Abstract

Pengkajian Rakitan Teknologi Budidaya Kentang dan Strategi Pengembangannya : Studi Kasus di Wilayah Prima Tani Lahan Kering Dataran Tinggi Kabupaten Magetan. The assessment on improving the cultivation technology of potato as demonstration plot in farmer’s land was done in Prima Tani area of Magetan regency in Genilangit village, during dry season on June – September 2007. Collecting data was done using farm record keeping method on the application of improving cultivation technology of potato which was done by cooperator farmers, while non-cooperator farmers done their potato farming using their own cultivation technology as the comparison. Improving cultivation technologies which were applied by the farmers including 1) Seed quality and seed treatment before planting, 2) The use of rational fertilization, 3) Enlargement of planting space and planting-row space, and 4) Improving pests and diseases control method. The aim of the assessment were 1) To increase productivity, yield quality and farmer’s income of potato farming using the improved cultivation technology, and 2) To find development strategy of potato farming in the assessment area. The result showed, that application of the improved cultivation technology of potato farming can increased productivity, yield quality and farmer’s income. Development strategy for potato farming in this area should be based on the principle of maximize their potency and use their opportunity in facing threats and minimize their weaknesses. Increasing the farming efficiency, productivity and yield quality should be done by application of potato farming using cooperated farming model. The use of qualified seed such as certified potato seed needed to be socialized.

Abstract

This assessment was the evaluation of the potato conservation farming assessment activity which was done by the Assessment Institute for Agricultural Technology (AIAT) in Argosari Village, Senduro District, Lumajang Regency East Java from 2002 until 2004. The recommended technology package which was applied during the activity includes (1) the use of 45° sloppy beds, (2) the use of stripped cropping plant, (3) the use of Granule potato variety, (4) the use of manure, (5) the use of rational fertilizer. This assessment was done from January to February 2004 using survey method aiming at ( I) to find the information on the performance of potato farming technology, (2) to find the information on the performance of farming conservation technology on potato, and (3) to find the information on the impact of the assessment on farming conservation which was done by AIAT East Java in 2002 until 2004 concerning the productivity, yield quality and farmers income of potato farming. The results showed that the conservation technology of potato in sloppy dry upland has a potential power to minimize the soil erosion and is feasible to be developed in this area. The development of farming conservation technology on potato gives a positive impact towards the increase of productivity, yields quality and farmers income. Among of the 5 recommended technologies, the use of Granule variety potato was the most adopted by the farmers. In order to continue the adoption process by the farmers, the following requirements are needed, they are (1) the constant supply of the qualified potato seed on the right time, (2) continuous coaching to the farmers from the beginning of the preparation to the harvesting process, (3) the guarantee of stable and feasible price, (4) the consciousness and full participation of the farmers themselves, and (5) the presence and continuous support from the local government. Key words : technology impact, conservation, potato Pengkajian ini merupakan evaluasi dari kegiatan pengkajian usahatani konservasi usahatani pada tanaman kentang yang telah dilakukan oleh BPTP Jawa Timur di Desa Argosari, Kecamatan Senduro, Kabupaten Lumajang tahun 2202 sampai 2004. Rakitan teknologi yang diterapkan pada saat kegiatan tersebut meliputi : (1) pembuatan guludan dengan arah 45°, (2) penggunaan tanaman strip cropping, (3) varietas kentang yang ditanam (4) penggunaan pupuk kandang dan (5) pemupukan rasional. Kajian ini menggunakan metode survei dan dilakukan pada bulan Januari Pebruari 2005. Tujuan dari pengkajian adalah (1) mendapatkan informasi keragaan teknologi usahatani konservasi pada tanaman kentang dan (2) mendapatkan informasi dampak kegiatan pengkajian usahatani konservasi yang telah dilakukan oleh BPTP Jawa Timur terhadap produktivitas, mutu hasil dan pendapatan usahatani kentang. Hasil kajian menunjukkan bahwa usahatani konservasi pada tanaman kentang di lahan kering dataran tinggi berlereng mempunyai kemampuan yang cukup baik dalam menekan erosi tanah serta layak untuk dikembangkan di wilayah tersebut di atas. Pengembangan teknologi usahatani konservasi pada tanaman kentang telah memberikan dampak positif terhadap peningkatan produktivitas dan mutu hasil serta pendapatan petani. Dari lima komponen teknologi anjuran tersebut di atas, ternyata varietas kentang yang ditanam yang paling banyak diadopsi oleh petani. Agar adopsi teknologi usahatani konservasi pada tanaman kentang dapat berlanjut, maka diperlukan: (1) penyediaan bibit kentang yang bermutu tepat waktu, (2) bimbingan oleh petugas secara terus-menerus, sejak persiapan hingga panen, (3) adanya jaminan harga yang layak dan stabil, (4) kesadaran dan partisipasi petani sendiri serta (5) dukungan pemerintah daerah. Abstract

