Abstract

The number of contractor companies, especially in the field of roads every year continues to increase. Based on data obtained from LPJK website (Construction Services Development Agency) Province of Aceh Year 2016, shows that from 2,717 road contractors in Aceh Province, 1% of them are big qualification, 10% middle qualification and 89% small qualification. The problem is from the increasing number of road contractor companies in Aceh Province, it has not been followed by an increase in qualification and performance. These improvements can be seen from the quality of work, the timeliness of completion of implementation, and the efficiency of resource utilization of personnel, capital, and technology. This study aims to analyze the relationship and influence between contractor's qualification factors on the quality of road construction project, and to know the dominant factor in contractor company's qualification affecting the quality of road construction project in Banda Aceh City. This study used qualitative and quantitative methods through questionnaires, where the respondents were addressed to 90 road contractor companies. The contractor company has implemented projects from 2010-2016, with funding sources from APBA. The independent variables reviewed are contractor qualification factors consisting of legal factors, technical factors, and administrative factors, while the dependent variable is the quality of road construction projects. The results show that the legal, technical and administrative factors all have a very high relationship to the quality of road construction projects in Banda Aceh City. The contractor's qualifying factors all have a significant effect on the quality of road construction projects in Kota Banda Aceh of 91.6%. The dominant factor in the qualification of contractor companies affecting the quality of road construction projects in Banda Aceh is the technical factor. This suggests that when engineering factors are improved by contractors, the quality of road construction projects will increase.

Abstract

Road as a part of national transportation system has an important role in the economic growth of a region. Therefore, road transportation must arranged to manifest service reliability and integrity with other transportation mode. To produce transportation network taht can give efficiently geography scale of transportation service from global to local, conversely. In this paper, conducted economy evaluation of road status upgrading. The links that be evaluated: the road of kabupaten/kota in Province Aceh, which is in general the condition of the roads are intermediate and poor. Most of the surface are gravel and soil. With the condition, much area potencies not developed yet. From the analysis, obtaned that in Province Aceh must conducted roads status upgrading. The road that will be upgraded become National road are : 3 link which is located in Kota Banda Aceh and Kabupaten Aceh Besar, and the road that will be upgraded become Province road are 66 links that spread in other Kota/Kabupaten unless Simeulue and Sabang. To analyze the economic benefit of the road status upgrading, be used "with and without Project" approach. With existence of this uprading, expected will give benefit for region development and society economy, both direct and inderect benefit. The result of economy  evaluation show that upgrading of road status in Province Aceh give value : Nett Present Values = Rp. 797.063.226.209,-, Benefit Cost Ratio = 1,11 ; and Economic Internal Rate of Return = 13,71 %   Keyword : region development, road network, road status, economic evaluation, road upgrading

Abstract

To know the condition of roads in slum area on the sub-districts of Sigli City and what type of handling which will be done so it can be determined the priority of road handling. The benefit of this research is to provide an alternative in selecting the priority of road handling in slum area in accordance with SK of Pidie regent on 2014. Method used is to assess the road condition and type of handling are Bina Marga Method by conducted road condition survey. Priority of road handling will be done by using Multi Criteria Analysis Method. By creating the road condition value, type of handling, accessibility, land use as the selection criteria. The result of this study is the criteria of handling priority determination on the criteria of road condition with value 51,84 %, assessment for road handling with value 18,29 %, assessment for land use with value 15,61 %, and the assessment of accessibility with value 14,25%. In determining the road segment which will be handling the respondents choose Pante Tengoh road section with criteria of road assessment segment which is in poor condition, type of handling is repair or routine maintenance, the accessibility of land use is in the form of trade area. This road is become the respondents selection because the decreased of road service in serving high traffic which cause traffic jam on the spots along the road and this road has not been improved in several recent years.

