Abstract

In deal with a public demand of an excellent public service, it becomes a challenge for the Department of Population and Civil Registry of District Klaten in order to create a service quality in accordance with public expectations. Through this study, the researcher wanted to analyze the quality of free birth certificate services that available in Department of Population and Civil Registry of District Klaten. The dimensions of service quality that will be investigated are tangible dimension, reliability dimension, responsiveness dimension, assurance dimension, and empathy dimension. Based on the research that has been done, it can be seen that the service quality of free birth certificate in the Department of Population and Civil Registry of District Klaten is not optimal or unsatisfactory. The problems are found in the dimensions of reliability, responsiveness, and assurance. In connection with the service quality that has not been optimal, it is necessary to do improvement to the problems that found in every dimension.

Abstract

Semarang city is one example of a metropolitan city in Indonesia are experiencing growing inhabitants of significantly. The increasing number of population prompted the Government to improve public facilities to support the activities of daily. One of them public facilities that needs to be improved is on transportation. Perum DAMRI is one of the service company specializing in the field of transport,especially in the city of Semarang. To be competitive, Perum DAMRI acquire passenger must provide good service so passengers loyal to their company. Decline in the performance of services can have an impact on decreasing the number of passengers on board because the company can't keep the wishes of passengers. This may result in the transfer of passenger transport services in the use of Perum DAMRI to transport services on other similar companies.The purpose of this study was to assess the service provided by Perum DAMRI. The type used is descriptive qualitative, looking from 5 dimensions service. The results showed that 3 of the 5 dimensions of service quality assessment shows the value that less well among other things on dimensions of service direct evidence, responsiveness, and reliability. From the third dimension that have the worst assessment was the dimension of reliability (reliability) is about the consistency of schedule. From the third dimension that have the worst assessment was the dimension of reliability (reliability) is about theconsistency of schedule.

Abstract

The number of abandoned children in the city of Semarang indicate that the level of welfare of the child is still lacking. In 2013 there were 2,455 of abandoned children in the orphanage. That number is increasing from year to year, indicated by the increasing number of Orphanage in Semarang. The policy of Standard service based on Children?s social welfare foundation (LKSA) is one of the policies that ensure the rights of abandoned children in the orphanage. The purpose of this research is to describe how the implementation is and factors that support and obstruct the implementation of the Standard service based on Children?s social welfare foundation (LKSA). The method used in this research is qualitative descriptive research. The results of this research showed that the lack of monitoring and publication from Disospora make the implementation of the Standard service based on Children?s social welfare foundation (LKSA) has not gone well. There are still some point that unmet the standard like the lack of social workers and professionals in the orphanage, there are also buildings and facilities in the orphanage that don?t meet the standards. Researcher sugests to the implementor of policies to improve the publication and tighten the monitoring of orphanages in Semarang. The allocation of social assistance should prioritize the principles of transparency and equity.

