitian ini bertujuan untuk mencari hubungan secara empiris antara nilai daya dukung tanah dasar (CBR) dari kedua alat tersebut (DCP dan CBR rendaman). Penelitian ini merupakan studi awal dari Laboratorium Jalan Raya Fakultas Teknik Unsyiah dan diharapkan dapat dikembangkan dengan memperbanyak sampel penelitian dimasa mendatang untuk hasil yang lebih presisi.  Nilai empiris yang didapatkan setelah dilakukan Penelitian adalah : CBR Dcp = 1.083 + (0.347 x CBR Lab)

Abstract

This research was intended to unveil implementation of carrier official mutation in scope of Government Staffing Agency (BKDD)bRegency of Mamuju, due to common issue there have been unfair implementations of carrier official mutation at Government Staffing Agency (BKDD) Regency of Mamuju. This research applied case study and document investigation. While technical analysis of the data research is qualitative-descriptive. Based on its results, this research shows that implementation of carrier official mutation in scope of Government Staffing Agency (BKDD) Regency of Mamuju was unfairly done and some violationst regulations. Some of them are, insufficient years of service, inconvenient education background, or low achievement. All of these were estimated as influences of politic and kinship relation where mutual benefit underlies all of the mutation held by Government Staffing Agency (BKDD) Regency of Mamuju.Keywords: Mutation, Carrier, Employment. Penelitian ini bertujuaan untuk mengetahui pelaksanaan mutasi pejabat karir di Badan Kepegawaian Daerah Kabupaten Mamuju karena masih banyak terdapat ketidak  adilan pada saat pelaksanaan mutasi pejabat Karir. Penelitian ini menggunakan studi kasus dan teknik penggumpulan data dengan menggunakan metode wawancara, observasi dan telaah dokumen, sedangkan teknis analisa data yang di pakai dalam penelitian ini adalah deskriptif kuatitatif. Hasil penelitian menunjukan bahwa dalam pelaksanaan mutasi pejabat karir di Badan Kepegawaian Daerah Kabupaten Mamuju belum terlaksana dengan baik dan belum sesuai dengan aturan yang menjadi syarat seseorang pegawai untuk dapat di promosikan di antaranya, kurangnya  masa kerja, latar belakang pendidikan, dan prestasi kerja, ketidak adailan tersebut sering terjadi karena adanya hubungan politik dan kekerabatan. Sehingga semua pihak khususnya para pegawai mengharapkan suatu kebijakan yang dapat memberiakan rasa adil untuk kedua bela pihak pada saat pelaksaan mutasi Badan Kepegawaian Daerah kabupaten Mamuju.Kata Kunci: Mutasi, Karir, Kepegawai

Abstract

In 2012 a studi was conducted on the potential of Nyamplung in Ketapang and North Kayong Regencies, which stated that there were 219 trees of nyamplung potential in the coastal area of Tambak Rawang, North Kayong Regency. The next problem is how the nyamplung plant distribution conditions after seven years latter, whether there is a decrease or increase in population of nyamplung at Tambak Rawang coastal area, Sukadana District, Kayong Utara Regency. The purpose of this study is to examine the potential of nyamplung (Calophyllum inophyllum) in the coastal area of Tambak Rawang, Sukadana District, Kayong Utara Regency. This research was conducted at Tambak Rawang beach, Sukadana District, Kayong Utara Regency, West Kalimantan Province for approximately ± 1 month. Data collection techniques are carried out by the census of all nyamplung (C. inophyllum) trees found at the coastal area. Observations for seedling level were conducted by making 2 x 2 m plots placed by purposive sampling or deliberately at locations where there were many nyamplung seedlings at the observation site. Observation results show that there were 238 nyamplung trees found at the Tambak Rawang coastal area. The average number of primary, secondary and tertiary branches in the nyamplung tree are ± 5.18, ± 36.29 and ± 424.29 branches, respectively. Production of the weight of fruit in each tree is  ± 5.827 tons per fruit season. The number of nyamplung tree seedlings was found 6771 seedlings around the bottom of the nyamplung tree.Keyword : Coastal area, Kayong Utara, nyamplung (Callophyllum inophyllum), potency

