Abstract

The increasing criminal cases commited by children led to a growing importance the role of coaching. The coaching was carried out in Child Correctional Institution (LPKA Pekanbaru). The purpose of the coaching is to make the child prisoners not to repeat a criminal act.The purpose of this research is to find out the effectiveness of the coaching of child prisoners in Pekanbaru Child Correctional Institution and the factors affecting the effectiveness of the coaching in Pekanbaru Child Correctional Institution (LPKA Pekanbaru). This research uses the concept of the theory of effectiveness by Mahmudi. This research used a qualitative approach, method to collect data through interview, observation and documentation.Based on the result of the research through interviews and observations, it is known that the coaching of child prisoners in Pekanbaru Child Correctional Institution (LPKA Pekanbaru) has been effective. Coaching is effective because the purpose has been reached. The result analysis showed in which the factors that affect the effectiveness of coaching of this program are:facilities and infrastructure, human resources, the psychological of children and child discipline.Keywords : Effectiveness, Child Prisoners, Coaching

Abstract

As educational staff in University of Riau (UR), a Lecturers has duty to implement the three of higher education responsibility. Particularly in teaching, a lecture must have education background . Infact, almost eductional background of lecturers in University of Riau are master degres (S2). To be a lecturer in University of Riau, a lecturer should be have doctoral degree (S3) in other to achieve vision and mission of the university and also society trust UR to study there. From the result can be obtained that the education development strategy to continue lecturer’s study is not did seriously. It can be indicated by their role to give information tranparently about scholarship fund from cooperation parties as DIKTI and Local Goverment of Riau Province. Another reason is no budget allocation to help lecturer to continue their study. We can take an example when the lecturer need a fund as tickets to go abroad and back. UR is not provide funds for it. Besides, there is no cooperation of units in UR to negotiated to improve lecturer education. What happens is partial that cause no place to coordinate each other, share,or making strong strategies to developped lecturer. UR has given a fund seriously for researcher to developt their self. There are many available grant for lecturer to do research, but it is need activeness and seriousness to submit their proposal. Here, there are competiton to obtain the grant research. Abstract

Siak river water quality degradation segment Pekanbaru due rampant pollution andlandfill waste by communities living area Siak river, the state cange Siak river is no longer fitfor use as a community activity area Siak river flow.There are some constraints Environment Agency in Pekanbaru, controlling riverpollution such as lack of human resources skilled in the art, the lack of support facilities thatare used to monitor and control the Siak river.Researchers used theoretical concept is composed of a control concept, settingstandards, measuring and comparing the performance, take corrective action. This study usedqualitative research methods to the assessment of descriptive data.In collecting the data, the researcher used interview techniques, observation andstudy of literature. By using key informant and the informant as a supplementary source ofinformation.These results indicate that not maximal Siak river pollution control implementation iscarried out by the Environment Agency in Pekanbaru. It is evident the absence of changes inwater quality of the river towards yan g better, and there are many pollution due to industrialwaste and garbage disposal are carried out by people who live Siak river basin area.Keywords : Pollution, Control, Siak River Segment Pekanbaru.

Abstract

Abstrak : Analisis Pelayanan Medik pada Rumah Sakit Umum Daerah (RSUD) KabupatenKepulauan Meranti.Penelitian ini bertujuan untuk mengetahui bagaimana analisis pelayananmedic pada Rumah Sakit Umum Daerah (RSUD) Kabupaten Kepulauan Meranti.Penelitian inibersifat deskriptif kualitatif dimana pengambilan data dilakukan dengan teknik snowball. Hasilpenelitian menemukan bahwa pelaksanaan pelayanan medik belum berjalan dengan maksimalsesuai dengan standar pelayanan minimum yang telah di tetapkan dalam peraturan yangberlaku.Hal ini dapat terlihat dari fenomena,masalah dan fakta pelaksanaan pelayanan medikyang terjadi dilapangan.Faktor-faktor yang mempengaruhi pelaksanaan pelayanan medik padaRumah Sakit Umum Daerah Kabupaten Kepulauan Meranti antara lain : Perilaku PegawaiKurangnya tenaga Medis Struktur Organisasidan tupoksi masing-masing Sarana dan prasaranpenunjang medis RSUD belum mencukupi.Kata Kunci : Analisis pelayanan medik,publik,kesehatan

