Abstract

Salah satu kebijakan pemerintah Indonesia untuk pengelolaan perikanan berkelanjutan adalah PERMEN-KP No. 2 tahun 2015 tentang pelarangan alat tangkap pukat hela dan pukat tarik di seluruh wilayah pengelolaan perikanan Indonesia. Kebijakan dikeluarkan karena pukat tarik dianggap merusak habitat sumberdaya ikan. Tujuan penelitian adalah mendeskripsikan unit penangkapan ikan pukat tarik, mengukur ikan dominan yang tertangkap dan mengukur kondisi sumberdaya ikan. Penelitian dilaksanakan pada bulan Juli ? September 2017 di Kabupaten Takalar Sulawesi Selatan. Data yang dikumpulkan berupa data primer dan sekunder. Analisis data dalam penelitian adalah analisis deskriptif, CPUE, hubungan CPUE dengan upaya penangkapan, serta perhitungan tingkat pemanfaatan. Hasil penelitian menunjukkan alat tangkap pukat tarik saat ini sebanyak 58 kapal berukuran 5-6 GT. Hasil tangkapan mengalami penurunan ukuran dibandingkan 9 tahun yang lalu. CPUE ikan pelagis kecil menurun dari tahun 2008-2014, namun meningkat 55% pada tahun 2015. Nilai MSY ikan pelagis kecil dan demersal sebesar 16844,15 dan 2126,6 ton/tahun dengan upaya optimum adalah 320 dan 274 unit. Tingkat pemanfaatan ikan pelagis kecil dan demersal adalah 66% dan 94% menunjukkan sumberdaya ikan sudah fully exploited. Naiknya CPUE di tahun 2015, maka pelarangan penggunaan pukat tarik secara nyata memang dapat memulihkan sumberdaya ikan.

Abstract

Penelitian ini bertujuan untuk memformulasikan permasalahan perikanan tonda di Sendang Biru dari aspek teknis, ekologi, dan kelembagaan, sehingga dapat ditemukan model konseptual sebagai solusi terhadap permasalahan yang ada. Penelitian dilakukan pada bulan Februari 2013 di PPP Pondokdadap, dengan menggunakan metode Soft System Methodology (SSM). Hasil penelitian menunjukkan bahwa terdapat permasalahan secara teknis, ekologi, dan kelembagaan, yaitu adanya persaingan wilayah penangkapan unit perikanan tonda, semakin kecilnya ukuran ikan tuna yang diperoleh, dan masih lemahnya peran kelembagaan dalam pengawasan dan perizinan perikanan. Oleh karena itu, terdapat 3 model konseptual yang direkomendasikan sebagai solusi awal yang dapat dilakukan oleh seluruh pihak terkait, yaitu (1) pembuatan peraturan operasional penangkapan bagi unit perikanan tonda dengan rumpon di PPP Pondokdadap, (2) pembuatan dan pelaksanaan peraturan lokal pengawasan perairan, dan (3) pembuatan dan penggunaan SOP perizinan oleh pemerintah daerah.

Abstract

Keberhasilan pengembangan UKM sentra pengolahan kerupuk ikan dan udang di Indramayu ditentukan oleh faktor lingkungan internal dan eksternal. Berdasarkan modelresource based, faktor internal yang berupa sumber daya, kapabilitas, dan kompetensi inti yang menentukan keberhasilan UKM sentra pengolahan kerupuk ikan dan udang di Indramayu agar dapat dimanfaatkan untuk meraih keunggulan kompetitif. Tujuan penelitian yaitu untukmenganalisis faktor yang mempengaruhi pengembangan UKM sentra pengolahan kerupuk ikan dan udang di Indramayu. Selanjutnya dengan menggunakan metode SSM (Soft SystemMethodology) didapatkan hasil bahwa faktor yang mempengaruhi pengembangan UKM sentra pengolahan kerupuk ikan dan udang di Indramayu adalah (1) menentukan strategi, (2) melaksanakan produksi, (3) melaksanakan litbang dan inovasi, dan (4) melaksanakan pemasaran. Hasil analisis terhadap keempat model perilaku strategis pemilik usaha tersebut menunjukkan adanya interaksi timbal balik di antara keempat model tersebut dan tingkat interaksi ini mengindikasikan dinamika dan kompleksitas perilaku strategis pemilik usaha tersebut dalam membangun keunggulan kompetitifnya. Hal ini berarti bahwa perilakuperilaku tersebut dapat secara efektif mendukung perusahaan untuk  mendapatkan keunggulan kompetitif.Kata kunci: kapabilitas dinamik, kerupuk ikan dan udang, Soft System Methodology, UKM sentra pengolahan

