Abstract

Pelayanan publik oleh aparatur pemerintah dewasa ini masih banyak dijumpai kelemahan sehingga belum dapat memenuhi kualitas yang diharapkan masyarakat. Hal ini ditandai dengan masih adanya berbagai keluhan masyarakat, sehingga dapat menimbulkan citra yang kurang baik terhadap aparatur pemerintah. Salah satunya adalah pelayanan kartu pencari kerja. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis kualitas pelayanan kartu kuning dengan menggunakan dimensi Tangibles, Reliability, Responsivess, Assurance dan Emphaty, serta untuk menganalisis dimensi yang menghambat dan mendukung kualitas pelayanan kartu kuning di Dinas Sosial, Tenaga Kerja dan Transmigrasi Kabupaten Pemalang. Metode yang digunakan adalah kualitatif deskriptif. Hasil penelitian menunjukkan bahwa kualitas pelayanan kartu kuning di Dinas Sosial, Tenaga Kerja dan Transmigrasi Kabupaten Pemalang masih rendah. Terdapat tiga dimensi yang menghambat kualitas pelayanan kartu kuning, yaitu dimensi Tangibles, Responsif dan Emphaty, dimana : (1) Sarana dan prasarana yang belum memadai, (2) Respon petugas yang kurang simpatik, (3) Keramahan dan kesopanan petugas yang belum maksimal, dan terdapat dua dimensi yang mendukung kualitas pelayanan kartu kuning, yaitu dimensi Reliability dan Assurance, dimana : (1) Kehandalan petugas dalam memberikan pelayanan, (2) Ketepatan dan kejelasan dari petugas dalam memberikan jaminan waktu dan biaya pelayanan. Berdasarkan hambatan yang terdapat dalam pelayanan kartu kuning di Dinas Sosial, Tenaga Kerja dan Transmigrasi Kabupaten Pemalang, penulis merekomendasikan sebagai berikut: (1) Menambah sarana dan prasarana pelayanan kartu kuning, (2) Memperluas ruang tunggu pelayanan kartu kuning (3) Memberikan pengarahan kepada petugas sebelum memulai aktifitas, (4) Mengadakan evaluasi setiap bulan bagi setiap petugas, serta (5) Menambah Sumber Daya Manusia untuk mengoperasikan pelayanan kartu kuning.

Abstract

Bandeng Cluster Program in Semarang is one of the innovative idea to empower economy. It is a response for empowering issue that lower economical class must be empowered so they can fulfill their needs. This program is to optimalize economical local resources in Semarang which is bandeng The target is all UKM bandeng in Semarang.The goal of this research is to evaluate Bandeng Cluster implementation. This evaluation to make known the success rate, resist factor, and future recomendation by analyse the program using these indicator: input, proccess, output, outcome, benefit and impact. This research use Snowball Sampling technique and the methods of data collection is use indept interview with purposive system to choose the informants. The result of the research show that Bandeng Cluster program its not effective. The result from Program Evaluation Form (EK-1) and (EK-2) showed that value of each activity in Bandeng Cluster program worked ineffectively. Its because of implementation of Statute and Bylaws was not implemented to the fullest also no punishment if there is violation.. Unhealthy competition between UKM also affected because this program yet reach smaller UKM who needs help. Mechanism to use facility also can not be done because of its location is too far, the different kind of bandeng product, and the different taste product of each UKM. Resistant factors from the Bandeng Cluster program are the concept; the characteristic of the cluster is not ideal; hard access to find the main ingredient; unrealized capital access; inactive cluster workers; low coordination; bureaucracy; unequal aid; and also lack of concern and control of government.

Abstract

This research is intended to analyze the quality of services provided by the Office of Training and Testing of Work Safety and Hyperkes against the company and analyze the factors that inhibit the service at the office. To meet the intended purpose, the descriptive method with qualitative approach techniques using five (5) dimensions of service quality as an indicator in assessing service quality are tangibles, assurance, reliability, (responsiveness), and empathy (emphaty). The results showed that the quality of service at BPPKK office and hyperkes in general have been good, seen from physical evidence (tangibles) condition of building and laboratory room at this time its capacity not in accordance with standard set by government. In terms of facilities and infrastructure, some equipment is still good. But as the development of science and technology has not been sufficient both in terms of quality and quantity. Employees use uniforms according to the schedule specified .. Reliability (realibility) results both in terms of data accuracy as supported by the ability of human resources and accredited laboratories and equipment that is calibrated just the speed and timeliness of testing has not been satisfactory as well as the delivery of test results report (LHU ) sometimes not on time. Assurance (assurance) results are well reviewed from the skills, knowledge, skills and knowledge of employees. Responsiveness (responsiveness) and empathy (emphaty) is good. While the factors that hinder the quality of service 1) the awareness of the officer will be less time discipline, 2) The time certainty is not fully in accordance with SOP, due to lack of alignment between front office and back office 3) lack of knowledge owned by the community related to the completeness of requirements. And the responsiveness of the community is still lacking when there are less requirements that are not immediately completed

