Abstract

Public transportation safety is the latest issue that being attention because of the large number on traffic accident in DKI Jakarta who got involving public transportation in there. Traffic accident give disadvantage effect to the victims, a few causes of the traffic accident itself is the drivers of public transportation who drive under control, unworthy transportation public and facilities and infrastructure from public transportation that less on quality and quantity. This research method use qualitative and using the interview result from the seven informant in Dinas Perhubungan DKI Jakarta and Perhubungan Ministry. The interview results related to vision and mission, internal analysis, external analysis and SWOT analysis. After that, formulated the improving strategic based on the interview results and do litmust test to know the main priority from the improving strategic itself. The results showed the support and the blocked factors in the existing strategic of Dinas Perhubungan DKI Jakarta. The writer suggests to give the strategic improvement with improving the socialization and workshop program with invite the community related, optimalization the socialization and workshop program for individual owner of transportation public, additional in infrastructure and facility to give the people awareness about orderly traffic, budget optimalization to train the drivers safety of public transportation and the last is due and function optimalization in Dinas Perhubungan DKI Jakarta to train the drivers safety of public transportation.

Abstract

Pelaksanaan program BOS di Dinas Pendidikan Kota Semarang dilakukan oleh suatu bidang yaitu sering dikenal dengan sebutan MONBANG (Monitoring dan Pengembangan). Kinerja pegawai yang belum optimal terlihat dari pegawai yang tidak tepat waktu dalam menyelesaikan pekerjaannya, kurangnya kemandirian pegawai dalam menyelesaikan pekerjaan, kurangnya pemerataan pembagian beban kerja antar pegawai, serta minimnya kompensasi. Hal tersebut mengindikasikan rendahnya kinerja pegawai kemungkinan berasal dari motivasi dan kemampuan pegawai. Hal ini sesuai dengan teori yang dikemukakan Keith Davis bahwa kinerja merupakan fungsi dari kemampuan dan motivasi (Human performance = Ability x Motivation).Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Metode ini digunakan untuk menganalisis kinerja pegawai, menjelaskan faktor penghambat dan pendorong kinerja serta untuk mengetahui upaya-upaya dalam peningkatan kinerja pegawai.Berdasarkan hasil penelitian melalui wawancara mendalam (depth interview) terhadap delapan informan yang dipilih melalui pemilihan informan yang didasarkan atas tujuan tertentu (purposive sample), untuk memperoleh data kualitatif penulis menggunakan teknik ?snowball sampling?. Penulis menemukan permasalahan yang dapat menghambat kinerja pegawai yaitu kuantitas kerja, fasilitas kantor, imbalan serta ketrampilan pegawai. Sedangkan faktor pendorong kinerja yaitu kualitas kerja, kemandirian, ketepatan waktu, lingkungan kerja, tingkat pendidikan serta pengalaman kerja.Rekomendasi dari hasil penelitian ini adalah untuk meningkatkan kinerja pegawai khususnya pada Tim Manajemen BOS Tahun 2011 yaitu memperbaiki aturan pembagian beban kerja pegawai agar lebih merata, memperbaiki jaringan komputer yaitu dengan cara meningkatkan kecepatan jaringan sehingga komputer yang ada bisa beroperasi dengan baik, memberikan pelatihan kemampuan serta bimbingan yang lebih intens khususnya kepada pegawai yang berusia >50 tahun agar bisa mengoperasikan komputer dengan baik.

Abstract

Various problems such as lack of competent human resources areas and a lack of community participation in the management of PHC Padangsari follow Semarang into the background of this research. This study aims to determine how the analysis of the health center management functions Padangsari in Semarang and identify factors driving and inhibiting factors in the health center management functions Padangsari in Semarang. This study uses descriptive qualitative research methods. The subjects in this study consists of three (3) key informants.The results showed that the health center management functions Padangsari been going well, but in the Human Resources sector is still lacking to fill the existing field. Most of these employees are still concurrently or have two different responsibilities, this indicates the duties and functions of employees to be heavy in the implementation cause less focus employees in performing their obligations to be not optimalize results. Then, community participation is still low the limiting factor in the management of health centers Padangsari. Elements of such participation is absolutely necessary for the success of the programs implemented by PHC ( Public Health Center ) Padangsari. The community is only as passive participators in some programs implemented in the management of health centers Padangsari which is the National Health Development Program as an attitude or lifestyle clean environment.Based on these conclusions, the researchers recommend to Padangsari health centers to provide training - training to employees in accordance with the competencies required in the implementation of management functions. PHC Padangsari need to increase the active participation of the community to implement the National Health Development Program as an attitude or a healthy lifestyle environment.

