Abstract

The purpose of community service carried out by the UNS Team was to assist Small and Medium Enterprises (SME), especially Wayan Rotan SME and Tiga Warna Rotan SME in order to increase the sale of rattan products to exports. The problem faced by the two SMEs is the sale of rattan products that have not been optimal because the marketing methods carried out are still conventional. The methods used in implementing this activity are: the procurement of online marketing facilities, including notebooks, and modems, making websites as a means of online marketing, and conducting training related to online marketing. Abstract

 This Sincetific work about box underpass design has a purpose to design box underpass and design jacking force for box underpass indtallation. The method of box underpass designing is ultimate design method. Box underpass designed for a 60 cm thick for top slab, foundation slab, and wall plates. And used K-500 quality of concrete, and BjTD 40 quality of reinforcement steel. In this case, structural analysis performed using moment distribution method. Moment, shear, and axial force is used to calculate the reinforcement and control of serviceability. For top slab, main bar used is D36 ? 200, while support bar used is D22 ? 300. For the foundation slab, main bar used is D36 - 250, while support bar used is D22 ? 350. For the wall plate, the main bar used was D32 - 200, support bar used is D19 - 350, while the shear bar used is D19 - 500. For one box underpass installation with 9,3 m length into the soil needed jacking force greater than 8190,185 kN. Abstract

Tujuan penelitian adalah untuk memberikan gambaran rinsip dasar penggunaan alat instrumen kontrol pile drive analyzer dan metode pelaksanaanya pada pengujian daya dukung tiang pancang pondasi tangki kilang Pertamina Unit V Balikpapan. Metode penelitian yang digunakan pada penelitian adalah metode penelitian terapan (penelitian terpakai) dengan metode pendekatan studi kasus unconfidence level terhadap akurasi hasil pemancangan pondasi tiang. Penelitian ini adalah sekaligus technical notes succes story penggunaan alat instrument kontrol PDA test dilingkungan kilang PT. Pertamina RU V Balikpapan. Hasil penelitian menunjukan bahwa berdasarkan hasil uji dengan alat instrumen kontrol PDA test dapat memberikan akurasi yang baik pada daya dukung individu tiang pancang pondasi tangki sehingga tidak ada keraguan terhadap kriteria penerimaan bangunan tangki nantinya. Hasil penelitian ini merekomendasikan bahwa alat instrumen kontrol PDA cocok dan aman digunakan diarea kilang dan dapat dipergunakan untuk pekerjaan sejenis di unit kerja PT. Pertamina yang lain. Kata kunci: Alat instrumen kontrol, pile drive analyzer, daya dukung individu.The aim of the study was to provide an overview of the basic principles of the use of a pile drive analyzer control instrument and its implementation method in testing the carrying capacity of Pertamina Refinery Tank Unit Balikpapan V tank  foundation pile. The research method used in this research is applied research method with the method of using an unconfidence level case study on the accuracy of the results of pile foundation erection. This study is at the same time succesful story technical notes using PDA test control instrument in PT. Pertamina RU V Balikpapan. The results showed that based on the results of tests with PDA test control instruments can provide good accuracy on the carrying capacity of individual tank foundation piles so that there is no doubt about the acceptance criteria of tank building later. The results of this study recommend that PDA control instruments are suitable and safe to use in refinery areas and can be used for similar work in PT. Pertamina other. Abstract

This research proposes to test and find empirical evidence about the influence of competence, independence, and the motivation of internal government auditor performance. These samples are internal auditor with Functional Auditor (JFA) position and Control Officers (P2UPD) in Inspectorate Klaten Regency. This research used quantitative approach to entire population which is 40 internal auditors. Sampling technique on this research using census with multiple regression analysis method. The result of this research proves that the competence influence both positive and significant to auditors? performance, independence influence both positive and significant to auditors? performance, and motivation influence both positive and significant to auditors? performance. Therefore, local government should provide training in case for increasing competence, encourage auditor?s performance by increasing independence, and strengthen motivation so that the internal auditor can take the role and the function as well as possible so the achievement of local government objectives can be implemented accountably.Keywords: competence, independence, motivation, auditors? performance

Our education do not give chance to appreciate and learn culture. Education on culture is done more on cognitive aspect; students are taught names both local and national cultures, folk dances, folk songs, and various traditions from many places in Indonesia without comprehending the real meaning of the culture itself. Furthermore, people are actually the culture legal owner. If this understanding is strong enough, claims on our cultures by another country will never happen. The most important is how to establish and teach people so that they have sense of belonging to their own cultures. So, it is time for central and local governments facilitate public?s participation in national culture affirmation.

