Abstract

Facilities support the role of fishing port activity. Insufficient capacity or unavailability of one of the necessary facilities will be able to hamper the smooth activity of the port. These problems are often found at many fishing ports. PPI Cituis one of the 7 PPI in Tangerang district that contributes the highest region origin income. The purpose of this study to know the condition of capture fisheries in Tangerang Regency, activities and facilities in the PPI Cituis and assess the capacity of the facilities available. The research method is a case to PPI Cituis activities and facilities. Descriptive analysis was performed after the identification of existing activities and the calculation of return on the capacity of the fish auction place, quai and port basin. The results showed that based on thirteen fishing port activities listed in Law No. 45 of 2009 on Fisheries, the PPI Cituis has done it 9. Problem of lack of capacity of the pier (154.18 m) and depth of the bassin port (70 cm) resulted in inhibition of activity in the PPI Cituis especially landing boat and the unloading of the catch.

Abstract

Development of fishery activity shall be conducted base on the characteristic of potency owned by a territotial water region. South Java water region has a characteristic condition of fisheries resources which need a specific management. Based on a fishery resources potency, South Java water region has a very big potency, but fishery activity just develop in a certain places only, namely Palabuhan Ratu, Cilacap and Prigi. The research has aim to build a model of fisheries development which is adopted by a regional characteristic. Method of the system approach used to analyse the problem and develop the model. System engineering compiled in a model with three submodels are 1) fishery effort (submodel USAHA), 2) requirement of PP/PPI, functionality and accessability (submodel PELABUHAN) and 3) policy and institution (submodel LEMBAGA). Firstly model determined commodity’s priority, strategy of model implementation using interpretative structural modellig (ISM) technique. The study resulted two models are 1) tuna fisheries development model and 2) coastal fisheries development model. At tuna fisheies development model, its expressed that tuna fishery business represent a high risk business, the government policy which do not support the business like increasing the fuel price giving big impact for continuing the business. Fishing port which capable to support tuna fishery’s business are PPS Cilacap and PPN Pelabuhan Ratu. Developments are require to be done by the intregrated institution which can accommodate the stakeholder needs. At the model of fisheries coastal development, the commodity’s priority are bonito, skipjack, white pomfret, hair tail, lobster, shrimp and anchovy. Fishery business covering gillnet multifilament, gillnet monofilament, purse seiner, trolling,’payang’, trammel net and ‘pancing rawai’. The effort can be done in middle scale or small scale. Existing PP/PPI mostly can be able to support fisheries acivity in each region. Role of KUD, HNSI and group of fisherman require to be improved for fisherman empowerment. Strategy of implementation model require to pay attention to the system which is a key element for succeeded the system.

Abstract

ABSTRACTCluster model in fisheries industry base on leading commodity is a policies initiated by the Ministry of Fisheries and Marine Affairs to promote the accelerated development of marine and fisheries sector. Palabuhanratu is one of the areas designated as fisheries industry cluster development. The successful development of the program needs to be evaluated by measurable indicators. This study aims to formulate strategic goals as a measure of the success of the development model of capture fisheries industrial clusters in Palabuhanratu. SWOT analysis and balanced scorecard are used to formulate a strategy and a benchmark for the success of the program. The study states that the strategic objectives of capture fisheries industry cluster development in Palabuhanratu should be able to synergize the interests of actors and interests among sectors in order to create industries competitiveness and productiveness. Factors of successinclude8 strategic targets with 17 benchmarks are covered in 4 perspectives: customer and stakeholder perspective, financial, internal business and institutional perspective. Strategic objectives include balancing utilization and conservation, continuity of production, quality, customer satisfaction, supply chain integration, partnerships, and commitment among the actors in the development of the program.Keywords: cluster industry model, Palabuhanratu, capture fisheries, strategic objective, benchmark-------ABSTRAKModel kluster industri perikanan berbasis komoditas unggulan merupakan kebijakan yang digulirkan oleh Kementerian Kelautan dan Perikanan untuk mendorong percepatan pembangunan sektor kelautan dan perikanan. Palabuhanratu merupakan salah satu lokasi yang ditetapkan sebagai kawasan pengembangan kluster industri perikanan tangkap. Keberhasilan pengembangan program perlu dievaluasi melalui indikator yang terukur. Penelitian ini bertujuan untuk memformulasikan sasaran strategis sebagai tolok ukur keberhasilan pengembangan model kluster industri perikanan tangkap di Palabuhanratu. Analisis SWOT dan balanced scorecard digunakan untuk merumuskan strategi dan tolok ukur keberhasilan program. Hasil penelitian menyatakan bahwa sasaran strategis pengembangan kluster industri perikanan tangkap di Palabuhanratu harus dapat mensinergikan kepentingan para pelaku dan kepentingan antar sektor untuk dapat menciptakan industri yang memiliki daya saing dan produktif. Faktor keberhasilan mencakup 8 sasaran strategis, dengan 17 tolok ukur keberhasilan yang tercakup dalam 4 perspektif yaitu perpektif pelanggan dan stakeholder, keuangan, bisnis internal dan perspektif kelembagaan. Sasaran strategis meliputi keseimbangan pemanfaatan dan konservasi, kontinuitas produksi, mutu, kepuasan pelanggan, integrasi rantai pasok, kemitraan, dan komitmen diantara para pelaku dalam pengembangan program.Kata kunci: model kluster industri, Palabuhanratu, perikanan tangkap, sasaran strategis, tolok ukur

