Abstract

Kemacetan merupakan suatu permasalahan pada sektor transportasi yang sampai saat ini masih belum ditemukan solusinya. Bahkan, jalan tol yang merupakan suatu sarana untuk mengurangi kemacetan ternyata tidak luput dari kemacetan itu sendiri. Penelitian yang dilakukan difokuskan pada jalan tol Brebes Timur yang baru saja selesai dengan studi kasus arus mudik 2016. Pengumpulan data terkait kasus Brebes Timur, meliputi data lalu lintas pada ruas Kanci-Pejagan, serta lalu lintas pada tiap Gerbang yang diteliti, yaitu Gerbang Tol Pejagan, Brebes Barat, dan Brebes Timur. Tujuan dari penelitian ini adalah untuk mengetahui faktor penyebab kemacetan serta memberikan salah satu solusi dari kemacetan melalui simulasi sistem buka tutup pintu gerbang yang ada pada ruas tol yang diteliti. Metode yang digunakan adalah simulasi dari sistem buka ? tutup dilakukan tanpa adanya survei data langsung, dikarenakan kasus yang diangkat sudah lama terjadi. Simulasi ini memanfaatkan data sekunder dari operator jalan tol yang bersangkutan. Analisis pada pembahasan meliputi kapasitas maksimal dari tiap gerbang, antrian yang terjadi, serta simulasi sistem buka tutup gerbang tol dengan alternatif penambahan gardu dan pembatasan antrian sebesar 3 km, 4 km, dan 5 km. Hasil dari analisis adalah simulasi dilakukan dengan menetapkan batas antrian pada tiap gerbang untuk menentukan kapan waktu sistem buka dan tutup itu dimulai. Kesimpulan dari studi ini yaitu faktor penyebab dari kemacetan yang ada adalah tingkat kedatangan yang sangat besar (2584 kend/jam pada Gerbang Tol Brebes Timur, 976 kend/jam pada Brebes Barat, 1742 kend/jam pada Pejagan) yang tidak sebanding dengan kapasitas pelayanan yang ada, dinyatakan dengan besaran . Jika  semakin mendekati 1 maka gerbang semakin jenuh, jika   maka gerbang tidak mampu melayani tingkat kedatangan yang ada (1,076 pada Gerbang Tol Brebes Timur, 0,813 pada Brebes Barat, 0,967 pada Pejagan). Simulasi yang paling efektif untuk dilakukan adalah simulasi dengan batas antrian sebesar 4 km dengan waktu pelayanan tiap gardu 12 detik dan tanpa adanya penambahan jumlah gardu. Sebagai tindak lanjut dari studi ini adalah perlu adanya data yang lebih lengkap agar perhitungan yang dilakukan lebih rinci dan mendalam, serta ketika simulasi dilakukan perlu adanya komunikasi yang baik antar gerbang tol terkait untuk menginformasikan arus dan panjang antrian yang terjadi untuk menentukan pembukaan dan penutupan gerbang yang dilakukan.

Abstract

Terminal Mangkang which was a type-C terminal, is now upgraded to be a type-A terminal, located in the western side of Semarang City. Terminal Mangkang, specifically the urban transit area, has several issues, for instance the lack of vehicle circulation system due to several meeting points of the arriving and departing vehicles. Besides, passengers get on and off the vehicles at improper places. Therefore, is a necessity to evaluate the efficiency of vehicle circulation system at the urban transit area terminal. Data was collected by giving questionnaires to 100 respondents with a sampling method, and recording method of vehicle circulation time. The questionnaire consists of ten questions focusing on travel origin and destination, type of public transit choice, and movement pattern of passengers on and off vehicle inside and outside the terminal. The result showed that majority of passengers (54%) came from western side of the city and 40% passengers used NBAK (Non Bus Angkutan Kota/ Non-Bus City Transport). For passenger movement pattern, the majority of passengers (47%) get off the vehicle inside the terminal, located at the entrance after the inclining road of TPR 41% passengers would wait for the vehicle at the exit way outside the terminal. According to the performance comparison of each type of terminal, recomendation type 2 model has seventy-eight-second of efficiency on circulation time compared to the existing terminal circulation. This type 2 model will decrease the tendency of passengers to switch vehicles outside the terminal. This study recommends a rearrangement of terminal layout to facilitate the activity of circulating passengers for each type of vehicle operating in the public transport terminal. The type 2 model may be considered by the stakeholders in the rearrangement of the terminal layout.

