Abstract

The development of global information and transportation technology is accompanied by the development of criminal acts that no longer recognize jurisdictional boundaries, so that the response requires joint handling of world countries. Mutual assistance in criminal matters is one way to stop fraudulent acts of criminals who want to hide assets. The implementation of the Mutual Legal Assistance System was realized in the implementation of Law Number 1 of 2006 concerning Reciprocal Assistance in Criminal Issues, namely by establishing cooperation with countries that have the potential to be used as hiding places or to save income from the crime. This has become one of the efforts to prevent cross-jurisdictional cyber crime by implementing a Mutual Legal Assistance System

Abstract

Imprisonment is not the only way out of the actions for the perpetrator who use drugs and psychotropic, there is other way which can be passed by rehabilitation. The executant and distributor have different position which has to know. The executant is victim who should be rehabilitated, while distributor is criminal who should be in prison. The problems of this research is how the police policy toward the perpetrator of Heroin less than 1 gram.The research method which is used in this thesis is normative and empirical approach. Secondary data is obtained from any document or literature, and this approach is supported by three (3) legal materials, namely: primary legal materials, secondary and tertiary.According to the result, it can be concluded that the police provides policies to Heroin user less than 1 gram, but it bases on several considerations. It includes as follows: narcotic sand psychotropic perpetrator who is still under age at the first time caught and forced by someone, the evidence of heroin less than 1 gram, if the child is using heroin. Policy which is given by police toward the perpetrators of heroin under 1 gram consists of rehabilitation policy and the separation policy between users and distributor of narcotic sand psychotropic confinementKeywords : Implementation, Police, Heroi

Abstract

KTSP disusun berdasarkan paradigma baru, yaitu perubahan dari paradigmakeilmuan ke paradigma kompetensi lulusan. Paradigma baru itu harusdiimplementasikan di sekolah agar terjadi peningkatan mutu penddikan,termasuk mutu pembelaaran bahasa Indonesia. Permasalahan yang ingindipecahkan dalam penelitian ini meliputi: (1) bagaimana permasalahan yangdihadapi guru, (2) bagaimana permasalahan yang dihadapi siswa kaitannyadengan kesiapannya untuk mengikuti proses pembelajaran yang berbasispenguasaan kompetensi? (3) bagaimana tanggapan/persepsi dan partisipasiguru lain dan kepala sekolah terhadap guru bahasa tersebut? (4) bagaimanacara analisis dan pemecahan masalah yang ditemukan, dan (5) bagaimanamengembangkan mekanisme kerja sama antarinstansi? Subjek percontohdalam penelitian ini adalah guru bahasa Indonesia, siswa, dan kepala SMP/MTsdi Kota Semarang di 10 sekolah. Prosedur pengumpulan data dalam penelitianini dikelompokkan menjadi dua hal, yaitu (1) pengumpulan data untukmenjaring kondisi penguasaan kurikulum/standar isi tenaga kependidikan diSMP/MTs Kota Semarang dalam pengembangan dan pelaksanaan standar isidan (2) penyusunan silabus, pengembangan RPP, dan peningkatan kualitaspembelajaran guru. Analisis data menggunakan metode analisis kontekstualdengan teknik deskriptif kualitatif. Hasil penelitian secara umum standar isibelum sepenuhnya diimplementasikan di sekolah. Hal ini dibuktikan denganrendahnya kemmapuan guru dalam hal (1) pemahaman dan penguasaantentang standar isi, (2) kemampuan menyusun silabus, (3) kemampuanmenyusun rencana pembelajaran, (4) kemampuan melaksanakanpembelajaran berorientasi kompetensi siswa dan pemahaman pembelajaransecara kontekstual dan inovatif, (5) kemampuan memilih dan menyiapkanbahan pembelajaran, dan (6) kemampuan melaksanakan penilaian berbasiskelas dan tindak lanjut dari penilaian tersebut. Rekomendasi dari hasilpenelitian standar isi untuk mata perlajaran Bahasa Indonesia perlu intensitaspelatihan yang terkontrol dan terukur kepada guru dengan pendampinganyang kontinu dan beresinambungan.Kata Kunci: standar isi, sulabus, pembelajaran kontekstual, pembelajaraninovatif, penilaian berbasis kelas

Abstract

In running duty, function and authority of Public attorney pursuant to particular full power to conduct action and legal aid in and also extrajudical deputize importance of civil of state, governmental and society. Referring to this matter problems of this writing  is Attorney function and duty as Public Prosecutions in civil dispute This research use method approach of empiric and normatif, source of data of sekunder Data collecting primary data and bibliography study and field study and analysis qualitative. Result of research indicate that Attorney function and duty as Public Prosecutions in civil dispute for example as straightening of law, giving legal aid, giving consideration of law, giving service of law, and conduct action other law.

Abstract

Giving legal protection to women as a reporter / witness issues of domestic violence, witness protection should be consistent with the safety and comfort of physical, psychological, identity of another person with respect to the testimony to be given or have given up a criminal case. The approach used is to approach the problem of normative and empirical approach. The data analysis was done qualitatively The results of research and discussion, it is known that the form of legal protection against the complainant as a witness women victims of domestic violence done thoroughly ranging from prevention, treatment and recovery of victims comprehensively.