Abstract

Analysis of Birth Certificate Child Care Arrangements in Peknabru City.Service is one of the things that really need to get the attention of the government, sothat the user community services were satisfied with the service provided. In relationto the above Department of Population and Civil Registration Pekanbaru City is oneof the agencies authorized to provide services to the community, especially in theareas of service birth certificate.Birth certificate is a certificate issued by the competent authority, which isrelated to the birth in order to acquire or obtain legal certainty against someone. Deedmade based on reports of births conveyed within the time limit no later than 60(sixty) working days for the citizen and 10 (ten) working days from the date of birthfor foreigners baby.This research uses descriptive qualitative research method. Researchers aretrying to reveal the facts in accordance with the reality. This study does not seek orexplain relationships, not to test hypotheses or make predictions. The data will bedescribed by what it is so it can be an understanding.From the research it can be concluded that the Birth Certificate Child CareArrangements in Pekanbaru city has not done well. It can be seen from the results ofthe interviews and the data that has been presented previously that of indicators ofprofessionalism and skills, attitudes and behaviors, and trustworthy reliability,accessibility and flexibility, repair, reputation and credibility of the Birth CertificateChild Care Arrangements in City Pekanbaru not run with the maximum there are stillthings that are not in accordance with the Standard Operating Procedure which has beapplicable.Key words: Care, Birth Certificate, Department of Population and Civil Registration

Abstract

Kampar Polytechnic developments in the journey was not free to do with the struggle Kampar District Government to develop the quality of human resources in the region. Then Kampar District Government Polytechnic entrust fully operational management of the Foundation Kampar Kampar Building (YKM), which was established by the Government before the fall of Kampar Kampar Politenik operasioan permission. This study was to determine the implementation strategy for the development of education conducted in Kampar Polytechnic, and to determine the factors that influence the development of education in the Polytechnic strategy Kampar.The location of this study is on the higher education institutions, namely the Polytechnic Kampar Kampar district. Informants in the study, namely: Employee Polytechnic Kampar, lecturers, students and community Kampar. Data analysis method used in this research is descriptive qualitative method of analysis using the SWOT analysis.Based on the research and the analysis that has been conducted on this study , it could take several conclusions Polytechnic education development strategy analysis Kampar Once known strengths , weaknesses / constraints , opportunities , and challenges / threats as mentioned above , the following described various efforts in overcome , namely : Expanding access and improving the quality of education and student affairs , Improving the quality of research and community service , resource capacity increase , Increased well-being , increased capacity of resources , strengthening management system , Improved welfare , well-being and strengthening Improved management systems . Factors affecting the development of educational strategies Polteknik Kampar in this study are : the National Environmental , Regional and International . Swiftlet entrepreneurs is growing and growing every year so it starts to cause discomfort in the center of the community. The purpose of the issuance of this rule is more discipline swiftlet entrepreneurs as opposed to the regional regulation of Pekanbaru. To overcome this problem swallow , the government on education through the coordinating efforts of management and operations control of birds nest in the city of Pekanbaru. The formation of the team by virtue of a decision of the Head of Department of Agriculture : Distan/523.3/679/IX/2012. The team is composed of law enforcement Dina Pekanbaru Agriculture , Department of Spatial Planning and Building Pekanbaru , Pekanbaru City Environment Agency and Civil Service Police Unit of Pekanbaru. Based on such matters with the researcher wishes to conduct a descriptive study on the implementation of Law Enforcement Coordination in Business Management and Operation Swallows Nest in the city of Pekanbaru and the factors that affect the implementation of coordination in business management and operation control of birds nest in the city of Pekanbaru.The concept of the theory is that researchers use coordination theory according to Henry Fayol , Harold Koonzt , and Cyriil Odonel , the indicators in this study are communication , cooperation , division of tasks and meetings through conference. The author combines the author of several major theories on theoretical concepts. While the factors which influence based on research found in the field. Researchers used interviews and observation techniques using Key informant as a resource of information and through snowball sampling method obtained subsequent informants.The results of the study , it can be concluded that the implementation of coordination in business management and operation control of birds nest in the city of Pekanbaru is not running at max. The factors that affect the implementation of coordination in the enforcement of business management and operation srang swiftlet in Pekanbaru ie, matching time and budget. Abstract