Abstract

ABSTRACTKarangantu Archipelagic Fishing Port (Karangantu AFP/PPN Karangantu) has been appointed as regional fisheries industry (formerly minapolitan), sub-sector of catch fisheries since 2010. Today, the development of the fisheries industry one of them is processing industry still undeveloped as the result of lack of area / specific industrial land in PPN Karangantu. In addition, there is no information about the superior fish landed in PPN Karangantu as raw material. This study aims to: (1) Determine the potential of fish catches landed in PPN Karangantu as raw material processing industry; (2) Obtain production alternatives for raw material surrounding fishing port that supports processing industry in PPN Karangantu. The results of this research indicated that there were 7 types of fish that had a positive value of LQ growth with a score is 3 there are squid, mackerel, kuniran, kurisi, sardine, tuna and sea-catfish. LQ score of 3 indicates that the types of fish are concentrated relatively in PPN Karangantu and can be developed in the future become a raw material for processing industry at PPN Karangantu. Alternative production of raw material can be obtained from PPI Kepuh PPI Wadas, PPI Terale, and PPI Lontarby the type of fish that are depend to the needs of processors in PPN Karangantu and brought by the sea or via land transportation.Keywords: Karangantu archipelagic fishing port, processing fish, raw materials, superior potential,--------ABSTRAKPelabuhan Perikanan Nusantara (PPN) Karangantu telah ditunjuk sebagai kawasan industri perikanan (sebelumnya minapolitan) subsektor perikanan tangkap sejak 2010. Namun, perkembangan industri perikanan salah satunya pengolahan ikan masih belum optimal sebagai akibat belum adanya kawasan/lahan khusus industri di PPN Karangantu. Selain itu, belum ada informasi mengenai ikan unggulan yang didaratkan di PPN Karangantu sebagai bahan baku olahan. Penelitian ini bertujuan untuk (1) mengetahui potensi ikan-ikan hasil tangkapan unggulan yang didaratkan di PPN Karangantu sebagai bahan baku industri pengolahan; (2) mendapatkan alternatif produksi hasil tangkapan dari pelabuhan perikanan sekitarnya yang mendukung industri pengolahan ikan di PPN Karangantu. Metode penelitian adalah studi kasus terhadap potensi unggulan industri pengolahan ikan di PPN Karangantu. Jumlah responden ditentukan secara purposive sampling, terdiri dari nelayan, pedagang, pengolah ikan, pengelola Dinas Perikanan Kota Serang dan pengelola PPN Karangantu. Analisis data menggunakan Location Quotient (LQ) untuk mencari ikan hasil tangkapan unggulan di PPN Karangantu dan analisis kekuatan hasil tangkapan untuk mengetahui karakteristik ikan bahan baku industri pengolahan ikan di PPN Karangantu. Hasil penelitian menunjukkan bahwa terdapat 7 jenis ikan yang memiliki nilai pertumbuhan LQ positif dengan skor 3 yaitu cumi-cumi, kembung, kuniran, kurisi, lemuru, tongkol dan manyung. Skor LQ 3 mengindikasikan bahwa jenis-jenis ikan tersebut terkonsentrasi pendaratannya secara relatif di PPN Karangantu dan dapat terus dikembangkan menjadi bahan baku industri pengolahan ikan di PPN Karangantu.Kata kunci: PPN Karangantu, pengolahan ikan, bahan baku, potensi unggulan

