Abstract

Tourism by utillizing fishery and marine resources are divided within two parts, namely freshwater tourism and marine torism that is a special toursm by doing activities at seascape (under and surface waters) and landscape. One of the potential place to develop marine tourism is Gili Trawangan, Village Gili Indah, District Pemenang, Region Lombok Barat, Provincy Nusa Tenggara Barat. The uniqueness of biodiversity like coral reef and flora-fauna are tourism objects that tourist from domestic and foreign are interested. This study are aimed to analyze demand toursm, analyze consumer's surplus and establish some strategy for developing marine toursm at Gili Trawangan. The sampling method for this study are purposive sampling based on tourism activities of tourst and the toursts have jobs. Based on the result of study are known that parts of tourism industry are toursm atraction, toursm services and toursm transportation. Function of demand toursm are Ln Q = -0,773 -0,068Ln Xl + 0,051Ln X 2 +0,773Ln X3 ~ 0,358D Demand elasticity are -0,0068 that is the demand fungtion are elastic. Consumer's surplus at the Gili Trawangan at 2006 are US$ 8.724.613,25 per year. Strategy for developing marine toursm at Gili Trawangan are (a) Creating the tourism image to increase level visting, (b) Creating communication and patnership within managing resources (c) Establishing tourism perception by using natural resources and facility in order to positive impacs for community.

Abstract

Damage on the coastal area of Karawang Regency requires improvement efforts through the implementation of several government policies. However, modification of the policy developed to manage natural resources in the sea was one of the causes of non-optimal role of the government in rehabilitating coastal areas. This study aims to analyze the effectiveness of implemented regency government policies in achieving successful coastal rehabilitation. The data obtained were analyzed using descriptive analysis with a quantitative approach. The results shows the capacity of the Karawang Regency Government was still low in supporting the successful implementation of coastal rehabilitation policies. The Karawang Regency Government needs to collaborate with other stakeholders, redistribute employees, and encourage increase on education and training for staff.

Abstract

Coastal city of Semarang is susceptible to the impact of coastal hazard due to its flat topographic condition. Various environmental problems are faced by Semarang involve tidal inundation, land subsidence, and floods during rainy season. This study was conducted to examine the potential economic losses caused by the sea level rise phenomenon. Distribution of inundated area mapped using Digital Elevation Model and Land Subsidence data. The Scenarios of International Panel on Climate Change (2007) sea level rises used to build a model of inundated area that notes by 2030 the rise of sea level rise at 13.4 cm. The inundated map was overlayed with landuse map to calculate the potential economic losses. The results show that the inundated area that occurred in 2030 was 1,718.2 ha with the potential economic losses Rp. 6,130 trillion. With the land subsidence scenario that happen at the area, inundated area increased to 5,171.3 ha with the eonomic potential loss about Rp. 28,724 trillion.

Abstract

This study aims to determine how big the value of the total economic benefits of mangrove forest by using the concept of economic valuation to calculate the value of the benefits of natural resources which exist in 9 District of Banggai Regency and Banggai Island Regency located in Peleng Strait Costal Area there are: District of Batui Selatan, Batui, Luwuk Timur, Lamala, Masama, Balantak, Bualemo (in Banggai Regency Area) and District of Buko and Buko Selatan (Banggai Island Regency). The research was conducted in August to November 2016, by conducting field observations and interviews directly to the community and local government. Based on the results obtained that indicate the area of mangrove forest ecosystems in Peleng Strait Costal Area with a broad ± 167 ha, have total value of economic benefits amounted Rp 26,591,841,888/year with the largest contributor to the value of benefits is from the value of indirect benefits that is the value of the benefits of mangrove forests as a buffer abrasion or sea water waves is about Rp 16.030.000.000. The total value of economic benefits can be used as a reference or basic comparison for the community and the government in determining the policy management and utilization of existing mangrove forests. Keywords: mangrove forest ecosystems, benefits value, economicvaluation