Abstract

Peraturan Pemerintah Republik Indonesia Nomor 15 Tahun 2005 tentang jalan tol berisi tentang pengaturan jalan tol, syarat-syarat jalan tol, wewenang penyelenggaraan jalan tol, pengaturan jalan tol, pembinaan jalan tol, pengusahaan jalan tol, pengawasan jalan tol, pengadaan tanah, dan standar pelayanan minimal jalan tol. Didalam standar pelayanan minimal jalan tol menurut Peraturan Menteri Pekerjaan Umum Nomor 392/PRT/M 2005 mencakup beberapa substansi pelayanan yaitu kondisi jalan tol, kecepatan tempuh rata-rata, aksesibilitas, mobilitas, keselamatan, dan unit pertolongan/ penyelamatan dan bantuan pelayanan.Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan standar pelayanan minimal jalan tol di Kota Semarang menurut Peraturan Menteri Pekerjaan Umum Nomor 392/PRT/M 2005 dan faktor-faktor apakah yang mempengaruhi implementasi kebijakan tersebut. Metode yang digunakan dalam penelitian adalah tipe penelitian kualitatif bersifat deskriptif dengan wawancara mendalam kepada narasumber. Dalam penelitian kualitatif ini, penulis menentukan informan menggunakan teknik bola salju (snowball). Sumber data menggunakan sumber data primer dan sumber data sekunder. Teknik pengumpul data dengan wawancara, dan dokumentasi. Teknik analisis data menggunakan reduksi data (data reduction), penyajian data (data display), dan verifikasi (conclution drawing).Berdasarkan hasil penelitian, maka dapat ditarik kesimpulan yaitu : Pertama, impelementasi kebijakan yaitu ketepatan program yang ada saat ini berjalan kurang efektif, instrumen kebijakan ini kurang sosialisasi mengenai kebijakan SPM jalan tol kepada pengguna jalan tol, aktor kebijakan saat ini kurang responsif dalam menangani hambatan lalu lintas, dan tidak semua pengguna jalan tol belum mendapatkan manfaat dari adanya kebijakan tersebut. Kedua, faktor-faktor yang mempengaruhi implementasi kebijakan yaitu komunikasi belum dapat berjalan dengan efektif, sumberdaya saat ini belum bisa merealisasikan program-program yang akan dikembangkan, dan disposisi/sikap petugas jalan tol kurang tegas dalam menindak pengguna jalan tol yang melanggar aturan. Adapun saran penulis untuk permasalahan ini adalah Untuk pengelola jalan tol Semarang harus memberikan kejelasan mengenai program-program yang akan direalisasikan untuk meningkatkan kualitas pelayanan jalan tol sehingga masyarakat pengguna jalan tol dapat merasakan manfaat dari program yang akan dikembangkan. Selain itu petugas jalan tol harus lebih responsif dalam menangani kendala dan hambatan lalu lintas yang terjadi. Disisi lain masyarakat pengguna jalan tol harus bisa tertib dan taat lalu lintas terutama terhadap perambuan mengenai perintah dan larangan serta petunjuk.

Abstract

Pelayanan kesehatan yang baik merupakan suatu kebutuhan masyarakat dan sering kali menjadi ukuran dalam keberhasilan pembangunan. Salah satu program yang diselenggarakan oleh Pemerintah Indonesia adalah penyelenggaraan program JKN yang diselenggarakan oleh Badan Penyelenggara Jaminan Sosial (BPJS) berupa BPJS Kesehatan. Penelitian ini bertujuan untuk mengetahui kualitas pelayanan kesehatan yang dirasakan pasien rawat inap pengguna Kartu BPJS Kesehatan di Puskesmas Tlogosari Kulon Kota Semarang berdasarkan Permenkes RI No. 71 Tahun 2013 tentang Pelayanan Kesehatan pada Jaminan Kesehatan Nasional, serta mengetahui faktor-faktor yang menghambat dan mendukungnya. Tipe penelitian yang digunakan adalah kualitatif dengan teknik pengambilan data tipe non-probabling yaitu accidental sampling pada responden yang kebetulan dijumpai. Teknik pengumpulan data yang digunakan berupa wawancara, obervasi dan dokumentasi. Analisis data yang digunakan berupa penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa secara umum pelayanan yang diberikan belum berlangsung dengan maksimal karena dari lima dimensi yang diteliti masih ada yang hal-hal yang kurang baik dalam pelaksanaanya. Peralatan medis dan non medis dari sisi kuantitas sudah memadai, tetapi dari kualitas peralatan, kondisinya kurang baik karena tidak ada perawatan peralatan secara berkesinambungan. Petugas belum melaksanakan pelayananan sesuai yang dijanjikan, sehingga belum sesuai dengan peraturan yang mendukung pelayanan kesehatan pada masyarakat. Faktor yang menjadi penghambat kualitas pelayanan pada pasien rawat inap Pengguna Kartu BPJS Kesehatan di Puskesmas Tlogosari Kulon Kota Semarang antara lain adalah faktor pelanggan, strategi pelayanan, dan sistem yang ada. Sedangkan faktor pendukungnya adalah faktor sumber daya manusia yang dimiliki.

