Abstract

Electricity is the very important life needs in supporting daily activities. Therefore, as the provider of national electricity services, PLN strive to fulfil the needs maximally. One of the cause of the problems is the high level of losses because of both technical and non-technical factors. The aims of this research are to describe the implementation of Power Consumption Control Program (P2TL) in Semarang City, the problems and obstructions occurred in the program implementation, and the solution for the problems. The research type applied was phenomenology. The research design used in this research was the qualitative research with inductive approach. The phenomena or symptoms in this research were the implementation process of P2TL, consemer participation in the implementation of P2TL, Human Resources availability, implementor understanding and legal assurance. The phenomena and symptoms were obtained besed on the observation and field survey results. In accordance with the research result, in general the imlpementation of Power Consumption Control program (P2TL) in Semarang City has not run well and maximally. It is based on the research and findings in the field that it as faound some infelicities in the implementation process implementor do not have clear job description and organization, and involvd the third party in the organization structure. Then, in the legal assurance regarding the sanctions imposed, there was not transparency between the implementor and policy receptor (consumers/people).

Abstract

Based on the Act No. 24 of 2013, Population Administration is a series of structuring and controlling activities in publishing Document and Population Data through Population Registration, Civil Registration, Population Administration Information Management and the empowerment of the result for public service and the development of other sectors.In this population administration, there are several population administration structuring programs. One of the programs is the death certificate. This study aimed to see the performance of death certificate registration program as well as explain how the regulation runs and the obstacle encountered in the implementation process of death certificate registration program in the Department of Population and Civil Registration Semarang.The analysis techniques used to obtain the data were interview, observation, and supporting documents. The theory used in this study was a theory from Merilee S. Grindle. The theory has two variables in carrying out the policy implementation, namely policy content and policy environment. Based on the two variables, it was taken three indicators which were used to assess the implementation of the program, namely the performance level,the change degree, as well as the compliance and responsiveness. Socialization The result of the study indicates that the performance level of death certificate registration program in Semarang is still low compared to the other programs, amounted to 20,60 %. Other obstacles found in the implementation were socialization effort which was not maximum, inadequate resources, a low level of compliance, as well as the miss communication from the implementers of the policy. Recommendations that can be given are improving the quality of resources, maximizing the efforts to improve performance, doing direct review, cooperating with relevant parties, and improving physical quality that is already available.

Abstract

The implementation of PNPM-MP is still have lots of weakness, it is proven that the number of poor families target years 2009-2011 and 2011-2013 Kemijen Village Semarang are still same. Based on the observation by researcher, PNPM-MP resistance due to weak human resources; institutional coordination; differences in perceptions and lack of understanding of the guidelines. Based on the description of the background of the problem, can be taken 3 problem, they are: How the role of actors in policy formulation for PNPM-MP on Kemijen Village Semarang City?; What are the obstacles in the implementation of PNPM-MP? And how handling the weakness in the implementation of PNPM-MP? According to James Anderson Charles Lindblom and James P. Lester and Joseph Stewart, Jr. actors or actors participate in policy formation process can be divided into two groups, namely the cast and the cast as well as official and unofficial. Which belongs to the actor and is the official government agency (bureaucracy), the president (executive), legislative and judicial. While belonging to the unofficial role include interest groups, political parties and individual citizens. This research uses the theory of James E. Anderson, the policy is as the behavior of a number of actors (officials, groups, government agencies) or a set of actors in a particular policy area. Talk of the policy cannot get out of the relationship between interest groups, both at the government and society at large. According to Walter J.M. Kickert, Erik-Hans Klijn and Joop F.M. Koppenjan, actors cannot be separated from each other and have connection with each other. According to Sri Suwitri, strong policy networks are the five things they are the interests of network members, membership, interdependence, isolation from other networks, and the distribution of resources among the members. Network integration of high membership, membership has stability, interdependence network members, and isolation from other networks. The larger the policy network will strengthen the pluralistic society. This study uses qualitative research and data collection based on interviews with key informants and direct observation conducted by researchers at Kemijen Village Semarang City.Based on theory, the actor cannot move on their own without collaboration of other actors, so that is needed a network diagram to known the role of each actor. In the implementation of PNPM-MP should refer to the operational guidelines PNPM-MP and develop accessibility advisory assistance from the sub-district or districts. Then, it is necessary establishes public complaints unit to accommodate all the complaints that can be sought alternative solutions. In finding such alternative PNPM-MP need to use incremental models so that any problems that arise can be done rectification and correction to create anew policy. Suggestions in this study are it need a similar view from actors to improve the welfare ofsociety and transparency in the implementation of PNPM-MP.