Abstract

The performance of company employees are a way to achieve its goals.Pertaining to performance, motivation and discipline work can be directly to degrade its performance or improve the performance of a clerk.Employees with motivation that are tall and discipline good working will make the employee performance to become more optimal so that it can bring the impact on the performance of employees as a whole.However, contrarily if motivation bad and discipline work less well, also the performance of employees to become not optimum and bring negative effects for the company.In this research, that was performed in PT. PLN (Persero) Distribusi Daerah Jawa Tengah dan D.I.Yogyakarta Area Semarang can be known that the performance of employees still not optimal.It is visible from the attainment of performance that is not based on the target.Purpose in this research is to find out the influence of motivation and discipline work against the employee performance in PT. PLN (Persero) Distribusi Daerah Jawa Tengah dan D.I.Yogyakarta Area SemarangPT. PLN (Persero) Distribusi Daerah Jawa Tengah dan D.I.Yogyakarta Area Semarang can be known that the performance of employees still not optimal.It is visible from the attainment of performance that is not based on the target. The purpose of this research is to know the influence of motivation and discipline work against the performance of employees at PT. PLN (Persero) Distribusi Daerah Jawa Tengah dan D.I.Yogyakarta Area Semarang. The research method used is quantitative research. Data obtained in this study through interviews using koesioner. Analysis of the data used is the coefficient of correlation coefficients of Kendall and concordance of the Kendall. From theresults of research using the SPSS program it can be known that there is a very weak influence motivation (X 1) against the performance of employees (Y) witha coefficient of correlation of kendall tau of 0.040 (under 0.5) with probability  figures 0.709 (greater than 0.05); There is a very weak influence on the discipline of work (X 2) against the performance of employees (Y) with a coefficient of correlation of kendall tau of 0.052 (under 0.5) with probability figures 0.633 (greater than 0.05); For the determination coefficient (R2) indicated on the Kendall Ws Coefficient of 0.491.

Abstract

This study aimed to describe and analyze the performance of the Regional Disaster Management Agency The Purbalingga in handling pre-disaster on Mount Slamet , is already in line with the vision and mission BPBD , as well as to describe and analyze what are the dimensions that hinder the performance of BPBDs . This research was conducted through qualitative descriptive . The number of informants in this study were 3 informants Chief executive , head of administration of sub-section , and the section head of preventive and preparedness measures taken by purposive sampling technique . Data collection techniques by observation , interviews , documentation and literature study. The results showed that the dimension of productivity , responsibility , and accountability BPBD ;p[;Purbalingga in pre-disaster activities were optimal . There is still not optimal dimensions of BPBD The Purbalingga the dimensions of service quality and responsiveness. The conclusion from this study that the performance is in accordance with his vision BPBDs seen from the dimensions used productivity through socialization introduction of hazards and how to deal with it. BPBDs performance also is in conformity with its mission seen from the dimensions of productivity that are used in implementing risk reduction activities that recognize hazards and develop a culture of disaster awareness can be seen from the implementation of all pre-disaster activities in the village Kutabawa.

Abstract

The implementation of PNPM-MP is still have lots of weakness, it is proven that the number of poor families target years 2009-2011 and 2011-2013 Kemijen Village Semarang are still same. Based on the observation by researcher, PNPM-MP resistance due to weak human resources; institutional coordination; differences in perceptions and lack of understanding of the guidelines. Based on the description of the background of the problem, can be taken 3 problem, they are: How the role of actors in policy formulation for PNPM-MP on Kemijen Village Semarang City?; What are the obstacles in the implementation of PNPM-MP? And how handling the weakness in the implementation of PNPM-MP? According to James Anderson Charles Lindblom and James P. Lester and Joseph Stewart, Jr. actors or actors participate in policy formation process can be divided into two groups, namely the cast and the cast as well as official and unofficial. Which belongs to the actor and is the official government agency (bureaucracy), the president (executive), legislative and judicial. While belonging to the unofficial role include interest groups, political parties and individual citizens. This research uses the theory of James E. Anderson, the policy is as the behavior of a number of actors (officials, groups, government agencies) or a set of actors in a particular policy area. Talk of the policy cannot get out of the relationship between interest groups, both at the government and society at large. According to Walter J.M. Kickert, Erik-Hans Klijn and Joop F.M. Koppenjan, actors cannot be separated from each other and have connection with each other. According to Sri Suwitri, strong policy networks are the five things they are the interests of network members, membership, interdependence, isolation from other networks, and the distribution of resources among the members. Network integration of high membership, membership has stability, interdependence network members, and isolation from other networks. The larger the policy network will strengthen the pluralistic society. This study uses qualitative research and data collection based on interviews with key informants and direct observation conducted by researchers at Kemijen Village Semarang City.Based on theory, the actor cannot move on their own without collaboration of other actors, so that is needed a network diagram to known the role of each actor. In the implementation of PNPM-MP should refer to the operational guidelines PNPM-MP and develop accessibility advisory assistance from the sub-district or districts. Then, it is necessary establishes public complaints unit to accommodate all the complaints that can be sought alternative solutions. In finding such alternative PNPM-MP need to use incremental models so that any problems that arise can be done rectification and correction to create anew policy. Suggestions in this study are it need a similar view from actors to improve the welfare ofsociety and transparency in the implementation of PNPM-MP.

