Abstract

Development of coastal tourism can give directly impact on the social and cultural life of fisherman communities and influence the attitudes of fishermen. This study intend to analyze the impact of tourism development on the social structure and cultural values as well as analyzing the attitudes of fishermen towards the tourism development. The research was conducted in Pangandaran village using survey methods. The results showed that the development of tourism impact on the social structure of fishermen namely the growth of social organization, social stratification, migration and composition of the population, as well as the livelihoods and incomes. Whereas the impact on the cultural value of fishermen include namely the waning tradition of local fishermen, fishermen lifestyle changes, and increased knowledge of fishermen. Fishermen status and income level have a real relationship with the attitude of fishermen, whereas age and education level did not have a real relationship with the attitude of fishermen.Keywords: tourism development, impact towards social structure, impact towards cultural values, and fisherman attitudes

Abstract

Since 1992, every forest consession holder has been obliged to carry out a special program in a village or villages in or arround the concession. Bassically, the purpose of the program is to change behavior of the villagers, such as abondaning the practice of shifting cultivation, developing awarness on environment, etc.The main objective of this study is to investigate impacts of the program on the behavior of the villagers in the village where the program has been carried out. This would include agricultural practices and attitude as we/I as way of thinking of the villagers. The later consists of nine dimensions: (a) attitude toward education, (b) universalism, (c) openess, (d) rationality, (e) value orientation, (f) gender, (g) family planning, (h) environmental awarness and (I) farming orientation.The method used in this study was Natural Experiment (Babbie, 1989 : 230). Several component of the behavior were quantified using scoring system.This study reveals that in the domain of the agricutural practices, a quite fundamental change has taken place, that is the switching of the agricultural practices from swidden agriculture to the ·permanent cultivation" system. There is a .significant difference at the level of 95 % in the seven component: attitude toward education, universalism, openess, rationality, value orientation, environmental awarness and the farming orientation. There is no siginficant difference in the gender and family planning issues.

Abstract

This paper discusses about class structure, and then followed by discussion on class consciousness and class conflict in capture fisheries in Indonesia, taking fishers in Balikpapan, East Kalimantan as the case.  Data were collected from January to September 2006 intermittently, mainly through interviews with fishers, government officials, and NGO activists. This research is a qualitative research. In terms of class structure, there are four classes of fishers found in Balikpapan, East Kalimantan, namely: labour fishers, small scale fishers, intermediate or medium fishers, and large scale or capitalist fishers.  It is argued that class consciousness of the labour fishers has not developed yet. Therefore, labour fisher is only a class in itself, not as a class for itself. There are six factors that contribute to the underdeveloped of the class consciousness of the labour fishers. In terms of class conflict, there is a significant deviation from the pattern of class conflict described by Marx.  In capture fishery, intense and violent conflict more often take place not between the capitalist or owner of the means of production and labour. Instead, it often happens between the small and intermediate with the capitalist fishers. In such a conflict, there is a strong alliance between the owner of the means of production and the labour in both camps or small and intermediate, and capitalist classes. In other word, small and intermediate fishers and their labours unite, on the other hand, capitalists and their labours also unite in this conflict.Keyword: Balikpapan, class structure, class relation, common problem[How to Cite: Kinseng, R. Abstract

There have been debates on the role of class in “influencing” income inequality in contemporary societies.  Some argue that class position is no longer relevant in determing one’s income, while others argue that class still counts.  Therefore, it is very interesting to investigate relations between class structure and income among fishers in Indonesia. Furthermore, Marxian argued that class position will determine class consciousness. Therefore, it is interesting to study the class consciousness of labor fishers in Indonesia. Analyzing relations between class structure and income as well as class consciousness of labor fishers in Indonesia is especially very interesting and important since fishers have a very typical patront-client relationships. Moreover, study of this subject in Indonesia is still limited. This study has three main objectives: first to investigate the class structure of fishers and how this structure has been formed, second to analyse the income of fishers in different class locations, and third to analyze class consciousness of labor fishers. This study uses combination of qualitative and quantitative methods. The study was conducted in Indramayu, West Java in 2013. Our analysis shows that the class structure of fishers consists of four main classes, namely large-scale, medium-scale, small-scale, and labor classes. These classes have been formed through complex and long processes, including the so-called “modernization” programmes promoted by the government.  In term of income, the study shows that there are significant differences of income among fishers in different class locations. The Gini Ratio is very high, that is 0.88. Thus, class structure does influence fishers’ income significantly. Furthermore, this study finds that class consciousness of labor fishers has not fully developed yet. Abstract