Abstract

ABSTRACTLampulo fishing port located in Banda Aceh. This port categorized as type C. The activity in Lampulo very dense, it is suspected due to inadequate of facilities available at the port. The aims of this study is to determine the projected increase in the production volume of the catch; determine the projected increase in the number of fishing boats; determine the needs of the dock, and harbor, for the current and future needs of 15 years. This research was conducted at the Lampulo fishing port in Banda Aceh by using a case study method. Calculation of the dock and harbour needs presently and in the next 15 years by using statistical data, namely the catch production (1), the number and size of vessel (2), direct measurement of results data objects i.e. jetty length (1), pond depth (2), ships length (3), direct observations data of the research object, namely dock facilities condition (1) port (2), the maximum draft of vessels (3) and the distance between the ship while tethered in the harbour. Based on projections of production, the total production volume in Lampulo reached 14,096 tons in 2027 or increased by 114%, but became decreased in 2028-2029 by 3,6% when compared with the production volume in 2027. The projected number of vessel fleet reached 822 units or an increase of 112% in 2029. Projected increase the size of the dock and the depth of the pool is needed for the next 15 years in the amount of 831m for landing docks and 757m for loading docks. It also required the addition of the port into a vast pool of 224.497 m2 and the depth of the pool minus 3,4 m.Keywords: development, main port facilities, vessel-------ABSTRAKPelabuhan Perikanan Pantai (PPP) Lampulo terletak di kota banda Aceh. Pelabuhan ini adalah pelabuhan perikanan tipe C. Aktivitas di Pelabuhan Lampulo sangat padat, hal ini diduga akibat kurang memadainya fasilitas yang tersedia di pelabuhan tersebut. Tujuan dari penelitian ini adalah menentukan proyeksi peningkatan volume produksi hasil tangkapan; menentukan proyeksi peningkatan jumlah kapal perikanan; menentukan kebutuhan dermaga, dan kolam pelabuhan, untuk saat ini dan kebutuhan 15 tahun kedepan. Penelitian ini dilakukan di Pelabuhan Perikanan Pantai Lampulo Banda Aceh. Metode yang digunakan adalah studi kasus. Perhitungan kebutuhan dermaga dan kolam pelabuhan saat ini dan 15 tahun kedepan menggunakan data statistik yaitu produksi hasil tangkapan (1), jumlah dan ukuran kapal (2), data hasil pengukuran langsung objek penelitian yaitu panjang dermaga (1), kedalaman kolam (2), panjang kapal (3); data hasil pengamatan langsung terhadap objek penelitian yaitu keadaan fasilitas dermaga (1), kolam pelabuhan (2), draft maksimum kapal yang paling besar (3) dan jarak antar kapal saat bertambat di pelabuhan. Berdasarkan proyeksi produksi, total volume produksi di PPP Lampulo mencapai 14,096 ton pada tahun 2027 atau meningkat sebesar 114%, namun mengalami penurunan pada tahun 2028-2029 sebesar 3,6% jika dibandingkan dengan volume produksi tahun 2027. Adapun proyeksi jumlah armada kapal penangkapan terjadi peningkatan mencapai 822 unit atau sebesar 112 % pada tahun 2029. Proyeksi penambahan ukuran dermaga dan kedalaman kolam yang dibutuhkan untuk 15 tahun mendatang yaitu sebesar 831 m untuk dermaga pendaratan dan 757 m untuk dermaga muat. Selain itu juga diperlukan penambahan luas kolam pelabuhan menjadi 224,497 m2 dan kedalaman kolam minus 3,4 m.Kata kunci: pengembangan, fasilitas pokok pelabuhan, kapal