Abstract

Abstract: Blangkejeren - Lawe Aunan road conditions overall is on the slopes of the mountains which is strongly influenced by local environmental factors such as drainage, topography, soil conditions, material conditions and vehicle load conditions across the road. It should be noted in order to avoid a decrease in the road quality due to road surface damage that can affect the traffic safety, comfort and smoothness.. Therefore, it is necessary to study the evaluation of the condition of the damaged road surface and the local factors that affect the damage in order to avoid a decrease in the roads quality. This study took place on Blangkejeren - Lawe Aunan roads started from Sta. 529 + 700 - Sta. 535 + 206. Generally, the condition of roads in this segment were found damage that disturb the comfort, smoothness and safety of the roads users. In this study, the primary data obtained by actual surveys in the form of data field length, width, area, and depth of each type of damage as well as local factors that lead to such damage. Actual field surveys conducted along the 5.506 km, with the distance interval of each segment is 100 m. The secondary data obtained from the relevant institutions and other materials related to this research. This study analyzed the PCI method (Pavement Condition Index) to obtain the level of damage in order to know how to handle, while for the identification of the damage done by observation factors descriptively appropriate observation in the field such as the number of damage points. The results of this study found that the type of damage caused to roads is damage to the cover layer, a hole, and curly. This type of damage that commonly occurs on the road Blangkejeren - Lawe Aunan is damage to the edges with a percentage of 87.30%. The local factors that greatly affect drainage on the percentage of damage is 62.00%. PCI average value is 13.47 which indicates a very bad condition (very poor) and requires maintenance or improvement of reconstruction.Abstrak: Kondisi jalan Blangkejeren ? Lawe Aunan secara keseluruhan berada di lereng pegunungan sangat dipengaruhi oleh faktor lingkungan setempat seperti drainase, topografi, kondisi tanah, kondisi material dan kondisi beban kendaraan yang melintasi jalan tersebut. Hal ini perlu diperhatikan agar tidak terjadi penurunan kualitas jalan akibat kerusakan permukaan jalan sehingga dapat mempengaruhi keamanan, kenyamanan, dan kelancaran dalam berlalu lintas. Oleh karena itu, perlu dilakukan penelitian evaluasi terhadap kondisi permukaan jalan yang mengalami kerusakan serta faktor setempat yang mempengaruhi kerusakan tersebut agar tidak terjadi penurunan kualitas jalan. Penelitian ini mengambil lokasi di ruas jalan Blangkejeren ? Lawe Aunan yang dimulai dari Sta. 529+700 - Sta. 535+206. Umumnya kondisi ruas jalan pada segmen ini banyak ditemukan kerusakan-kerusakan yang dapat mengganggu kenyamanan, kelancaran, dan keamanan pengguna jalan. Dalam penelitian ini data primer diperoleh dengan melakukan survei aktual lapangan yaitu berupa data panjang, lebar, luasan, dan kedalaman tiap jenis kerusakan serta faktor setempat yang mengakibatkan kerusakan tersebut. Survei aktual lapangan dilakukan sepanjang 5,506 km, dengan jarak interval setiap segmen adalah 100 m. Adapun data sekunder diperoleh dari lembaga terkait dan bahan lainnya yang berhubungan dengan penelitian ini. Penelitian ini dianalisis dengan metode PCI (Pavement Condition Index) untuk mendapatkan tingkat kerusakan agar diketahui cara penanganannya, sedangkan untuk identifikasi faktor kerusakannya dilakukan dengan pengamatan secara diskriptif sesuai hasil pengamatan di lapangan berupa jumlah titik kerusakan. Hasil penelitian ini didapatkan bahwa jenis kerusakan yang terjadi pada ruas jalan adalah kerusakan lapisan penutup, lubang, dan keriting. Jenis kerusakan yang umum terjadi pada ruas jalan Blangkejeren ? Lawe Aunan adalah kerusakan tepi dengan persentase 87,30 %. Faktor setempat yang sangat mempengaruhi kerusakan adalah drainase dengan persentase 62,00%. Nilai PCI rata-rata yaitu 13,47 yang menunjukkan kondisi sangat buruk (very poor) dan memerlukan pemeliharaan peningkatan atau rekonstruksi.