Abstract

ABSTRAKPenelitian ini bertujuan untuk menganalisis status keberlanjutan perikanan elasmobranch di Tanjung Luar, Kabupaten Lombok Timur. Analisis menggunakan metode RAPFISH dengan lima dimensi, yaitu dimensi ekologi, ekonomi, sosial, teknologi dan kelembagaan. Hasil penelitian menunjukkan bahwa status keberlanjutan perikanan elasmobranch di Kabupaten Lombok Timur dikategorikan kurang berkelanjutan karena nilai indeks yang dihasilkan hanya sebesar 46,82. Hasil analisis sensitivitas menunjukkan bahwa dari total 37 atribut yang digunakan, teridentifikasi 15 atribut sensitif yang mempengaruhi nilai indeks keberlanjutan perikanan elasmobranch yaitu: komposisi spesies hasil tangkapan, endangered species, threatened species, dan protected species (ETP), kualitas perairan, kepemilikan asset, alternatif pekerjaan dan pendapatan selain menangkap ikan, tingkat pendidikan nelayan, partisipasi keluarga dalam pemanfaatan hasil perikanan, konflik perikanan, kesesuaian fungsi dan ukuran kapal penangkap ikan dengan dokumen legal, selektivitas penangkapan, penangkapan yang bersifat destruktif, tingkat sinergitas kebijakan dan kelembagaan pengelolaan perikanan, rencana pengelolaan perikanan dan kapasitas pemangku kepentingan. Lima atribut yang tersisa dikategorikan tidak sensitif. Penyusunan dan penerapan kebijakan yang konstruktif perlu dilakukan untuk memperbaiki kondisi keberlanjutan perikanan elasmobranch di Kabupaten Lombok Timur. ABSTRACTThis study aims to analyze the status of sustainability of elasmobranch fisheries in Tanjung Luar, East Lombok Regency. The method used was RAPFISH analysis using 5 dimensions, namely ecology, economics, social, technology and institutions. The results showed that the sustainability status of elasmobranch fisheries in East Lombok Regency was categorized as less sustainable because the index value produced was only 46.82. The results of the sensitivity analysis showed that of the total 37 attributes used, 15 sensitive attributes were identified which affected the index sustainability value of elasmobranch fisheries, namely: composition of catched species, endangered species, threatened species, and protected species (ETP), water quality, asset ownership, alternative employment and income other than fishing, fisherman education level, family participation in fishery product utilization, fisheries conflict, suitability of function and size of fishing vessels with legal documents, catch selectivity, destructive arrests, level of synergy of fisheries management policies and plans, plans fisheries management and stakeholder capacity. While there maining 5 attributes are categorized as insensitive. The development and implementation of constructive policies need to be carried out to improve the condition of the sustainability of elasmobranch fisheries in East Lombok Regency.

Abstract

Indonesian government released Fisheries Sharing Law (UU Bagi Hasil Perikanan No. 16/1964) to avoid income gap among fishermen. But local fisheries sharing system stilI applied in some areas. These facts supported the research to find the reasons of institutionalization failure of fisheries sharing law. Research gain indicated that local fisheries sharing system used the same way to calculated net product among fishing gears, but different way in shared net product between owner and tenant in each gear. Fisheries sharing law used the same way to calculated net product and the same way in shared net product between owner and tenant in every fishing gear. This law were not favourable especially by the owners of gillnet and trammel net because their income will be decreased if they used it. Both fisheries sharing systems still made income gap between owner and tenant in each fishing gear and economically not suitable because unequality between opportunity and gain. Based on this comparative study, it is important to applied alternative sharing system which gave equality in product shared and economically consequences.

Abstract

Fisheries product from Pelabuhan Ratu is distributed through several marketing institutions. The marketing institutions involved are fisherman, bakul pengumpul, bakul pengolah, bakul pengecer, wholesaler, retailer and institutional market. Areas of the merketing are Pelabuhan Ratu, Sukabumi, Bogor, Bandung and Jakarta. The Retailer gets the marketing margin more than other institutions. The structure of marketing cost is different at each institution, however in general, the cost consist of TPI fee, market fee, transportation cost, water and ice cost, packing cost and labor cost. The average of the fisherman's share for the fish products that are marketed in Pelabuhan Ratu area is 68,65 %, and for outside areas is 59,96 %.

