Abstract

Indonesia, an archipelago of 17,508 islands has an abundant of marine resources and also strategic position in international sea-traffic. MCS should be applied to protect Indonesia from illegal activities at the sea. The purpose of this research is to design a national monitoring control and surveillance system in developing Indonesian maritime. Benchmarking analysis was chosen as the preferred analysing method to compare the Indonesian MCS activities with 24 other countries. In order to determine the key factors of Indonesian MCS system, an expert survey was performed. The analysis result shows that the Indonesian MCS activities still operates in a low level compared to the MCS activities of many countries, such as Canada, Australia, and America. Thus, in order to reach a more preferred level, lndonesia has to improve their MCS operation base and furthermore also improve their MCS performance. In order to improve the Indonesian MCS system, factors such as legislation and permission should be more heavily considered, while the performance level of other factors relating to MCS should also be increased. Further research conducted through the SWOT and statistical analysis is still needed in order to determine the system development model of Indonesian MCS.Key words: MCS, benchmarking analysis, design system, prospective analysis.

Abstract

The background of choosing this topics is to realize that unfavorable condition is occur in the national sea transports in which is a very weak competitiveness in having a cargoes share. Archipelagic state of Indonesia comprises 17,506 islands, has 5.8 million kilometers square of waters, and a large amount of market cargoes, however national armada just only can contribute a small number of national incomes, that marked by reaching only five percent share of the total export-import cargoes and only fifty percent share of the total domestics cargoes, in which the rest of them are occupied by foreign armada. Those are caused of the maritime sector income loss that in amount of U5D 18,4 millions yearly that consist of USD 12,4 millions in cargoes share and USD 6 millions in transhipment oportunities. The purpose of this study is to obtain the capability of Indonesian sea transport within globalization era by formulating a design the empowerment strategy to support decision making policy in sea transportation solving problem. The dilta are collected from interviewing and filling the polling by eighteen competence officers of the maritime stakeholders that come from three maritime institutions such as the regulator, the actors, and the users. SWOT analysis, computerized influence / dependence (I/D) matrix, and importance and performance analysis (IPA) methods are used for analyzed data. The results of this study is showed that the influence on and the dependency of the five key factors in technoware, the six key factors in humanware, the four key factors in infoware, and the five key factors in orgaware are founded to high, and should be developed. Abstract

Small-medium enterprises (SMEs) generally have constraints on their performance efficiency and productivity. It affects the ability of MSMEs to compete in the global market. Therefore, the mapping of SME conditions needs to be analyzed. This study aims to map the SME conditions and find out SME?s sustainability index. This study uses a multidimensional scaling method through ecological, social, economic, technological, and institutional dimensions. A case study was carried out at Banana Chips SMEs in Lampung Province. These SMEs are the mainstays of Lampung Province. The results show that the SME condition was divided into three categories: poor, good, and very good. The status of the sustainability of MSMEs in each dimension was divided into two groups, namely the poor category for the technology dimension and good category both for the ecological, social, economic, and institutional dimensions. The results of the mapping of SME?s sustainability index produced several improvement strategies for SMEs.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) plays an improtant role in the national economy. The fact show that although the number of MSMEs is dominant, but in generaly they face various obstacles in the development their bussiness. Some of the obstacle are: capital, marketing, raw materials, technology, management, bureaucracy, infrastructure, and partnership. The role of stakeholder, especially goverent and related agency are needed to solve this problem. Tegalwaru village is a tourist village that offer to visit MSMEs in the area. The competitiviness of MSMEs in Tegalwaru village needs to be improved in order to compete in national and international level. The result using perfomance index stated that MSMEs in Tegalwaru village still belong to primary and developed MSMEs category (index below 50 and among 51-75). Based on the performance index value, the average index for non food MSMEs is higher than those of food MSMEs. Some of non food MSMEs even reach the limit to independent category (index more than 75). Based on the performance indekx prioritized strategy for increasing competitiveness for each MSMEs can be developed. Abstract

BSN on December 22, 2011 has stipulated SNI 2973: 2011 Biscuit through the Decree of the Head of BSN No.242/KEP/BSN/12/2011, scope of products in SNI 2973: 2011 are Biscuits, Krekers, Wafers and Pies, Kukis. Until now the number of industries that apply SNI Biscuits is still low from 595 brands of biscuit products that have been registered in BPOM (BPOM, 2017) only 28 brands of biscuits that have received the certificate of SNI (BSN, 2018). Developing strategies to apply SNI Biscuit for SME is to increase applying SNI, as well as input to related technical institution  and related party in conducting coaching related to application SNI products for SME. The results of the assessment of the readiness of the five SME in implementing SNI 2973: 2011 Biscuits respectively as follows: SME A is 97.4%; SME B is 84.5%; SME C of 83.6%; SME D of 62.9%; and SME E of 71.4%. The grouping of the five SME using statistical analysis four SME groups based on their level of readiness in applying Biscuit SNI, namely the first group that is ready to apply the Biscuit SNI (SME A) which is in zone 1; the two groups are quite ready in applying the Biscuit SNI (SME B and C) in zone 2; the three groups of SME that are less prepared in applying the Biscuit SNI (SME E) which are in zone 3; the four groups of SME that are not ready to apply the Biscuit SNI (SME D) which are in zone 4. The recommended strategy for the four groups of IKM using Ishikawa diagram which focuses on the lowest internal and external factors of resources in each SME group.