Abstract

At the Budget Year 2013, the Province of Central Java gets budget allocation (DAK) as many of Rp 2.229.164.420.000,- that allocated for 35 district / cities and Provincial Governments of Central Java. District Cilacap is the largest receiver of DAK between 35 district / cities in the province of Central Java as many of Rp. 108.157.350. The result of DAK activities on the field of education in District Cilacap 2013 consist of primary education (Elementary School and Secondary School) and secondary education (High School and Vocational High School). Both of them are regulated by the decision of Regent of District Cilacap number 425 / 428 / 14 / 2013 about the Establishment of Educational Institutions of the Recipient of Special Allocation Funds on the Field of Education in Budget Year 2013 at Department of Education, Youth and Sport District Cilacap.The activities of Special Allocation Funds (DAK) on the field of primary education have given the maximum result as expected. Inhibit factor of activities enforcement of DAK on primary education is related to financial policy, it isn?t technical factor in beneficiary school. Because it is related to another policy, it can?t be said as a problem on DAK activity implementation. The aim of DAK activities on the field of primary education is implemented. The efforts such as input, process, and output indicator are good. The graduation rates are considerably higher and not passing rates are lower.DAK activities on the field of secondary education still not entirely provide expected result. There are inhibit factors on the activity implementation of DAK in secondary education. The aim of DAK activities on secondary education has not maximum implemented. The realization by 50%. It can be seen on input, process, and output of Department of Education and beneficiary school efforts are good. It is profoundly that the graduation rates are 100% or almost 100%. The expected impacts was comparable with the efforts.

Abstract

Primary Health Care (PHC) as a basic level of health care units even categorized as PHC with or non direct services have to implement maternal and child health programme both promotive and preventive care based on The Rule of Health DepartmentNo. 75/2014 on Community Health Centre. This study aimed to obtain information on the implementation of the Maternal and Child Health Program and the factors associated with the implementation of the MCH Program in Tlogosari Kulon Primary Health Care Semarang and usingthe descriptive qualitative research methods to obtain the research aims. The results of this researchshowed that the five basic services are implemented at the primary care level such as antenatal care, postpartum, childbirth, neonatal and neonatal complications have not been carried out in accordance with Permenkes 75 in 2014 due to limited number of midwives and facilities MCH services. Nevertheless, the services related to health of infants and toddlers such as immunization services, visiting of neonatal services and the handling of high-risk infants have been implemented and get a positive response by the people of TlogosariKulon. Analysis of factors associated with the implementation of the MCH Program showed that factors such as budget, human resources and infrastructure services become the main obstacle in the implementation of MCH services in health centers TlogosariKulon Semarang. Based on the results of this research, it is needed some effort to improve the health of mothers and children especially the accuracy of disbursement of operational health centers that still there is a delay. In addition, the number of health personnel such as midwives who do not comply with the rules and revitalization of infrastructure such as infant warmer, incubator and midwife tool.

Abstract

Indonesian Government Regulation No. 15 Year 2005 on the highway there is a setting highways, highway conditions, the implementation of the toll road authority, setting highways, highway construction, toll road, highway monitoring, land acquisition, and minimum service standards highway. In the minimum service standards according to the highway Minister of Public Works No. 2005 includes some substance 392/PRT/M ministry that highway conditions, the average travel speed, accessibility, mobility, safety, and rescue units / rescue and relief services. This study aims to determine how the implementation of minimum service standards policy in Semarang toll road by the Minister of Public Works No. 392/PRT/M 2005 and what factors are affecting the implementation of the policy. The method used in this research is descriptive qualitative research type with in-depth interviews to the informant. In qualitative research, the authors determined the informant using the snowball technique (snowball). The data source using the primary data source and secondary data source. Collecting data with interview techniques, and documentation. Data analysis techniques using data reduction (data reduction), presenting data (data display), and verification (conclution drawing). Based on these results, it can be concluded as follows: First, implementing policies that the accuracy of existing programs currently running less effective, this policy instrument of policy and lack of socialization SPM highways to toll road users, the current policy actors less responsive in addressing barriers and traffic, and not all highway users do not get the benefits of those policies. Second, the factors that affect the implementation of policies that communication can not be run effectively, resources has yet to realize the programs that will be developed, and the disposition / attitude highways officers less assertive in action against toll road users who break the rules. The authors suggestion to this problem is to Semarang toll road management should provide clarity about the programs that will be implemented to improve the quality of service that the public toll road toll road users can experience the benefits of the program to be developed. Besides highways officers should be more responsive in handling traffic constraints and barriers that occur. On the other hand the toll road users should be able to obey traffic rules and especially against traffic signs about the do's and don'ts as well as the instructions.

