Abstract

This research aimed at examining: (1) rice supply adjustment for the long-term equilibrium (2) the impact of the government?s policies on rice grain purchasing price to the rice supply, (3) and factors influencing the long-term and short-term rice supply in the rice-producing regions in Indonesia. This research used the panel data regression with the error correction model approach. The data were the yearly time series data of 1987 through 2008. The resultsshowed that (1) the rice supply adjustment for the long-term equilibrium was at 68%, (2) in the long term, the government?s policies on rice grain purchasing price reduced the rice supply, (3) in the long term, the rice retail price, the rain fall, and the technology had a positive influence on the rice supply, while the cassava and soybean prices had a negative influence. In the short term, the rice retail price and technology had a positive influence, while thecassava and soybean prices and the monetary crisis dummy had a negative influence to the rice supply in the rice-producing regions in Indonesia. KEY WORDS: rice supply, error correction model, panel data, Indonesia

Abstract

The objectives of this research were to understand farmers’ perception to risk and risk management strategy on shallot farming. The research was conducted in Bantul and Nganjuk Regency. The number of samples taken were 57 farmers in Bantul and 90 farmers in Nganjuk. Analysis used was frequency table that disaggregate based on agroecosystem and cropping pattern. The result showed that according to farmers’ perception, production and price risk were high. Farmer's decision to follow dominant cropping pattern and production system reflected on the ex ante risk management strategies done by the farmers as their own respection. In the interactive risk management strategies, farmers tended to use chemical fertilizers over chemical pesticides. In ex post risk management strategy, in the failure of shallot farming, they kept cultivating shallot that their capital got on cash and input for shallot farming.

Abstract

The aims of this study were (1) to determine the trend of retail rice price in Indonesia and the price of grain at the farmer level in Indonesia and (2) to identify the vertical integration of the rice market in Indonesia. The monthly data of retail rice price and the price of grain at the farmer level (price of harvested dried grain at the farmer level) in Indonesia during January 2008 - January 2016 were used in this study. The least squares method was applied to determine the trend of prices, while Co-integration Model of Engle-Granger and ECM was used to estimate the vertical integration of Indonesian rice market. The results indicated that both types of prices had an upward trend. In the analysis of the vertical integration of rice market in Indonesia, there was a long-term balance relationship and short-term equilibrium relationship.

Abstract

This study aimed to determine the position of PT. Dagsap Endura Eatore Yogyakarta and to formulate the export strategy to enter the international market of ASEAN. The primary and secondary data were used in this study. The SWOT analysis, consisted of four indicators i.e strengths, weakness, opportunities, and threats, was used for analysis data. The results showed that the total of weighting score for force factor of PT. Dagsap Endura Yogyakarta Eatore was 4.45; the vulnerability factor was 4.07; odds factor was 4.70; and threats factor was 4.11. The current PT. Dagsap Endura Eatore Yogyakarta is in quadrant 1 (one) SWOT matrix that supports an aggressive growth policy (Growth Oriented Strategy). Export strategy for PT. Dagsap Endura Eatore Yogyakarta should use the power, so that it can seize the export opportunities to enter the international market of ASEAN.

Abstract

Organic rice is claimed as one of staples food alternative choice. Consuming organic rice is not only about fulfilling the quality needs but also a part of life style. Organic rice is also available in many modern retails in Pontianak so that it is affordable enough to be consumed by Pontianak’s residents. The aims of study were to analyze Willingness To Pay (WTP) of consumers with Contingent Valuation Method (CVM) and find factors affected consumers WTP value of organic rice . Primary data were collected during March to April 2016 and analyzed by multiple regression. The samples of Pontianak’s residents were used as respondents. The result showed that willingness to pay rate of organic rice in Pontianak was low. The age, price of organic rice, ergonomic packaging, respondent expenditure in month, and non-organic rice price affected WTP  with marked positive, while marital status factor had negative marked.

Abstract

This study aimed to determine the factors affected the soybean availability in Indonesia. This study used secondary data obtained from FAO (Food and Agriculture Organization), World Bank, and the Ministry of Finance. In this study, the data from 1964 to 2013 used to determine the factors affected soybean availability in Indonesia . The Error Correction Model (ECM) was used to determine the factors affected soybean availability. The results showed that (1) the data were stationary at first difference; (2) the data used co-integrated means long-term parameters; (3) ECT coefficient was 0.846 (significant at α = 5%) indicated the model used was valid. Soybean availability in Indonesia in the short term was positively influenced by the total planted area, total soybean consumption, and soybean import tariffs. In the long term, soybean availability in Indonesia was positively influenced by the total planted area, productivity of soybean, domestic soybean prices, soybean consumption, and rupiah exchange rate to dollar. In the long-term, availability of soybeans was negatively affected by the price of imported soybean.

