Abstract

Abstrak. Korupsi di Indonesia bagaikan suatu “penyakit” yang sukar disembuhkan dan merupakan suatu fenomena yang kompleks. Untuk memberantas korupsi di Indonesia tidak cukup hanya dengan melakukan suatu tindakan represif, namun yang lebih mendasar lagi adalah melakukan tindakan preventif atau pencegahan. Salah satu upaya yang dapat dilakukan melalui tindakan preventif ini adalah dengan menumbuhkan kepedulian untuk melawan berbagai tindakan korupsi, dan sekaligus juga mendidik generasi muda dengan menanamkan nilai-nilai etika dan moral yang diperlukan dalam kehidupan bermasyarakat. Banyak hal yang dapat dilakukan, misalnya melalui kampanye publik, maupun melalui penanaman nilai-nilai moral dan etika yang dapat dimasukkan dalam kurikulum pada berbagai level terutama pada level pendidikan awal seperti SD, SMP dan SMA. Dengan upaya ini diharapkan mereka dapat tumbuh menjadi generasi yang “bersih” dan “anti korupsi” sekaligus menjadi contoh bagi generasi sesudahnya dan sebelumnya. Kesadaran dan kepedulian masyarakat perlu ditumbuhkan melalui berbagai cara, antara lain dengan mencanangkan ”Gerakan Anti Korupsi”, yang menandai komitmen berbagai elemen masyarakat dalam memberantas korupsi. Abstract

Hasil survei lembaga konsultan PERC yang berbasis di Hong Kong menyatakan bahwa Indonesia merupakan negara yang paling korup di antara 12 negara Asia. Belajar dari pengalaman negara lain yang relatif berhasil memberantas korupsi, selain aspek penegakan hukum (law enforcement) yang tidak kalah pentingnya adalah aspek pencegahan dalam bentuk Pendidikan Anti Korupsi (PAK). Tujuan yang hendak dicapai dalam kegiatan ini adalah: 1) Penguatan kesadaran kolektif dampak korupsi melalui pendidikan anti korupsi dalammewujudkan generasi muda yang jujur dan berintegritas di SMA Semesta Kota Semarang, 2) untuk mengetahui hambatan-hambatan yang dihadapi padapenguatan kesadaran kolektif dampak korupsi melalui pendidikan anti korupsi dalam mewujudkan generasi muda yang jujur dan berintegritas di SMA Semesta Kota Semarang. Guna mencapai tujuan tersebut, maka dalam kegiatan ini dilakukan dengan 3 (tiga) kegiatan yaitu: pertama, presentasi arti korupsi, ciriciri korupsi, bentuk-bentuk korupsi, sebab-sebab korupsi dan dampak korupsi. Kedua, penayangan film tentang korupsi. Ketiga, dialog tentang pendidikan anti korupsi dan lembaga-lembaga anti korupsi yang ada di Indonesia.

Abstract

Thought to bring entrepreneurial education, both integrated in the curriculum and through student activities, was developed by several universities. It is targeted in 2014 that as many as 20 percent of college graduates managed to become a businessman. Creation of entrepreneurs community among lecturers and college graduates is intended to accelerate the addition of the number of entrepreneurs in Indonesia needed to drive economic growth in the nation. Associated with improving the quality and relevance of education, which basically includes the development of the moral aspects, morals, mind, character, knowledge, skills, health, art and culture, the development of these aspects, leads to the improvement and development of life skills, which is realized through the achievement of basic competencies to survive, and able to adapt in order to succeed in life. But in reality the educational institutions have not been able to solve the problem of unemployment and bridging the education and business.

Abstract

But in fact the institution has not bee nable to resolve the problem of unemployment and bridging the world of education and business world.