Abstract

Restoration and revegetation must be done to recover the post-mining land ecosystem. The strategy of one vegetative that could be applied to rehabilitate degraded the post-mining land is revegetation with the applications the organic and NPK fertilizer to improve the land conditions and choose the suitable of the plant. Terminalia catappa L is one of the plants classified as a pioneer species and can grow on the poor nutrient land and easy to cultivation. Research on the additions of cow dung as ameliorant and NPK fertilizer to improve the physical, chemical, and biological of tailings media in nursery to the growth of Terminalia catappa L. Treatment was given to the growth of seedlings of Terminalia catappa L using the Completely Randomized Design (RAL) with 2 (two) factor treatment. The first factor is NPK Fertilizer with 5 level treatment such as without Fertilizer (K0), 5 gr (K1), 10 gr (K2), 15 gr (K3), 20 gr (K4). The second factor is an organic compound from cow dung with 5 level treatment such us without cow dung (P0), 10 gr (P1), 20 gr (P2), 30 gr (P3), 40 gr (P4). Each level of treatment consisting of 3 replications so the amount of seedlings in this research is 75 seedlings. Data collected were short high (cm), stem diameter (mm), number of leaves and dry weight of the plant. The result of addition organic and NPK fertilizer on tailing media in nursery gave a significant effect on the growth of height, diameter, number of leaves and dry weight of Terminalia catappa L. The best result media treatment for all parameters is NPK fertilizer and cow dung with combination 20: 40 gr,  although almost all of the ameliorant treatment gave the better result if compare the control treatment without addition organic ameliorant.Keywords: ameliorant, organic and NPK Fertilizer, Tailings, Terminalia catappa L.

Abstract

Community local wisdom of peatlands conservation in Punggur Kecil villages is one form of community life culture in peserving peatlands for generation to generation. The purpose of this study is to examine the forms of local wisdom in preserving peatlands, analyzing the obstacles faced by the community in maintaining local wisdom as a supporter of peatland sustainability and analyzing and describing the community to have a role in peatland management. This research was condected in Punggur Kecil village Sungai Kakap sub-district Kuburaya Regency. This research was carried out for 2 weeks effectively in the field. The tools used include writing instruments, questionnaires, calculators, recording devices, cameras, and maps of research locations. The method used is a survey and observation method with direct interview techniques. Sampling is done by using purposive sampling. Based on the results of farming research is part of the local wisdom of Punggur Kecil village community which is also part of their cultural identity in addition to of course as an effort to meet food and economic needs of the family. The form of local wisdom of the people besides farming, namely by making ditches or regulating water systems. Land preparation by peasants on peatland land in traditional culture of the village community using long type machetes. Currently the biggest obstacle to peat is drainage and fires which are usually accompanied by forest conversion. Based on the results of field observations and discussions from the results of reserch conducted in general, the village community managed peatlands well. The results of the research conducted showed that all existing land management models use a mixed system. In the rice fields of the community, they combine rice plants with other holiculture plants such as chili, spinach, yams, leeks, bananas and other types of plants such as coconut, langsat and durian. Local community needs is obtained from agricultural products for their lively hood.Keywords : Peatlands, Peatland conservation, Punggur Kecil Villages.

Abstract

Polyculture technology is the culture of various species of fish which has similar trophic level, where the organisms are perform biological and chemical processes in synergy with several advantages in the ecosystem. Field experiment was done in the brackhiswater ponds Borimasunggu vilage Maros regency, South Sulawesi, using 3 ponds of 1.0 ha pond-1. The research was aimed to apply the polyculture technology of tiger shrimp, fish and seaweed. Tiger shrimp yuvenile and milkfish yuvenile with the average weight of 0.056 ± 0.006 g and 75 ± 2.1 g. the seaweed is Gracillaria verrucosa. Stocking of seaweed performed 30 days earlier than tiger shrimp yuvenile and fish. Stocking density each pond are 1,500 kg sea weed + 30,000 tiger shrimps + 1,500 yuvenile of milk fish (A) and 1,500 kg sea weed+ 30,000 kg of tiger shrimps yuvenile (B); and (C) = 1,500 milkfish + 1,500 kg of seaweed with time of culture for 90 days. The results obtained in treatment A showed that daily growth rate of tiger shrimp: 5.66%; milkfish : 1.84% and seaweed : 2.3%. Production of tiger shrimp 165 k, milk fish : 417 kg, and seaweed 4285.7 kg dry-wet. Daily growth rate in pond B is tiger prawn: 5.21%; seaweed : 2.2%), production of tiger shrimp: 127 kg and seaweed 3,985.7 kg. While the daily growth rate for pond C is milk fish:1.91% and seaweed : 1.08% with a production of 450 kg and 3,085 kg dry-wet. Analysis economic showed that total production and income of pond C has higher revenues followed by B and A.