Abstract

In the current era, government has facilitated, trained and supported the implementation ofirrigation development and management providing maximum opportunities to any region, bybringing forward the initiative, capacity, and the regional authority concerned in accordance withthe economic and decentralization spirits. However, based on the present data, it is suggested thatirrigation improvement program has not been able to absolutely alleviate poverty because irrigationis only one of supporting capitals in farming system. The research was conducted in ParigiMoutong from March 2009 to December 2010. Data was collected through survey aimed at: (1)analyzing poverty incidence and gap; (2) identifying government policy on irrigation developmentand management. The research results showed that: (1) based on the poverty incidences and gapanalysis, Torue and South Parigi sub districts had populations of poor people of 55.89 and 49.36%,respectively, (2) the Central Sulawesi governmental policy on Water Resources and IrrigationSector Management Program (WISMP) has been running for 3 years, which is currently a priorityprogram in managing water/irrigation resources. Its implementation is needed in order tosuccesfully create self-supported farmers in participative irrigation management by activelyinvolving water user farmer groups (WUFG) directed to foster the sense of belonging. Thus,responsibility transfer in management can run smoothly and the realization of efficient, effectiveand sustainable irrigation based on self-supported farmer community belong to WUFG isachievable. The WISMP can reduce the poverty level 5% but it was not significant in alleviating povertyKata kunci : Irrigation, poverty, regional government policy.

Abstract

Most of all developing countries including Indonesia gave serious enough attention to overcome incursion import and also low import price problem. In many cases, low import product price into a state will have several bad effects to agriculture industry, rural development and employment. This research aims are (1) to know and analyze factors influence to rice import and (2) to know elasticity of rice import variable. The research use time series data, with secondary data type starting 1969-2004 year which collected from various archives or publication from Department of Agriculture, Statistical Bureau Center, BULOG, FAO, IRRI and relevant publication with this research. Analysis method used by econometric with OLS (Ordinary Least Square). Because of used time series data for the estimation, so will be test stationer of variable in data analysis (Koutsoyiannis, 1978). And than testing for degree of integration and to see long-range and short-range model used ECM Engle-Granger, 1997 (Insukindro, 2002).Conclusion of the research are (1) factors influence rice import is previous year import factor in short-range and long-range, despitefully rice import on a long term influenced also by earnings, (2) elasticity of previous year rice import in short-range 0,77 (inelastic) and on a long-range 0,40 (inelastic), while earnings elasticity is 13,5 (elastic). Research implication to depress rice import is substitution rice with higher value level of commodity.

Abstract

Madura has widely potential farming business of sugarcane and has enough raw material to build a mini sugar mill. Sugarcane is cultivated in Madura, particularly in four regencies, namely Bangkalan, Sampang, Pamekasan and Sumenep. To decide the location of mini sugar mill in one of the regencies requires decision support system (DSS). This study aimed to determine the priority of mini sugar mill location in Madura. This research used primary and secondary data. The primary data were collected using questionnaires. Then, the results of evaluation from the experts, on the items of questions, were analyzed with analytical hierarchy process (AHP). This was accomplished using Expert Choice 2000 software. Analysis of the selection of mini sugar mill location considered six criteria, namely the land suitability level, existing infrastructure, the potential of raw materials, the availability of labor, social capital and institutions. The selected criteria were further classified into sub-criteria to clarify the definitions of operational criteria and facilitate assessment for respondents. The results show that social capital had the greatest influence on decision making, followed by the land suitability level and the potential of raw materials. The finding in this research is that the mini sugar mill location is given priority in Bangkalan Regency, Madura. The conclusion of this research is that AHP analysis can be used as a method to take accurate decision in determining the location of sugarcane factory in certain area of sugarcane farming business development.

Abstract

ABSTRAKPenelitian ini bertujuan menganalisis tingkat efisiensi produksi, alokatif dan ekonomis petani jagung terhadap usaha tani jagung lokal, menganalisis faktor-faktor yang mempengaruhi efisiensi produksi. Analisis data yang digunakan berupa analisis fungsi produksi stochastic frontier yang diestimasi  dengan metoda maximum likelihood (MLE) dengan memakai program komputasi frontier versi 4.1 yang dikembangkan oleh Coelli (1996). Hasil penelitian menunjukkan bahwa tingkat efisiensi ekonomi komoditi jagung lokal di kecamatan Guluk-Guluk Kabupaten Sumenep sebesar 0,676. Efisiensi teknis sebesar 0,29 (belum efisien), sedangkan efisiensi alokatif/harga sebesar 3,108 (sudah efisien). Faktor yang secara nyata mempengaruhi efisiensi ekonomi adalah pengalaman usahatani dan pendidikan formal petani. Faktor yang secara nyata mempengaruhi efisiensi teknis usahatani adalah pengalaman usahatani.Kata kunci : Jagung, Efisiensi Teknis, Efisiensi Alokatif, Efisiensi EkonomiABSTRACTThe purpose of the research is to analyze the level of production efficiency, alokatif and economical corn farmers on local corn farmer, analyzes the factors that affect the level of production efficiency. The analysis of the data used in the analysis of stochastic frontier production function which is being estimated by the method of maximum likelihood (MLE) using the computing frontier version 4.1 program developed by Coelli (1996). The result showed that the level of economic efficiency comodities Fakultas Pertanian localized in sub-district sumenep guluk-guluk district of 0,676. Technical efficiency of 0,29 ( not efficient ), while efficiency alokatif / price of 3,108 ( efficient ).
