Abstract

The policy of retributon for license building has been poured on regulation number 19 year 2011 about retribution for anyother license. This regulation are for increase the public license service, in particular for development. In addition, this regulation head for make supervision and control the buliding in the Magelang City and for increase the income of city. Altough there are regulation that regulate the retribution for license building in Magelang City. But in fact the regulation still not effective.This research aims at finding out how the implementation of the regulation abaiut retribution for license buliding in Magelang City and also to finding out the stimulation?s factors and the block?s factors. The methods that use in this resaerch is desciprtive-qualitative methode. In this research the writer use the five of regulatin exactness from Riant Nugroho to finding out the effectivisme of the implementation of regulation and implementation?s theory form Van Horn an Van Metter which influence the implementation of regulation. The result showed that the policy of retribution for license buliding in Magelang City still not maximal in the implementation. That proved by form total of the building in Magelang 35.312 just 22.55% that have the license buliding. It caused by the comunication beetwen public and government still less in order to make the license bulidng. The limit of human resource be a blocked this implementation and the social area that didn?t support the regulation. Therefor we need to increase the quality of human resource, the comunication beetwen public and government and repair the sosial area.

Abstract

Under UU No. 12 In 1985, PBB is a major source of funds contributed to the development of the country, because the people are required to pay to participate in PBB. Participation in this study is still problematic in stages interpersonal communication still often have mis communication and socio- economic communities is problematic on many dependents. The purpose of this study was to determine the effect of interpersonal communication and socio- economic level of people's participation in the PBB pay. While the theory is used in connection with the factors that affect people's participation raised by Tjokroamidjojo, Santoso Sastropoetro, and Slamet. The number of samples in this study was 96, while data analysis is done with quantitative data analysis using explanative type of research, which tests the hypothesis using Kendall Rank. From the data analysis, there was a positive relationship between interpersonal communication against public participation, in which Kendall Rank correlation coefficient of 5.368 with a coefficient determinant of 13.83% and a positive relationship between socio-economic level of people's participation which Kendallnya Rank correlation coefficient for determinant coefficient of 5.757 with 15.92% and there is a positive relationship between interpersonal communication and socio-economic level of people's participation in PBB where the pay is obtained by calculating the chi-square of 101.224 with a determination coefficient of 27.77%. So that the hypothesis is accepted at the 5% significance level. Recommendations made in this fieldwork is that taxpayers are more aware of the obligation to pay the PBB and sanctions must be confirmed delays.

Abstract

Gemah village is one of many village which aimed by Gerdu Kempling program, but this village through the year showing the increase of poor people. The purpose of this study is to know about process of Gerdu Kempling in Gemah village, knowing output of Gerdu Kempling program, make a description about the impact of Gerdu Kempling program and supporting factor and resistor factor of Gerdu Kempling program in Gemah village. This research uses qualitative method research, using purposive technique and triangulation technique. The first process is to search poor people to include the list of getting aid, then they will do verification. Then the aid for receiver is based on the characteristic of the village and characteristic of inhabitant. The last process is monitoring and evaluation, which doing every three months and two years for monitoring and evaluation on the field. The output of this program is receiver got aid like skill coaching and work equipment.The result of the research shows that output from Gerdu Kempling program in Gemah village was not effective and not equal. Individual impact still not satisfied, but quite right on target and made people behavior to the positive side. Organization impact was not satisfied and not right on the target, did nothing in people behavior and show many demerits from implementer project. Societal impact shows that this program still can?t solve the problem, but good enough to make a change of a person?s behavior to the positive side. Institution and social system impact show that this program still can?t solve the poverty problem, there was no target to achieve and many demerits from implementer project. Recommendation for this program is to increase the actor from many sectors, increasing prices of aid, make budget standards, doing verification, monitoring and mentoring, do socialization in order to people more active, make safeguard networking and make a target.

Abstract

Retribution Policy Control Telecommunication Tower aims to control the utilization of space in the area reserved for the implementation of telecommunication towers in order to be borne in accordance with the spatial regularity and the environment and meet the aesthetics and increase regional revenue. This study was conducted to describe and analyze the factors that stimulate and inhibit, and how levies Control Policy Implementation Telecommunication Tower in Wonogiri. The research method used is to observe the accuracy policy, the accuracy of the implementation, the target accuracy, precision environmental and policy implementation model of George C. Edwards III. The process of policy implementation Levy Control Telecommunication Tower At Department of Communication and Information in Wonogiri practice there are inhibiting factors and supporting its implementation. The author recommends: (1) co-coordinating and awareness tower providers in terms of transfer of ownership of the tower immediately communicated to the Department so that appropriate billing and payment processes and fast, (2) Provide sanctions on providers that tower over the time of payment.