Abstract

Tujuan penelitian adalah untuk memberikan gambaran alat uji sensor pH meter SKU SEN0161 untuk pengukuran tingkat keasaman air yang dipergunakan dilingkungan Sekolah Tinggi Teknologi Migas Balikpapan. Metode penelitian yang digunakan adalah metode studi kasus yakni studi kasus kualitas air utilitas dan air domestic. Hasil penelitian menunjukan bahwa pengujian keasaman air dengan alat ukur sensor pH meter SKU SEN0161 dengan kesalahan 1.65% dan tingkat akurasi 98.35% terhadap alat ukur pH standar. Dari hasil penelitian selanjutnya memberikan saran bahwa alat ukur sensor pH dapat digunakan sebagai alternative pengukuran keasaman air disamping pengukuran secara manual dengan kertas lakmus.The purpose of the study was to provide an overview of the pH meter sensor sensor test SKU SEN0161 for measuring the acidity of water used in the Balikpapan Oil and Gas Technology College. The research method used is a case study method that is a case study of the quality of utility water and domestic water. The results showed that testing the acidity of the water with a pH meter sensor measuring instrument SEN0161 with an error of 1.65% and an accuracy rate of 98.35% for a standard pH measuring instrument. From the results of further research, it is suggested that the pH sensor can be used as an alternative measurement of water acidity in addition to manual measurement with litmus paper.

Abstract

ABSTRACT The doctrine of separation of power and checks and balances in principle can be applied in a presidential system of government as a real son and only child of the doctrine of separation of powers, because outside the presidential system of government, the power of the institutions of power tend to be model of power sharing. Constitution of the Republic of Indonesia in 1945 claimed to carry system presidential administration. The consequences of the choice of a presidential system of government, the application of separation of power in which checks and balances spirit was necessary.RI State Constitution of 1945 explicitly have separation of power in each of the executive, legislative and judicial. However, in line with the Regional Representatives Council, in addition to the House of Representatives raises issues relating to the authority of the Regional Representatives Council legislation and mechanisms of power drafting legislation.Regional Representatives Council, as the representative body of the people did not fully have the legislative authority than the authority vested in the House of Representatives. But the President as the executive actually has greater power in the preparation of legislation. Strengthening the presidential system of government with the authority to rearrange the Regional Representative Council, the House of Representatives and the President as well as overhauling the laws of mechanics are alternative ideas in order to realize checks arranging and balances in the legislation.   Keywords: presidential system, separation of powers, checks and balances.   Abstraksi   Doktrin pemisahan kekusaan dan cheks and balances secara prinsip dapat diterapkan dalam sistem pemerintahan presidensiil sebagai anak kandung dari doktrin pemisahan kekuasaan itu, sebab di luar sistem pemerintahan presidensiil, kekuasaan dalam lembaga kekuasaan  cenderung menganut model pembagian kekuasaan. UUD Negara Republik Indonesia tahun 1945 mengklaim melaksanakan sisitem pemerintahan presidensiil. Konsekuensi atas pilihan sistem pemerintahan presidensiil ini, penerapan pemisahan kekusaan yang di dalamnya mengandung semangat cheks and balances merupakan suatu keniscayaan. UUD Negara RI tahun 1945 secara ekplisit telah melakukan pemisahaan kekuasaan pada masing masing lembaga eksekutif, legislatif dan yudikatif. Akan tetapi seiring dengan adanya Dewan Perwakilan Daerah, di samping Dewan Perwakilan Rakyat memunculkan masalah terkait dengan kewenangan legislasi Dewan Perwakilan Daerah dan mekanisme kekuasaan penyusunan undang-undang. Dewan Perwakilan Daerah, sebagai lembaga perwakilan rakyat ternyata tidak sepenuhnya mempunyai kekuasaan legislasi dibandingkan dengan kewenangan yang ada pada Dewan Perwakilan Rakyat. Akan tetapi Presiden selaku lembaga eksekutif justru mempunyai kekuasaan yang besar dalam penyusunan undang-undang.   Kata kunci : Sistem presidensiil, pemisahan kekuasaan, cheks and balances.

