Abstract

The main purpose of the shariah is realizing the benefit in order to maintain the shariah?s purposes. There are three level of human?s basic necessity: primary (?ar?riyy?t), secondary (h?jiyy?t), and tertiary (ta?s?niyy?t). The human?s basic necessity is divided into five, first, protection of religion (?if? al-d?n), second, protection of  life (?if? al-nafs), third, protection of mind (?if? al-?aql), fourth, protection of the offspring (?if? al-nasl), and  fifth, protection of property (?if? al-m?l). So it can be said that the aims of shariah can be achieved by fulfilling these five basic necessities of human beings. Waqf as one of the Islamic filantrophies has a big role and purpose to realize the benefit of human being, that is realizing the prosperity reflected by the fulfilment of human?s basic needs in accordance with the goals of shariah be it primary, secondary and tertiary.

Abstract

Tujuan dilakukannya penelitian ini adalah untuk mengetahui bagaimanakah pembagian urusan Pemerintah Pusat dengan Pemerintah Daerah menurut peraturan perundang-undangan dan bagaimanakah upaya Pemerintah Daerah dalam menggunakan kewenangannya untuk meningkatkan taraf ekonomi dan sosial masyarakat, yang dengan menggunakan metode penelitian hukumnormatif disimpulkan bahwa: 1. Indonesia merupakan negara yang sangat luas dan memiliki beribu-ribu pulau, dimana di dalam pulau-pulau tersebut terbagi atas daerah-daerah yang memiliki sistem pemerintahan daerah. Hal ini dikarenakan sistem otonomi daerah yang dimiliki oleh Indonesia sehingga memungkinkan adanya suatu sistem pemerintahan di dalam daerah. Jadi, bukan hanya pusat yang memiliki sistem pemerintahan namun daerah juga mempunyai sistem pemerintahan berkat adanya sistem otonomi daerah tersebut. Daerah mempunyai kewenangan untuk mengelola urusan pemerintahannya, sehingga bukan pemerintahan pusat saja yang mempunyai kewenangan dalam mengelola urusan pemerintahan di negara ini. Pembagian urusan pemerintahan telah diatur oleh Undang-Undang (UU) No.23 Tahun 2014 tentang Pemerintahan Daerah dalam Pasal 9 ayat (1) yang mengatakan bahwa urusan pemerintahan terdiri dari atas urusan pemerintahan absolut, urusan pemerintahan konkuren dan urusan pemerintahan umum. 2. Indonesia telah memasuki era baru yaitu era otonomi daerah dan era desentralisasi fiskal, artinya dengan adanya otonomi daerah dan desentralisasi fiskal membuat daerah mempunyai sumber keuangan baru, dimana sumber keuangan tersebut berasal dari daerah tersebut contohnya yang berasal dari APBD, sehingga ketergantungan daerah kepada Pemerintah Pusat dapat di minimalisir. Dengan begitu, diharapkan mampu mempercepat pembangunan daerah di berbagai aspek terutama dalam meningkatkan taraf ekonomi dan sosial masyarakat, tujuannya adalah agar terciptanya kesejahteraan masyarakat di daerah secara merata. Kata kunci: pemerintah daerah

Abstract

Chitosan is natural polysaccharides which is nontoxic, biodegradable, and biocompatible and have many advantages in various kinds of fields including health, food, agriculture, and industry. Chitosan usually take long time to extract by conventional method for deacetylation process of chitin. Raw material for chitosan can be found in shrimp shell waste. Chitosan manufactures usually need high temperatures and chemicals in large quantities and it takes much time and consumes a lot of energy where will give bad effect to the environment. Recently microwave irradiation as nonconventional energy sources is widely used in chemical reactions. To reduce the impact of environmental pollution due to excessive use of chemical treatment, the objective of this work is processing chitosan under microwave irradiation. Expected production of chitosan with the same mass requires fewer chemicals than conventional heating. In particular, the study will examine the effect of making the chitosan and adding chemicals, reaction time and operating temperature and degree of deacetylation in chitosan with conventional heating methods that the results will be compared using a microwave. In this research will be developed to the design and fabrication of prototype scale extractor for manufacturing chitosan from shrimp shell waste after optimum results obtained from the research laboratory scale. From the research we can conclude that microwave will speed up reaction time. FTIR also showed functional group of chitosan formed from microwave irradiation have same results.  Keywords: chitosan, shrimp shells, microwave

Abstract

Waqf as social instrument of Islamic economy that its function based on good deeds, goodness, and brotherhood, has important role to empower and to increase the economic prosperity of the muslim society. In the hystory, waqf has been playing its important role to develop social living, economic prosperity, and social culture.  It?s prooved in the history of Islamic philantrophy that its track still remained and can be seen in many Islamic countries like Egypt, Saudi Arabia, Turki, Kuwait etc. Waqf in those countries are growing better because managed professionally. To achieve the purpose of waqf (to increase social economic prosperity), it needs the change of muslims comprehension about waqf from traditionally into modern management, so that the waqf becomes productive and social economic prosperity can be achieved

Abstract

The selection of the membrane has an important role in the process of pervaporation membranes based on the advantages and disadvantages for use in the separation process.. In the separation process of water with low concentration and need a specific condition, anorganic membrane is suitable. The purpose of this research is to find the optimal composition of support for the preparation of zeolite membranes.The result of the research shown the support membrane with composition alumina : kaolin 56%wt : 34%wt has a highest strength 46,65 N/mm2 and 30,24 N/mm2 if it compare with composition of alumina : kaolin 45%wt : 45%wt and 34%wt : 56%wt. And then the support layer is depositioned by zeolite. As an identification result from XRD, it shown mullite as dominant phase that formed with crystal size range 3,16 ? 7,25 nm. Based on the analysis results obtained using the SEM support surface which has been deposited into closer, but the zeolite crystals have not formed a bond that forms between each zeolite.