Abstract

Kebijakan Ijin Mendirikan Bangunan mengacu pada Peraturan Daerah Kota Semarang Nomor 5 tahun 2009 bertujuan agar kegiatan pembangunan di Kota Semarang dapat diselenggarakan secara tertib, terarah, dan selaras dengan tata ruang kota. Setiap bangunan gedung harus memenuhi persyaratan administratif dan persyaratan teknis sesuai dengan fungsi bangunan gedung. IMB akan melegalkan suatu bangunan yang direncanakan sesuai dengan Tata Ruang yang telah ditentukan. Selain itu, adanya IMB menunjukkan bahwa rencana kostruksi bangunan tersebut juga dapat dipertanggungjawabkan dengan maksud untuk kepentingan bersama. Persyaratan administratif yang dimaksud meliputi persyaratan status hak atas tanah, status kepemilikan bangunan gedung, dan izin mendirikan bangunan. Tujuan tersebut dapat tercapai melalui proses implementasi yang efektif yang dapat dilihat dari ketepatan kebijakan , ketepatan pelaksanaan , ketepatan target , ketepatan lingkungan dan ketepatan proses. Proses implementasi ijin mendirikan bangunan dalam mencapai tujuannya tidak terlepas dari faktor yang mendukung dan menghambat. Berdasarkan teori George C Edward III faktor yang mendukung dan menghambat berupa tujuan dan ukuran dasar/Standar kebijakan, Sumber Daya, Komunikasi, Karakteristik Badan Pelaksana (Disposisi), Struktur Birokrasi. Berdasarkan hambatan yang ada dalam implementasi kebijakan Ijin Mendirikan Bangunan di Kota Semarang, penulis memberikan rekomendasi berupa: (1) penguatan strategi dan komitmen dari pelaksana program agar hasil yang diperoleh bisa mencapai target yang telah ditetapkan dan juga hasil kegiatan mampu mencapai tujuan, (2) melakukan pendekatan baik secara struktural maupun emosional dengan kelompok target, agar dapat merangkul dan menciptakan suasana yang sinergis dalam Implementasi Kebijakan IMB, (3) monitoring secara intensif baik dari dinas maupun pihak lain yang bekerjasama dalam kegiatan tersebut agar kegiatan-kegiatan yang sudah berjalan tidak berhenti begitu saja, (4) Pendampingan kelompok harus benar-benar dilakukan hingga mereka dirasa cukup mampu untuk mengelola kegiatan secara mandiri

Abstract

Program Buku Sekolah Elektronik (BSE) dilatarbelakangi oleh terkait mahalnya buku sekolah sebagai salah satu fasilitas penunjang pendidikan. Kemudian Menteri Pendidikan  dan Kebudayaan  mengupayakan ketersediaan buku murah dan berkualitas bagi peserta didik dengan program buku sekolah elektronik. Kebijakan ini berpijak pada Permrndiknas no 2 tahun 2008 tentang Buku.Tujuan penelitian evaluasi  ini adalah untuk mengetahui pencapaian tujuan dan faktor-faktor yang mempengaruhi pelaksanaan program Buku Sekolah Elektronik (BSE) di tingkat SMA di kota Semarang (Studi Pada SMA 9 Kota Semarang). Tujuan tersebut dapat tercapai melalui proses evaluasi dan di lihat dari kriteria evaluasi menurut Dunn  yaitu efektifitas, efisiensi, kecukupan, perataan, responsivitas dan ketepatanHasil Penelitian ini menunjukan SMA 9 Kota Semarang telah memiliki kesiapan akan pemahaman dan  sarana pasarana yang baik untuk pelaksanaan program Buku Sekolah Elektronik. Namun pelaksanaan program Buku Sekolah Elektronik ini belum maksimal apa yang menjadi tujuan pun belum tercapai. Terdapat beberapa faktor yang mempengaruhi pelaksanaan BSE yang mempengaruhi (1) Sosialisasi (2) Petunjuk teknis  (2) Koordinasi yang kurang antara pemerintah dan sekolah  (3) Proses pendistribusian yang tidak dilakukan.  Dari hal tersebut  dituntut kesiapan dari pemerintah akan pelaksanaan kebijakan, kejelasan akan sosialisasi dan petunjuk teknis serta koordinasi yang baik antara stekholder dalam pencapaian tujuan yang di tetapkan

Abstract

Inclusive education is an educational services for children with special needs to study with normal children (regular) in the same study group and school. The purpose of this reaserch is to evaluate the implementation of policy of inclusive education in the State Elementary School of Sukoharjo Rembang which is measured on three indicators that are divided into seven sub-indicators, that is: (aspect), Input (curriculum, teachers and educators, facilities and infrastructure, and financing ), process (guidance and supervision and cooperation) and Output (learners). The Researchers analyzed the of factors constraints faced by the government of Rembang, State Elementary School of Sukoharjo and society. Evaluaasi inclusion policies in the education system meant to see if it is in accordance with the policy goals of providing the widest possible opportunity; quality education services; and educational services are not discriminatory. Education Evaluation research results Inclusion State Primary School Sukoharjo Rembang still encountering many obstacles on the aspects that are, among others: there are discrimination educational services, educators Welfare has not been fully considered. Availability of facilities still lacking and there is no understanding that cooperation between the Government of Rembang and the community about the rise and graduation for children with special needs.