Abstract

Abstract: Abstract:Damage that occurs on some road segment causing huge lossed, especially for road users such as a long travel time, traffic jam, incident, and etc. In general there variety factor that caused of road damage such as age of the road that has been passed, puddle onthe road surface that cannot flow due to the poor drainage, trafic load excessively repetitive (overloaded). Which can cause life time is shorter than planning. Improper planning, poor monitoring and the implementation is not accordance with the existing plan, in addition to the lack of maintenance costs, delays in budget spending and priorities of improper handling also be the cause. It should be noted in order to avoid decreased in the quality of roads due to damage on road surface. The purpose of this study is to determined damage of the road extent/level using PCI method (Pavement Condition Index), determined the effect of road damage to the speed of vehicle using Regression Analysis method. This research take location in the road segment of Blang Bintang Lama road, and Teungku hasan Dibakoi each road is divided into 7 that being reviewed according to the level of damage. Primary data collected by field actual survey in the form of geometric data, extensive damage to the road, and vehicle speed. The results showed that damage of the road is very affected on the vehicle speed as seen on Blang Bintang Lama in V segment the value of PCI is 10 with failed condition and vehicle speed just reached 5.31 Km/h, while in VII segment PCI value is 87 with perfect road condition (excellent) vehicle speed reached to 58.34 Km/h, so that the equation obtained by regression analysis of Y = (3,571)(0,032) ?, while for segment in Teungku Hasan Dibakoi road as seen in III Segment PCI value is 4 with failed condition with vehicle speed just 4.95 Km/h, while in the VII segment PCI value is 88 with perfect road condition (excellent) vehicle speed reached to 68.64 Km/h, so the equation obtained by regression analysis of Y is Y= (3,822)(0,035) ?. This suggests that higher levels of road damage will affected to slower speed of vehicle, otherwise the lower level of damage road, will make the higher speed of vehicle.Abstrak: Kerusakan jalan yang terjadi di beberapa ruas jalan menimbulkan kerugian yang sangat besar terutama bagi pengguna jalan seperti waktu tempuh yang lama, kemacetan, kecelakaan, dan lain-lain. Secara umum penyebab kerusakan jalan ada berbagai sebab yaitu umur rencana jalan yang telah dilewati, genangan air pada permukaan jalan yang tidak dapat mengalir akibat drainase yang kurang baik, beban lalu lintas berulang yang berlebihan (overloaded) yang menyebabkan umur pakai jalan lebih pendek dari perencanaan. Perencanaan yang tidak tepat, pengawasan yang kurang baik dan pelaksanaan yang tidak sesuai dengan rencana yang ada, selain itu minimnya biaya pemeliharaan, keterlambatan pengeluaran anggaran serta prioritas penanganan yang kurang tepat juga menjadi penyebabnya. Hal ini perlu diperhatikan agar tidak terjadi penurunan kualitas jalan akibat kerusakan permukaan jalan. Tujuan penelitian ini adalah untuk menentukan tingkat dan jenis kerusakan jalan dengan menggunakan metode PCI (Pavement Condition Index), mengetahui pengaruh kerusakan jalan terhadap kecepatan kendaraan dengan menggunakan metode Analisis Regresi. Penelitian ini mengambil lokasi pada ruas Jalan Blang Bintang Lama dan ruas Jalan Teungku Hasan Dibakoi yang masing-masing jalan terbagi atas 7 segmen yang ditinjau menurut tingkat kerusakannya. Pengumpulan data primer dilakukan dengan survey aktual lapangan yaitu berupa data geometrik jalan, luas kerusakan jalan, dan kecepatan kendaraan. Hasil penelitian menunjukkan bahwa kerusakan sangat berpengaruh terhadap kecepatan kendaraan seperti yang terlihat pada ruas jalan Blang Bintang Lama pada segmen V dengan nilai PCI 10 kondisi jalan gagal (failed) dengan kecepatan kendaraan mencapai 5,37 Km/Jam, sedangkan pada segmen VII nilai PCI sebesar 87 dengan kondisi jalan sempurna (excellent) kecepatan kendaraan mencapai 58,34 Km/Jam, sehingga didapat persamaan dengan metode analisis regresi Y= (3,571)(0,032) ?, sedangkan untuk ruas Jalan Teungku Hasan Dibakoi terlihat pada segmen III nilai PCI 4 kondisi jalan gagal (failed) dengan kecepatan mencapai 4,95 Km/Jam, sedangkan pada segmen VII nilai PCI sebesar 88 dengan kondisi jalan sempurna (excellent) kecepatan kendaraan mencapai 68,64 Km/Jam, sehingga didapat persamaan dengan metode analisis regresi Y= (3,822)(0,035) ?. Hal ini menunjukkan bahwa semakin tinggi tingkat kerusakan jalan maka semakin rendah kecepatan kendaraan, sebaliknya semakin rendah tingkat kerusakan maka semakin tinggi kecepatan kendaraan.