The passage of Act No. 18, 2001 on regional autonomy and followed up with the issuance of Qanun No. 4, 2003 on mukim, and Qanun No. 5, 2003 on gampong and reinforced by UUPA No. 11, 2006 on Acehnese government is a history of social identity of Acehnese society, which has been neglected during the conflict. The regional government has made some breakthroughs and one of the breakthroughs was gampong revitalization through a program called “back to gampong”. The study aims to answer the dynamic of revitalization of gampong institution in the middle of special autonomy implementation and the implementation of Qanun gampong in the administration of gampong institution. The study shows that the implementation of program “back to gampong” encourages the strengthening process of gampong institution as well as weakens the institution itself. The development of gampong that focuses on physical aspect has created coordination gap among officials of gampong institution in planning system and financial management.  The tug in the mechanism of financial development and management at gampong has created a space for the involvement and influence from gampong elite in gampong governance. Non-uniform honorary allocation for gampong governmental apparatus is one of indicators of weak role and function of gampong cultural institution because the previous inherent communal values have been calculated economically.

Abstract

The speed of urban development, has caused a very heavy commuter. This study aimed to analyze the relationship between the characteristics of the group members, with the process of communication and cohesiveness among commuters. The study was conducted to 86 members of the group in KA.Patas Purwakarta with quantitative methods using questionnaires as research instruments. Test analysis using Spearman rank statistic and chi Square to analyze the relationship between the characteristics of the group members, with the communication process and individual attitudes towards cohesiveness among commuters. The study states that the age of negative relationship with the communication process. The older the age  of a member was, the lower the knowledge and the obedient of the group `s norm he had. Female  members  had a higher  involvement in the communication process of the group  than the male members. There was a negative  relationship  between the occupation and the  cohesiveness of the group. The better occupation they  had, the lower  degree of cohesiveness they showed. There was a significant relationship between the sex of members and their cohesivenessoutside the railway coach. Abstract

This paper aims to discuss the impact of state intervention on social capital of fishermen community in small islands. The research was conducted in Barrang Lompo Island, Makassar. The data was collected through in-depth interview and limited observation from twelve informants determined by snowball sampling. Questionnaires were also spread to about 40 respondents. The data was then analyzed qualitatively to explain researchs data and facts. The results of the research show that state intervention for the last ten years on small islands communities has impact on various aspects such as the diminishing loyalty and trust among locals to the government. Therefore, the intervention reduce the communitys participation, individually and collectively, in development activities. The situation, in turn, could affect the diminishing political capacity of the locals and government in the implementation of development in the islands. The state intervention, however, strengthened social solidarity, local value practices and the enthusiasm to understand religious values which in turn could tighten the internal bond of a community. This bond can become a potential strength to build communities in small islands.Tulisan ini bertujuan untuk mendiskusikan dampak intervensi negara pada kapital sosial komunitas nelayan di pulau-pulau kecil. Penelitian ini dilakukan di Pulau Barrang Lompo, Makassar. Pengumpulan data dilakukan melalui wawancara mendalam dan observasi terbatas dari dua belas informan ditentukan oleh snowball sampling. Kuesioner juga menyebar ke 40 responden. Data tersebut kemudian dianalisis secara kualitatif untuk menjelaskan data penelitian dan fakta. Hasil penelitian menunjukkan bahwa intervensi negara selama sepuluh tahun terakhir pada masyarakat pulau-pulau kecil memiliki dampak pada berbagai aspek seperti, mengurangi loyalitas dan kepercayaan di antara penduduk setempat kepada pemerintah. Oleh karena itu, partisipasi mereka, secara individu dan kolektif, dalam kegiatan pembangunan kurang. Ini akan berakibat pada berkurangnya kapasitas politik penduduk setempat dan kapasitas pemerintah dalam pelaksanaan pembangunan pulau. Kendati demikian intervensi negara juga memperkuat solidaritas sosial, praktek nilai lokal dan semangat untuk memahami nilai-nilai agama yang pada gilirannya dapat memperkuat ikatan internal masyarakat. Ikatan ini selanjutnya dapat menjadi kekuatan potensial untuk membangun masyarakat di pulau-pulau kecil.

