Abstract

Pada dasarnya, prinsip pengelolaan sumberdaya perikanan di Indonesia telah diatur jelas pada Undang-Undang Dasar 1945 pasal 33 (dikenal dengan sistem pengelolaan bersifat state property), sehingga sumberdaya perikanan di Indonesia bersifat quasi open access, dimana sumberdaya tidak sepenuhnya dapat diakses karena adanya peraturan yang mengatur. Namun, seringkali aturan dibuat tidak dengan cara partisipatif dan merupakan hasil pertimbangan dari pemerintah pusat tanpa memperhatikan aspek sosial ekonomi masyarakat setempat. Akibatnya kebijakan-kebijakan yang dikeluarkan justru menimbulkan masalah-masalah baru karena masing-masing pihak memiliki kepentingan, keinginan dan prioritas yang berbeda-beda. Perbedaan kepentingan, keinginan dan prioritas yang ada merupakan sumber pemicu munculnya konflik . Konflik merupakan fenomena yang telah ada sejak dahulu, bahkan sebelum era otonomi daerah, khususnya konflik kenelayanan. Keleluasaan mengeksploitasi sumberdaya perikanan merupakan konsekuensi ciri kepemilikan yang bersifat open acces, maka tidak jarang pemanfaatannya menimbulkan masalah akibat perbedaan kepentingan. Berdasarkan hal tersebut, maka dibutuhkan pengelolaan sumberdaya perikanan yang dapat meredam dan mencegah konflik sebagai upaya pengelolaan konflik. Salah satu daerah yang mengalami konflik, yaitu di Kecamatan Lekok, Pasuruan, provinsi Jawa Timur. Lekok merupakan salah satu kecamatan yang terdapat di Pasuruan dengan jumlah nelayan terbanyak di Pasuruan. Karena itu, penulis tertarik untuk melakukan penelitian dengan topik pengelolaan konflik, khususnya di daerah Pasuruan

Abstract

Vulnerability is a level lack of ability in a society to prevent, defuse, achieve readiness and response the impact of disaster hazards. The coastal area is indicated as one of areas that vulnerable to natural disasters such as earthquake and Tsunami. Every society has different levels of vulnerability to disasters. This research has three main objectives. The First is to identify the level of vulnerability of coastal communities. The level of vulnerability has four aspects, namely; sosio-cultural, economical, environmental, and institutional. The second is to identify efforts of disaster risk reduction by coastal communities. The Third is to analyze thecorrelation beetwen the level of vulnerability of coastal communities with the efforts of disaster risk reduction. The results show that socio-cultural aspect and institutional aspect are in the lowest level of vulnerability, whereas environmental aspect can be categorized to the middle level of vulnerability. On the other hand, on economic aspect using level of walfare as an indicator, 50% respondent show the lowest level of vulnerability and the rest is the highest level of vulnerability. There is significant correlation between the level of walfare with the efforts of disaster risk reduction to implementation of housing reconstruction. This research combined the quantitative and qualitative research approach.Keywords: vulnerability, disaster, disaster risk reduction, mitigation, construction, reconstruction

Abstract

The objective of this study is to find out and explain the destructive fishing practices occurred in Taka Bonerate National Park area and the factors that caused it. Data retrieval was conducted with in-depth interview techniques, literature studies and documents. The results showed that destructive fishing practices were still prevalent in the Taka Bonerate National Park area, both using chemicals (cyanide) and those using explosives (bombs) in fishing activities. The conclusions from this study are that fisheries destructive activities are generally not carried out individually but in groups, namely 3-4 people led by a captain. There are several contributing factors to the proliferation of destructive fishing practices in the small islands of Taka Bonerate National Park. Where they are still under guarded, and the conflicts of authority among the Taka Bonerate National Park management authorities, conflicts between fishermen, and availability of bombs and cyanides raw materials. The other are strong position of retainer and weak position of mustard in patron client relations between punggawa-sawi. The last factor but not least, that there are markets for them to sell the bombs and cyanide fishing.

Abstract

The objective of this research is to analyze: 1) The distribution of benefits of Kampung Arborek?s toursim; 2) The access and power mechanism of the community who manages the ecotoursim in obtaining, maintaining, and controlling the resources; 3) and the performance of the power of the management institution of Kampung Arborek marine ecotoursim. The approach used in the research is the qualitataive approach. The techniques used to collect the data are through observation, documentation, interviews, focus group discussions, and secondary data collection. The results of this research show that the distribution of benefits that is obtained by the community who manages the ecotourism is an increase and more stable income compared to their previous income as fishermen. The distribution of benefits that was felt by the community who manages the ecotourism is inseparable from the access and power mechanism that they own. Through the bundle of power such as technology, capital, market, workforce, knowledge, authority, social identity and social relation, are used by the ecotoursim management community to obtain and maintain access towards resources. Through this bundle of power they are also capable of strengthening the performance of the marine ecotourism institution?s managment in Kampung Arborek. Therefore, equality in access and power for the community is needed to open new oppurtunities to obtain benefits from managing the ecotourism and also reinforcement of the performance of the institution?s management.

