Abstract

The passage of Village Act No. 6 2014 spurs pros and cons among the community of West Sumatera. Some see the act as the chance to re-implement ?nagari? system (a traditional village administration in Minangkabau community who lives in West Sumatera); others view it as an encouragement to separate from the Republic of Indonesia. However, this act is a product of the nation?s law, and elaborated in The Indonesian Government Regulation No. 47 2015 about the Change of Government Regulation No. 43 2014 about the Regulation on Implementation of Village Act No.6 2014, which says that it has to be implemented and obeyed nationwide. The implementation causes opportunities and challenges to the traditional village. Traditional village, called ?nagari? in West Sumatera, is recognized as legal community based on its traditional and historical rights. This means West Sumatera?s nagari is recognized autonomically after the passage of the Village Act No. 6 2014. This article deliberates the discourse on implementation of the Village Act to improve the nagari?s autonomy in West Sumatera from the sociological perspective.

Abstract

This study aims to explore the socio-cultural aspects, policies, and the mentality that influence social integration in the western Sumatran society. Location of this study spread over counties and cities in West Sumatra, represented by the six District/City, namely: Pasaman Barat, Solok, Pesisir Selatan, Sawahlunto, Dharmasraya, and Bukittinggi. Selection of sample areas is based on the degree of heterogeneity of society. The study was designed in the form of a survey with a qualitative approach. Data collected through interviews and documentation studies. Data were analyzed in stages through data collection (recording), categorizing the data, coding the data by category, and data interpretation. The results obtained from this research is presented in a description of the socio-cultural community which is reflected in the socio-cultural "malakok" as a means of integration of migrant communities with indigenous communities. ?Malakok? existence becomes more obvious with the current government policy called "Back to the Nagari". This policy is an attempt to revive the traditional leadership role in the governance system of the Minangkabau society. Lastly, in addition to social integration, malakok strength in Minangkabau society is influenced by the mentality of the local communities such as tribal solidarity, tolerance, loyalty, and openness. Abstract

This study is aimed at analyzing the effect of Professional Education and Training for Teachers (PLPG) in improving pedagogic competence and teacher performance. The research used quantitative method through survey approach. The data was taken from 35 respondents using the training exam module and teacher performance instruments. All data were analyzed using software SPSS for Windows release 22.0 through both descriptive and correlation analysis. The result of descriptive analysis of teachers pedagogic competence after taking training test is good (83,74%). Furthermore, Pearson Product Moment Correlation analysis shows that there is a significant negative correlation between these activities and teachers performance obtained (rcount) = -0.590 at 0.000 significance level. The results of the analysis show that teachers need to follow the training to improve their pedagogic competence as well as their performance in teaching and assessing. Since the teachers’ knowledge increases, it will definitely have an impact on their performance at school.

Abstract

Penelitian ini bertujuan untuk merumuskan faktor-faktor yang mempengaruhi konflik tanah di masyarakat Minangkabau khususnya sengketa konflik tanah ulayat antara Suku Tanjung Manggopoh dengan Nagari Tiku V Jorong Di Kabupaten Agam. Penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif yang berusaha mengungkap data sesuai dengan kenyataan di lapangan. Informan penelitian adalah unsur-unsur kepemimpinan nagari, unsur-unsur pemimpin adat, unsur pemerintah, dan masyarakat awam. Data dikumpulkan melalui wawancara dan studi dokumentasi. Penelitian ini menemukan bahwa faktor sosial budaya yang mempengaruhi konflik tanah dalam masyarakat Minangkabau adalah: 1) Tradisi lisan (kaba) dalam menentukan batas adat. Terjadinya konflik ketika tradisi lisan bertentangan dengan tradisi penulisan. Setiap pihak akan mempertimbangkan partai yang paling benar menurut bukti masing-masing. 2) Sistem kepemilikan tanah yang beragam di Minangkabau. Hal ini terjadi ketika tanah nagari diberikan kepada suku untuk mengelolanya tetapi para pemimpin suku menganggap bahwa ulayat milik suku mereka secara keseluruhan. Kedua faktor ini jika tidak segera diselesaikan oleh pihak berwenang, terutama pemimpin tradisional maka konflik akan terus berlangsung dan menghantui kehidupan masyarakat di Minangkabau.

Abstract

Pemanfaatan Rumah Gadang sebagai tempat penginapan bagi wisatawan terbilang masih baru. Oleh karena itu kesamaan persepsi dan pemahaman, sosialiasi serta pelatihan kepada masyarakat belum terlaksana secara efektif. Tujuan penelitian untuk memberdayakan masyarakat, menjelaskan kendala dan memberikan solusi atas kendala. Metode yang digunakan ialah kualitatif dengan menggunakan pendekatan deskriptif. Keberadaan Rumah Gadang di Nagari Sijunjung dapat dimanfaatkan untuk memberdayakan masyarakat Nagari Sijunjung. Upaya pemberdayaan masyarakat dengan memaksimalkan potensi kearifan lokal yang dimiliki yakni Rumah Gadang Perkampungan Adat dengan dibantu dan dampingi oleh pemerintah telah dapat menjadi sumber pemasukan secara ekonomi bagi masyarakat yang menghuni Rumah Gadang. Kendala yang masih ditemukan ialah manajemen pengelolaan yang masih belum baik dan fasilitas yang belum maksimal sehingga perlu dilakukan percepatan untuk perbaikan.
