Abstract

Based on the phenomenon in the implementation of government programs on HIV / AIDS is the responsibility of the Local Government Pekanbaru. For its implementation, local governments will delegate authority to the KPA Pekanbaru. While in charge is Deputy Mayor. Evaluation of programs implemented in Pekanbaru City Government with respect to the Program Counter is not running as it should. It is seen not sanggupnya government in response to the spread of HIV / AIDS in the city of Pekanbaru, even people with HIV / AIDS continues to increase every year. Thus, prevention programs can not be implemented that require evaluation in order to know the cause of this reduction programs can not reach the target.The purpose of this study was to determine and analyze Evaluation of Government Programs on HIV / AIDS in the city of Pekanbaru in 2012. Data obtained from respondents will be grouped by type, and then processed and presented in tabular form and then analyzed qualitatively and eventually will get conclusions about the results of the research.The results of the study concluded that the implementation of the program is the reduction of HIV / AIDS due to the limited amount of budgetary funds provided for the KPA limited so as not sufficient to carry out the work program primarily working in AIDS prevention programs in City Pekanbaru. Facilities and infrastructure lacking in the work program that caused the KPA is an independent institution which is not a government-owned institution. So the government needs to support the NAC effort in order to implement the program of work as are assigned. Solidaristas society lacking in addressing the problem of HIV / AIDS. Places that can cause infections such as AIDS where prostitution is still widely available in the city of Pekanbaru.Keywords: Evaluation, Government Programs, HIV / AIDS

Abstract

Political participation of the community in direct local elections is an important institution in any democratic country like Indonesia . Local elections is also a means of political education for the people who are directly and openly . That is expected to increase public awareness about democracy . Local elections emphasize democratization process better and deeper . Local elections laden with political competition among the participants . Researchers study detailing the problem as follows : How can public participation during the day ( voting ) , and whether the factors that cause a lot of abstentions or no vote on the election of the Governor and Deputy Governor of Riau second round of 2013 in the Village of Air Hitam District of Payung Sekaki, Pekanbaru .This research was conducted with descriptive qualitative method with purposive sampling technique and key person in order to build knowledge representations based on a relatively deep and detailed . While the analysis of data using triangulation of data and data analysis with interactive models of data .After doing research and data processing can be concluded that the publics understanding of the elections and the relatively low level of political participation , as well as the factors that determine cause many non-voters or did not vote on the election of the Governor and Deputy Governor of Riau second round of 2013 in the Village of Air Hitam District of Payung Sekaki Pekanbaru city largely because of socioeconomic factors , psychological factors and factors of rational choice and the apathy and indifference of the society towards the common election because of the crisis of public trust in the leader . Abstract

This research is motivated by the program to handle the backward villages and rural food insecurity in Rokan Hulu by a decree of Rokan Hulu in 2011 . In this regard certainly drawn up plans to be realized . However , what has been planned that the results have not been able to reach the target . Fullness of the Upper Village is one of villages in a highly visible application of this program has not been implemented at all . There is only a stretch of paddy fields which no crop at all . Then , good cooperation between the government and the public has not created properly in terms of the implementation of this program . Coupled with the standards , orders and employment targets are not clear so people are reluctant to participate .The purpose of this study was to megetahui implementation of the planning process to determine the implementation of the Food Program Independent Village in the Upper Village Fullness why not go well . To find out what the barriers are affecting Independent Village Food Programme in the Fullness of the Upper Village that has not done well .The results of this study indicate that : 1 ) the implementation of the Independent Village Food Program have not been realized in accordance with the planned target . 2 ) obstacles on the ground such as land availability , budget , executive and public attitudes encountered in the implementation process can not be properly addressed by the government . 3 ) communication between the Government and Farmers as the executor has not been effective . 4 ) the structure and direction of the work is not yet clear as monitoring and implementing government has yet to convince the public that people are reluctant to participate in the implementation of this program .Keyword : development , agricultural development and implementation

Abstract

Regulation of the Minister of Transport of the Republic of Indonesia Number 10 Year 2012 on Minimum Service Standards -Based Bulk Road Transport regulates the minimum service standards that should be applied in the implementation of a mass public transport system based on the way each region . Standard services may include security , safety , comfort , affordability , equality and regularity . The purpose of this study was to determine the factors that affect the implementation process of the Minister of Transport of the Republic of Indonesia Regulation No. 10 Year 2012 on Minimum Standards of Road Transport Based on Mass Trans Metro Pekanbaru program 2012-2013 . Location of the study was conducted in the Department of Communication and Information Pekanbaru . This research is descriptive qualitative research method . The nature of this research is a case study . The results showed that the implementation of the Regulation of the Minister of Transport of the Republic of Indonesia Number 10 Year 2012 on Minimum Service Standards -Based Bulk Road Transport can not run optimally . Abstract