Abstract

The imbalance between need and supply on public transportation at Tembalang territory has caused the drivers do not obey their fixed route, so it reduces user?s comfort. Therefore, it needs an evaluation for effectiveness and efficiency on public transportation so that public transportation performance can be improved. Primary data gained from questioner, static survey or dynamic and analyzed to be quantitative indicator. Qualitative indicator is using Important Performance Analysis (IPA) method.  The analysis result will be compared to Standar Pedoman Teknis Penyelenggaraan Angkutan Umum di Wilayah Perkotaan Dalam Trayek Tetap dan Teratur (2002) and Sistranas year 2012 to reach a conclusion on public transportation performance at Tembalang territory. The research result shows that the movement pattern in Tembalang territory is uneven. While the result from qualitative indicator analysis shows well-matched result with existed regulation or stardart, in other words, public transportation in Tembalang territory is effective and efficient. However, this conclusion has not described comfort perception from public transportation?s user. Processing result using IPA method shows several indicators spread evenly to 4 quadrants, the important indicator and its quality needs to be improved are public transportation's comfort and waiting time. Enhancement on effectiveness and efficiency need to be done by improving all aspects starts from service, transportation renovation, until communication development between the community of public transportation and related parties when there is a decision related to public transportation can gained effective solution for both sides.

Abstract

Kabupaten Cilacap, Banyumas dan Banjarnegara termasuk wilayah paling berpotensi di Jawa Tengah. Data BPS tahun 2006-2015 menyatakan sektor wisatawan mengalami rata-rata pertumbuhan tiap tahun sebesar 18,07% dan sektor industri dengan pertumbuhan rata-rata PDRB sebesar 33,65%. Untuk mendukung perkembangan potensi-potensi tersebut diperlukan peranan tiap sisi moda transportasi, termasuk transportasi udara yang berlokasi di Bandara Tunggul Wulung Cilacap. Tujuan penelitian ini adalah untuk menganalisis peningkatan jumlah penumpang dan pesawat terbang sampai tahun rencana 2035, mengevaluasi kondisi eksisting serta menganalisis kebutuhan fasilitas udara meliputi runway, taxiway dan apron sampai tahun rencana 2035 sesuai pesawat rencana yang digunakan. Pertumbuhan jumlah penumpang dianalisis menggunakan Metode Kesesuaian Dengan Variabel Bebas dengan menganggap prosentase pertumbuhan jumlah penumpang sama dengan pertumbuhan jumlah wisatawan. Y= (Xn x 18,07%) + Xn, Y: penumpang pada tahun yang dihitung, Xn: penumpang tahun sebelumnya dan 18,07%: prosentase pertumbuhan rata-rata wisatawan. Analisis untuk tahun rencana 2035 menghasilkan total penumpang datang dan berangkat berjumlah 324.128 orang. Untuk pertumbuhan pergerakan jumlah pesawat terbang dianalisis dengan memperkirakan jumlah penumpang agar dapat ditampung sebanyak 80% (load factor 80%) tiap tahunnya oleh pesawat rencana ATR 72-500 dan Cessna C208B Grand Caravan. Sehingga menghasilkan total pergerakan pesawat pada tahun rencana 2035 sebanyak 8030 pergerakan dengan rincian 4380 untuk ATR 72-500 dan 3650 untuk Cessna C208B Grand Caravan. Rute yang ditempuh adalah Cilacap ? Jakarta (60%), Cilacap ? Bandung (20%) dan Cilacap ? Semarang (20%). Sesuai hasil tersebut disimpulkan bahwa runway dan apron Bandara Tunggul Wulung Cilacap tidak mampu melayani kebutuhan sampai tahun rencana, sehingga runway dengan dimensi 1.400 m x 30 m perlu dilakukan penambahan panjang menjadi 1.600 m dengan lebar tetap 30 m dan apron dengan dimensi 125 m x 90 m juga perlu dilakukan penambahan panjang menjadi 257 m dengan lebar tetap 90 m, kemudian untuk taxiway dengan dimensi 110 m x 18 m tidak memerlukan pengembangan karena masih mencukupi. Frekuensi penerbangan yang sedikit pada tahun rencana 2035 menyebabkan hasil analisis tebal perkerasan tambahan rencana pada runway dan apron kurang dari tebal perkerasan eksisting. Oleh karena itu, tebal perkerasan tambahan runway dan apron pada penerapannya disamakan dengan tebal perkerasan eksisting. Tahapan pengembangan Bandara Tunggul Wulung Cilacap dimulai dengan perpanjangan pada daerah runway. Setelah itu, dilanjutkan dengan pengembangan pada daerah apron. Pengembangan bandara dilakukan secara bertahap supaya biaya yang dikeluarkan tidak langsung banyak dalam satu waktu, tetapi bertahap menyesuaikan kebutuhan.