Abstract

Pekalongan Regency has a complete tourism potential, starting from the potential of nature tourism, cultural tourism, shopping tourism, and religious tourism, which can provide benefits to the region and the community if managed properly. However, in reality, tourism in Pekalongan Regency has not been able to compete, tourist arrivals are low so that in 2018 Pekalongan Regency placed 24th out of 35 regencies / cities in Central Java based on the number of tourist visits. This study aims to explain how tourism management is carried out by the Department of Youth, Sports and Tourism of Pekalongan Regency and its inhibiting and driving factors. Research analysis based on Tourism Destination Management theory includes planning, organizing, implementing programs, and monitoring. This research uses qualitative methods by collecting data through interviews, observation, documentation, and literature study. The results showed that tourism management was not optimal because there were various problems, namely lack of understanding of the organization's vision, limited budget, lack of numbers and competence of human resources, lack of attractions and attractions, tourism promotion was not optimal and supervision was not comprehensive. Driving factor is the large tourism potential and the support of the central and provincial governments. Other inhibiting factors are lack of community role, rob, unsterile tourism object from community activities, illegal parking, and lack of investors. Researchers recommend collaboration with third parties, add attractions and tourist attraction facilities, explore new tourism potential, follow tourism trends, create digital TIC, improve employee competency, recruit social media admins, create promotion innovations, comprehensive supervision, regulate illegal parking, and collect data and arrangement of traders in tourist attractions.

Abstract

Employee development is an activity that is intentionally carried out to improve employee competencies both ability and behavior, one of the forms is through education and training. One of the reasons Social Department of Yogyakarta City has to do employee development is due to qualifications. Some employees do not meet the qualifications of their positions. The problem of employee development through education and training at at Social Department of Yogyakarta City is that there are still employees who have not shown significant improvement in skills or behavioral changes after attending education and training. This study aims to analyze employee development through education and training at Social Department of Yogyakarta City, as well as analyzing the factors that become drivers and inhibitors. The stages of employee development consist of identification of needs, targeting, program design selection, and monitoring and evaluation. This research uses descriptive qualitative method. The results showed that the education and training carried out at Social Department of Yogyakarta City was in accordance with the needs of Social Department of Yogyakarta City, but the education and training held had not been able to achieve the target due to the lack of motivation of some employees and also monitoring of employees who did after attending education and training. Factors that support the implementation of education and training in at Social Department of Yogyakarta City are the vision and mission, the nature and types of activities, and government policies, while the hindering factors are the lack of availability of technology in the form of computers and laptops, as well as the lack of awareness of some employees to develop themselves.

Abstract

One of the crucial problems in urban areas is the problem of waste. Lots of big cities in Indonesia are overwhelmed with handling waste including the city of Semarang. Along with the increase in population, lifestyles and consumption patterns of community contribute to producing waste in the city of Semarang. The Environmental Services (DLH) is the agency responsible for waste problems that occur in the city of Semarang, in this case carried out by the implementing Technical Service Unit (UPTD) cleanliness of Region I-VIII as implementing operational and technical elements of supporting the Environmental Services in the field.UPTD has the task of carrying out part of the operational technical activities of the Environmental Agency including cleaning services in the area. The purpose of this research was to analyze the supervision carried out by the Environment Services and obstacles faced in monitoring waste management in the city of Semarang. The research method used is descriptive qualitative methods. Data collection techniques are observation, interviews, documentation and data triangulation. The indicator used to assess the activities of supervisory is standard setting, job measurement, comparison, and corrective action. Based on these indicators it can be know what are the obstacles in the process of supervision waste management. The results of the study showed that supervision of the implementation of waste management still has not been optimal because there are still constraints encountered in the supervision process. These constraints are such as the lack of human resources possessed in conducting supervision, lack of facilities and infrastructure, and lack of public awareness in keeping the environment. The advice that researchers gave was to increase the number of human resources in supervision, improve facilities and infrastructure, improve socialization activities to the public on the importance of protecting the environment and and increased synergy with related agency to enforce regulation.