Abstract

National Program for Community Empowerment-self containedUrban (PNPM-MP) is an empowerment program initiated by the central government since 2006. One of the development undertaken is in the economic field with the revolving loan program. This revolving loan is a loan that is destined for the poor village. The goal is to provide access to finance for the poor as additional capital for those who have a business and would pioneering effort and will teach the poor in managing finances. Sorosutan Village become one of the revolving loan program that implementing it. Arising phenomena from the implementation of this program in Sorosutan Village was the question of the level of bad debts tend to have increased in recent years.This study was exploratory in interview technique. Sources of data obtained from the primary data through interview with key informant or person. While secondary data derived from data of documents, archives and other sources related to research. Data were analyzed with a triangulation method for checking the source or as a comparison of the data.From evaluation was known that the implementation of a revolving loan program was viewed from the aspect of effectiveness, efficiency, responsiveness, timeliness, adequacy and alignment was quite good. Although the learning in terms of financial management for the poor still need strengthening in terms of assistance. The program was able to provide easy access to financial services and was able to address poverty at village level by improving the economy of the poor village. Bad debts were likely to increase in recent years was because mentoring and supervision conducted field is still weak, so the use of the fund provided was not monitored regularly. This led to misappropriation of fund at community level is high. The existence of an earthquake in 2006 also contributed to the increasing number of Non Government Organizations (NGOs) were exposed to bad loans.

Abstract

Education is very important in the process of improving human resources. Because every citizen has the right to obtained a good education. Early childhood education is an effort of constructing, addressed to children from the early birth up to the age of six. Tembalang subdistrict is the area that has the most PAUD and education unit. The research was purposed to evaluate the implementation of the PAUD, Knowing teacher competences, knowing why the PAUD teacher has not academically qualified. The research method that was used is qualitative analysis with data capture techniques namely observation, interviews, and documentation. Informants in this study is the head unit for the education of Kecamatan Tembalang, headmaster, teachers and parents. The result showed obstacles in the implementation of the program, there are several agencies that still graduated from senior high school. Professional teachers should possess the minimum academic qualifications Bachelor's degree (S-1) or four diploma (D-IV), master the competencies (pedagogy, professional, social and personality). The condition of facilities and infrastructures are less supportive in maximizing the PAUD program. Unit for the education of Kecamatan Tembalang lack Human Resources especially for the position of overseer of PAUD. Recommendations for improving the PAUD's program in tembalang is the need for competence development training to educators education. Mapping the needs of institutions of PAUD objectively. Provide incentives and ease to the teacher to proceed to a higher level. The addition of human resources for the position of overseer.

Abstract

Penelitian ini bertujuan untuk mencari alternatif strategi bagi pengembangan pariwisata di Kabupaten Pati. Proses penelitian ini dimulai dengan medentifikasi dan menganalisis nilai-nilai strategis, lingkungan internal dan eksternal serta faktor-faktor pendukung dan penghambat. Proses selanjutnya yaitu menetapkan isu-isu strategis menggunakan teknik analisis SWOT dan merumuskan strategi pengembangan.Penelitian ini bersifat deskriptif kualitatif. Peneliti akan menggambarkan tentang keadaan di lapangan dan mengajukan sebuah strategi pengembangan sebagai bahan rekomendasi bagi Pemerintah Daerah. Teknik yang diambil dalam penelitian ini adalah metodologi purposive sampling yaitu teknik pengambilan sampel dengan cara mengambil beberapa obyek wisata, kemudian memasukkan unsur-unsur tertentu sehingga dapat memperoleh informasi yang benar dan mendalam. Teknik pengumpulan data yang dipergunakan adalah wawancara dan dokumentasi. Penentuan informan juga diperoleh dengan teknik purposive sampling, seperti wawancara kepada Kepala bidang pariwisata Disbudparpora, staf pengembangan dan staf promosi pariwisata, kemudian stakeholder dan pengunjung obyek wisata.Strategi pengembangan wisata yang diperoleh dari hasil analisis SWOT yang terbagi dalam 3 tahapan yaitu rencana jangka pendek, menengah dan panjang. Pada rencana jangka pendek diperoleh beberapa strategi pengembangan yaitu: peningkatan kualitas SDM, peningkatan kerjasama dengan investor, pembenahan obyek wisata, peningkatan dan memperbanyak event-event wisata, merintis paguyuban kelompok sadar wisata dan menjalin kerjasama dengan pengusaha kuliner. Pada rencana jangka menengah yaitu: peningkatan fasilitas sarana dan prasarana obyek wisata, peningkatan SDM kepariwisataan, promosi dan pemasaran pariwisata melalui pengembangan jaringan. Pada rencana jangka panjang yaitu: peningkatan kelompok berdasarkan cakupan kewilayahan dan peningkatan kelompok pengembangan pariwisata berdasarkan jenis wisata.

Abstract

The back ground of this electronic KTP program cause administrative management ofpopulatio is overlape and the high total population in Indonesia, many cases of double identity card so the government made on UU number 23 2006 about administration inhabitant to apply the parent population number for residents of Indonesia This research was conducted using descriptive qualitative research method. The location was focused in Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pati. The selection of informants using purposive sampling. Triangulation techniques used to test the quality of the obtained data. The implementation of this program observed through the implementation stages, goals accuracy, and program performance. Based on thesynthesis of Implementation Models of Mazmanian and Sabatier, as well Edward III the chosen decisive factors in the program implementation were a communication, resourses, dispotition,and bierocr structure.So far, the study implementation of enrollment electronic KTP program in Pati was not running well because there are still many shortcomings in the implementation stages, goals accuracy, and program performance. Determinantfactors in this program implementation can be motivating factor, but also has a potential to be a limiting factor. Recommendations are: (1) Need to increase the number of procurement of equipment in order to complete the recording (2) Enhance program enroolment mobile e-KTP in the villages in order to help complete the recording e- KTP (3) Provision of access to information and education program of electronic KTP card (4) Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pati shall supervise the implementation of the electronic KTP and equipment procurement program (5) the purpose of the e-ID card needs to be disseminated to the entire apparatus supporting this program.