Abstract

This study conducted to formulate a possible scenario in the future (prospective strategic). The scenario is based on conditions that may occur in the future toward on the key factors that influence the development of banana chips industry in Bandarlampung. This study aimed to: (1) identify the factors that influence the development of banana chips Small Medium Enterprises (SMEs) industry in Bandarlampung, and (2) determine the formulation of banana chips SME development strategy in Bandarlampung, and (3) determine the operational recommendations for the development of banana chips SMEs in Bandarlampung. The analysis tool is the Prospective Analysis to predict the possibilities that occur in the future and prepare a strategic action needs to be done and see if changes are needed in the future. The studied showed that the critical success factors of banana chips business development in order to increase market share and become a superior product in Bandarlampung are (1) technical capability, (2) managerial skills, (3) access to information, (4) the production process, and (5) availability of raw materials. Formulation of enterprise development strategies carried out by combining the results of stakeholder analysis and a prospective analysis, to generate an optimistic scenario for the development of banana chips in Bandarlampung. Operational recommendations for the development of banana chips in Bandarlampung prepared using a prospective analysis: (1) increase the technical ability of entrepreneur, (2) increase the managerial skills, (3) increased access to information, (4) modern processes for production, and (5) increasing the availability of raw materials.

Abstract

Small and Medium Enterprises (SMEs) is the locomotive of economic development of Indonesia. Within the framework of the national economy, SMEs have contributed to the recruitment of labor, the increase of Gross Domestic Product (GDP) as well as the increase of export value and national investment. In the vision and mission of Bogor city government, SMEs are expected to become the economic buffer of the city of Bogor in the face of free market competition. Currently there are 13.953 SMEs in the city of Bogor. Sustainability Index based on multi dimensional scaling can be used to measure the performance status of SMEs and formulate specific strategies that need to be done to improve their competitiveness. This research was conducted from dimension setting, attribute determination, attribute review, multidimentional scaling analysis, Monte Carlo and Leverage. The value of  Stress and R2 resulted  is less than 0.25 and more than 0.80 so that the data has good of fit. The Monte Carlo analysis results for all SMEs have been valid because it has sustainability index ratio with Monte Carlo index less than 5%.  The results show that the average sustainability index for SMEs in Bogor city is 49.8, which means that the city of Bogor is in sufficient condition (index value is below 50). The result also shows that ecological and economical factors are the important factors for increasing the performance of SMEs. The simulation results show that changes in related dimensions can increase the average value of the sustainability index to above 60 (good category). Abstract

Livestock products are an important commodity in Indonesia. Broiler chickens are one of the main consumption commodities in the community. The high demand for broiler chickens needs to be accompanied by supervision of product quality. Product quality control is one of them is the management of poultry disease risk. The research objective is to determine the behavior of breeders and traders in mitigating the spread of poultry disease. This study was conducted by mapping the supply chain of live broiler chickens to find out the distribution channel, analyzing the behavior of breeders and traders to determine optimal disease mitigation, and multiple linear regression analysis to determine the causes of death. Research locations were conducted in four regions, namely Ciamis Regency, Tasikmalaya Regency, Subang Regency, and Sukabumi Regency. The results of the study show that the supply chain of broiler chickens is different for each region. The longer the distribution channel, the higher the risk of spreading the disease. breeders and traders generally know poultry diseases and the symptoms of chickens infected with the disease. Knowledge of breeders and traders about bird flu symptoms that are better proven to reduce the risk of death of broiler chickens during handling. More than 64% breeders chose to separate sick chickens form healthy chickens, 22% chose to treat sick chikens, 11%sold all si hicens, and 3% destroyed sick chikens. The majority of traders mitigate the disease only by cleaning vehicles and baskets without disinfectants. The mortality rate of chickens in traders significantly increased along with the increase in the number of purchases and the distance of transportation.

Abstract

Fisheries is a prominent sector in Bogor District, in line with its vision to be the most advanced district in Indonesia by becoming the biggest producer of both decorative and consumable fish. Total production of consumable fish has reached 112.781 tons and production of decorative fish has reached 242.520.230 seeds. Kelompok Mitra Posikandu is a group of fish breeder which is located in Minapolitan Area, Bogor District. The group was established in August 2016 with 23 members. The newly established group has several potencies to grow and expand, hence need a research to be carrried out. Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE) methods were used in this research to analyze both internal and external factors. Alternative strategies for business expansion were explained with Strengths, Weaknesses, Opportunities and Threats (SWOT) method and further analyzed by using Analytical Hierarchy Process (AHP).

Abstract

Sugar is one of the potential plantation commodities from the agricultural sector in Indonesia. The huge population of Indonesia is causing high sugar consumption quantity every year. This condition is not supported by the national sugar high productivity, resulting in import of refined sugar. The purpose of this study is to measure the sugar industries? sustainability indexes to increase the improvement strategies priority. This study uses a Multidimensional Scaling (MDS) method with eight dimensions that consist of thirty-four attributes. The analysis is performed for two years, from 2012-2014 in the sugar industry as a case study in this study. Successive performance is considered in ?good? condition, however the material dimension should be the priority concern in future improvement.
