Abstract

E-procurement system is a procurement of goods/services implemented by using information systems and electronic transactions conducted by LPSE as an organizer and vendor as provider of goods /services. This study aims to predict and explain the determinants of interest in the behavior and behavior of users in using e-procurement by employees at construction companies that are suppliers for West Nusa Tenggara Provincial Government in the procurement system of goods/services. The research method used is quantitative method by distributing questionnaires to 114 respondents who work and have position as manager, assistant manager, supervisior and staff. This research develops Unified Theory of Acceptance and Use of Techonology (UTAUT) and Information System Success Model, then data is processed using Partial Least Square (PLS). The result of this research shows that performance expectancy, Effort expectation, system quality act as determinat interest behavior with value of R² 0.441 while conditions that facilitate and interest behavior as determinant of behavior of usage with value R² 0,277. Meanwhile, the results of the UTAUT model development and information success model in this study can explain and predict the uncertainty that often arises when individuals transact electronically through the E-procurement system.

Abstract

This study focuses on the way in which Muhammadiyah, one of Indonesia?s largest Islamic organizations, stood in the 2019 General Election. Like its counterpart Nahdlatul Ulama, Muhammadiyah has marked the moderation of Islam in Indonesia, different from Islam elsewhere in the Middle East. Since its establishment, Muhammadiyah has urged its members not to join any specific political party, but rather to take a moderate position in political pragmatism and support patriotism in broader national interest. Likewise, in the 2019 election, Muhammadiyah did not organizationally support any candidates, citing its ?middle way? approach. However, this study identifies a dualism in the political attitudes of Muhammadiyah?s elites. Even without official orders or prohibitions from the central leadership, some Muhammadiyah members got involved and carried their organization?s attributes to support certain candidates, resulting in political division within the organization. Some members of the organization took a clear political stance, whereas others remain neutral. This created tension within the organization in both elite and grass-root level. The main data for this study were collected through interviews, unstructured discussions, and focus group discussions with several Muhammadiyah elites.[Artikel ini melihat posisi yang diambil salah satu organisasi Islam terbesar di Indonesia, Muhammadiyah, dalam Pemilu 2019. Bersamaan dengan Nahdlatul Ulama, Muhammadiyah menjadi penanda moderasi Islam di Indonesia yang berbeda dengan Islam di tempat lain. Sejak didirikan, Muhammadiyah telah menandaskan untuk tidak berafiliasi dengan partai politik tertentu, tetapi mengambil posisi moderat dalam perpolitikan dan mendukung patriotisme demi kepentingan nasional yang lebih luas. Demikian juga, dalam Pemilu 2019, Muhammadiyah secara resmi tidak mendukung calon mana pun berdasarkan konsep ?jalan tengah?. Namun, penelitian ini mengidentifikasi adanya dualisme dalam sikap politik para elit Muhammadiyah. Tidak adanya perintah atau larangan resmi dari pusat, banyak anggota Muhammadiyah yang membawa atribut organisasi dan terlibat aktivitas politik serta mendukung kandidat tertentu. Ini berakibat munculnya keterbelahan politik dalam Muhammadiyah. Beberapa anggota mengambil sikap politik yang jelas, sedangkan yang lain tetap netral. Ini menimbulkan ketegangan dalam organisasi, baik di tingkat elit maupun akar rumput. Abstract

The use of social media on Twitter can generate new movements to improve the welfare of the community, one of which #Gejayanmemanggil in forming a new campaign to move a united mass. The research used Nvivo12 Plus-based technology applications to obtain Eisen data. This study revealed the use of social media Twitter on the dissemination of #Gejayanmemanggil information. The qualitative method was employed to find a model for social media use as mass communication. The data in this study was taken from Twitter. Results of the data analysis showed that #Gejayanmemanggil proved to be very effective activity on student social movement.

Abstract

This paper drives from the environment risk and knowledge literature a model that integrates organizational form and epistemological of public agencies responsible for addressing innovation. Practically, the model in making connections between knowledge management and innovation and provides public agencies manager with a systematic framework for relating democratic context knowledge production processes to particular local government organization.

Abstract

Perilaku birokrat dan birokrasi sebagai suatu organisasi ditentukan oleh pertimbangan rasional dan kepentingannya, yaitu pertimbangan untung rugi dan menjaga eksistensi dan otonomi organisasi. Terdapat tiga tipe birokrat, yaitu oeperator, manajer dan eksekutif, yang masing-masing mempunyai perilaku yang berbeda-beda. Artikel ini mendeskripsikan, perilaku ketiganya terutama dalam konteks birokrasi publik di Indonesia. Kata kunci: Birokrasi, Birokrasi Publik, Perilaku Birokrasi.