This study was conducted on irrigated lowland in Bojonegoro district and on dryland in Pasuruandistrict in 1999/2000. Data collection was done through survey method and consisted of farmers’ characteristics,technology applied, productivity and farms’ incomes. The study aimed to get information on (1) adoption anddiffusion levels of the recommended technology, (2) impacts of recommended technology on productivity andfarms’ incomes. Adoption level of recommended technology was higher in lowland in Bojonegoro (67%) thanthat in dry land in Pasuruan (44%). Diffusion level of technology to the non participating farmers in Bojonegorowas higher (55%) than that to the non participating farmers in Pasuruan. Productivity and income of soybeanfarms in Bojonegoro increased by 21and 104 percents, respectively. In Pasuruan, productivity and farms incomesincreased by 11 and 89 percents, respectively. To sustain adoption of recommended technology on soybeanfarming system, it requires (1) on time inputs provision, (2) extension workers’ guidance since planting to postharvest, (3) feasible and stable floor price, (4) farmers’ participation and awareness, and (5) local governments’supports.Key words : farming system pattern, technology, lowland, adoption, diffusionKajian adopsi paket teknologi ini dilakukan di Kabupaten Bojonegoro untuk lahan sawah dan diKabupaten Pasuruan untuk lahan tegal, tahun 1999/2000. Pengumpulan data yang meliputi karakteristik petani,penerapan teknologi serta produktivitas dan pendapatan usahatani kedelai dilakukan dengan metode survai.Kajian ini bertujuan untuk memperoleh informasi tentang (1) tingkat adopsi dan difusi paket teknologi anjurandan (2) dampak teknologi anjuran terhadap produktivitas dan pendapatan usahatani. Hasil kajian menunjukkanbahwa tingkat adopsi paket teknologi anjuran untuk lahan sawah di Bojonegoro (67%) lebih tinggidibandingkan paket teknologi anjuran lahan tegal di Pasuruan (44%). Demikian pula paket teknologi anjuranyang terdifusi oleh petani non-peserta di Bojonegoro lebih tinggi dibandingkan di Pasuruan (42%). Produktivitasdan pendapatan usahatani kedelai lahan sawah di Bojonegoro masing-masing meningkat sebesar 21 dan 104persen, sedangkan lahan tegal di Pasuruan meningkat sebesar 11 dan 89 persen. Agar adopsi teknologi budidayakedelai dapat berlanjut, maka diperlukan; (1) penyediaan sarana produksi tepat waktu, (2) bimbingan olehpetugas secara terus menerus, sejak tanam hingga pasca panen, (3) jaminan harga yang layak dan stabil, (4)kesadaran dan partisipasi petani dan (5) dorongan pemerintah daerah.Kata kunci : pola usahatani, teknologi, lahan sawah, adopsi dan difusi