The purpose of this research is: 1) determine the quality of education at Junior High School 17, Pekanbaru, and 2) determine the role of the school committee in improving the quality of education at Junior High School 17 Pekanbaru. Research by the author is using a qualitative approach. In the course of collecting data, the writer used interview, observation, and documentation. As for the analysis, the writer uses descriptive qualitative analysis techniques, the data in the form of written or spoken of observed behavior and so in this case the author seeks to conduct research that is thoroughly describe the actual state of affairs.The results of this study are: First, the quality of education at Junior High School 17 Pekanbaru can be quite good, this can be seen in terms of input, process and output. Second, the role of school committees in improving the quality of education at Junior High School 17 Pekanbaru, including: 1) As consideration giver (advisory agency): SMP Negeri 17 Pekanbaru Committee as the principal partner has given consideration in any plans and programs prepared by the schools, for example in terms of rehab facilities and buildings damaged, widen mushalla, procurement of equipment prayer (mukenah and gloves). In addition, the school committee also provided input and consideration in setting RAPBS, giving consideration in the implementation process of the management of education in schools and identify the educational resources available in the community for consideration and seconded at school. 2) As a supporter (supporting agency): the role of the school committee as a subsidiary body for implementation and improving the quality of education, especially education in SMP Negeri 17 Pekanbaru is the form of financial support, personnel, and support the mind. 3) As a control (controlling agency): SMP school committee in 17 Pekanbaru exercise control over decision making and planning education in schools, in addition to the allocation of funds and resources for the implementation of programs in schools. The school committee also perform control functions to the success of education in schools is seen from the quality of educational output. 4) as a mediator (executive agency): School Committee SMP Negeri 17 Pekanbaru in these many benefits, which in the presence of the school committee, the aspirations of the students and parents can be channeled and represented. Abstract

Population Administration Employee Performance In Pekanbaru City District Office Tassel. Measurements in a performance that is very necessary with a view to identify and improve the effectiveness of performance on a system. In this study, the analysis focused on the devices performance in the District Rumbai in providing services. Duties of employees who provide services to the community. But basically the task has not been effectively carried on by employees of the District, for a variety of community service current affairs in the region to protests the District Tassel always is less effective and efesiennya these services, it is marked by the performance of employees in service delivery to the public is worse than carried on by the private sector. In addition, in accordance with the growing extracting information that the administrative services in the District Rumbai population is problematic and confusing and does not have the right time and the accuracy obviously. Furthermore, many people who complain of the results of population in the district administrative services Tassel, as at the time obtain birth certificate, KK, ID cards from UPTD in the District Tassel, to get the letter to be confronted by the public services that are less effective and efficient, because slow process of publishing the letter so that people feel dissatisfied with the services obtained. The concept of the theory used to use performance measurement indicators: quantity of work, quality of work, time utilization, Cooperation. By measuring the performance of the employee and the District can provide insight into the quality of service performance in the conduct population administration and determine the factors that affect and hinder the performance of the District of service delivery. Departing from the authors were interested in examining these issues and seeks to provide solutions to improve services to the community in District Rumbai Pekanbaru City. The purpose of this study to determine the performance of the device the District in providing services to the community, in addition to determine the factors that hinder the performance of the District in providing services to the community Tassel. The results of this study indicate that the performance of the device has not been effective and the District Tassel inhibiting factors include employees not yet fully understand the duties and obligations as well as the principles of the ideal of service.