The Rule and Regulation of Indonesia year 1945 verse 28-H has been madated that housing and resident are the base of human right where everyone has right to live properous fisically and mentally, stay and get life in well environment and healthy. This base principle has been accomodated too in the Rule and Regulation No. 39 year 1999 about human right as well as in the Rule and Regulation No. 1 year 2011 about housing resident area. Therefore, to guarantee the fulfillment that human right it has became obligation for the government as state organizer to respect, save and also fulfill it directly. In concreting this mandate of our Rule and Regulation, the government needs help from other side, that is developer. This developer here is Real Estate Indonesia (REI) is the assosiation of developers in ndonesia. REI is believed becomes the stakeholders of the government in concreting this mandate of our Rule and Regulation to prepare housings for Indonesian societies.This research has been done in Pekanbaru where the location was in DPD REI Riau Province. This research was qualitative research in which the informations were taken by deep interviews from some interviewers.The result of this research showed that the growth of the Riau economic development that made the need of housings in this area was growing fast too. As a result, this impacted to the resident bussiness in Riau Province that becomes brighter and gives prospect. Riau province is one of theprovincesin Indonesia that experiences fast economic development in Sumatra. In every year almost 10.000 residents built in Riau Province with majority in Pekanbaru. Nowadays, Riau is in the first position in this growth of the residents expansion in Sumatra. While in Indonesia, Riau Province is in the third position.Key words: DPD REI Riau, Housing,subsidy, governmentpolicy.

Abstract

This study aims to Determine why participation in District City Pekanbaru lower in the general election of Governor and Deputy Governor of Riau first round in 2013 and factors that influence people not Participate in the election. The concept of the theory used as a basis for analyzing community participation in Riau Governor Election 2013 is According to the theory of Milbrath that states a persons participation can be influenced by two factors: factors supporting and inhibiting factors. Based on the research that has been described, it is known that the factors that influence peoples political participation is the type of work and amount of income. While the level of education does not really give effect to the low level of political participation in the District of Pekanbaru City. In addition, there are other factors that influence the low political participation of the community, such as the issue of domicile population, at the time of the election was out of town, and a lack of public confidence in the leader.Keywords: Factor Participation, Participation, Political, General Election

Abstract

The tourism sector is a sector with the potential to be developed as a source of local revenue. Potential for tourism is expected to contribute to economic development. One of the cultural and historical heritage Pelalawan Riau Province is Istana Sayap Pelalawan kingdom. Istana Sayap in Pelalawan is evidence of the existence of the kingdom of historic relics Pelalawan the potential to do development.. This study was conducted to determine the role of local governments in developing heritage tourism Istana Sayap In Pelalawan Year 2009-2011. The main purpose of this study is to identify the role of local governments in managing the tourism aspect and area development Istana Sayap Pelalawan as a potential tourist areas. How to shape the role of local government and any regulatory or policy references only to support the development of this tourist area Istana Sayap that have higher contribution to local revenue. This includes research into the types of qualitative research using interview data collection technique is direct communication with the research informants and conduct a question and answer that related to the research problem. Selected object as the object of research is Pelalawan local government, particularly the agencies and units related work, which serves as an executive and in charge of the development task. Once identified, the results showed that the role of local government has not run optimally, there are obstacles that can not be resolved, such as the development of infrastructure has not teraplikasinya supporting infrastructure, yet effective promotional activities and quality of stakeholder managers still tend to be low, in making management.Keywords: Role of Local Government, Development, Istana Sayap Pelalawan

Abstract

Law No. 40 of 2007 on Persereon Limited has mandated for every company to implement Corporate Social Responsibility program which affirmed again by Kampar Regency Regulation No. 3 of 2012 on Corporate Social Responsibility. This program is a form of corporate accountability to the people that are around the company to meet the needs of a truly very be required by community.However fact Corporate social Responsibility program conducted by PT. Agro Eternal ineffective marked with many needs of the community that are not met and the implementation of activities that are not programmed according to existing regulations.The purpose of this study was to determine the cause of the implementation of Corporate Social Responsibility program in the village of Siak Hulu Kepau Jaya District of Kampar district has not done well. In collecting the data obtained from the documentation and documentation-depth interviews with informants. Once the data is collected and then analyzed with descriptive qualitative analysis menggunankan.After doing research, the application of corporate social responsibility are implemented Pt. Agro immortal not in accordance with the mandate of the existing regulations, in which the company is not programmed CSR activities in their annual work. Then supervision undertaken by the Department of Plantation is not running.