Abstract

Assessment was carried out in the areas of the rice-based farming system assessment, namely in Lamongan,Nganjuk, Jombang, Blitar and Malang regencies lasting from 1997 until September, 2000. Technology packageapplied in those areas were: (1) use of improved varieties and seed, (2) planting method, (3) rational fertilization, and(4) weed control. Data collection was done using a survey method since July to September, 2002. This assessmentaimed (1) to get information on the stage of technology adoption and diffusion of the rice-based farming systemtechnology, and (2) to find information on impacts of the activities of the rice-based farming system assessmentrelated with dissemination of new improved varieties, application of double-row planting (jajar legowo) method,numbers of adopting farmers, planted areas, yields, and farmers’ income. The results showed that adoption anddiffusion of recommended technology package on rice by the farmers in the assessment areas were high, especiallyon the method of planting and use of new improved varieties. Rice-based farming system technology conducted infive regencies gave positive impacts to (1) new improved varieties diffusion, (2) use of jajar legowo planting method,(3) number of adopting farmers, and planted areas, and (4) yields and farmers’ income. Training and extensionthrough farmers’ groups are necessary to sustain the program.Key words: technology impacts, farming system, oryza sativa, yield, incomeKajian dampak teknologi SUP padi ini dilakukan di wilayah yang sama dengan kegiatan SUP padi, yaitu diKabupaten Lamongan, Nganjuk, Jombang, Blitar dan Malang. yang dilakukan pada tahun 1997 sampai 2000. Rakitanteknologi yang diterapkan pada saat kegiatan tersebut meliputi : (1) penggunaan varietas dan bibit unggul, (2) caratanam, (3) pemupukan rasional dan (4) pengendalian gulma. Kajian dampak ini menggunakan metode survai dandilakukan pada bulan Juli – September 2002. Data yang dikumpulkan meliputi data sekunder dan primer. Tujuan daripengkajian adalah (1) diperolehnya informasi tingkat adopsi dan difusi teknologi SUP padi dan (2) diperolehnyainformasi dampak kegiatan SUP padi terhadap penyebaran varietas unggul baru, cara tanam jajar legowo, jumlahpetani adopter dan luas areal tanam, serta produktivitas dan pendapatan usahatani. Hasil kajian menunjukkan bahwaadopsi dan difusi paket teknologi yang dianjurkan pada SUP padi oleh petani di kabupaten tersebut cukup tinggi,terutama dalam hal cara tanam dan penggunaan varietas unggul baru. Pengkajian SUP padi yang telah dilakukan dilima kabupaten telah berdampak positif terhadap ; (1) penyebaran varietas unggul baru, (2) cara tanam jajar legowo,(3) jumlah petani adopter dan luas areal tanam, serta (4) produktivitas dan pendapatan usahatani. Agar supayakegiatan adopsi teknologi SUP tersebut berlanjut, maka kegiatan bimbingan dan pembinaan melalui kelompok taniperlu selalu dilakukan.Kata kunci : dampak teknologi, sistem usaha pertanian, padi, produksi, pendapatan