Abstract

Tujuan penelitian ini adalah  mendeskripsikan profil pengendalian mutu pembelajaran mata pelajaran bahasa dan sastra Indonesia di SMA/MA negeri  dan swasta di Kota Semarang, terutama berkait dengan aspek perencanaan pembelajaran, pelaksanaan pembelajaran, dan evaluasi pembelajaran. Subjek  percontoh dalam penelitian ini adalah guru bahasa Indonesia dan atau kepala SMA/MA di Kota Semarang di 30 sekolah. Ke-30 sekolah itu dipilih secara variatif, baik negeri maupun swasta. Data penelitian ini diperoleh dengan cara mengumpulkan langsung dari lapangan melalui nontes. Teknik yang digunakan di antaranya angket, kuesioner, pengamatan langsung/lapangan, penilaian dokumen, dan wawancara. Dalam penelitian ini, analisis data menggunakan metode analisis deskriptif kualitatif. Dari hasil penelitian dan pembahasan dapat disimpulkan: 1) secara umum profil untuk pengendalian mutu pembelajaran bahasa dan sastra Indonesia jenjang pendidikan SMA/MA di Kota Semarang berkategori mutu cukup (2,31). Adapun pengendalian mutu tiap-tiap aspek 1) perencanaan pembelajaran berkategori cukup (1,99), sedangkan responden yang belum melaksanakan atau belum ada berbagai hal/proses pengendalian mutunya ada 271 (30,11%); 2) pengendalian mutu pada aspek pelaksanaan pembelajaran berkategori baik (2,52), sedangkan responden yang belum melaksanakan atau belum ada berbagai hal/proses pengendalian mutunya ada 284 (17,75%); dan 3) pengendalian mutu pada aspek evaluasi pengajaran berkategori cukup (2,35), sedangkan responden yang belum melaksanakan atau belum ada berbagai hal/proses pengendalian mutunya ada 107 (16,03%).  This research aims to describe the profile of Indonesian language and literature leaning quality control in public and private senior high school and Islamic school in Semarang city, especially relating to the aspects of lesson planning, lesson implementing, and lesson evaluating. Subject samplings in this research are Indonesian language and literature teachers and/or the principals of public and private senior high school and Islamic school in Semarang of thirty schools. The thirty schools is selected variously, both public and private schools. The research data is acquired by field direct collection through non-test. The techniques applied are questionnaire, direct/field observation, document assessment, and interview. Data analysis, in this research, uses qualitative descriptive analysis method. Result of this research shows that the profile of Indonesian language and literature leaning quality control for public and private senior high school and Islamic school in Semarang is categorized as fair (2,31). The quality control of each aspect depicts that 1) the lesson planning is categorized fair (1,99), whereas respondents which have not done or there have not been various quality control processes are 271 (30,11%); 2) the learning implementing aspect is categorized good (2,52), whereas respondents which have not done or there have not been various quality control processes are 284 (30,11%); and 3) the learning evaluating aspect is categorized fair (2,5%), whereas respondents which have not done or there have not been various quality control processes are 107 (16,03%)

Abstract

This research discusses about criminal law policy in determining direction of the criminal offense prevention policy protected animals now in Indonesia and in the foreseeable future. The study was based on the results of research in normative jurisdiction to find a norms and principle in formulating the protection of animals. The research concludes the protection of animals are still in effective, such as the lack of accountability for corporate regulation and the absence of a regulation on sanctions difference between animals from the nature and captive breeding. therefore, there needs to reformulation of the Law of Conservation of Natural Resources and Ecosystem, and the inclusion of regulation of protected animals in the Draft Criminal Code as a new juridical basis to provide the protection both in concretely and abstractly.

Abstract

Research on punishment system policy in the prevention effort to criminal act of murder (case study of murder under drunkenness) which aims to answer problems about: (1) How punishment system policy to criminal act of murder which is currently at? (2) How punishment system policy to the criminal act of murder in the future? This research uses a juridical-normative as the main approach and comparative approach, namely the punishment system policy to the criminal act of murder (case study of murder under drunkenness) that exist in the Criminal Code with that is in the concept of the Criminal Code and also comparison problems the criminal act of murder under drunkenness between the concept of the Criminal Code of other countries. Punishment system policy to the criminal act of murder in Criminal Code currently does not mention the issue of commission and omission are clearly so in the punishment matter of criminal act of murder under drunkenness uses of the principle of judge consideration.

Abstract

Tujuan penelitian ini adalah mendeskripsi karakteristik kebutuhan media pop culture up rumah adat Jawa untuk pembelajaran menyusun teks deskripsi pada peserta didik SMP kelas VII, mengembangkan media, dan mendeskripsikan penilaian ahli terhadap media pop culture up rumah adat Jawa untuk pembelajaran menyusun teks deskripsi pada peserta didik SMP kelas VII. Penelitian ini dilakukan dengan menggunakan pendekatan Research and Development (R&D). Sumber data penelitian ini adalah siswa, guru, dan dosen ahli. Teknik pengumpulan data kebutuhan penelitian ini menggunakan kuesioner. Teknik analisis data menggunakan teknik analisis deskriptif kualitatif. Hasil penelitian ini adalah didapatkannya karakteristik kebutuhan media pop culture up rumah adat Jawa untuk pembelajaran menyusun teks deskripsi: (1) aspek penyajian isi/materi adalah penyajian gambar pop up beserta keterangan bagian-bagianya dan cara menyusun teks deskripsi; (2) aspek bahasa dan keterbacaan disesuaikan dengan kemampuan peserta didik; (3) aspek tampilan 2D, perpaduan warna, serta jenis huruf disesuaikan. Penilaian terhadap media pop culture up rumah adat Jawa: (1) aspek grafika mendapat nilai 79,1 dengan kategori baik, (2) aspek penyajian isi/materi mendapat nilai 75,2 dengan kategori baik, dan  (3) aspek bahasa dan keterbacaan mendapat nilai 81,6 dengan kategori sangat baik.