Abstract

Fishing Port as the economic center of fisheries is an important component  in  fishing catch system  that  needs to be organized and managed, especially for fish marketing activities.  Indonesian fisherman income which is still low, due to the fish marketing system in the fishing port is unfavorable for the fisherman. The purpose of this study is to formulate an optimum model of the fish auction in the fishing port in order to increase the income of fisherman. Aspects which were studied comprises the major aspects such as the management aspects, socio-economic of fishing and fishing port and following by additional aspects of biotechnic of fishimg port.  It has been obtained the optimum model of the fish auction that is Integrated Model and Modern Fish Auction Model. The model has 2 (two) submodel. Submodel-1 : Integrated Fish auction that is a gradually and directionally implementation model of fish auction in the Fish Landing Base with due respect to the readiness of the auction and the integration courtier/skipper’s (punggawa) role. This model also consider the readiness to the auction minimum and effective standards to ensure the quality of fish and sanitation in fish auction place and rearrangement the role of courtier/skipper. This model can be applied to Pontap Fish Landing Base.  Submodel-2 : Modern and Continuous Fish Auction Model, that is a gradually and directionally implementation model of the fish auction with due respect to improving modernization of actual fish auction standards. This model can be applied to Palabuhanratu Territorial Fishing Port.

Abstract

In fact, fish processing industry is very importance to support development a fishing port. It is the same with the case of territorial fishing port (PPN) of Palabuhanratu. So that a research to determine the condition of fish catch production that was able to support the development of fish processing industry, need to be done. A case study on the underdeveloped of fish processing industry in PPN Palabuhanratu was done. Data analysis using descriptive numerical projection of the catch by estimating the need for the development of fish processing industry. Processing type that exist in PPN Palabuhanratu and nowadays are the processing on fish freezing, fish boiling, fish salting, crisp chips, meatball fish and abon fish. Based on the result of projection, the best fish production prospective as raw material for fish processing industry are skipjack tunas, eastern little tuna, tunas, hairtails, shark, ponyfish, ray, Indo-Pacific marlin, scads and wolf herring. A preceding ten year period of 2008-2017, the production of skipjack tunas, eastern little tuna, tunas, ponyfish, Indo-Pacific marlin, scads and wolf herring tend to increase, while the others will decrease. The development of other types of processing industries can be done for freezing, canning, fillet, loin, surimi and nuggets fish.

Abstract

ABSTRACTThe Fisherman livelihoods at sea are filled with uncertainty and the catch marketing system is not optimum so that fisherman has difficulty in the capital. In this condition, the fisherman to seek capital through the process quickly and with no collateral even if in the end did’n realize that fisherman has actually entangled and lost money. The financiers in general is often called middlemen/pengijon that certain conditions have created a monopoly system because they operate from the provision of capital, the factors of production to determine the marketing of fish. The research objective was to determine how far the dependence of fishermen in obtaining capital and how much is the actual loss occurred. This study uses the case of the dependence of fisherman on middlemen in PPN  Palabuhanratu by quantitative descriptive analysis. The research has gotten the results that the majority (90%) of fisherman PPN Palabuhanratu use middlemen to obtain fishing capital. This is because the lending process easier, without collateral, but most of the catch must be sold to the middleman without passing auction. Based on formulated results, the fishermen lose between  2000.00 to 5000.00 IDR/kg if their catch is sold to middlemen. Losses are also caused by the price of diesel at the middleman or the retailer is different IDR 1000.00/liter compared with it price in the pump. This loss is especially for fishing line and gillnet fisherman. The role of fishing ports would need to be optimized in efforts  the fishing supplies provision and the implementation of the fish auction system as a whole in order to the small fisherman has the bargaining power in auction system and get the cash money from the catch sale.Key words: loss, the fisherman, fishing ports, PPN PalabuhanratuABSTRAKMata pencaharian nelayan di laut yang sarat dengan ketidakpastian dan sistem pemasaran hasil tangkapannya yang tidak optimal membuat nelayan kesulitan dalam permodalan melaut. Pada kondisi ini nelayan mencari modal melalui proses yang cepat dan tanpa agunan walaupun pada akhirnya tidak disadari bahwa nelayan sebenarnya telah terjerat dan merugi. Pemberi modal tersebut pada umumnya sering disebut tengkulak/pengijon yang pada kondisi tertentu telah menciptakan sistem monopoli karena mereka juga menyediakan modal, faktor-faktor produksi sampai menentukan pemasaran ikan. Tujuan penelitian adalah untuk mengetahui seberapa jauh ketergantungan nelayan dalam memperoleh permodalan melaut dan berapa besarkah kerugian yang sebenarnya terjadi. Penelitian ini menggunakan metode kasus ketergantungan nelayan pada tengkulak di PPN Palabuhanratu melalui analisis deskkriptif kuantitaif.  Penelitian ini telah mendapatkan hasil bahwa sebagian besar (90 %) nelayan PPN Palabuhanratu memanfaatkan tengkulak khususnya untuk memperoleh permodalan melaut. Hal ini dikarenakan proses peminjamannya lebih mudah, tanpa agunan namun sebagian besar hasil tangkapan harus dijual pada tengkulak tanpa melalui pelelangan. Berdasarkan hasil perhitungan, nelayan merugi antara Rp 2000,00 sampai Rp 5000,00/kg apabila hasil tangkapannya dijual kepada tengkulak. Selain itu kerugian juga karena pembelian solar di tengkulak atau pengecer berbeda Rp 1000,00/liter dengan harga SPBU khususnya nelayan pancing dan gillnet.  Peran pelabuhan perikanan kiranya perlu dioptimalkan dalam mengupayakan penyediaan perbekalan melaut dan terlaksananya sistem pelelangan ikan secara menyeluruh agar nelayan kecil memiliki posisi tawar dalam tata niaga perikanan dan mendapatkan hasil penjualan secara cash.Kata kunci : kerugian, nelayan, pelabuhan perikanan, PPN Palabuhanratu

