Abstract

This paper focuses on Papua memory of suffering in the tragedies of violations against humanity (memoria passionis) under the authority of the Indonesian Government with brutal military actions. Memoria Passionis was also a foundation of social movement in the urban people of Papua in 1999-2000. FORERI (Forum Rekonsiliasi Rakyat Irian Jaya – Forum of the Irian Jaya People’s Reconciliation) and PDP (Presidium Dewan Papua- Papuan Presidium Council) were educated local elites who struggled for Papua freedom peacefully. FORERI then transformed into Tim 100 who met President Habibie in February 1999 with the claim that the people of Papua wanted independence (separation) from Indonesia. They carry out MUBES (Great Council) of Papuan people on 23 to 26 February 2000 and the Papuan Congress II from May to June 2000. Consolidation of democracy and social movement in Papua ended after Theys Hiyo Eluay, one of the leaders of PDP was killed by Indonesian Army in 2001. Keywords: Papuan, memoria passionis, social movement, local elites   Makalah ini berfokus pada memori Papua orang tentang penderitaan dalam tragedi pelanggaran terhadap kemanusiaan (Memoria Passionis) di bawah kewenangan Pemerintah Indonesia dengan tindakan militer yang brutal. Memoria Passionis juga adalah dasar dari gerakan sosial di masyarakat perkotaan Papua pada 1999-2000. FORERI (Forum Rekonsiliasi Rakyat Irian Jaya) dan PDP (Presidium Dewan Papua) merupakan elite berpendidikan lokal berjuang kebebasan Papua dengan damai. FORERI kemudian bertransformasi menjadi Tim 100 yang bertemu Presiden Habibie pada Februari 1999 dengan tuntutan bahwa rakyat Papua menuintut kemerdekaan (memisahkan diri) dari Indonesia. Mereka melaksanakan MUBES (Musyawarah Besar) Rakyat Papua 23-26 Februari 2000 dan Kongres Rakyat Papua II Mei-Juni 2000. Konsolidasi demokrasi dan gerakan sosial di Papua berakhir setelah Theys Hiyo Eluay, salah satu pemimpin dari PDP dibunuh oleh Angkatan Darat Indonesia pada tahun 2001. Abstract

Abstract   The relation between ritual and socio-political environment should become a deep eflection. Rituals which take place in order for salvation, harmony, and natural balance instead generate the ambigue and ironic situation. Rituals had been going on amazingly but the social as well as natural disasters seems go on continually. In Bali, religious rituals that formerly guarded by mantra-mantra (spiritual wordings) recently enstead by a group of Pecalang (tradition guardian in Bali) and metal detector (at the time of Pamarisudha Karipubhaya Bali Blast of 2002 and 2005). Nowadays Balinese are eager to perform rituals spectacularly. But instead, Bali now is struck by continous disaster, not only the disaster came from external sources but also the internal ones.   *** Hubungan antara ritual dengan lingkungan sosial politik harus menjadi bahan renungan yang dalam. Ritual yang dilakukan untuk tujuan keselamatan, harmoni, dan keseimbangan alam bahkan menimbulkan kondisi ambigue dan ironis. Ritual berjalan secara mengesankan namun bencana sosial maupun bencana alam terus menerus terjadi. Di Bali, ritual agama yang sebelumnya diwarnai mantra-mantra kini diisi oleh Pecalang (pengawal tradisi Bali) dan metal detector (pada saat Pamarisudha Kariphaya Bom Bali 2002 dan 2005). Kini orang Bali cenderung melaksanakan ritual secara spektakuler. Akan tetapi Bali seringkali didera bencana, baik bencana yang berasal dari dalam maupun luar.   Keywords: ritual, disaster, mantra, pecalang, harmoni

Abstract

Local political contestation in Papua during the past decade were very dynamic, especially after the implementation of special autonomy, followed by the establishment of new government units in various parts of Papua. In the wave of political contestation, the identity and cultural background has become the dominant variable. This article observes the role of local elites in managing the identity issues in the midst of political contestation in the case of new government creation, by taking the example of the establishment of Manokwari as the capital of West Papua. The author indicated that some local elites tend to manipulate the cultural identity for personal gain on behalf of the public interest.

Abstract

AbstractThe development of the tourism industry in Bali has had various implications.Apart from extraordinary social change, there is the issue of how Balinese menstruggle to maintain their cultural identity in the midst of globalized tourism.Balinese men are at the frontier of a society where global powers meet to exploitnatural and human resources for the sake of tourism. Some Balinese men havelost their historical relationship to Bali because their own land has been sold toinvestors. Origin and identity maintenance are no longer directed to the land orto certain communities, but rather to a never-never land, a (global) world withoutmeaning that one is no longer able to localize (Laksono, 2009b). It is in this neverneverspace without meaning that we witness fragments and stories of Balinesemen making use of opportunities, developing tactics, and even fighting againsttourism, which Tsing (2005) has called friction. In this so-called friction, localidentity and culture are continually reproduced, the beginning and end of whichare difficult to fathom.