Abstract

The presence of political dynasties in power struggles from regional to national level is inseparable from the role of political parties and the regulation of the regional head elections. Oligarchy on the body of a political party can be seen from the tendency of candidates nominating by political parties based more on the wishes of party elites, not through democratic mechanisms by considering the ability and integrity of the candidates. Simultaneously, political dynasties continue to establish solid networks of power so they can dominate and kill democracy within political parties. In the context of society, there is also an effort to maintain the status quo in the region by encouraging families or people close to the head of the region to replace the incumbent. Weak regulation to trim political dynasties has contributed to the widespread political dynasty in the regional head elections. The practice of dynastic politics is also suspected to make the weakness of checks and balances function to the effect of corruption acts committed by the head of the region and their relatives. In the year 2017 is the second half of a new round of regional head elections, after the first half in 2015. The regional head elections system is new, but the old faces that are nothing but the continuity of the political dynasty characterize this Pilkada event which is feared could threaten the phase of democratic transition towards consolidation of democracy.Keyword: Political Dynasties, Democracy, The Regional Head Elections

Abstract

Pada pemilu 2009 Partai Golkar salah satu partai yang sukses, dengan terpilihnya 6 anggota DPRD di Kabupaten Kudus dengan komposisi 4 kursi kader laki-laki dan 2 kursi kader perempuan. Terpilihnya 2 kader perempuan Partai Golkar dalam pemilu legislatif tahun 2009 tidak terlepas dari adanya komunikasi pada saat kampanye. Permasalahan dalam penelitian ini mencakup: (1) Bagaimana kampanye kader perempuan Partai Golongan Karya dalam Pemilu Legislatif tahun 2009 di Kabupaten Kudus?, (2) Apakah faktor-faktor yang mendukung dan menghambat kampanye kader perempuan Partai Golongan Karya dalam Pemilu Legislatif tahun 2009 di Kabupaten Kudus?. Hasil penelitian menunjukan kampanye yang dilakukan oleh kader perempuan Partai Golkar dalam pemilu legislatif tahun 2009 di Kabupaten Kudus sudah menggunakan kerangka konsep atau langkah-langkah dalam kampanye, dimulai dari merumuskan tema, proses perencanaan mengorganisasi kampanye,penganggaran kampanye, pelaksanaan kampanye dan evaluasi kampanye. Faktor yang mendukung dan menghambat kampanye kader perempuan Partai Golongan Karya terdiri dari faktor internal, dan eksternal. Faktor internal yang mendukung adalah Image Partai Golkar, keluarga, dan organisasi. Faktor internal yang menghambat adalah sumber dana. Faktor eksternal yang mendukung adalah media sedangkan faktor eksternal yang menghambat adalah waktu dan tempat, serta sikap pragmatisIn the 2009 election Golkar party a successful one , with the election of six members of parliament in the Holy District 4 seat cadre composition of men and 2 women cadres seat . 2 women elected Golkar Party cadres in the legislative elections of 2009 can not be separated from the lack of communication during the campaign . Problems in this study include : ( 1 ) How women cadres campaign Golkar Party in the legislative election of 2009 in Kudus Regency ? , ( 2 ) What are the factors that support and hinder women cadres campaign Golkar Party in the legislative election of 2009 in the District Holy ? . The results showed that the campaign conducted by the Golkar Party cadres women in the 2009 legislative elections in the Holy District already uses the conceptual framework or the steps in the campaign , starting from formulating themes , organized campaign planning process , budgeting, campaign , campaign execution and campaign evaluation . Factors that support and hinder womens campaign Golkar Party cadres composed of internal factors and external . Internal factors that support is Golkar Party Image , families , and organizations . Internal factors that inhibit the source of funds . External factors that support is medium while the external factors that hamper is a time and place , as well as a pragmatic attitude