Abstract

Although tuna fisheries have significant role on Indonesian fisheries, concept for integrated tuna fisheries development in South Java Waters have not been implemented yet.  This study was aimed to design model for tuna fisheries development in South Java Waters.  Because of fisheries is a complex system, therefore the system approach was applied in this study.  The system design, named SIMPENA model, consist of three submodels, there are (1) fisheries business (USAHA), (2) fishing port requirement: functionality and accessibility (PELABUHAN), and (3) policy and institution (LEMBAGA).  The result of this study indicated that the tuna business is a very high risk business.  Government policies which contribute a little support to the business cause a big impact for the business continuity.  There is only a few number of fishing port that could support the tuna business in this region, namely PPS Cilacap and PPN Palabuhanratu.  The development strategic analysis by using interpretative structural modeling technique resulted seven elements which playing an important role for succeeded the system.   Key words: system design, development, fisheries, tuna, South Java Waters

ABSTRACTIdentification  of  significant  environmental  aspects  in  port  is  to  assist  the  Port  Authority  in prioritizing  environmental  management  activities.  The  objectives  of  this  study  are  to  dentify  the significant environment aspects and to analize environmental controlling at PPSNZJ. In this study, the  identification  of  environmental  aspects  in  Jakarta  Nizam  Zachman  Fishing  Port  (PPSNZJ) conducted  by  Strategic  Overview  of  Significant  Environmental  Aspects  procedur   and  were modified according  to  the characteristics  of the fishing harbor.. The results showed the significant environmental aspects in PPSNZJ were: 1) waste production (IF value =4.96), 2) water pollution (IF value  =  4.83)  and  Energy  Consumption  (IF  Value  =  4.16).  PPSNZJ  has  been  controlling  the environmental management aspects of waste production and social interaction. It was implemented under the Security and Sanitation Programme. Tujuan  penelitian  ini  adalah  untuk  mendapatkan  aspek  lingkungan  yang  signifikan  dan menganalisis  pengelolaan  lingkungan  yang  telah  dilakukan  PPSNZJ.  Dalam  penelitian  ini, identifikasi  aspek  lingkungan  di  Pelabuhan  Perikanan  Nusantara  Ni zam  Zachman  (PPSNZJ) dilakukan  dengan  pendekatan  Strategic  Overview  of  Significant  Environmental  Aspects  yang dimodifikasi  sesuai  karakteristik  pelabuhan  perikanan.  Hasil  kajian  menunjukkan  bahwa  aspek lingkungan  signifikan  di  PPSNZJ  adalah:  1)  produksi  sa mpah  (Nilai  IF=4.96);  2)  interaksi  sosial (Nilai  IF=4.83) dan 3) pencemaran air (Nilai  IF=4.16). Pengelolaan lingkungan di PPSNZJ terkait aspek  penanganan  sampah  dan  aspek  pengendalian  interaksi  sosial  telah  dilakukan  melalui serangkaian  kegiatan  di  bawah  program  Kebersihan  Keamanan  dan  Ketertiban  (K3).  Upaya pengelolaan  terkait  aspek  pengendalian  pencemaran  air  baru  dilakukan  pada  fasilitas  Instalasi Pengolahan Limbah dan Sea Water Reverse Osmosis.Kata kunci: lingkungan, pelabuhan, PPS Nizam Zachman, SOSEA