Abstract

The research is included on qualitative research. Character of the writing processin this research is descriptive narrative. One of the reason background and reasoning blowup the issues is there no enough space for public interest in the coastal area policy inSemarang City. In cases, fisherman in Semarang has doesn?t freedom to run their dailyactivity to full fill their family needs. In other side, corporate is dominated investment onthat area, make any narrow space for public interest.The model consists of Problem Understanding, Aim Deciding, AlternativeFormulating, Modeling, standard Deciding, Alternative Development, Recommending, andBranding New Policy. In the research, researcher finds phenomenon going on the societywhich should be analyzed carefully. In cases unbalances government policy making. Thereno enough space for public interest to fill the policy. Then research focused in the classifiedproblem to formulate new branding policy which suitable with costal area society as anobject of the policy.

Abstract

Training Center is a government agencies that is implementing vocational training programs, trial training program, competency test and empowerment training institution in the field of industry. The training that held is Competency Based Training by opening some areas of competencies that required in the field of industry. The effectiveness of the training program is on resources allocation activity are appropriately targeted and programmed by the government as a public servant as a form of investment that is in the form of skilled labor, competitive labor and competent labor by upgrading their capability programmatically through training agencies or Hall. The indicator to rate effectiveness of training program according to Gomes (2003), which is based on the reaction, learning progress, behavior change, results, and cost effectiveness. This research is done by descriptive analysis method with quantitative approach. To analyse the data is using frequency distribution with mean, median, and mode and also including a chart. The conclusion of this research, level of the effectiveness of training programs in UPTD Training Center Department of Manpower, Transmigration and Social of Blora regency overall based on the analysis and data processing has been quite effective. However, there some aspects that are considered low and need improvement in the level of satisfaction will be training on aspects of participants reaction. To improve the effectiveness of the training program, its necessary to improve the quality of service at the center, and the placement of labor due to the amount of placement of labor after training is still low, and then the cooperation with the stakeholders is still limited.

Abstract

Child sexual violence happens increasingly nowadays. Some efforts are needed from the government to protect the children of sexual violence victims. Through the Wonogiri Regent Decree No. 198 of 2017, a Task Force for the Protection of Women and Children was established at the village level in an effort to protect the children victims of sexual violence. One of the villages that forms the Women and Children Protection Task Force is Jatirejo Village. Women and Children Protection Task Force of Jatirejo Village has duties and functions of receiving complaints, conducting outreach, identifying, providing temporary protection, evacuating, making recommendations, and socializing. The objectives of this research were to describe and analyze the role of Women and Children Protection Task Force in the children protection of victim of sexual violence in Jatirejo Village and to describe the obstacles related to the practice of roles by Women and Children Protection Task Force in Jatirejo Village. This research used descriptive qualitative research design. Data collection techniques used were observation, interviews, and documentation. Data analysis was done by collecting data, reducing data, presenting data, and drawing conclusions. The results showed that Women and Children Protection Task Force in Jatirejo Village had carried out its role in protecting children victims of sexual violence, however, the practice of these roles was still not optimal in which there were still flaws in several sectors. Moreover, there were also some obstacles in human resources and absence of the budget. The suggestions given were increasing the intensity of meetings for members, dividing the working hours, dividing the tasks, increasing the intensity of socialization, cooperation with stakeholders for training about child protection and allocating the budget.

Abstract

The objective of this study is to identify and analyze how the ?Kantor Pertanahan Kota Semarang? managing and handling complaints from the public based on the point of view of Management Theory. The method of investigation which is used in this study is descriptive qualitative research method with inductively proceed data analysis.The results of this study indicate that the ?Kantor Pertanahan Kota Semarang? complaint management has not implemented properly and correctly. Based on the analysis conducted by the writer, the ?Kantor Pertanahan Kota Semarang? is still ignoring some activities in management functions, which ultimately resulted in the lack of maturation and minimum anticipation of planning function. Besides, it also resulted in the overlapping tasks and the functions of the employees as the result of the less maximum of the activity implementation toward the organizing function, as well as weaken the supervision function that resulted in the emergence of the passive working conditions and vulnerably trigger diversion.Based on the results of the study, the suggestions and the solutions that the writer explains in this study, therefore it is expected that those can be used as a suggestion for the ?Kantor Pertanahan Kota Semarang? in making policies to improve the quality of the service, especially in the management and handling complaints which furtherly will also be useful for the sake of succeeded implementation of Good Government, i.e. creating a public service which is more professional, effective, efficient, transparent, punctual, adaptive, responsive and accountable to gain the satisfaction and trust from the government public service users.