Abstract

This research is proposed to analyze and describe the official performance at Sarang Sub district Rembang Regency and what is the performance dimension that support and obstruct official performances of Sarang Subdistrict Rembang Regency. This research is descriptive qualitative research type with interviews, observations, documentation and literary study as the techniques of collecting data. Informants are chosen from the officers at Sarang Sub district Rembang Regency.This research, the researcher uses eight dimension of Faustino Cardoso Gomes. Job knowledge dimension is good enough, officer understand the vision and the mission of their instancy and also understand their job description. Cooperation dimension is good enough; between the leader and officer already have a good kindship. Initiative is good enough, officers are already choose priority that must do it earlier and react about assignment that given by leader. Personal Qualities is good enough, officer often overtime work to finish the job. Quality of work dimension is less because the officer?s readiness and responsiveness is less when they do their main job and function, the less experienced officer and numbers of assignn which are given. Quality of work dimension is not good enough, because it hampered with the differences of work load and less number officer. Creativeness dimension is also not good enough, the officer still not give ideas to finished the work problem. Dependability dimension is not good enough because there is some officer that leave their office when the leader is not in the office.Based on the results of the research, it can be concluded that the official works of Sarang Sub district Rembang Regency office is not good enough or optimal. The not optimal of work officer because there are some less experience officer, less of facilities and infrastructures, less of creativities and no firmness of the leader. So, at Sarang Sub district Rembang Regency office is need for additional computer, providing training, firmness of the leader to their officer.

Abstract

Kebijakan Ijin Mendirikan Bangunan mengacu pada Peraturan Daerah Kota Semarang Nomor 5 tahun 2009 bertujuan agar kegiatan pembangunan di Kota Semarang dapat diselenggarakan secara tertib, terarah, dan selaras dengan tata ruang kota. Setiap bangunan gedung harus memenuhi persyaratan administratif dan persyaratan teknis sesuai dengan fungsi bangunan gedung. IMB akan melegalkan suatu bangunan yang direncanakan sesuai dengan Tata Ruang yang telah ditentukan. Selain itu, adanya IMB menunjukkan bahwa rencana kostruksi bangunan tersebut juga dapat dipertanggungjawabkan dengan maksud untuk kepentingan bersama. Persyaratan administratif yang dimaksud meliputi persyaratan status hak atas tanah, status kepemilikan bangunan gedung, dan izin mendirikan bangunan. Tujuan tersebut dapat tercapai melalui proses implementasi yang efektif yang dapat dilihat dari ketepatan kebijakan , ketepatan pelaksanaan , ketepatan target , ketepatan lingkungan dan ketepatan proses. Proses implementasi ijin mendirikan bangunan dalam mencapai tujuannya tidak terlepas dari faktor yang mendukung dan menghambat. Berdasarkan teori George C Edward III faktor yang mendukung dan menghambat berupa tujuan dan ukuran dasar/Standar kebijakan, Sumber Daya, Komunikasi, Karakteristik Badan Pelaksana (Disposisi), Struktur Birokrasi. Berdasarkan hambatan yang ada dalam implementasi kebijakan Ijin Mendirikan Bangunan di Kota Semarang, penulis memberikan rekomendasi berupa: (1) penguatan strategi dan komitmen dari pelaksana program agar hasil yang diperoleh bisa mencapai target yang telah ditetapkan dan juga hasil kegiatan mampu mencapai tujuan, (2) melakukan pendekatan baik secara struktural maupun emosional dengan kelompok target, agar dapat merangkul dan menciptakan suasana yang sinergis dalam Implementasi Kebijakan IMB, (3) monitoring secara intensif baik dari dinas maupun pihak lain yang bekerjasama dalam kegiatan tersebut agar kegiatan-kegiatan yang sudah berjalan tidak berhenti begitu saja, (4) Pendampingan kelompok harus benar-benar dilakukan hingga mereka dirasa cukup mampu untuk mengelola kegiatan secara mandiri
