Abstract

Kanker merupakan salah satu penyakit pembunuh teratas. Menurut  data dari WHO tahun 2008, kanker menyebabkan 12,6% kematian di dunia setelah penyakit jantung dan infeksi. Salah satu kesulitan dalam pendeteksian penyakit kanker adalah perlunya pasien untuk melakukan berbagai macam uji lab sebelum mereka divonis terkena penyakit kanker atau tidak. Penelitian ini bertujuan untuk melakukan deteksi penyakit kanker berdasarkan hasil uji lab yang sudah dilakukan oleh pasien. Terdapat empat hasil uji lab yang dipergunakan sebagai variabel untuk melakukan klasifikasi. Untuk melakukan deteksi penyakit kanker ini, digunakan beberapa algoritma klasifikasi yang sudah disediakan oleh SPSS Clementine 11.1 atau Weka 3.6.0, yaitu  Neural Network, C5.0, Logistic, Classification via Regression, dan LogitBoost. Algoritma Neural Network  sendiri  terdiri dari 6 metode, yaitu Dynamic ,Prune, Exhaustive Prune, Quick, RBFN dan Multiple. Percobaan dilakukan sebanyak sepuluh kali untuk masing-masing algoritma atau metode. Pada tiap percobaan, terdapat dua kali treatment terhadap data yang diolah.  Hasil percobaan menunjukkan bahwa  algoritma Neural Network dengan metode Prune menghasilkan hasil yang terbaik dalam mendeteksi penyakit kanker.

Abstract

The single image classification of Pap smears is an important part of the early detection of cervical cancer through Pap smear tests. Unfortunately, most classification processes still require accuracy enhancement, especially to complete the classification in seven classes and to get a qualified classification process. In addition, attempts to improve the single image classification of Pap smears were performed to be able to distinguish normal and abnormal cells. This study proposes a better approach by providing different handling of the initial data preparation process in the form of the distribution for training data and testing data so that it resulted in a new model of Hierarchial Decision Approach (HDA) which has the higher learning rate and momentum values in the proposed new model. This study evaluated 20 different features in hierarchical decision approach model based on Neural Network (NN) and genetic algorithm method for single image classification of Pap smear which resulted in classification experiment using value learning rate of 0.3 and momentum of 0.2 and value of learning rate of 0.5 and momentum of 0.5 by generating classification of 7 classes (Normal Intermediate, Normal Colummar, Mild (Light) Dyplasia, Moderate Dyplasia, Servere Dyplasia and Carcinoma In Situ) better. The accuracy value enhancemenet were also influenced by the application of Genetic Algorithm to feature selection. Thus, from the results of model testing, it can be concluded that the Hierarchical Decision Approach (HDA) method for Pap Smear image classification can be used as a reference for initial screening process to analyze Pap Smear image classification.

Abstract

Direktorat Transformasi Teknologi Komunikasi dan Informasi (Direktorat TTKI) mengemban tugas dalam mewujudkan rencana strategis Direktorat Jenderal Pajak melalui modernisasi information system (IS) atau information technology (IT) secara efisien dan optimal. Untuk menilai tingkat efisiensi dan optimalisasi penggunaan information technology (IT), diperlukan proses pengukuran secara berkesinambungan. Pada penelitian ini akan dilakukan pengukuran tingkat dukungan SI/TI pada Direktorat TTKI, sehingga Direktorat TTKI bisa memperbaiki hal-hal yang dianggap masih lemah. Instrumen yang digunakan adalah IT Balanced Scorecard yang dikembangkan oleh Grembergen berdasarkan konsep Balanced Scorecard. Selain itu, digunakan pula indikator yang diperoleh dari US Governance Accountability Office (US GAO). Indikator-indikator inilah yang kemudian dijadikan bahan untuk menilai tingkat dukungan IT yang dilakukan dengan menyebarkan kuesioner ke staff Direktorat TTKI. Berdasarkan hasil pengukuran IT Balanced Scorecard yang dilakukan didapatkan hasil bahwa tingkat dukungan IT pada Direktorat Transformasi Teknologi Komunikasi dan Informasi pada perspektif kontribusi perusahaan sebesar 49%, perspektif orientasi pengguna sebesar 66.3%, perspektif penyempurnaan organisasi sebesar 68.3%, dan perspektif orientasi masa depan sebesar 25.6%. Directorate of Communications and Information Technology Transformation took on the task in realizing the strategic plan of the Directorate General of Taxation through the modernization of IS / IT efficiently and optimally. To assess the efficiency and optimizing the use of IT, required continuous measurement process. In this study the level of support of IS / IT Directorate TTKI will be measured, so Directorate TTKI can fix things that were deemed to be weak. The instrument used is the IT Balanced Scorecard, developed by Grembergen based on the concept of Balanced Scorecard. In addition, the indicators used are obtained from the U.S. Governance Accountability Office (U.S. GAO). These indicators are then used as material to assess the level of IT support is done by distributing questionnaires to the staff of the Directorate TTKI. Based on the IT Balanced Scorecard measurements, showed that the level of IT support to the Directorate of Communications and Information Technology Transformation at perspective on the companys contribution is 49%, user-oriented perspective is 66.3%, organizations improvement perspective is 68.3%, and the future-orientated perspective is 25.6%.