Abstract

The arrangement green zone is planning spatial regulation covers semarang city number 14 years.2011 who supported with impetus to maintain its function and managing the green space is.The green space serves as absorbs required in development planning in mijen space.The purpose of this research to find solutions to the green zone private using the regulations no. 14 years 2011 about the spatial semarang city.The result of this research aimed to locate supporters factors and barrier faced by the government to find solutions to the low private green space. This research using the theory the effective implementation of riant nugroho to look at the process implementation and the theory of the van meters and van horn to know factors that encourage and hinder the implementation of policy .This research in a qualitative,using information from bappeda semarang city,the town planning housing,pt.karyadeka nature sustainable and society.This research result indicates that the implementation of the green zone in district mijen started from the design,the use and control.Broad green zone in district mijen until 2015 of 1,15 % to private green space and 49,66 % to public green space of all the area . Factors that encourage and hinder the provision of private green space is size and policy aims,resources,disposition implementor,communication between organization,and economic environment,social and political. Need to be repaired private green space in the form of socialization, establish procedures programs established a systematic,in the effectively and efficient,and using strategy land less by plant in polybag,and other media such as vat, pot cement.

Abstract

Parking is part of a sub-system of the implementation of the road freight traffic carried by local governments, in order to improve the organization of the society in the field of environmental management, order and smooth flow of traffic as well as a source of revenue (PAD). Pekalongan city parking retribution policy refers to the Regional Regulation No. 21 of 2011 on Service Fees for parking. Has the objective to increase transparency and accountability, and to support the process of monitoring the implementation of parking retribution. These objectives can be achieved through the implementation of the views of the appropriateness of the policy, the accuracy of the executor, the target accuracy, precision and accuracy of the process environment. Parking Retribution Policy Implementation process in achieving the objectives are factors inhibiting and supporting factors. But in its application in the field face many obstacles that the implementation of parking charges less walking is not optimal. This research was conducted with descriptive qualitative research methodology that aims to identify and analyze the implementation of parking charges implementation of the results of this study is not optimal due to the presence of obstacle factor the resource factor in the number of staff employees and the bureaucratic structure of the relevant Department. Parking attendants themselves are also often delayed depositing retribution results due to use such proceeds to their daily lives. In addition, public opinion against the parking retribution to be indifferent to never ask for proof of parking tickets after paying. Abstract

This study focused on: Work Culture (culture sets) Apparatus. The problem ofthis study were: 1) How is work culture conditions (culture sets) Apparatus inSemarang government and 2) whether the efforts that have been made inchanging and improving work culture (culture sets) Apparatus Semarang CityGovernment. Being objective of this study were: 1) To identify work cultureconditions (culture sets) Semarang City Government Apparatus 2) To draw upproposals as efforts to change and improve work culture Apparatus (culture sets)Semarang City Government.Work Culture (culturset) Apparatus in PERMENPAN-RB number 39 in 2012can be interpreted as: Attitudes and behavior of individ and groups within anorganization that is believed to be true and become habitual in implementing thetasks and jobs. Target of Workplace Culture (culturset) Apparatus is abureaucracy with integrity and high performance. Apparatus of integrity can beinterpreted as a civilian state apparatus shown good character by consistenttrustworthy behavior.Work culture conditions imaginable in Semarang city government inreforming the bureaucracy are: 1) civil servants who are not innovative anddoes not have the spirit of change is still quite a lot; 2) Implementation ofMental Activity Less than Optimal; 3) The penalty is not a deterrent effectdiscipline; and 4) It is not the establishment of a Working Culture. To overcomethese problems the proposed efforts to change and improve work culture(culturset) Semarang city government officials are as follows: 1) Implementguidance toward the development of regional innovation appropriate and basedon the field of duty sector departments; 2) Improve the quality of the activitiesof Mental apparatus. Implementation of mental and spiritual guidance toincrease the motivation of civil servants held eight times per year; 3)Development of a culture system of labor regulation Mayor (Perwal) SemarangNo. 18 of 2008 on Guidelines for Cultural Development Working within theGovernment Apparatus Pemekot by reviewing existing regulations tailored to thedynamics of the changing times. 4) Develop materials / curriculum Mindsettingin Pre Employment and Training of all levels and types of education andtraining in Semarang City Government Training Agency.Of the efforts that have been made can be seen: Integrity PNS views ofmanagement and staff commitment and discipline of civil servants.Commitment. Semarang City Government Leaders and staff are committed tothe implementation of the reform is high. As for discipline are still many civil servants who violate the discipline, performance evaluation results Kemenpan -RB to 438 district / municipal government throughout Indonesia in 2012 wherethe results show that out of 35 districts / cities in Central Java performance isworth an average of C (not good), even Rod district worth D. Can disimpilkanreforming work culture does not yet support achievement of high performingbureaucracy.
