Abstract

The study of Jeje-Adang's capital relations in Pangandaran Regency election aims to analyze the influence of one capital to other capital ownership process which ultimately plays a role in winning political contestation. This study uses qualitative approach with descriptive method through field studies by means of interviews, documentation, and literature studies. The study results indicate a relationship between political capital, economic capital, and Jeje-Adang's social capital in local election of Pangandaran Regency. In this relation, the utilization of social capital contributes to the acquisition of Jeje-Adang's political and economic capital. Enhancement of the pair's social capital is due to the use of political capital through their involvement in politics and government and the utilization of economic capital as entrepreneurs prior to the election. Thus, the relationship between political capital, social capital, and economic capital of Jeje-Adang is contributed to their winning in Pangandaran Regency election.

Abstract

Analisis situasi bahasa merupakan proses untuk menentukan perencanaan bahasa di sebuah negara. Selain dengan menggunakan hasil analisis situasi bahasa di dalam negeri, hasil analisis situasi bahasa di luar negeri pun dapat dimanfaatkan sebagai informasi tambahan dan juga referensi dalam perencanaan bahasa. Makalah ini akan menggambarkan bagaimana situasi bahasa di berbagai negara dengan tujuan untuk memberikan informasi mengenai situasi bahasa yang berlaku di negara maju dan berkembang. Pendeskripsian situasi bahasa di berbagai negara pun dapat dimanfaatkan sebagai acuan dalam perencanaan bahasa sehingga hasil yang dapat diperoleh dari makalah ini yakni diharapkan dapat bermanfaat dalam perencanaan bahasa di Indonesia sehingga kebijakan mengenai bahasa Indonesia dapat ditingkatkann dan sesuai dengan situasi bahasa yang terjadi saat ini.

Abstract

Abstrak Penelitian ini dilakukan untuk mengetahui dampak kebijakan pembangunan Smelter di Indonesia dimana kebijakan yang sebelumnya mewajibkan perusahaan pertambangan untuk melakukan pengolahan dan pemurnian hasil pertambangan sebelum di jual ke pasar international. Namun dalam perjalanan kebijakan tersebut terjadi perubahan kebijakan selama kurun waktu 9 tahun ini dan perubahan tersebut telah memberikan dampak yang signifikan dalam pelaksanaannya. Metode yang digunakan dalam penelitian ini adalah menggunakan literature review yang berbagai dari surat kabar, peraturan-peraturan pemerintah, data-data kementerian serta data lainnya yang berhubungan dengan kegiatan smelter tersebut. berdasarkan hasil literature review. Berdasarkan hasil penelitian diketahui bahwa kebijakan smelter tersebut memberikan dampak yang baik bagi tenaga kerja dan pendapatan negara serta ekonomi dikawasan sekitar. Namun di sisi lain kebijakan pembangunan smelter yang berubah-ubah membuat perusahaan pertambangan menjadi malas untuk membangun dan menyebabkan kerugian bagi perusahaan dengan dikeluarkannya peraturan pememerintah nomor 1 tahun 2017 serta Permen ESDM nomor 5 dan 6 Tahun 2017.

Abstract

Vote buying in elections, both general elections and local elections is a phenomenon in Indonesian politics. Lampung Province has implemented direct elections simultaneously in December 2015 and February 2017. This study explains that vote buying can change voter choice in three regional head elections in Lampung Province. This study was conducted with the object of research residing in Way Kanan District on July 2014, Pringsewu District on February 2016 and Bandar Lampung City on November 2015. This study used a survey approach, using stratified random sampling method. The survey conducted on 662 respondents in each county or district and city object being studied. The results show that voters believe that vote buying will happen in local elections.Voters may be influenced their choice if given relief goods, gifts of money or the provision of project. The thesis in this study is vote buying can change voting choice of voters.

Abstract

The formation of electoral regulations is often synonymous with a dynamic political process, which is marked by the special attention of policy actors and institutions that have authority in policy formulation. The Presidential Threshold which is one of the crucial issues becomes an important instrument for factions in parliament in transforming its political preferences into Laws. By using qualitative methods, through the analysis of political attitudes and decisions fractions and analysis of meeting notesin discussion for theelection rule draft will be obtained a comprehensive picture of the political process of election regulation formulation. This study provides an idea that the power of parties with simple majority in the DPR in policy formulation can be seen from the correlation with the government and the distribution of power in government. With this power, the choice of policy on presidential threshold tends to be easier to get political support.

Abstract

The objective of this article is to explain the ambivalent existence related to actor domination in the collaborative governance. As a precondition for the collaborative governance process, domination is a factor which must be prevented to maintain equality and mutual trust between actors. Therefore, the core question of this article is that is it true that the actor domination has negative effects to the collaboration sustainability? This article was written by using qualitative method. Data were collected with deep interviews, document studies, and literary studies and data were analyzed by using descriptive technique. The case of Lampung province central government displacement in 2004-2016 was made to be a research basis to answer the core question. The research finding showed that actor domination was dilemmatic. The collaboration process was in fact very dependent on the main actor who “control” the collaboration process, both in the planning stage (through Planning Coordination Team) and in implementation stage (through forum of Region Management Agency). This finding was very important because in spite of violating equality between actors, the actor domination in this policy case was beneficial. The inequality which was assumed to produce mutual untruths was not proven. In conclusion, actor domination is an ambivalent; something that must be prevented, but it then becomes a key factor. In what situation this actor domination gives a meaning? This article tries to answer it.