Abstract

Kemiskinan yang terjadi pada masyarakat nelayan membuat seluruh anggota keluarga pada masyarakat nelayan ikut ambil andil dalam mencari nafkah untuk memenuhi kebutuhan sehari-hari, terutama perempuan nelayan. Keterlibatan perempuan nelayan dalam mencari nafkah, tidak diimbangi dengan kemampuan dan ketrampilan yang dimiliki sehingga perlu adanya pemberdayaan untuk masyarakat nelayan, teritama untuk perempuan nelayan agar mereka dapat meningkatkan kualitas hidup mereka. Penelitian ini ditujukan untuk mengetahui kehidupan sosial ekonomi perempuan dalam masyarakat nelayan di Desa Panjang Baru Kecamatan Pekalongan Utara dan untuk mengetahui kualitas hidup perempuan dalam masyarakat nelayan di Desa Panjang Baru Kecamatan Pekalongan Utara. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik triangulasi sumber. Hasil penelitian ini adalah kehidupan sosial ekonomi perempuan nelayan sebagai ibu rumah tangga, akan menjalankan perannya sebagai ibu rumah tangga dengan baik karena mereka dapat mengurus pekerjaan rumah dengan baik. Sedangkan kehidupan sosial ekonomi perempuan nelayan yang bekerja, mereka harus bisa membagi waktu antara mengurus pekerjaan rumah dengan bekerja sehingga mereka memiliki beban ganda dalam kehidupannya. Kualitas hidup perempuan dalam masyarakat nelayan di Desa Panjang Baru Kecamatan Pekalongan Utara dikatakan kurang baik karena rendanya kualitas sumber daya manusia sebagai akibat keterbatasan akses sekolah dan kesehatan, pemukiman yang kurang layak, dan kurangnya sarana dan prasana seperti sekolah, pasar dan kamar mandi umum.Poverty occurs in fishing communities makes the whole family on fishing communities took part in making a living to meet daily needs, especially women fishers. The involvement of women in fishing for a living, is not matched by the ability and the skills so necessary for the empowerment of fishing communities, women teritama for fishermen so they can improve their quality of life. This study aimed to determine the social-economic life of women in fishing communities in Panjang Baru village of Northern District of Pekalongan and to determine the quality of life of women in fishing communities in Panjang Baru village of Northern District of Pekalongan. This study uses qualitative research methods with a triangulation technique. The results of this research are social and economic life as a fishing woman housewife, will perform its role as a housewife with either because they can take care of the house work well. While the womens social and economic life of fishermen who work, they should be able to divide their time between taking care of homework to work so that they have a double burden in life. Quality of life of women in fishing communities in the village of North Pekalongan District of New Long dikatan unfavorable because the lace quality of human resources as a result of limited access to schools and health care, housing less viable, and the lack of facilities and infrastructures such as schools, markets and public bathrooms.

Abstract

Village should be able to provide optimal service, either through the village official performance or the rules which support the village development process. As one of the element in village government, village officials are appointed, to help run errands village chief administrativelyas well as implement policy, and dismissed by village head. Therefore, besides on the chief, the central of a village is on the village officials. The population in this study were 1955 people of village officials, while the sample taken were 95 people of village officials. The method used in this study involved questionnaire, documentation, observation and interview. The data analysis used descriptive-analysis of percentage, multiple linear regression testing analysis and hypothesis testing analysis. The result of multiple regression equation obtained from the is Y=1.380+0.314 X₁+0.533X₂+0.803X₃. From the regression equation test with F-test equation, obtained that F = 61.570 with 0,000 < 0,05 significance. This result shows that F is significant, so the influence of structural, rational and cognitive dimension of social modal affect the performance of the village officials as much as 65,8%, while the influence for each dimension partially are 7,18% for structural dimension, 11,90% for rational dimension, and 17,47% for cognitive dimension. It can conclude in this study that there are positive influence and significant structural, rational and cognitive dimension to the village officials in Kudus district.