Abstract

PT. PLN Wilayah Sumsel, Jambi dan Bengkulu banyak menggunakan layanan TI agar dapat mengelola proses bisnisnya dengan baik. Tidak adanya suatu mekanisme pengukuran kinerja pihak ketiga membuat perusahaan kesulitan mengukur kinerja pihak ketiga. Penelitian ini ditujukan untuk mengatasi berbagai permasalahan yang ada di PT. PLN Wilayah Sumsel, Jambi dan Bengkulu. Tahap pertama penelitian ini akan dilakukan dengan menjabarkan strategi dengan analisis SWOT, yang menghasilkan portofolio layanan TI. Tahap selanjutnya adalah pemberian rekomendasi mengenai strategic sourcing dalam membangun layanan TI perusahaan dengan menganalisis kondisi perusahaan saat ini. Pada tahap akhir penelitian akan dijabarkan mengenai mekanisme pengukuran ketersediaan layanan TI dengan kerangka kerja COBIT 4.1 sub segmen DS1. Dari hasil penelitian diperoleh portofolio layanan TI yang secara efektif dapat mendukung perusahaan. Penelitian ini juga menghasilkan temuan yang menunjukkan bahwa perusahaan belum mampu mengelola sendiri layanan TI secara internal, sehingga pengembangan layanan TI sebaiknya dilakukan melalui outsourcing. Formulasi mengenai SLA juga diusulkan dalam penelitian ini agar dapat digunakan untuk mengukur kinerja pengelola layanan TI perusahaan. PT. PLN Region Sumsel, Jambi and Bengkulu use IT services in order to properly manage its business processes. The absence ofa mechanism for third-party performance measurement make it difficult to measure the performance of third parties.This study aimed to address the various problems that exist in there. The first phase of this research will be done by outlining strategies with SWOT analysis, which produces a portfolio of IT services. The next stage is the provision of recommendations on the strategic sourcing in developing IT services in the company by analyzing the current condition of the company. In the final stage of research, we will clarify the mechanisms in measuring the availability of IT services with COBIT 4.1framework, DS1 sub segments. From the research results obtained a portfolio of IT services that can effectively support the company. The study also produced findings that shows the company has not been able to manage their own IT services internally, so the development of IT services should be done through outsourcing. Formulation of the SLA is also proposed in this study, so that can be used to measure the performance of IT service management company.

Abstract

Government-Owned Property (GOP) management, including the bookkeeping of GOP transaction, is part of GOP Officer responsibility to ensure the quality of transaction data. This responsibility also applies to GOP Officer in Indonesian Agency for Meteorological, Climatological and Geophysics ‘Badan Meteorologi, Klimatologi, dan Geofisika’ (BMKG). GOP data as the source for the Central Government Financial Report is expected to be well-maintained. It must be presented as accurate as possible, although there are still inaccurate data presented in the latest BMKG GOP Report. This qualitative research using document study and some interview sessions aims to measure how well the Data Quality Management (DQM) maturity of GOP transaction in BMKG using Loshin’s Data Quality Maturity model. Thus, the result of maturity assessment is analyzed to recommend and implement DQM activities from the Data Management Body of Knowledge (DMBOK). The purpose is to improve GOP DQM. The research shows that the level of DQM maturity is at a repeatable level to defined level. Moreover, 52 maturity characteristics need to be followed through with DQM activities.

Abstract

Padang State Polytechnic is one of the best vocational Polytechnic in Sumatera. As the best college, Padang State Polytechnic has implemented several information systems; such as the Information System in the Human Resource Civil Service Department. However, the system still was not optimally utilized within the institution as a tool to support data processing and strategic tool to gain strategic advantages and to support the growth of the organization to a better level. This research was conducted to analyze the factors that encourage the usage of information system in the Human Resource Civil Service Department in PNP. In order to collect data survey, author has sent questionnaires to all faculties including lecturers and administration staffs in Padang State Polytechnic as user of Information System in the Human Resource Civil Service Department. Among 160 questionnaires that were distributed, only 121 questionnaires were returned. Furthermore, the questionnaires were proceeded with the Structural Equation Modeling (SEM) method by using Amos Software v.21. In conclusion, the factors that encourage the usage of Information System in the Human Resource Civil Service Department in PNP are Information Quality, Service Quality and System Quality.