Abstract

Fouling is a serious problem that can reduce the performance of the membrane. Therefore the provision of a membrane with low fouling (non-fouling) is an important thing to do. Non-fouling membrane preparation can be done in two ways, namely modification of the membrane surface after it is created (post-modification) and with mixing (blending) during the manufacturing process. However, the surface modification requires an additional step, while the blending method, produced modification is less stable because there is only mixed without a chemical bond. This paper presents the process  of Ultrafiltration membrane (UF) of polyether sulfone (PES) by mixing polyethylene glycol (PEG) as an additive and exposed to ultraviolet (UV) that will form a non-fouling membranes are stable. In general, the experiment was conducted on the preparation of the solution casting, followed by irradiation with UV light before it immersed in water for one day and dried. The research was carried out by varying the concentration of PEG, photo-initiator benzophenon, type of UV rays, and long irradiation. Characterization of membrane permeability measurements made with pure water, the appearance of the membrane surface with a scanning electron microscope (SEM) and determine the functional groups on the membrane by FTIR. The results showed that irradiation with UV light and the PEG has a significant influence on the characteristics and performance of the membrane.

Abstract

Mediation is one of the means and efforts to resolve disputes that occur between husband and wife in a peaceful manner that is appropriate, effective, and can open wider access to the parties to obtain a satisfactory and just settlement. In response, the Supreme Court release the regulation of supreme court governing mediation procedure in proceedings in court. Beginning with the SEMA (Surat Edaran Mahkamah Agung) or Supreme Court Circular Number 1 year 2002 on the Empowerment of the First Tribunal Applying the Peace Institution, instructed all the judges who tried the case, in order to sincerely seek peace among the litigants. However, because some basic matters have not been explicitly stipulated in the SEMA, the Supreme Court issued Perma (Regulation of the Supreme Court) RI Number 2 Year 2003 on Mediation Procedure in Court, which was then revised and refined by Perma Number 1 Year 2008, which further reinforce the obligation to pursue mediation procedures related to litigation in court. And its peak on February 4, 2016 Supreme Court renewed by ratifying Perma Number 1 Year 2016 on Mediation Procedure. This paper discusses about how the implementation of this Perma, what are the supporting and inhibiting factors in the success of mediation and the extent of its effectiveness in the settlement of divorce cases in the Religious Court of Palu.

Abstract

Wakaf disputes are found in many places in Indonesia. One of thereasons is that there are many wakaf land that has not been registered(certified) to the authorized official. So it caused that the wakaf landstill do not have certainty and the protection of clear law. This issueencourages legal experts to provide solutions to uncertified wakafland. The solution to provide protection for the wakaf land is theemergence of isbat wakaf as a solution to solve the problems of wakafland that has not been certified.Isbat wakaf aims to provide law protection of wakaf land, justifyingprevious law acts such as waqif, nadzir, and managers, and used asevidence in the certification of waqf objects, giving full advocacy tothe disputed waqf land or legally problematic. Isbat wakaf is theauthority of the Religious Court, this is based on Law no. 14 of 1970amended by Law no. 4 of 2004 on Judicial Power and Law no. 3 of2006 on Amendment to Law no. 7 of 1989 on Religious Courts. Abstract

The use of biogas as an environmentally friendly fuel is limited by the presence of CO2 and water vapor asimpurities. Therefore, biogas purification for CO2 and water vapor removal is very important step during biogasapplication. This paper presents a process for biogas purification by means of adsorption using either modifiedor unmodified activated carbon as an adsorbent. The modification was performed by passing a pure ammoniagas into activated carbon in a quartz reactor. The results showed that the adsorption process using modifiedactivated carbon decreases CO2 content in biogas up to 67.5% whereas for unmodified activated carbon was of43%. Further, the modification increased CO2 adsorption capacity from ~28 to ~38 mg CO2/g adsorbent. Theincrease in feed temperature decreases CO2 adsorption capacity.

Abstract

This paper demonstrates the preparation of polyethersulfone (PES) ultrafiltration (UF) membranes via wet phase inversion method using either poly(ethylene oxide)-b-poly(propylene oxide)-b- poly(ethylene oxide) (Pluronic®, Plu) or polyethylene glycol (PEG) as hydrophilic modifier. Their effects on membrane structure as well as the resulting membrane performance and their stability in membrane polymer matrix were systematically investigated. The investigated membrane characteristics include surface hydrophilicity (by contact angle), surface chemistry (by FTIR spectroscopy) and water flux measurement. Visualization of membrane surface and cross section morphology was also done by scanning electron microscopy. The membrane performance was examined by investigation of adsorptive fouling and ultrafiltration using solution of bovine serum albumin as the model system. The stability of additive was examined by incubating the membrane in water (40oC) for up to 10 days. The results show that modification effects on membrane characteristic and low fouling behavior were clearly observed. Further, amphiphilic Pluronic generally showed better performance than PEG.