Abstract

Salatiga city is currently facing the influence over the function expansion of land where affected by the development of spatial locality. Public works-human settlements and Spatial planning Salatiga city as one of the Government agencies involved in standardization of spatial one public place to ensure the balance of the ecosystem of the city. Tingkir Park as one of place who became a city park and the activities of the citizens of most crowded at this time. Where is the year 2011-2016 public place in Salatiga city is just 15.9% meet the standard of 30%. Required performance improvements and spatial planning which can accommodate all kinds of activities to support the scope better. The issues examined in this study are (1) How the implementation of a performance carried out by the Department of public works and town of Salatiga in Spatial Development Tingkir Park in Salatiga city? (2) what factors affect the performance conducted Public works-human settlements and Spatial planning in Salatiga city spatial development in the region of the year 2016 (Case study on Tingkir Park, Salatiga)? This research in a research combination (mixed methods) with a model sequential exploratory. Research locations in the public works and of the city spatial salatiga and Tingkir Park. A kind of method research with qualitative and quantitative  approaches with the methods discriptive. The focus of this study is to understand  the implementation of the and the factors influences the performance of Public works-human settlements and Spatial planning in Salatiga pertaining with Tingkir park. The population and sample obtained using formulas Frank Lynch. Data collection in this research using interviews, the questionnaire, observation, documentation. The result of this research is the implementation of the performance of Public works-human settlements and Spatial planning in Salatiga in case study  Tingkir park  less fulfill standard green open space in Salatiga city with the central government 15.9 % of standard 30 %. But based on the research done through prespektif the community 60,3 % totally agree with an average 80,0 % so people really agree and satisfied with the Tingkir park  in salatiga city. After the Tingkir park, management less well until facilities damaged. As: game children and tiles. Factors that influences performance management department of Public works-human settlements and Spatial planning in Salatiga city seen from the individual, a personal capacity, and factors motivation. Where third this factor in public works agency and spatial planning prefer the ability and education. Employees to will be exposed through expression attitudes and the act of employees can perform the task and functions well. Advice for Salatiga city government should always involve the community in each phase because communities understand more what they want related policies implemented. And always optimize the implementation of performance management until progress of development of facilities and infrastructure that unkempt and efficiently beeing good. Salatiga Goverment must always support and provide development of facilities and infrastructure like city parks that  not only stop on building the park stage but until the maintenance and supervision to ensure the maintenance functions with good infrastructure.

Abstract

The source of water Nyatnyono are the areas that have the potential is large enough in order to improve the quality of revenue the Nyatnyono village. Perdes No. 2 Tahun 2015 as a product of the village Nyatnyono, to set up the management of the assets of the Nyatnyono village to be neat and have a clear legal basis. Management of the assets of the village Nyatnyono as Perdes No. 2 Tahun 2015 so as not to be misused by certain elements so that it will be useful for the village and surrounding communities in metting of the needs. The formulation of a problem in this study are: 1) how the implementation of policy managements of springs Nyatnyono village as Perdes No. 2 Tahun 2015 of the village assets. 2) the impact of Perdes No. 2 Tahun 2015 to improve the welfare of the Nyatnyono. The study with the qualitative. The research in the Nyatnyono village the district of semarang. The research  is the implementation of policy and policy impact of the managements of water resources in the Nyatnyono village. The method of collecting data in this study interviewing, documentation and observation. Methods of data analysis in research by using a step 1) data collection 2) the reduction data 3) the presentation of data 4) the withdrawal of the conclusion. The research result showed that: 1) implementation Perdes of the managements village assets. village chiefs as a full management assets of the Nyatnyono village, and human resources in the management of the necessary supervision. 2) a positive impact in terms of the management of water located in the Nyatnyono village is traders around spring Kalimah Toyyibah and improvement of access roads Nyatnyono. The negative, lack of control or supervision of human resources in the field, especially the water resulted in the revenue the village used by unscrupulous persons who are not responsible for personal again. Advice: there needs to be given to Perdes No. 2 Tahun 2015 of the village assetsto clarify the implementation of the management asset as well the rural need for awareness of the government and society on the management of water resources in the Nyatnyono village to in policy process because conflict and the impact of the policy can benefit the Nyatnyono village. 2) socialization between the government of the village by society about implementation of Perdes. In addition the government Nyatnyono village in the implementation of the policy should also be maximal in terms of supervision agency execution in the field.