Abstract

Since 1992, every forest consession holder has been obliged to carry out a special program in a village or villages in or arround the concession. Bassically, the purpose of the program is to change behavior of the villagers, such as abondaning the practice of shifting cultivation, developing awarness on environment, etc.The main objective of this study is to investigate impacts of the program on the behavior of the villagers in the village where the program has been carried out. This would include agricultural practices and attitude as we/I as way of thinking of the villagers. The later consists of nine dimensions: (a) attitude toward education, (b) universalism, (c) openess, (d) rationality, (e) value orientation, (f) gender, (g) family planning, (h) environmental awarness and (I) farming orientation.The method used in this study was Natural Experiment (Babbie, 1989 : 230). Several component of the behavior were quantified using scoring system.This study reveals that in the domain of the agricutural practices, a quite fundamental change has taken place, that is the switching of the agricultural practices from swidden agriculture to the ·permanent cultivation" system. There is a .significant difference at the level of 95 % in the seven component: attitude toward education, universalism, openess, rationality, value orientation, environmental awarness and the farming orientation. There is no siginficant difference in the gender and family planning issues.

The opportunity to Increase the export volume of Southeast and East Asia marine product is far more significant In the future (until more than 12.50%). This Is related to the European state agreement to decrease fish catching. around European area. This opportunity is a challenge for Indonesian marine products to improve their perfonnance. Indonesia could give a solution for several constraints, by increasing the quality and developing the transport services. The development of exploitation and post harvest, biotechnology industry and Increasing Information flow are several steps to improve marine product development In Indonesia to compete with other countries.

Abstract

ABSTRACTSunda Strait is waters which have great fishery potential in Indonesia. Catches of the Sunda Strait were landed in Pandeglang Regency, one of which is in the Coastal Fishing Port (PPP) Labuan. Purse seine is fishing gear with the highest production in Sunda Strait. Species targets of purse seine are Fringescale sardinella, Mackerel, Short mackerel, Indian mackerel, Kawakawa, and Indian scad. The high price of the fish lead purse seine operation continuously. Increasing purse seine operation can lead to the scarcity fishery resources. Therefore, a study about fish exploitation rate is needed to know the utilization status. The purpose of this study was to evaluate the exploitation rate of multispesies fisheries which caught by purse seine in Sunda Strait based on catch data landed data in PPP Labuan. This study used the ELEFAN I methods and Pauly formula. The result showed that the exploitation rate of fish resources for female and male fringescale sardinella are 0,79 and 0,70; Island mackerel are 0,78 and 0,60; short mackerel are 0,85 and 0,88; Indian mackerel are 0,80 and 0,83; kawakawa are 0,95 and 0,90; Indian scad are 0,75 and 0,62. Nowadays, all fish which caught by purse seine in the Sunda Strait has been indicated to over-exploitation.Keywords: exploitation rate, pelagic fish, purse seine, Sunda strait------ABSTRAKSelat Sunda merupakan perairan yang memiliki potensi perikanan yang cukup besar di Indonesia. Hasil tangkapan ikan dari Selat Sunda didaratkan di Kabupaten Pandeglang, salah satunya adalah di Pelabuhan Perikanan Pantai (PPP) Labuan. Pukat cincin merupakan alat tangkap dengan produksi paling banyak di Selat Sunda. Spesies yang merupakan target tangkapan pukat cincin yaitu tembang, kembung, kembung perempuan, kembung laki-laki, tongkol, dan layang. Harga jual ikan yang tinggi menyebabkan pengoperasian pukat cincin terus ditingkatkan. Pengoperasian pukat cincin yang terus meningkat dapat menyebabkan kelangkaan terhadap sumber daya perikanan. Oleh karena itu, perlu dilakukan kajian mengenai laju eksploitasi sumber daya ikan agar diketahui status pemanfaatannya. Tujuan penelitian ini adalah untuk mengevaluasi laju eksploitasi multispesies yang tertangkap pukat cincin di Selat Sunda berdasarkan data tangkapan yang didaratkan di PPP Labuan. Pada penelitian ini digunakan metode ELEFAN I dan rumus Pauly. Hasil analisis menunjukkan bahwa laju eksploitasi sumber daya ikan berturut-turut betina dan jantan spesies tembang sebesar 0,79 dan 0,70; kembung 0,78 dan 0,60; kembung laki-laki 0,85 dan 0,88; kembung perempuan 0,80 dan 0,83; tongkol 0,95 dan 0,90; layang 0,75 dan 0,62. Saat ini kondisi semua ikan hasil tangkapan dominan pukat cincin di Selat Sunda telah mengalami tangkap lebih.Kata kunci: ikan pelagis, pukat cincin, laju eksploitasi, Selat Sunda