Abstract

Abstract: The main cause of road damage is inseparable from stability and flexibility which is the determinant of the quality of pavement. One way to overcome that is to improve performance by modifying pavement mixture using additive, With low penetration value and high temperature in Indonesia, buton rock asphalt suitable for use as an additive. This research discusses the examination of mixtures whose performance has been optimized with buton rock asphalt modifications as filler. This study aims to determine the effect of minerals and bitumen contained in buton rock asphalt to marshall characteristics which are then compared with hot asphalt mixture using dust as filler. Variations of asphalt content used were 4.5%, 5%, 5.5%, 6% and 6.5% for both different filler types. In marshall test yield value of VIM, VMA, VFB, Stability, flow and marshall quentient, from the values obtained optimum bitumen content. Optimum asphalt content by using Buton rock asphat as filler of 5.87%. From marshall parameter result obtained the best stability value at 5% asphalt content of 1302,30 kg, density 2,41 gr / cm3, VIM 5,59%, VMA 17,42%, VFB equal to 67,96% and flow equal to 3 , 2 mm, and marshall quentient of 565,74 kg / mm, While the optimum asphalt content by using stone ash as filler is 5,51% yielding the best stability at 5,5% asphalt level 1767,02 kg, density 2,39 gr / cm3, VIM equal 3%, VMA equal to 16,21% , VFB of 81.99% and flow of 2.7 mm, and marshall quentient of 523.75 kg / mm.Abstrak: Penyebab utama dari kerusakan jalan raya tidak terlepas dari stabilitas dan fleksibilitas yang merupakan parameter penentu kualitas perkerasan jalan. Salah satu cara untuk mengatasinya yaitu dengan memperbaiki kinerja campuran dengan memodifikasi perkerasan menggunakan bahan tambah. Dengan nilai penetrasi yang rendah dan temperatur yang cukup tinggi di Indonesia, asbuton butir cocok di gunakan sebagai bahan tambah. Penelitian ini membahas tentang pemeriksaan campuran yang kinerjanya telah di optimumkan dengan penambahan buton rock asphalt (BRA) tipe 5/20 sebagai filler . Penelitian ini bertujuan untuk mengetahui pengaruh mineral dan bitumen yang terkadung didalam buton rock asphalt terhadap karakteristik marshall yang kemudian dibandingkan dengan campuran beraspal panas menggunakan abu batu sebagai filler. Variasi kadar aspal yang digunakan adalah 4,5%,5%,5,5%,6% dan 6,5% untuk kedua jenis filler yang berbeda. Pada uji marshall menghasilkan nilai VIM, VMA, VFB, Stabilitas, flow dan marshall quentient, dari nilai-nilai tersebut diperoleh kadar aspal optimum. Kadar aspal optimum dengan menggunakan Buton rock asphat sebagai filler sebesar 5,87 %. Dari hasil parameter marshall didapat nilai stabilitas terbaik pada kadar aspal 5% sebesar 1302,30 kg, density 2,41 gr/cm3, VIM sebesar 5,59%, VMA sebesar 17,42%, VFB sebesar 67,96% dan  flow sebesar 3,2 mm, dan marshall quentient sebesar 565,74 kg/mm, sedangkan kadar aspal optimum dengan menggunakan abu batu sebagai filler sebesar 5,51 % menghasilkan stabilitas terbaik pada kadar aspal 5,5 % sebesar 1767,02 kg, density 2,39 gr/cm3, VIM sebesar 3%, VMA sebesar 16,21%, VFB sebesar 81,99% dan  flow sebesar 2,7 mm, dan marshall quentient sebesar 523,75 kg/mm.