Abstract

Development of fishery activity shall be conducted base on the characteristic of potency owned by a territotial water region. South Java water region has a characteristic condition of fisheries resources which need a specific management. Based on a fishery resources potency, South Java water region has a very big potency, but fishery activity just develop in a certain places only, namely Palabuhan Ratu, Cilacap and Prigi. The research has aim to build a model of fisheries development which is adopted by a regional characteristic. Method of the system approach used to analyse the problem and develop the model. System engineering compiled in a model with three submodels are 1) fishery effort (submodel USAHA), 2) requirement of PP/PPI, functionality and accessability (submodel PELABUHAN) and 3) policy and institution (submodel LEMBAGA). Firstly model determined commodity?s priority, strategy of model implementation using interpretative structural modellig (ISM) technique. The study resulted two models are 1) tuna fisheries development model and 2) coastal fisheries development model. At tuna fisheies development model, its expressed that tuna fishery business represent a high risk business, the government policy which do not support the business like increasing the fuel price giving big impact for continuing the business. Fishing port which capable to support tuna fishery?s business are PPS Cilacap and PPN Pelabuhan Ratu. Developments are require to be done by the intregrated institution which can accommodate the stakeholder needs. At the model of fisheries coastal development, the commodity?s priority are bonito, skipjack, white pomfret, hair tail, lobster, shrimp and anchovy. Fishery business covering gillnet multifilament, gillnet monofilament, purse seiner, trolling,?payang?, trammel net and ?pancing rawai?. The effort can be done in middle scale or small scale. Existing PP/PPI mostly can be able to support fisheries acivity in each region. Role of KUD, HNSI and group of fisherman require to be improved for fisherman empowerment. Strategy of implementation model require to pay attention to the system which is a key element for succeeded the system.

Abstract

Sadeng that located in Gunungkidul, Daerah Istimewa Yogyakarta Province, has enough potential fisheries resources. There are relatively new fishing industry activities in Sadeng that began in 2000 by fisherman from Cilacap (Central Java) and fisherman from East Java.  The current research attempts todetermine the aspects of multi-purpose fishing industry that covering technical aspects, marketing aspects, social aspects and financial aspects.  Base on technical aspects, motor ship is one of fishing units that operated in Sadeng.  The productivity of motor ship fishing unit has 1,514.6 kg/trip.  Moreover, marketing aspects, especially for fishing catch marketing, has not been effective due to lack of promotion on fisheries and fishery products.  In addition, financial aspects show the profit of this fishing industry is Rp 55,883,626.67 per year, R/C ratio is 1.18 and Payback Periode is 3.46.   Key words: multi-purpose, technical aspects, marketing aspects, social aspects, financial aspects ABSTRAK Sadeng merupakan salah satu daerah di Kabupaten Gunungkidul, Daerah Istimewa Yogyakarta yang memiliki potensi sumberdaya perikanan yang cukup besar. Usaha perikanan tangkap di Sadeng relatif baru, mulai berkembang pada tahun 2000 dengan didatangkannya nelayan dari Cilacap dan Jawa Timur. Penelitian ini bertujuan untuk mendeskripsikan aspek-aspek yang mempengaruhi usaha perikanan tangkap multi purpose di Sadeng yang meliputi aspek teknik, produktivitas, aspek pemasaran, aspek social dan finansial.  Berdasarkan analisis aspek teknis, salah satu unit penangkapan ikan yang digunakan di Sadeng adalah kapal motor. Produktivitas kapal motor sebesar 1.514,6 kg per trip. Proses pemasaran hasil tangkapan belum berjalan maksimal karena kurangnya promosi kegiatan perikanan dan produk perikanan di Sadeng. Hasil analisis finansial, memperoleh keuntungan sebesar Rp 55.883.626,67 per tahun, R/C 1,18 dan PP 3,46.   Kata kunci: multi purpose, aspek teknis, aspek pemasaran, aspek sosial, aspek finansial