Abstract

Traffic accident is the problem that need serious attention because the risk that can be caused. Therefore it need study to do analysis for the traffic accident data.This final project take place in Ungaran-Bawen road in Semarang city. That road are artery road with very crowded traffic.That road are connecting Semarang as one of big city in Central Java with the city around , example : Solo, Magelang, and Yogyakarta. The purpose of this study are to identify location and the cause of traffic accident in order to give the solution to reduce the accident that will happen. Data analysis which we do to know relation usher variable having an effect on to accident amount use aid of computer program of SPSS, while for determination of location of accident gristle (blackspot), using statistical technique control traffic. Traffic accident caused by some factor, that is human (driver), environmental, vehicle and roads. From result analyse data, human (driver) represent primary factor of cause the happening of accident (66,89%). Careless driver is most driver behavior often cause the happening of accident (72,45%). Type of accident and most collision often be happened is front - front collision (50,85%), with motorcycle (53,78%) as most type vehicle often be involved by a accident. The most common time of the accident was at 12.00 ? 18.00 (31,74%) and the most common driver job of the accident is employee (61,86%).

Abstract

Semarang - Kendal Road section is a connector between the central city of Semarang and Kendal. Traffic flows and accident rates through this street is quite high, especially accidents involving motorcycles. For that, the solution is the implementation of motorcycle lanes. From the analysis results DS in Siliwangi Road Sections is 0,75 and 0,78 in Walisongo Roads with low average speed is 27,58 km /h in Jalan Siliwangi. Analysis results obtained Siliwangi Road motorcycle accident is 70 % and 66 % on Walisongo Road. The proportion of motorcycle on Siliwangi road is 25.25 % - 41.66 % and 18.86 % - 41.43 % on Walisongo Road. Volume motorcycle in Siliwangi Road 1,687 pcu/hour and Walisongo Road 1,231 pcu/hour. Siliwangi Road DS is 0.75 and 0.78 on Walisongo Road. From solutions then selected by the best alternative with DS. Siliwangi road is divided into 4 segments, Segment I is to make the motorcycle lane with a width of 4 m and the other vehicle lane with a width of 8 m. Segment II is to make the motorcycle lane with a width of 4,25 m and the other vehicle lane with a width of 9,75 m. Segment III, this does not allow the roads to be made motorcycle lane because the road has a length of less than 100 m. Segment IV is to make the motorcycle lane with a width of 4 m and the other vehicle lane with a width of 7 m. In the Walisongo roads solution is to makes the motorcycle lane with a width of 4 m, and the other vehicle lane with a width of 7 m. Based on those motorcycle lanes parameters, can be concluded that the Semarang - Kendal Road section required motorcycle lanes with lane separators are markers.

Abstract

Salatiga arterial ring road is one primary arterial road, that connect the capital city of central java?s Semarang and Surakarta capital city. Salatiga arterial ring road was estabilashed with the purpose that the continuous trafficing between Semarang-Surakarta could be alternated without passing city, so the traffic jam will be reduced. The construction of Salatiga arterial ring road has been started since 2005 and the limited time of this road is 2016, so it needs some road pavement, road complement facility such as traffic sign s traffic performance, road pavement, road complement facility such as traffic sign, road markers, road light lamp and road drainage channel. This evaluation be done that for Salatiga arterial ring road still be maximumly functioned when serves the traffic movements.