Abstract: Shopping Centre is one of land use utilization that will lead to trip attraction of vehicles. Trip attraction of vehicles on shopping centre will cause on traffic towards highway network system around it. Banda Aceh is the capital of the province of Aceh, which has several shopping centre among others: Hermes Palace Mall, Suzuya Mall, Barata Shopping Centre, komplek Sinbun, Pasar Aceh Baru dan Pante Pirak Sp. 5. A large number of shopping centre in Banda Aceh will certainly increase the number of visitors who came, so did the number of employee. The purpose of this study is to model the statistical relationship between the magnitude of the vehicle towing the motorcycle and shopping centre parameter. The parameters in this study is reflected by building area, land area, parking area, number of shops, employees and cashiers. Processing data using multiple regression analysis methods, models generated then tested statistically. the results showed a motorcycle towing equation Y1 = 59.587 + 0.323X6  with variable X6 is number of cashiers.Keywords : Trip attraction, shopping center, motorcycle, regression modelAbstrak: Pusat Perbelanjaan merupakan salah satu jenis tata guna lahan yang akan menimbulkan tarikan pergerakan kendaraan. Tarikan pergerakan kendaraan yang terjadi pada pusat perbelanjaan di kota Banda Aceh akan menimbulkan dampak lalu-lintas terhadap sistem jaringan jalan yang ada disekitarnya. Kota Banda Aceh merupakan Ibukota  provinsi Aceh yang  memiliki beberapa pusat perbelanjaan antar lain : Hermes Palace Mall, Suzuya Mall, Barata Shopping Centre, komplek Sinbun, Pasar Aceh Baru dan Pante Pirak Sp. 5. Banyaknya jumlah pusat perbelanjaann di Kota Banda Aceh tentu akan meningkatkan jumlah pengunjung yang datang, demikian pula dengan jumlah pegawai. Tujuan penelitian ini adalah untuk membuat model hubungan statistik antara besarnya tarikan kendaraan sepeda motor dengan parameter pusat perbelanjaan. Parameter dalam penelitian ini dicerminkan oleh luas bangunan, luas tanah, luas lahan parkir, jumlah gerai, jumlah karyawan dan jumlah kasir. Pengolahan data menggunakan metode analisis regresi berganda, model-model yang dihasilkan kemudian di uji secara statistik . hasil menunjukan persamaan tarikan sepeda motor Y1 = 59,587 + 0,323X6 dengan variabel X6 adalah jumlah kasir.Kata kunci : Tarikan, pusat perbelanjaan, sepeda motor, model regresi.

Abstract

Abstract: In order to accommodate the needs of movement with a certain level of service, it is necessary to make an effort to maintain the quality of road services, where one of these efforts is to evaluate the condition of the road surface. Based on the above condition, a research is needed in order to evaluate the condition of pavement in accordance with the type and level of damage by using PCI method.This research was aimed to know the functional condition of pavement on road of Beureunuen - Keumala Border. This research took place on the Beureunuen - Keumala road border which was divided into 2 segments; segment I (Km 7 + 000 s / d Km 9 + 000) and segment II (Km.13 + 000 s / d Km.15+ 000). The primary data collection was done with actual field survey data in the form of length, width, area, and depth of each type of damage that indicates the condition of the roads surface both minor and severe damages. This research was conducted by using Pavement Condition Index (PCI) methods. The results shows that the most common types of damage that occur on road of Beureunuen - Keumala Border are alligator crack, block crack, depression, corrugations, edge crack, rutting, longitudinal crack, patching, potholes, and raveling. Evaluation of damage on segment I of the road on Beureunuen - Keumala border gives result of the average PCI value on segment I of the road on Beureunuen - Keumala is 39,6 with bad condition. The average PCI value of Segment II is 24.7 with very bad condition. The type of maintenance required on road of Beureunuen-Keumala border is periodic maintenance on segment I and reconstruction on segment II.Abstrak: Agar dapat tetap mengakomodasi kebutuhan pergerakan dengan tingkat layanan tertentu maka perlu dilakukan suatu usaha untuk menjaga kualitas layanan jalan, dimana salah satu usaha tersebut adalah mengevaluasi kondisi permukaan jalan. Berdasarkan keadaan tersebut di atas, maka diperlukan penelitian untuk mengevaluasi kondisi perkerasan jalan sesuai dengan jenis dan tingkat kerusakan dengan menggunakan metode PCI. Tujuan penelitian ini adalah untuk mengetahui kondisi fungsional perkerasan pada ruas jalan Beureunuen ? Batas Keumala. Penelitian ini mengambil lokasi di ruas jalan Beureunuen ? Batas Keumala yang terbagi atas 2 segmen dengan segmen I (Km. 7+000 s/d Km. 9+000) dan segmen II (Km.13+000 s/d Km. 15+000). Pengumpulan data primer dilakukan dengan survei aktual lapangan yaitu berupa data panjang, lebar, luasan, serta kedalaman tiap jenis kerusakan yang menunjukan skala kondisi permukaan jalan dari keadaan rusak ringan sampai rusak berat. Penelitian ini dilakukan dengan Pavement Condition Index (PCI). Hasil penelitian menunjukkan bahwa jenis kerusakan yang umum terjadi pada ruas jalan Beureunuen ? Batas Keumala adalah retak kulit buaya, retak blok, keriting, retak pinggir, alur, retak memanjang, tambalan, lubang dan pelepasan butir. Evaluasi kerusakan pada segmen I ruas jalan Beureunuen ? Batas Keumala memberikan hasil berupa nilai PCI rata-rata pada segmen I ruas jalan Beureunuen ? Batas Keumala adalah 39,6 dengan kondisi buruk. Nilai PCI rata-rata Segmen II sebesar 24,7 dengan kondisi sangat buruk. Jenis penanganan yang diperlukan pada ruas jalan Beureunuen ? Batas Keumala, adalah pemeliharaan berkala pada segmen I dan rekonstruksi pada segmen II.