Abstract

There is a great resistance from several Asian country leaders towards democracy. Basically, they view that the US has “forced” some Asian countries to implement its model of government which is thought to be a good form of government for all countries, particularly in terms of placing democracy as a “yardstick” when some of the countries need International Aids. While actually, they argue that what works for one country does not necessarily appropriate for others. Lee Kuan Yew argue that what people’s real need is a “good government”, whase its implementation might differ for each country and might also differ from “Western” values. Nevertheless, some observers have criticized the concept as well. They argue that it has been implemented on the expense of restricting political space available for he citizens. This essay will elaborate each of the claims and will try to provide a tentative alternative which might need further discussion. Keywords: Democracy; Good government; Western Values

Abstract

AbstrakIndonesia memasuki era baru sejak berakhirnya rezim Orde Baru pada pertengahan tahun 1998. Salah satu aspek yang mengalami perubahan adalah hubungan antara pemerintah pusat dan daerah. Momentum tersebut dimulai dengan diluncurkannya Paket Undang-Undang Tahun 1999 tentang Pemerintah Daerah yang berimplikasi pada perubahan signifikan hubungan pusat-daerah, sehingga kabupaten/kota memperoleh limpahan hampir semua urusan pemerintahan yang sebelumnya berada di tangan pusat atau provinsi. Secara normatif, perubahan ini dipandang radikal dan revolusioner sehingga pemberlakuan Paket Undang-Undang Tahun 1999 tentang Pemerintahan Daerah ini dianggap sebagai awal perubahan sistem pemerintahan yang sentralisk ke desentralisk. Saat ini, proses reformasi yang telah bergulir lebih dari satu dekade ternyata menunjukkan kebijakan desentralisasi di Indonesia dibuat dan dilaksanakan dengan tidak terbebas dari pengaruh politik. Kontroversi dan proses revisi serta lahirnya berbagai peraturan yang berimplikasi pada pasang surut derajat otonomi yang dimiliki daerah, merupakan salah satu indikator kuatnya pengaruh politik terhadap keberadaan kebijakan desentralisasi di Indonesia. Tulisan ini berupaya untuk membahas secara kritis permasalahan yang muncul dari kelahiran Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah terkait perubahan normatif dalam undang-undang, dampak terhadap tatanan pemerintahan daerah, serta potensi untuk membuat proses-proses politik dan pemerintahan daerah menjadi lebih otonom.The Hurdles of Decentralization Policy in Reformation-Era IndonesiaAbstractIndonesia has entered a new era since the collapse of the New Order in the mid-1998. Iniated by the implementaon of Legislaon Package of 1999, relationship between central and regional governments has significantly changed. Per the change, regional governments especially on district/municipality levels are given extensive authority that previously only belonged to either central or provincial governments. Normatively, such change is considered radical and revolutionary. Hence, the enforcement of Legislation Package of 1999 is considered a beginning of transition towards a more decentralized system. Today, more than a decade of reformation has shown that the making and the implementation of Indonesias decentralization policy is never free from political influence. Controversies, revisions, as well as the formulation of various related regulations that have led to fluctuating degree of regional autonomy possessed by the regions further indicate the strong political influences. The promulgation of the Law Number 23 of 2014 on Local Government is not an exception on this matter considering the issues regarding any significant changes normatively, any governmental impacts expected on regional level, and the potential to make political and governance processes in Indonesia more autonomous. Abstract

Despite various existence of ratified UN Conventions and other international and national policies, women’s political participation has still been considered week. They remain substantially underrepresented in the position of political decision making. In other words, political sphere is still male-dominated. Needless to say, formal political equality statements are not enough. It needs more actions to make it into reality. One potential measure, among other things, is affirmative action in the form of gender quota. The policy has the potential to strengthen women’s political participation and representation. Nevertheless, empirically, this has not always been the case. As one would expect, there are a number of factors which determine the effectiveness of the policy implementation process, i.e., political, socio-economic, and socio-cultural. For more effective implementation, affirmative action policy needs to be accompanied by parallel effort of handling those hindrances.

Abstract

Starting condition is a key factor in determining the success of collaborative governance in policy implementation. Operationally, starting condition is determined by aspects of power/resource balance, trust between collaborators, various types of incentives to encourage participation, and previous history of cooperation experiences or conflict from related parties in collaboration. This research aims to provide description and confirmation concerning the extent of starting condition related to the termination of Lampung province central government displacement policy. It is descriptive research using the inductive approach. Methods of data collection used are interviews, observations, and library study. Data are being analyzed qualitatively through steps of data reduction, data presentation, and drawing conclusion. The research result shows that three out of four aspects of starting conditions are not considered in starting the collaboration process of Lampung province central government displacement policy. There are harms in the forms of imbalanced power/resource, not-wholeheartedly participations, and distrust between collaborators. A pseudo-collaboration as the implication of problems in the starting condition factors is finally confirmed to the failure of collaboration or policy implementation.