Abstract

Tata kelola sumberdaya alam terutama kawasan konservasi masih berada di bawah kontrol pemerintah pusat, meskipun pemerintah daerah (provinsi dan kabupaten) juga memiliki peran/kewenangan tertentu di era desentralisasi. Penelitian ini bertujuan menganalisis sejarah Taman Nasional Bali Barat (TNBB) dan pengelolaannya. Hasilnya menunjukkan bahwa TNBB berasal dari kawasan suaka margasatwa dan pengelolaannya di bawah kewenangan Kementerian Kehutanan di pusat. Di era desentralisasi, pemerintah daerah (provinsi dan kabupaten) memiliki peran seperti dalam perencanaan taman nasional. Pada era ini pula masyarakat dapat memanfaatkan sumberdaya melalui pengembangan pariwisata dan tersedianya zona tradisional bagi nelayan. Bagi nelayan, zonasi 2010 lebih baik daripada zonasi sebelumnya.

Abstract

ABSTRACT Empowerment is one of way to increase community’s roles in build community welfare. The success of an empowerment processes cannot be released from the fact that participation of the residents, either as the unity of the system and as an individual that is part a very integrated, and it was very important in the process of dynamic of development.One of the programs the empowerment undertaken by the government at this time is empowerment micro and small entrepreneus who below Pusat Layanan Usaha Terpadu (PLUT).The purpose of this paper is to identify relations umkm participation in the program empowerment an welfare participants. This research uses a quantitative approach with survey methods are supported by qualitative data in the form of in-depth interviews, observation, as well as the analysis of references such as theses, scientific journals, textbooks, articles, monograph, as well as reports on other research results.The result of this research is there is no relationship between the level of participation with community’s welafare.Keywords: welfare, participation, empowerment, UMKM-------------------------------------------------------ABSTRAKPemberdayaan merupakan salah satu cara meningkatkan peran masyarakat dalam memajukan kesejahteraan masyarakat. Salah satu program pemberdayaan yang dilakukan oleh pemerintah saat ini adalah pemberdayaan UMKM yang berada dibawah Pusat Layanan Usaha Terpadu (PLUT). Tujuan dari tulisan ini adalah untuk menganalisis hubungan partisipasi UMKM dalam program pemberdayaan dan tingkat kesejahteraan peserta. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survey didukung dengan data kualitatif berupa wawancara mendalam, observasi, serta analisis bahan pustaka seperti skripsi, jurnal ilmiah, buku teks, artikel, monograph, serta laporan hasil penelitian lainnya. Hasil dari penelitian ini adalah tidak terdapat hubungan antara tingkat partisipasi dalam program pemberdayaan UMKM dengan tingkat kesejahteraan peserta.Kata Kunci: kesejahteraan, partisipasi, pemberdayaan, UMKM

Abstract

The expansion of oil palm plantations run very quickly within two decades in Indonesia. It provides a certain amount of risk against natural resources and the environment. These risks are mainly landscape changes, ecosystems changes and livelihood system change of the rural society.  In order to suppress risk, sustainability standards for plantation operation, needs to be implemented.  One of the instruments that ensure sustainability standards is ISPO (Indonesia Sustainable Palm Oil).  However, its implementation is still limited to be voluntary.  In the near future, ISPO will be implemented as mandatory for all business model of oil palm plantation as well as for oil palm mills.  This research is about to find out the readiness of the oil palm smallholders to implement ISPO, in particular with regard to the parameters of land seeds legality, land legality, and knowledge on the management of the environment. This research was conducted in several villages in three locations, namely in Riau, Central Kalimantan and East Kalimantan Province. A number of respondents were withdrawn from each village and were selected using simple random sampling method. The results showed that land legality parameter, legality of the seed, and knowledge of oil palm smallholders about environmental management reveals unreadiness of the smallholder to carry out ISPO certification. Thus, the risk of a oil palm plantation expansion towards natural resources and the environment, will still be a great challenge in the future.