Abstract

ABSTRAK Pintu keluar tol Ungaran saat ini masih sering menimbulkan kemacetan. Hal ini disebabkan arus lokal di sekitar jalan tersebut cukup tinggi sehingga menyebabkan jalan lokal dengan kapasitas 9 meter untuk 2 lajur 2 arah tidak lagi mampu menampung arus lalu-lintas pada arus puncak. Penerapan sistem sinyal di simpang Sidomulyo oleh Dinas Perhubungan yang diharapkan mampu mengurangi kemacetan belum menunjukkan perubahan yang signifikan. Berdasarkan fakta tersebut, peneliti bermaksud menyusun program rencana penanggulangan kemacetan pintu keluar tol Ungaran. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi kemacetan lalu-lintas di Jalan Letjend Soeprapto Ungaran, sehingga dapat disusun program rencana tindakan yang dapat dilakukan untuk menangani permasalahan kemacetan lalu lintas tersebut. Penelitian ini merujuk pada Manual Kapasitas Jalan Indonesia (MKJI) 1997 dan didasari teori simpang sebidang bersinyal dan teori simpang sebidang tak bersinyal. Penyusunan penelitian dilakukan dengan analisis permasalahan berdasarkan data hasil survai lapangan dan data lalu lintas Dinas Perhubungan, dikombinasikan dengan solusi logis dari tinjauan pustaka yang ada. Berdasarkan hasil analisis, diketahui bahwa penurunan kinerja simpang Sidomulyo Ungaran disebabkan oleh; 1) Peningkatan fungsi Jalan Letjend Soeprapto yang merupakan jalan lokal dan digunakan untuk arus lokal, terbebani oleh arus luar kota sehingga volume kendaraan secara otomatis meningkat, 2) Perkembangan kawasan industri dan perumahan di kota Ungaran, 3) Berdekatan dengan alun-alun yang merupakan pusat aktifitas dan hiburan masyarakat Ungaran dan sekitarnya. Dengan melihat fakta-fakta yang ada, peneliti dapat memberikan program rencana untuk mengatasi permasalahan tersebut dengan membandingkan dua skenario; 1) melakukan pelebaran jalan sepanjang 1,5 meter per ruas dengan cycle time tetap, 2) melakukan pelebaran jalan sepanjang 1,5 meter dengan cycle time dihitung ulang. Dari hasil analisis diketahui bahwa perubahan pengaturan pergerakan dan penyesuaian waktu siklus memberikan suatu peningkatan kinerja terhadap sistem lalu-lintas yang ada di persimpangan Sidomulyo. Pada skenario 1 waktu tunggu lebih banyak (dengan cycle time 100 detik) dibandingkan skenario 2 (dengan cycle time 85 detik). Selain itu dari data rekapitulasi yang diperoleh dapat dilihat bahwa rata-rata DS antara skenario 1 dan skenario 2 tidak jauh beda, akan tetapi skenario 2 memiliki delay yang lebih baik sehingga skenario 2 lebih cocok digunakan dibandingkan dengan skenario 1. Kata Kunci : Kemacetan, Simpang Sidomulyo, Skenario Satu dan Skenario Dua ABSTRACT The toll exit of Ungaran recently still causes congestion. This is due to the local flow around the road is high, causing a local road with capacity of 9 meters for two-lane two-way no longer able to accommodate the traffic flow at a peak flow. The application of the signal system at Sidomulyo intersection by the Department of Transportation that expected to be able to reduce congestion has not shown significant changes. Based on these facts, researchers intend to develop a prevention plan program to address the congestion in the toll exit of Ungaran. This study aims to analyze the factors that affect the traffic jam on Letjend Soeprapto Street of Ungaran, so the program can be set up to do an action plan to address the problem of traffic congestion. This study refers to the Manual Kapasitas Jalan Indonesia (MKJI) 1997 and based on signaled plot intersection theory and non-signaled plot intersection theory. Compilation of research carried out by the analysis of problems based on the data from surveys and the traffic data of the Department of Transportation, combined with a logical solution of the existing literature. Based on the analysis, it is known that the performance degradation of Sidomulyo intersection of Ungaran caused by the: 1) function improvement of the Letjend Soeprapto Street which is a local road and used for local stream, burdened by the current out of town so it automatically increases the volume of vehicle, 2) development of industrial zones and residential in Ungaran city, 3) adjacent to the plaza which is the center of activities and entertainment of Ungaran society and its surrounding. By looking at the existing facts, researchers can provide a program plan to address these problems by comparing two scenarios: 1) widening 1.5 meters of road per segment with a fixed cycle time, 2) widening 1.5 meters of road with recalculation of the cycle time. From the analysis can be known that the setting movement changing and adjustment of the cycle time provides a performance improvement against the traffic system on the Sidomulyo intersection. In scenario one more waiting time (with a cycle time of 100 seconds) compared to scenario 2 (with a cycle time of 85 seconds). In addition, the recapitulation of the obtained data shows that the DS average between scenario 1 and scenario 2 is not much different, but the scenario 2 has a better delay so that the second scenario is more suitable compared to the scenario 1. Abstract