Abstract

Artikel ini membahas pengelolaan konfl ik dan transformasi sosial budaya yang terjadi akibat pemekaran daerah yang berlangsung di Kabupaten Manokwari Selatan dan Kabupaten Kaimana, Provinsi Papua Barat. Dukungan pemekaran dimobilisasi oleh elite Papua yang mengatasnamakan kepentingan rakyat untuk mewujudkan pemekaran bagi kemajuan dan kesejahteraan rakyat. Namun, yang sering terjadi adalah para elite ini merampok kedaulatan rakyat dengan menipu rakyat. Stop kam (para elite) baku tipu adalah pernyataan rakyat kecil perihal perilaku elite mereka yang saling menipu mengatasnamakan kepentingan rakyat. Saat pemekaran terjadi di Kabupaten Kaimana tahun 2003 dan Kabupaten Manokwari Selatan tahun 2012 hingga kini masih terjadi konfl ik di tengah masyarakat yang berhubungan dengan kepemilikan tanah, siasat-siasat dalam memanfaatkan berbagai program pembangunan, dan dalam wacana yang lebih luas tentang transformasi orientasi sosial budaya. Artikel ini berargumentasi bahwa pemekaran daerah dan transformasi sosial budaya yang mengikutinya mengakibatkan terjadinya keterpecahan di tengah rakyat Papua. Pemekaran daerah yang masif terjadi di Provinsi Papua Barat berimplikasi serius terhadap keterpecahan yang melumpuhkan di tengah rakyat karena hilanganya inisiatif perubahan sosial yang sebenarnya dicita-citakan dalam transformasi sosial budaya di Papua Barat.Kata kunci: Pemekaran daerah, transformasi sosial budaya, pembangunan, elite Papua

Abstract

Artikel ini mendiskusikanrespon perempuan Papua, terkhusus mama-mama Papua yang berjualan di pasar-pasar tradisional, dalam menghadapi dinamika pemekaran daerah dan transformasi sosial budaya yang terjadi di Tanah Papua.Di tengah kondisi itulah tergambar bagaimana perjuangan mama-mama Papua untuk menumbuhkan kemandirian dan solidaritas sosial.Artikel ini berwacana dengan melakukan etnografi perjuangan mama-mama Papua di beberapa wilayah di pasar-pasar tradisional dalam pemenuhan ekonomi rumah tangga dengan bekerja di kebun dan mengurus perkembangan anak-anak mereka.Perempuan Papua ini berjuang dalam keseharian kehidupan mereka dan berperan penting dalam menjalankan hal-hal pokok dalam kehidupan rumah tangga. Gerakan sosial mama-mama Papua untuk mengakses pasar tradisional yaitu SOLPAP (Solidaritas Pedagang Asli Papua) dan Koperasi Mama-Mama Pedagang Asli Papua (KOMMPAP) menjadi praksis usaha mereka untuk mengorganisir diri, berlatih kemandirian untuk berjuang merebut akses ekonomi dan sekaligus memperkuat solidaritas sosial para mama Papua. Bagian terakhir dari artikel ini mencoba mendiskusikan bagaimana menempatkan gerakan sosial mama-mama Papua ini sebagai inspirasi dari langkah menumbuhkan kemandirian perempuan Papua di tengah transformasi sosial budaya yang semakin pelik di Papua karena pemekaran daerah. Kata kunci: perempuan Papua, kemandirian, etnografi, transformasi sosial budaya, gerakan sosial

Abstract

This paper discusses the thought and imagination that exist among some Papuans about what they call "Papuan nationalism". One of the symbols of "nationalism" is the “Bintang Kejora Flag”. Papuan People construct their own social history which is always at odds with the effort to make the Papuans becomes Indonesian . The history of violence, suffering and discrimination of development in Papua had been planted into the soul of papuan people and that make different feelings such as “anti Indonesia”.This paper argues that the efforts of social movements for recognition of history and identity of the Papuan people has become very important. One of the effort that could be done is to bring the history back which is "darkened" on Papua through the motions of writing papuans own history among the Papuans themselves.Keywords : nationalism, history, violence, social movements, identity

Abstract

This article discusses oral traditions of indigenous theologies that various communities in Papua believe about their God as life savers. The indigenous theology has historically played an important role in shaping the knowledge of religion, customs, and culture into their life orientations. The indigenous theologies include Ugatamee, Hai and Koreri and their oral traditions experienced transformation in the presence of religion. The tension between indigenous theology and the values of the gospel in Christianity in particular has a serious impact on religious orientation as well as the culture of society. The spread of Christianity, especially the one that touches peoples lives, leads to a great transformation of peoples trust in God. The great transformation was in the land of Papua, one of which was brought about by the influence of religious education, which subsequently played a major role in the construction of their religious life and experience.