Abstract

Artikel ini berupaya untuk mengeksplorasi praktik dinasti politik yang dilakukan oleh Abdul Gani Kasuba dan Ahmad Hidayat Mus, di mana keduanya memiliki kecenderungan yang sama dalam praktik dinasti politik pada Pilkada Provinsi Maluku Utara 2018. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Dalam pengumpulan data, penelitian ini dilakukan melalui studi pustaka ataupun lebih dikonsentrasikan pada data sekunder: berupa jurnal, berita media online bereputasi, dan data pendukung lainnya. Selanjutnya data (dari media online bereputasi) di kelola menggunakan Nvivo plus 12, melalui analisis kesamaan koding kemudian ditarik sebuah kesimpulan. Tujuan dari penelitian ini adalah untuk melihat legitimasi praktik dinasti politik secara modalitas dan relasinya dengan partai politik. Temuan dalam penelitian menunjukkan bahwa praktik dinasti politik Maluku Utara terjadi seiring dengan pelaksanaan reformasi, otonomi daerah, dan desentralisasi. Praktik dinasti politik dilakukan Abdul Gani Kasuba maupun Ahmad Hidayat Mus di legitimasi oleh modalitas yang kuat berupa modalitas ekonomi, politik, sosial, dan kultural. Praktik dinasti politik, juga dilakukan melalui politik dominasi ataupun kontrol atas partai politik dalam melakukan recruitment calon kandidat yang akan mengikuti kontestasi pemilihan kepala daerah dan pemilihan legislatif di tingkat provinsi dan kabupaten/kota.

Abstract

The purpose of this study is to see how the implementation of  e-procurement system via the Electronic ProcurementService (LPSE) Government of  Riau Islands province, which had been adopted in 2008. The study also want to seehow they affect the political process towards the implementation of  e-procurement. The method in this study is a mixmethod. Data collection techniques used in this research are questionnaires, interviews and documentation. While thegoal of  this research is the party who understand in detail how the process of implementing e-procurement system inthe province of  Riau Islands. Results from this study is that the implementation of  e-procurement system in RiauIslands province has been run very effectively with the effectiveness index value of  3.27. Parameters that contributeto the effectiveness of  the implementation is the purpose and the type of  website system (3.33), regulation (3.31)clarity of  e-procurement planning (3.28), human resources suppor t  (3.27), eff iciency and effectiveness ( 3.25),support infrastructure is the lowest parameter with a value of  3.11. At the level of  the political process, imlementasi e-procurement system is significantly affected by opportunistic behavior of  agent (22.42%), clarity of  informationprincipal (16.87%), clarity of information agent  (15.37%), principal opportunistic beha vior (13, 40%), principalcontracting mechanisms (13.04%), the mechanism of  contract agent (16.30%). Total influence the political processtowards the implementation of  e-procurement system in LPSE Riau Islands Province amounted to 97.40% state thathas a very strong influence on the implementation of  e-procurement system in LPSE Riau Islands Province. while2,60% influenced by other variables.

Abstract

Investment is one source of  state revenue. Until  now the investment management in Indonesia can not be managedoptimally, because one of  them by a system of  investment management organization that is still weak. This study aimedto analyze the relationship between the organization (network governance) in organizing system in the developmentof  investment in the Free Trade Zone and Free Port of  Batam. The method used is the analysis of  network coordina-tion with the study of  the 5 aspects including governance structures, karaketristik service, operational interactionpar tner characteristics and network characteristics on a 3-level organization of provincial and district/city. The analy-sis finds that the coordination between the provincial and district organizations / cities still not optimal. coordinationhorizontally and vertically has not established optimally.

Abstract

When the Law No. 32 of 2004 on Regional Government was passed, which was originally centralized to decentralized, then wujudkannya regional autonomy. In addition to the inception of the autonomous regional government also established a special department to conduct government functions that are specific, D.I Yogyakarta one with Act No. 13 of 2012 on Privileges D.I Yogyakarta. Special Region of Yogyakarta has authority to maintain cultural values, the need for institutions that are able to maintain the cultural wisdom. This type of research is descriptive quantitative research. The type of data that are used are primary data and secondary data, with interview techniques and documentation. The analysis unit is composed of the  Department of Culture DIY, DIY DPRD Commission D and the palace DIY. Interactive analysis techniques using a model consisting of three things: data reduction, data presentation and conclusion. Based on the results of the study concluded that the regulatory pillar in this study was measured by an indicator of rules or laws relating to cultural values, sanctions and monitoring. Regulative as factors supporting the implementation of cultural values able to push all the elements in the institution and community groups in order to apply the values of the culture in daily life hari.Pilar normative in this study was measured by an evaluation and the obligations and responsibilities in the institutional Autonomy jawab.Evaluasi field Culture has been done by issuing a regulation on protecting the culture in DIY.