Abstract

There is increasing demand for high quality products at a competitive price. Tuna is a prime commodity with strict quality standards. The research question addressed is whether the tuna handling system used by hand line fishermen operating out of Donggala fishing port (PPI Donggala) is still poor, affecting quality and thus lowering the market value of the fish they catch. The goal of this research was to contribute towards improvements in tuna handling by hand line fishermen from the Donggala fishing port. Thus the main benefit should be an improvement in the quality of the fish landed. The research was carried out during April-May 2014 at the Donggala fishing port in Central Sulawesi. Data were collected through observation and interviews. Data were collected from representative individuals through purposive sampling. Both primary and secondary data were collected. Analysis of data was undertaken with the approach strengths weaknesses opportunities threats (SWOT) analysis it of a training strategies the handling of the good fish on board. Based on of the analysis (SWOT) produced four strategies. The strategy was SO, ST, WO and the strategy WT. The fourth strategy is good to be applied, but see the position of the system is in a quadrant five (v), then the most appropriate strategy is WO and ST. The combination strategy WO are increased knowledge about the quality and skill handler?s tuna fish. Another thing that needs to be done that is the addition of the tools like ring tuna dan killing spike. Ring the functioning to hold the movement of the process of hauling and killing spike to deadly fish tuna. Combination strategy that is making ST it self standard operating prosedure (SOP) handling of good; as well as improving work competence.

Abstract

Karimunjawa National Parks (TNKJ) is a marine conservation area which has 111.625 ha area with the majority of residents work as fishermen. Utilization of traditional fisheries zone intended for fishing activities. Therefore, fishing activities in TNKJ should be conducted in accordance with the principles of conservation. The aim of this study was to determine the winning fish fishery commodities in TNKJ. The selection of commodities was done by using comparative performance index (CPI). Analysis of potential fish resources is done with bioeconomic model. Optimizing the amount of fishing equipment was done by using linear goal programming (LGP). Feasibility of the business conducted by financial analysis. The results showed commodities TNKJ reef fisheries are pompano, and for pelagic fisheries are anchovies. Reef fish resource potential of 174 tons / year and pelagic fish of 22 069 tons / year. Appropriate fishing technologies for reef fisheries is the fishing rod elongation and traps, while for the pelagic fishery and gillnet fishing minnows on trolling lines. Financial analysis shows that all fishing gear is still viable to continue the effort.   Key words: Selection commodities, fishing activities, Karimunjawa National Parks

Abstract

ABSTRACTThe Interaction biology of species in the fishing ground caused by displacement energy from one species to another species and create the structure of patterns trophic level. The objectives of this studi are to determine structure of trophic level and composition of dominant spesies in fishing ground by light fishing in waters of the east Southeast Sulawesi. The research method is survey method. Primary data are using simple random sampling of the fish entrails composition of the purse seine and ?bagan apung? unit. Analysis of data using analysis trophic level to determine the patterns of trophic level in the fishing ground by using light fishing and descriptive analysis to determine the composition of species based on trophic level. The result showed: (i) The patterns of trophic level in waters of the east Southeast Sulawesi are (I) phytoplankton; (II) zooplankton; (III) shrimp and squid in TL 3,2; (IV) small pelagic fish in TL 3,7; predatory fish in TL 4.2 up; (ii) Composition of dominant spesies in the purse seine is 60% to consumer groups 5 inTL 4,2 up and bagan apung is 66% consumer groups 4 in TL 3,7.Key words: fishing ground, light fishing, trophic level-------ABSTRAKInteraksi biologi antarspesies di daerah penangkapan ikan disebabkan adanya proses pemangsaan antara satu spesies dengan spesies lainnya yang membentuk struktur dalam tropik level. Tujuan penelitian menentukan pola tropik level dan komposisi spesies dominan yang terbentuk di daerah penangkapan ikan menggunakan light fishing di perairan bagian timur Sulawesi Tenggara. Metode penelitian adalah metode survei dengan obyek penelitian hasil tangkapan ikan unit penangkapan purse seine dan bagan apung. Pengumpulan data primer melalui observasi dengan pengambilan sampel simple random sampling terhadap jenis ikan hasil tangkapan untuk identifikasi komposisi isi perut. Analisis data menggunakan analisis tropik level untuk menentukan pola tropik level dalam proses pemangsaan antara spesies di daerah penangkapan menggunakan light fishing dan analisis deskriptif untuk menentukan komposisi kelompok konsumen berdasarkan tropik level. Hasil penelitian menunjukkan: (i) Pola tropik level yang terbentuk di perairan bagian timur Sulawesi Tenggara yaitu (I) fitoplankton; (II) zooplankton; (III) udang dan cumi-cumi pada TL 3,2; (IV) ikan pelagis kecil pada TL 3,7; (V) ikan predator pada TL 4,2 atau lebih; (ii) Komposisi spesies pada purse seine 60 % didominasi spesies kelompokkonsumen 5 pada TL 4,2 atau lebih dan bagan apung 66 % didominasi spesies kelompok konsumen pada TL 3,7.Kata kunci: daerah penangkapan ikan, light fishing, tropik level