Abstract

Catfish is one of the most widely cultivated freshwater fish. Bogor is a district and a city that has considerable potential for Catfish farming. This is because the consumption of Catfish is pretty much absorbed by the DKI Jakarta and Bogor city become penyedianya. In 2016 alone, the level of consumption of Catfish in Jakarta, Bogor, Depok, Tangerang and Bekasi (Jabodetabek) is very high. The needs of Jabodetabek community will Catfish reaches 120 tons per day. As quoted from an article, from the amount of these needs, Bogor can only produce Catfish as much as 30 tons per day. This of course becomes an opportunity and a prospect for Catfish farming. This study aims to identify the condition of internal environment and external environment in Surya Kencana Farm. Formulate alternative marketing strategies for Surya Kencana Farm. Determining priority marketing strategy for Surya Kencana Farm. This study uses SWOT analysis to determine alternative choice of marketing strategy for Surya Kencana Farm. Then proceed with QSPM to determine the best strategy that Surya Kencana Farm can do. The results of the analysis with the SWOT and QSPM matrices, obtained alternative strategies that can be implemented, namely utilizing IT progress, such as websites and the internet to inform Lele Sangkuriang product quality, and informing about organic Sangkuriang Catfish produced by SKF is a priority strategy that can be done by SKF.

Abstract

This research was aimed to: (1) analyze perception of the pesanggem about mangrove forest; (2) analyze participation of the pesanggem in an Environmental Friendly Mangrove Embankment Empang-Parit Model Management; (3) analyze the correlation between perception and participation of pesanggem in mangrove embankment management. This research has been conducted by using survey method and supported by qualitative method with in-depth interview and observation. Qualitative method aimed to gain in-depth understanding related to the data which has been obtained from quantitative method. The result shows that most of the pesanggem has positif perception about mangrove forest ecosystem and ecology function of mangrove forest. Most of the pesanggem has negative perception about social-economy function of mangrove forest. Most of the pesanggem has low level participation in planning phase and monitoring phase. Most of the pesanggem has high level participation in implementation phase and benefitted phase.

Abstract

The interaction between human and nature will cause many ecological impacts, such as declining environment quality. The relationship between inland and sea can not be separated each other. The inland damaged will affect coastal areas. Sedimentation in Watershed (DAS) make  ec ol ogi cal  changes , i t’ s accordingly. It can greatly affect the socio-economic conditions of coastal communities. This situation leads the communities to develop strategies adaptation which finally change stratification system and social mobility. Abstract

Kebijakan pembangunan perikanan Indonesia di masa lalu banyak mengalami kegagalan, hal ini dikarenakan doktrin common property, sentralistik dan anti pluralisme hukum. Akibatnya, kebijakan seperti ini telah menciptakan permasalahan yang kompleks di masyarakat pesisir, seperti kerusakan ekologi pesisir dan laut, kemiskinan nelayan, konflik dan lain sebagainya.  Sementara itu, kehadiran Undang-Undang (UU) No 22/1999 dan UU 32/2004 tentang Pemerintahan Daerah yang membuka akses dan keterlibatan masyarakat dalam pengelolaan sumberdaya perikanan lebih luas telah menciptakan pembangunan kelautan dan perikanan berkelanjutan. Rekonstruksi peran hak ulayat laut yang ada di masyarakat Lombok Barat bagian Utara, seperti upacara adat sawen merupakan cikal bakal dari ketetapan bersama secara tertulis dalam mengelola sumberdaya perikanan, yaitu Awig-awig. Terbentuknya aturan ini dipengaruhi oleh faktor utama, yaitu konflik. Adapun konflik tersebut disebabkan oleh kondisi ekologi, demografi, lingkungan politik legal, proses distribusi pasar, mata pencaharian dan perubahan teknologi. Sedangkan, proses pembentukannya adalah melalui tahapan informal hingga formal. Sementara dalam tahap revitalisasi awig-awig mempunyai beberapa aturan, yaitu : (1) wilayah tangkapan sejauh 3 mil dari daratan hanya diperuntukan nelayan yang menggunakan alat tangkap tradisional (alat tangkap skala kecil); (2) unit sosial pemegang hak bersifat individual (terbuka); (3) sumber legalitasnya adalah dari upacara adat sawen dan kesadaran masyarakat akan kerusakan sumberdaya perikanan oleh aktivitas pengeboman dan pemotasan; dan (4) pelaksanaan awig-awig ditegakkan secara tegas oleh Lembaga Musyawarah Nelayan Lombok Utara (LMNLU) yang mempunyai sanksi, pertama denda meteri maksimal Rp 10.000.000,00; kedua pembakaran alat tangkap dan ketiga pemukulan massa namun tidak sampai mati. Pemberlakuan awig-awig sangat efektif dalam pengelolaan sumberdaya perikanan di Lombok Barat bagian Utara, hal ini tercermin dari kian menurunnya kegiatan nelayan yang destruktif, seperti penggunaan bom, dinamit, potasium dan alat-alat yang merusak lainnya.
