Abstract

This research is motivated by the election of Neneng Hasanah Yasin-Rohim Mintareja who defeated incumbent regional head and deputy head of the Bekasi area in the elections of 2012. The local elections showed a dynamic voter behavior of society. Clientelism practices allegedly occurred in the victory Neneng Hasanah Yasin. The focus of this study is to analyse voting behavior of people in the District Sukatani which has characteristics as agricultural area. Sukatani sub-district is one of the districts that form the basis for Neneng Hasanah Yasin victory. As an analytical tool, the used theory is clientelism. The method used is a quantitative study with a questionnaire as a data collector. Data analysis technique uses cross tabulation. The number of samples in this study is 100 people with a 95% confidence level and a margin of error of 10%. The results of this study indicates that for some indicators clientelism has no difference in voting behavior Sukatani society, such as indicators of the popularity the parents candidates, formal official invitation, informal official invitation, and professional groups invitation. Even for indicators of indebtedness does not exist at all. While indicators have differences on the invitation team is successful candidate.

Abstract

Animal/Cattle market which is the the place where the breeder, trader, and collector between regions conduct animal buying and selling transaction, also has function to do animal trading that is traded and applies transparant mechanism transaction with more open traded method like auction. The Application of trading transaction by auction will be able to give conducive appeal for production escalation. In the effort to increase market access and streamline animal market system, it needs feasibility study for animal market development so that animal market management as market utility and strengthening institutional farmer can give optimal benefit for the perpetrator marketing and consumer as expected. The development of animal market is expected to give positive impact toward the increasing of labor opportunity, income per capita, saving exchange, the increasing of production facility that can support the establishment of new industry, top to below (backward and forward linkage), such as the emergence of industry that uses slaughtering product or the side rsult of animal market like food industry ( canned meat, sausage, meat ball, etc), animal skin industry, bone processing, animal feed, fertilizer, and etc

Abstract

Konsep Total Quality Management (TQM) sudah dikenal di Indonesia sejak tahun 1980 dan hingga kini sudah diterapkan oleh berbagai perusahaan di Indonesia. Akan tetapi implementasi TQM di organisasi pemerintah (publik) hingga kini masih terhambat oleh beberapa hal seperti budaya birokrasi, banyaknya peran yang dijalankan birokrasi, terbatasnya SDM maupun rendahnya komitmen pimpinan. Perubahan paradigma dan reformasi administrasi di organisasi publik menjadi bagian penting sebagai modal awal implementasi TQM di sektor publik