Abstract

Abstract: Asphalt concrete pavement is depend on the type and composition of aggregate, asphalt, and filler being used. In this study, the aggregate used was an aggregate of Simeulue Island. In this Regency are difficult to find enough hard aggregate because the majority of the rocks there come from the process of particles mineral deposition, rest of the animals and plants which are found in the River (Aribowo, 2014). This research was conducted to find out the level of asphalt mixtures resistance using Simeulue aggregate with asphalt variation percentage of retona blend 55 and pen. 60/70 as a binder. This research begins with an examination of the physical properties of asphalt and aggregate next manufactured specimens based on gradations planning to determine of optimum asphalt content (OAC) with the overlapping method. From the results obtained, the elongation and flakiness index value did not meet the required specifications, those were 35.27% and 14.38%. The soundness aggregate against of Sodium and Magnesium sulfate (Mg2SO4) = 26.43% where is the maximum value required 12%. Aggregate wear value still meets the requirement, that was 23.84% 40%. OAC for AC-WC mixture using 100% RB, 100% Pen, 80% RB/ 20% Pen, 65% RB/ 35% Pen, 50% RB/ 50% Pen. was in the amount of 6.18%; 6.37%; 6.20%; 6.06% and 6.06%. From the Marshall test results in every OAC for all variations of immersion, showed the stability value using RB higher than by using Pen. 60/70. This was because asphalt RB can tie the Simeulue aggregate well compared to asphalt Pen. 60/70. The flow value was higher than the asphalt RB. VIM and MQ value at all immersion variation, using asphalt RB were higher than by using asphalt Pen. The durability value in all types of AC-WC mixture still meets the requirements of the Dept. PU (2010) ? 90%. While the durability value of 48-hour immersion already is under 90%.Abstrak: Perkerasan beton aspal sangat tergantung pada jenis dan komposisi agregat, aspal serta filler yang digunakan. Penelitian ini menggunakan agregat dari Kabupaten Simeulue. Pada Kabupaten ini sulit ditemukan agregat yang cukup keras karena mayoritas batuan yang ada berasal dari proses pengendapan partikel mineral, sisa hewan dan tanaman yang terdapat di sungai dan memiliki nilai pelapukan yang tinggi (Aribowo, 2014). Penelitian ini dilakukan untuk mengetahui tingkat ketahanan agregat Simeulue dengan variasi persentase aspal retona blend 55 dan aspal penetrasi 60/70 sebagai bahan pengikat dengan harapan dapat menghasilkan perkerasan yang lebih baik. Penelitian ini diawali dengan pemeriksaan sifat fisis aspal dan agregat selanjutnya dilakukan pembuatan benda uji berdasarkan gradasi rencana untuk menentukan kadar aspal optimum (KAO) dengan metode overlapping. Dari hasil penelitian agregat diperoleh nilai indeks kepipihan dan kelonjongan tidak memenuhi syarat yaitu sebesar 35,27% dan 14,38%. Kekekalan bentuk agregat terhadap larutan NaCl dan MgSO4 = 26,43% dimana nilai yang disyaratkan maksimal 12%. Untuk nilai keausan agregat masih memenuhi syarat yaitu sebesar 23,84% 40%. KAO campuran AC-WC menggunakan 100% RB, 100% Pen. 60/70, 80% RB/ 20% Pen, 65% RB/ 35% Pen, 50% Rb/ 50% Pen, masing-masing sebesar 6,18%; 6,37%; 6,20%; 6,06% dan 6,06%. Dari hasil uji Marshall pada setiap KAO untuk semua variasi rendaman, menujukkan nilai stabilitas menggunakan aspal RB lebih tinggi dibandingkan dengan Pen. 60/70. Hal ini dikarenakan aspal RB dapat mengikat agregat Simeulue dengan baik. Nilai flow lebih tinggi dibandingkan aspal RB. Untuk nilai VIM dan nilai MQ menggunakan aspal RB lebih tinggi dibandingkan dengan Pen. 60/70. Nilai durabilitas pertama pada semua jenis campuran masih memenuhi persyaratan Departemen PU (2010) ? 90%. Sedangkan nilai durabilitas kedua sudah berada di bawah 90%.