Abstract

Power and authority of executive institute experience dynamics lead to executive institute which its reside in at system governance of presidential. Lying between election of vice president and president by people, domiciling president as governance head and president, and also mechanism cessation of president. This condition indicates that still needed by make-up of system principles governance of presidential, so that management of governance can walk effectively and is efficient. Each state institute has to equivalent domicile and have different authority, but remain to stay in corridor check and balance.   Election dynamics of president republic of Indonesia is since Indonesia of independence to be conducted different in the way of and unequal legal fundament. Mechanism election of president in Indonesia is first time conducted by state bodies (PPKI, MPRS, MPR). Legal consequences (which have been specified in law), and selected direct by people.   Lifting of direct selected president by people early at 1999 up to 2001, since happened alteration of the constitution 1945. One of them with related to election of president, from election of president by MPR become president selected directly by people base on section 6A sentence (1). Election of vice president and president directly create counter balance between various strength in management of state especially in creating check and balance, among president with delegation institute because both of the same selected by people.   While for the cessation of previous president represent political mechanism. To arrest president, DPR is enough by proposing to MPR so that performing a special conference to arrest president. After alteration of the constitution 1945-mechanism cessation of president entangle state institute besides DPR and MPR, that is MK (constitution court), passing conference process just open and fair. If initially president can be arrested by because reason of collision of state having the character of politics and multi interpretation, hence in this time affirmed that president and/ or vice president can only be arrested by because just legal ground, that is: heavy transgression, conducting culpable deed, experiencing of change so that no longer eligible as president and/ or vice president. Cessation mechanism like this referred as with impeachment. Impeachment goes into effect special for president and/ or vice president with term "can be arrested in a period of its position". Attendance of this section is become counterbalance of reinforcement of system of presidential post constitution amendment.

Abstract

Salah satu permasalahan yang terjadi di kilang adalah terjadinya korosi pada base plate bottom tangki yang berpotensi mengakibatkan pencemaran lingkungan dan potensi kebakaran. Tujuan penelitian ini adalah untukmemberikan gambaran pencegahan korosi base plate pondasi tangki minyak dengan metode drainase bawah pondasi. Laporan penelitian ini adalah success story metode perbaikan pondasi dan base plate pondasi tangkicrude oil di Unit Hydration Plan PT. Pertamina RU V yang dilakukan dengan metode perbaikan dengan memodifikasi sitim drainase bawah pondasi dari kondisi semula menggunakan urugan tanah berpasir yang dimodofikasi dengan memasang lapisan kedap air (HDPE Sheet) dan horizontal geopipe dibawah pondasi. Hasil penelitian menunjukkan setelah tangki yang digunakan selama enam bulan dengan kondisi terekspos bebas dan dilakukan pemeriksaan terhadap sisi bawah bottom base plate tidak terindikasi korosi dan dengan kondisi coating tetap dalam keadaan baik. Hasil penelitian ini menunjukan bahwa metode drainase bawah pondasi terbukti dapat menekan potensi korosi dan dapat meningkatkan umur pakai base plate tangki. Hasil penelitian inijuga merekomendasikan agar metode drainase bawah pondasi dengan horizontal geopipe digunakan pada program perbaikan base plate pondasi dan pondasi tangki yang mengalami penurunan, terutama pada tangki eksisting yang jenis pondasinya masih menggunakan tanah dasar berpasir yang ditinggikan dan dipadatkan.

Abstract

Indonesian governmental system is conducted based on 1945 Constitution. When varied constitutions were implemented in Indonesia in the past, the consequence     is there were varied political systems. In 1999-2002, there were changes in 1945 Constitution. One of the objectives is to strengthen presidential system of government. It was expected that the amended Constitution could become the foundation of the good, effective, and efficient presidential system of government. In fact, the amended Constitution does not yet specified the characteristics of the presidential system of government, so there is awareness that a reconstruction into the presidential system of government is needed. Since 1945 independence until transition period, presidential system of government based on 1945 Constitution was conducted inconsistently because 1945 Constitution was arbitrarily interpreted by the presidents in their terms of office. Theoretically, there was a new concept on the presidential system   of government, that is the pure presidential system of government. Practically, if   the concept is included in 1945 Constitution, the consequence is that the president has relatively equal position among others state institutions. Then, the presidential system of government can effectively and efficiently run because each of state institutions, especially President and Parliament, can focus their attention to their tasks and duties.