Abstract

ABSTRACT The rapid growth of population in Semarang City is the main target of entrepreneurs to promote goods and services by using billboard as a promotional media. The problem of organizing billboards in Semarang City is the number of billboards installed illegally, thus damaging the visual quality of the city. One of the efforts is the implementation of supervision in billboard arrangement conduct by the Departement of Spatial Planning (Distaru) Semarang City. The purpose of this research is to describe how the implementation of supervision carried out by the implementers based on the regulations, then to identifying the factors that affect the implementation of supervision policies in billboards arrangement. This research uses descriptive qualitative research method with data collecting technique through interview, observation, and documentation. The results showed that Dinas Spatial Planning Semarang City had tried to implement the policy, even supervision of the implementation of the billboards as an effort to arrangement the billboards had been carried out according to the procedure, but the criteria for the location of the billboard placement stipulating that the billboards could only be posted on private land were considered difficult for the billboard organizers. In this implementation of arrangement billboard policy, there are still many obstacles, such as: 1) Lack of human and financial resources; 2) Lack of public awareness; 3)Lack of coordinating between the implementing agencies with the target group; and 4) Lack of socialization. Suggestions that can be given are to increase the amount of human and financial resources, improve coordinating between implementing agencies and the target group, and reinforce sanctions against violators in organizing billboards.

Abstract

Disaster in indonesia, it is not a stranger because it must be managed wellso there is a risk that may reduce. This study focused on the readiness of disaster management in regional disaster management agencies semarang city, hether in accordance with the theory of disaster management is pre stage of the disaster , disaster occurs , and after the disaster. And the purpose of this research is want to describe the management of disasters in the disaster on BPBD Semarang city also aware of the barriers faced in disaster management.A method of research in wearing that is descriptive qualitative with conductan interview to the speakers who have been in chose last time to get result is in want. The results obtained through interviews with a focus on three stages is pre disaster , when disaster , and after the disaster that BPBD Semarang city did not have the procedure remains at handling the disaster and monitoring. Hence BPBD Semarang must immediately realize the procedure remainshandling the disasters and their supervision, So that when tackling the disaster can walk with effective and efficient, for coordination must be in the fix that go well and the realization of BPBD ready to cope with the disasters in the city of Semarang

Abstract

  Batik adalah salah satu kekayaan budaya Indonesia yang patut dilestarikan  merupakan salah satu produk tekstil yang besar terdapat di beberapa kabupaten dan kota Jawa Tengah, namun Kejayaan Batik Semarang di kancah dunia perbatikan  sempat memudar, dan Terbakarnya Kampung Batik di kawasan Bubakan pada zaman pendudukan Jepang ikut andil terhadap tenggelamnya Batik Semarang.Pemerintah telah melaksanakan strategi pembangunan baik fisik maupun non fisik untuk menghidupkan kembali Batik Semarang dan Kampung Batik seperti mengadakan pelatihan,aktif mengikuti pameran, serta melakukan studi banding ke beberapa kota Batik, namun strategi yang dilakukan pemerintah kurang terpadu sehinggaHasilnya pun tidak memuaskan. Masalah-masalah yang muncul adalah Bagaimana strategi kinerja yang dilakukan oleh Dekranasda dalam pengembangan Industri Batik Semarang?; Apa yang menjadi isu-isu strategis yang dihadapi oleh Pemerintah Kota dalam mengembangkan Industri Batik Semarang ?dan Bagaimana strategi yang baik untuk mengelola isu-isu tersebut? Tujuan Penelitian ini adalah untuk mengetahui strategi Pemerintah Kota Semarang,serta kendala-kendala nya juga memberikan strategi yang baik untuk mengelola kendala-kendala tersebut. Penelitian ini merupakan penelitian deskriptif kualitatif yang menggunakan metode manajemen strategik untuk mengungkapkan isu-isu strategis secara intensif , mendalam dan komprehensif dalam penanganan Optimalisasi Kampung Batik Semarang. Melalui Analisis SWOT dan Uji Litmus sebagai instrumen untuk mengukur lingkungan dan mendapatkan strategi yang diperlukan dalam Optimalisasi Kampung Batik Semarang. Hasil penelitian menunjukkan bahwa dalam Optimalisasi Kampung Batik  di Kota Semarang belum dapat dikatakan optimal, sehingga dibutuhkan strategi untuk meminimalisir kondisi tersebut. Strategi yang disarankan adalahPeningkatan kerjasama berbagai sektor usaha dan  pelibatan masyarakat dalam pengembangan Kampung Batik serta meningkatkan  sarana dan prasarana penunjang dalam Optimalisasi Kampung Batik