Traffic accidents are a serious problem that requires treatment given the magnitude of the resulting losses. For this study needs to be done is conducting an analysis of the data kecelakaaan existing traffic. This final project took place Unggaran Highway Toll - Bawen in Semarang Regency. The roads are arterial roads are congested with traffic. This is due to the road connecting Semarang as one of the major cities in Central Java with the surrounding areas, for example : Solo, Magelang and Yogyakarta. The purpose of this study was to identify the location and cause of road accidents in order to provide suggestions efforts to reduce accidents will happen. Analysis of the data by the author to determine the relationship between variables that affect the number of accidents using SPSS computer program, while for determining the location of the accident - prone (blackspot), using statistical techniques of traffic control. Incidence of traffic accidents are caused by several factors, namely human (driver), environment, vehicle and road. From the data analysis, humans are the main factors causing accidents (66.89%). Driver is less anticipated driver behavior most often cause accidents (72.45%). The most frequent type of accident happens is hit the front - front (50.85%), with motorcycles (53.78%) as the most frequent vehicles involved. The most frequent time of an accident is at 12:00 to 18:00 (31.74%), and professional drivers who are often involved in accidents are employees / private (61.86%). Location blackspots on roads Unggaran - Bawen have 6, which Pertigaan Citroen (40 events), Pertigaan Weak Abang (35) events, Pertigaan Ngobo ( 31 events), Home of PT Sosro = (27 events), Home of PT Apac Inti Corpora (32 events), Pertigaan Bawen (36 events) Accident that occurred on Jalan Raya Unggaran - Bawen in the next 5 years (2008-2012) is as much 293 events and 201 events which occurred at the point - titk blackspot, while the rest occurred with locations spread along roads Unggaran - Bawen. Details of the total casualties are 444 people minor injuries (72.55%), 78 people were seriously injured (12.75%), and 90 people died (14.71%). Based on the data and the field conditions we have several recommendations to reduce the rate of accidents on roads Unggaran - Bawen ie : need to be made to the guardrail or median openings at the intersection with the aim of anticipating the next hit-and - forward, need to manufacture lap behind (U - Turn) on roads Unggaran - Bawen to facilitate vehicle that will turn it over, the need for enlargement of the fingers - fingers curved corner at the intersection, thereby reducing the frontal crash and will expand the driver's view when cornering at intersections, the need for the provision of counseling about driving safety, the need for the creation of a study conducted motorcycle lanes on Jalan Raya Unggaran-Bawen.

Abstract

Telogorejo Hospital is a hospital located in the city center (CBD) with a lot of activity around it, so the traffic is congested. Currently, the private hospital is under developing with targeted towards an international hospital. Therefore it is important to assess the impact of traffic caused by the development. At the beginning of the calculation, we evaluated the performance of intersections and roads around the site development. Then proceed with the calculation of estimated towing vehicle movement and percentage growth. Both were included in the analysis of the performance of intersections and roads no hotspot at the post opening. The method of analysis used is MKJI (Indonesia Jalan Capacity Manual) 1997 dedicated to vehicle traffic. From the analysis it is known that the existing conditions in 2012 was the performance of intersections and roads hotspot is still good. It can be seen from the value of DS was still below 0.75, the speed on the road is still higher than 20 kilometer per-hour, and delay at the no hotspot intersection is still less than 30 seconds / smp. At the time of its unveiling in 2014, there is a condition on the Anggrek intersection at workingday at morning peak hours its DS value greater than 0.75 is 0.88. While the results of the analysis of the long-term 5 years after opening in 2019, Anggrek intersection performance became much worse that is the highest DS value of 1,04, but the intersection Theresiana still good. Technical solutions to address the intersection of Anggrek at the opening is to provide non-permanent median on the major approach of limiting the right turn movement on each approach and also a straight movement in South Seroja approach. The median was installed as weekday morning peak hour. In the segment of Road Anggrek is made diversion parking from the road. While the solution to the current problems five years after opening is to install a non-permanent median at the Anggrek  intersection so there is no right turn movement on each approach and also the straight movement in South Seroja  approach. It also made a major widening in line at 1 m on each side and minor lane widening at 0.5 m in each side. Simpang Theresiana good condition at present, at the opening, as well as five years after opening no problems whatsoever so there is no meaningful treatment. It's just that every Sunday morning there is a market there for people who can not be predicted future conditions, thus requiring further research.