Abstract

Emping melinjo agroindustry is one of the agribusiness activity which can gives big job opportunity for thewomen. Nevertheless, during doing their work, the women don’t care about their body position, so that there is noworking pleasure and they feel quick tired. Increasing their working pleasure can be done by using right supportingtools that can results the right body position. The main problem faced by the female labour in emping melinjoagroindustry during rainy season is lack of sunlight, consequently quality of the produce will drop sharply. The aimsof this assessment were 1) to determine supporting tools which can increase working pleasure of the female labour,and 2) to test the use of simple drier for increasing drying process efficiency in emping melinjo agroindustry duringrainy season. This assessment had been done in Tanggung and Siraman village, Blitar, from January 2001 toDecember 2001. In this assessment, the modified (introduction) supporting tools were tested by the female labour formaking emping melinjo, then the produces were compared to those using old supporting tools. Introductionsupporting tools which tested were wooden and stone hitting layer, suitable wooden chair, stone-hammer and ironhammer.Drier which tested was simple drier using kerosene as fuel source with low electrical energy. The parameterswhich observed were labour productivity, working pleasure and product quality. The result showed, that the rightsupporting tools which recommended to get working pleasure for female labour in emping melinjo agroindustry werestone hitting layer as high as 30 cm, wooden chair as high as 30 cm and wooden hammer with cylindrical iron at theirtip. These supporting tools resulted same productivity and working pleasure with those old supporting tools, althoughthese introduction tools were new for the female labour. The use of simple drier can saved time and place needed fordrying process of emping melinjo compared to those using sunlight. The use of this simple drier was recommended inrainy season because it can assured the continuity of production and increasing the absorption of working labour andincreasing the labour income.Key words : gnetum geremons, agroindustry, female labour, drier, BlttarAgroindustri emping melinjo merupakan salah satu kegiatan agribisnis yang memberi kesempatan kerja yangluas bagi wanita. Namun demikian, dalam melaksanakan pekerjaannya wanita cenderung tidak mempedulikan posisiatau caranya bekerja, sehingga tidak terasa adanya kenyamanan bekerja. Peningkatan kenyamanan bekerja tenagawanita dapat dilakukan dengan penggunaan alat bantu yang tepat sehingga posisi tubuh benar. Masalah utama yangdihadapi perajin emping melinjo pada waktu musim penghujan adalah kurangnya sinar matahari, sehinggapengeringan tidak dapat dilakukan secara optimal. Pengkajian ini dilakukan dengan tujuan 1) menentukan alat bantuyang dapat meningkatkan kenyamanan bekerja tenaga wanita, dan 2) menguji penggunaan alat pengering sederhanauntuk meningkatkan efisiensi proses pengeringan dalam pengolahan emping melinjo selama musim penghujan.Pengkajian dilakukan di Desa Tanggung dan Siraman, Blitar dari bulan Januari 2001 sampai dengan Desember 2001.Dalam pengkajian ini alat bantu yang telah dimodifikasi (alat bantu introduksi) diuji oleh tenaga kerja wanita untukmengolah emping melinjo, kemudian hasilnya dibandingkan dengan hasil dari penggunaan alat bantu semula. Alatbantu introduksi yang akan dicoba adalah alat bantu alas pemipih emping melinjo dari kayu dan batu, alas duduk darikayu serta pemipih emping melinjo dari batu dan palu besi. Alat pengering yang diuji adalah alat pengering sederhanaberbahan bakar minyak tanah dan berdaya listrik rendah. Parameter yang diamati meliputi produktivitas tenaga kerjawanita, kenyamanan bekerja tenaga wanita serta mutu hasil olah. Hasil pengkajian menunjukkan, bahwa alat bantu138Jurnal Pengkajian dan Pengembangan Teknologi Pertanian Vol. 8, No.1, Maret 2005 : 137-149yang tepat dan dapat dianjurkan untuk mendapatkan kenyamanan bekerja bagi tenaga wanita dalam pengolahanemping melinjo adalah alat bantu berupa alas duduk setinggi 30 cm, pemipih melinjo dari palu kayu berujung besisilinder dan alas pemipih dari batu setinggi 30 cm. Alat pengering sederhana yang digunakan dapat menghemat waktudan tempat dalam pengolahan emping melinjo dibandingkan dengan penggunaan sinar matahari. Abstract

During 2000 – 2001, AIAT East Java conducted assessment on integrated farming system of rice-tiger prawnin Lamongan regency. This activity was evaluated in July – September 2003. The aim of the evaluation was to obtaindata on (1) adoption level and diffusion of recommended technology, and (2) impact at recommended technology onproductivity and farmer income. Within the evaluation, some information such as farmer characteristics, application ofrecommended technology, productivity and farmer income were collected by survey method. Results indicated that31% of farmers adopted the recommended technology. Subsequently, the recommended technology were diffused tonon-participated farmers. The level of diffusion reached 14%. In addition, the productivity at rice and tiger prawnincreased by 8% and 67% respectively. Finally, farmer income from this farming system increased by 41%. Tocontinue adoption at farming system of rice-tiger prawn, the following requirements are needed: (1) supply ofproduction input on the right time, (2) continue supervision to the farmer, (3) presence of stable and feasible priceassurance and (4) support of local government to increase productivity of integrated farming system of rice-tigerprawn.Key words : farming system, flood plain pond, technical adoption, tigar prawnKajian adopsi dan dampak teknologi ini merupakan evaluasi dari kegiatan sistem usaha pertanian padi-udangwindu yang telah dilakukan BPTP Jawa Timur di Kabupaten Lamongan tahun 2000 dan 2001. Hasil kajian menunjukkan bahwa tingkat adopsi teknologianjuran yang diadopsi oleh petani peserta mencapai 31 persen. Sedangkan teknologi anjuran yang terdifusi oleh petaninonpeserta mencapai 14 persen. Produktivitas padi dan udang windu meningkat 8 dan 67 persen serta pendapatanusahatani meningkat 41 persen. Agar adopsi teknologi usahatani padi-udang windu dapat berlanjut, maka diperlukan;(1) penyediaan sarana produksi yang tepat waktu, (2) bimbingan oleh petugas secara terus menerus, (3) jaminan hargayang layak dan stabil, dan (4) dukungan pemerintah daerah dalam program peningkatan produktivitas usahatani padiudangwindu.Kata kunci : sistem usahatani, sawah tambak, adopsi teknologi, udang windu