Abstract

ABSTRACTCluster model in fisheries industry base on leading commodity is a policies initiated by the Ministry of Fisheries and Marine Affairs to promote the accelerated development of marine and fisheries sector. Palabuhanratu is one of the areas designated as fisheries industry cluster development. The successful development of the program needs to be evaluated by measurable indicators. This study aims to formulate strategic goals as a measure of the success of the development model of capture fisheries industrial clusters in Palabuhanratu. SWOT analysis and balanced scorecard are used to formulate a strategy and a benchmark for the success of the program. The study states that the strategic objectives of capture fisheries industry cluster development in Palabuhanratu should be able to synergize the interests of actors and interests among sectors in order to create industries competitiveness and productiveness. Factors of successinclude8 strategic targets with 17 benchmarks are covered in 4 perspectives: customer and stakeholder perspective, financial, internal business and institutional perspective. Strategic objectives include balancing utilization and conservation, continuity of production, quality, customer satisfaction, supply chain integration, partnerships, and commitment among the actors in the development of the program.Keywords: cluster industry model, Palabuhanratu, capture fisheries, strategic objective, benchmark-------ABSTRAKModel kluster industri perikanan berbasis komoditas unggulan merupakan kebijakan yang digulirkan oleh Kementerian Kelautan dan Perikanan untuk mendorong percepatan pembangunan sektor kelautan dan perikanan. Palabuhanratu merupakan salah satu lokasi yang ditetapkan sebagai kawasan pengembangan kluster industri perikanan tangkap. Keberhasilan pengembangan program perlu dievaluasi melalui indikator yang terukur. Penelitian ini bertujuan untuk memformulasikan sasaran strategis sebagai tolok ukur keberhasilan pengembangan model kluster industri perikanan tangkap di Palabuhanratu. Analisis SWOT dan balanced scorecard digunakan untuk merumuskan strategi dan tolok ukur keberhasilan program. Hasil penelitian menyatakan bahwa sasaran strategis pengembangan kluster industri perikanan tangkap di Palabuhanratu harus dapat mensinergikan kepentingan para pelaku dan kepentingan antar sektor untuk dapat menciptakan industri yang memiliki daya saing dan produktif. Faktor keberhasilan mencakup 8 sasaran strategis, dengan 17 tolok ukur keberhasilan yang tercakup dalam 4 perspektif yaitu perpektif pelanggan dan stakeholder, keuangan, bisnis internal dan perspektif kelembagaan. Abstract

Sea surface temperature (SST) and a-chlorophyll (CHL) were important and they were often used to predict potential fishing ground by using remote sensing. The objectives of the present study were analysis and mapped fishing ground of skipjack in the Banda Sea and its surrounding Moluccas Province according to monsoon. SST and CHL data were taken from satellite citra data analysis, observed by sensor Aqua MODIS level 3 with spatial resolution 4 km and temporal resolution month and monsoon. Citra data were analyzed by using SEADAS 5.2. software. The analysis showed that sea surface temperature (SST) and a-chlorophyll concentration in the Banda Sea and its surrounding fluctuated from month by month. This condition affected seasonal fluctuation of SST and CHL. The average of highest temperature was in West monsoon and first transitional monsoon whereas the lowest was in East monsoon. Otherwise, a-chlorophyll concentration was highest in East monsoon and lowest was in first transitional monsoon. There was a correlation between temperature increasing and a-chlorophyll concentration decreasing. Sea surface temperature has also a negative correlation to CPUE and influenced fishing ground forming. Fishing ground in Banda Sea with highest CPUE during all monsoon was located on Western part of Seram Island: Buano, Kelang and Manipa Islands or situated on 126.70-1280 E and 2.60-3.40 S. The position surrounding Banda Sea lied on 127º-130.3º E and 3.2º-4º S.