Abstract

Research Strategy Development of Beach Tourism in Gunungkidul Regency is descriptive qualitative research. This research uses strategic management to disclose emerging issues intensively and comprehensively. This study aims to determine what efforts have been made to improve and maximize existing resources to be used in developing beach tourism and any obstacles that arise in the beach attractions of Gunungkidul Regency. The focus of this research is on the strategy of improving the tourism sector especially beach tourism, thus using SWOT analysis as the main instrument to measure the environment and obtain the strategy of the strengths, weaknesses, opportunities and threats required in the process of planing development and developing beach tourism. The conclusion of this research is based on beach tourism development strategy in Gunungkidul Regency conducted by Tourism Office of Gunungkidul Regency, there are still indicators that have not yet succeeded, seen in the uneven distribution of development in some excellent destinations and still not the presence of foreign tourists who come to visit. Then the authors want to provide a strategy recommendation to improve the strategy that has not been successful with SWOT analysis and existing Litmus Tests.

Abstract

Public services can be defined as any form of fulfillment, either in the form of public goods and public services are in principle the responsibility of and implemented by government agencies in an effort to meet the needs of society as well as in the implementation of the provisions of the legislation. PHC is a Technical Implementation Unit Medical Officer / District (UPTD) which is responsible for the implementation of the health sector in the region. The purpose of this study is to determine and analyze the quality of service Healthy Centre Prohibition Harjamukti District of Cirebon seen from Tangibles dimension, Realibility, Responsiveness, Assurance, and Empathy as well as provide recommendations for improvement of service quality. The method used is descriptive qualitative. The results showed that the quality of PHC services Prohibition of visits of 5 (five) dimensions Zeithaml Tangibles, Realibility, Responsiveness, Assurance, and Empathy is not good, because of the 5 (five) dimensions, there are two (2) dimensions are still poorly namely Tangible and Assurance while the other three dimensions, namely Reliability, Responsiveness and Empathy has been running well. So it can be said not meet the health center services Prohibition of 5 (five) dimension of service by Zeithaml.

Abstract

Fenomena Kenakalan remaja di Kabupaten Tegal yang terus meningkat setiap tahunnya merupakan masalah yang serius bagi Pemerintah Daerah Kabupaten Tegal, karena berpengaruh pada kualitas sumber daya manusia dan berdampak terhadap kondisi keamanan lingkungan di Kabupaten Tegal. Penelitian ini bertujuan untuk mengetahui dan memahami bagaimana proses kolaborasi yang dibangun dalam mengatasi masalah kenakalan remaja di Kabupaten Tegal serta mengetahui faktor apa saja yang mempengaruhi kolaborasi. Penelitian ini menggunakan metode penelitian kualitatif dengan enam informan sebagai subjek penelitian. Hasil penelitian menunjukkan bahwa proses kolaboratif berjalan dengan cukup baik dengan melihat aspek dialog tatap muka, membangun kepercayaan, komitmen terhadap proses, pemahaman bersama, dan hasil sementara. Namun, proses kolaboratif ini masih terdapat kendala dalam partisipasi masyarakat dan swasta yang kurang aktif dalam kolaborasi. Faktor pendukung dalam kolaborasi adalah kualitas SDM, ketersediaan infratruktur, insentif untuk berpartisipasi, sejarah kerjasama, dan ransparansi dalam kolaborasi. Sedangkan faktor penghambat yang ditemui adalah keterbatasan anggaran, kurangnya keterbukaan informasi publik, kurang intensifnya kegiatan sosialisasi, dan ketidaktersediaannya LPKS. Penulis menyarankan untuk mengoptimalkan pengawasan terhadap aktivitas remaja serta mengoptimalkan peran keluarga dan sekolah dalam upaya pencegahan kenakalan remaja.

Abstract

This research aims to analyze the discipline of work and factors driving the discipline as well as a barrier to working civil servants Education and Training Department in Central Java Province.Based on the results of the study showed that the discipline of civil servants who are working in Education and Training Department of Central Java Province have not been good. It is seen from the employees who did not arrive timely and not obedient to regulations in the works. Discipline employees work is inseparable from the supporting and restricting factors. Supporting factors from the discipline of work motivation and leadership. While the factor that inhibit employees work discipline is motivation for awarding the prize to an employee who is not clear. Restricting factor of leadership is the absence of punishment for assertiveness employees who violate discipline.Based on the existing obstacles in the achievement of a work discipline employees in Education and Training Department of Central Java Province, the author provides recommendations in the form of: (1) Did the assessment and awarding of the prize to an employee based on clear indicators. (2) Increase in an employee discipline can be exercised with firmness of punishment. Firmness of punishment carried out must be applied to employees who violate discipline work.