Abstract

Abstract: Road infrastructure plays an important role as land transportation in Aceh. The transport mobility in Aceh province west coast highway kept increase every year. So that, the construction of the road had got load (traffic volume and axle load) increased every time. The addition of traffic load caused the level of damage to the road construction was increasing. Early damage can happen immediately, if the load exceeded the standard load plan. So that needed to be examined to the weight of the vehicle on the construction of theAceh province west coast highway by using Weigh In Motion (WIM). The goal is to identify the actual condition of the vehicle burden on the construction of roads (traffic volume and axle load) which occurred on roads Bts. Kota Banda Aceh-Aceh Barat and to reviewgovernment policy to the road maintenance management and to instruct management of road infrastructure maintenance. This studywas located at Simpang Rima point. The research method was descriptive- analysis, Weigh In Motion was used as the primary means of data collection. The data measured by WIM, including the data types of vehicles, speed, vehicle length, weight and configuration of the vehicle wheelbase. The data was analyzed to obtain the value of Destroyer Road factor (Vehicle Damage Factor - VDF) of each type of vehicle. From the results of flattenering during the measurement of axis load it was obtained the average of Equivalent Standard Axles (ESA) factor of each type of vehicle for each road was being reviewed. Results of this study are indicative of the occurrence of overloading the vehicle 2-axis and 3-axis truck type. It indicated that the direction of road maintenance was appropriate with the direction of government policy. The Value of International Roughness Index (IRI) are in the good category is between 4- 8, precisely 5.03. While the value of Surface Distress Index (SDI) was less than 50 m / km.Abstrak: Infrastruktur jalan memegang peranan penting sebagai prasarana transportasi darat di Aceh. Mobilitas arus transportasi lintas Barat Provinsi Aceh terus meningkat tiap tahunnya. Sehingga konstruksi jalan dari waktu ke waktu mengalami pembebanan (volume lalulintas dan beban sumbu) yang terus meningkat. Penambahan beban lalulintas mengakibatkan tingkat kerusakan terhadap konstruksi jalan semakin meningkat. Kerusakan dini dengan segera dapat terjadi, apabila beban lalulintas melebihi beban standar rencana. Sehingga perlu dilakukan kajian terhadap beban kendaraan pada konstruksi jalan lintas Barat Provinsi Aceh menggunakan Weigh In Motion(WIM). Tujuannya untuk mengidentifikasi kondisi aktual beban kendaraan pada konstruksi jalan (volume lalulintas dan beban sumbu) yang terjadi pada ruas jalan Bts. Kota Banda Aceh-Aceh Barat dan mengkaji kebijakan pemerintah terhadap manajemen pemeliaraan jalan serta mengarahkan manajemen pemeliharaan infrastruktur jalan. Penelitian iniberlokasi pada ruas jalan titik Simpang Rima. Metode penelitian adalah analisis deskriptif, Weigh In Motion digunakan sebagai alat pengumpulan data primer. Data yang diukur oleh WIM antara lain data jenis kendaraan, kecepatan, panjang kendaraan, konfigurasi berat dan jarak sumbu kendaraan. Data yang diperoleh kemudian dianalisis untuk memperoleh nilai Faktor Perusak Jalan (Vehicle Damage Factor ? VDF) dari tiap jenis kendaraan. Dari hasil perataan selama pengukuran beban sumbu diperoleh faktor Equivalent Standard Axle (ESA) rata-rata dari setiap jenis kendaraan untuk masing-masing ruas jalan yang ditinjau. Hasil penelitian ini adalah indikasi terjadinya overloading pada kendaraan jenis truk 2 sumbu dan 3 sumbu.Hal ini mengindikasikan bahwa arahan pemeliharaan jalanadalah pemeliharaan rutin telah sesuai dengan arahan kebijakan pemerintah. Nilai International Roughness Index (IRI) berada pada kategori baik yaitu antara 4-8, tepatnya dengan nilai 5,03. Sedangkan nilai Surface Distress Index (SDI) lebih kurang dari 50 m/km.
