Abstract

Inequality of development between rural and urban areas encourage the central government to provide somes insentives to the village?s government, one of which is through the Alokasi Dana Desa (ADD). The income ADD must be managed well, which is it can be used for community empowerment in order to encourage the intensify of community?s welfare. The common problem that always happened in society is how to manage these fund in community empowerment.? The aim of this research is to know the process of how to manage this ADD and the influencing factors, and also how to improve the management of this funds in Margomulyo?s village. This study is descriptive-qualitative research by using Spredley?s data analysis method and source?s triangulation technique to do validity test. The result of this research shown that planning step of the ADD in community empowerment is in the awakening level of empowerment?s process that can be seen from unmaximal effort to realize the community about their potency. The Organizing phase is still in understanding level, it can be seen from how the miscommunication still happened around the stakeholder. Actuating phase in this research shown that the empowerment is in using level, it can be seen from people?s participation in monitoring process. The influencing factors that found in this research are leadership, human resources, management?s process, community?s participation and the culture.

Abstract

Local government is given the authority to manage their own territory and meet the needs of society as more real. Meet the needs of the community will require optimal performance. Residence documents into one of the essential needs of the community and must be met, in addition to meeting the needs of education, health, economic and other needs. This research will analyze the performance conducted by the Department of Population and Civil Registration Magelang and aspects that support or hinder the performance of the agency. The theory used in this research is the theory of public administration and five performance criteria, namely the quantity, quality, timeliness, cost-effectiveness and accountability with descriptive qualitative research design. Data collection techniques used through interviews, observation and documentation of the employee informants Department of Population and Civil Registration Magelang and people processing documents. The results of this research indicate that, the performance of the Department of Population and Civil Registration Magelang in order to realize the possession of the document is still not optimal, especially in terms of quantity, also found problems such as disclosure of information, and the limited human resources, budget and infrastructure that support the performance. Nevertheless, the performance of the Department of Population and Civil Registration Magelang has been supported by the conformity of the program with the vision of service, proactive attitude to plan a more intensive effort to increase public awareness of the orderly ownership documents, the timeliness of the commitment for issuance of KTP/KK and birth certificate, discipline in creating accountability through performance reporting to the transparency of reporting. Overcome these problems, there are some suggestions that can be done such as expanding the information, especially the requirements of the documents with brochures and additional specialized personnel who are experts in delivering information, improving the quality of human resources, the addition of the proposed budget and improve the rehabilitation of infrastructure to be more adequate.

Abstract

The implementation of death certificate program in Tugu sub-district, part of Semarang city is government?s effort in managing population documents and administration. The government?s role, especially coming from Department of Population and Civil Registration of Semarang city, is important in the implementation process. The department is in the position of where they are obliged to overcome challenges in population administration practice based on Act 24 Year 2003 about Amendment of Act 23 Year 2006 about Population Administration. This study is based on qualitative descriptive method, using staffs from Department of Population and Civil Registration of Semarang and Tugu sub-district residents that have been involved in the program as informants. This study aims to analyze the policy implementation process and its impeding factors. This study uses George Edward III, which stated that the impeding factors in a policy implementation process are communication, resources, and disposition or bureaucratic structure and behaviour issues. Based on the result found from this study, it is shown that the implementation of this program is still lacking on resources, such as human resources, financial resources, and facility resources. This program also still lacks on socialization efforts by the policy makers. Hence, it can be concluded that this program?s implementation process has not been optimal and ill-implemented.

Abstract

Public service is a form of service provided by the Government to meet the needs of its people. The quality of public services is the primary feature of a service product provided by public service providers to the recipients of services. One form of a public organization that provides health services to the general public is Puskesmas (Community Health Center). Community Health Center as one of the PSA (Public Service Agency) is the spearhead in the development of public health. Ngaliyan Community Health Center is a functional organization which has the task in providing comprehensive and integrated service to the Ngaliyan community. The purposes of this study is to determine the quality of health services in Ngaliyan Semarang and also to know how to supporting and inhibiting aspects of service quality in Ngaliyan Community Health Center Semarang. There are several dimensions that are used to measure the quality of services provided by of Ngaliyan Community Health Center Semarang. These dimensions consist of tangible, empathy, reliability, responsiveness and assurance. The results of this research that the quality of services provided by of Health Center is not good enough. Because these are many aspects detan the services provided by Health Centers Semarang. Dimensions that are need to be improved to escalate the quality of services in the dimension is tangible, reliability and assurance. Because on these three dimensions, there are many efforts to improve the quality of service and it can be done with added numbers of employees, facilities and infrastructure and service time.

Abstract

Rendahnya kualitas pelayanan pembuatan paspor di Kantor Imigrasi Kelas I Semarang menjadikan ketidakpuasan masyarakat terhadap Kinerja yang diberikan oleh Instansi Pemerintah. Oleh karena itu, penelitian ini dibuat untuk menganalisis dan menilai kualitas pelayanan yang diberikan Kantor Imigrasi Kelas I Semarang termasuk faktor pendukung dan penghambat serta solusi yang telah dan akan dilakukan. Penelitian ini menggunakan jenis penelitian Deskriptif Kualitatif dengan Teknik Pengumpulan Data melalui wawancara (interview) dan Observasi. Informan yang diambil adalah beberapa Pegawai Kantor Imigrasi, Birojasa serta Masyarakat pengguna layanan. Hasil data dan wawancara dianalisis menggunakan literatur yang ada dan sumber pustaka lain sebagai penunjang.Dengan menggunakan Konsep penilaian berdasarkan lima dimensi yaitu Tangibles masih menunjukan kualitas yang kurang baik terutama pada performa SDM dan optimalisasi sarana, Responsibility sudah menunjukan kualitas yang baik karena pengembangan SDM yang ada sudah dilakukan secara optimal, Responsiveness sudah menunjukan kualitas yang baik karena petugas yang da dapat merespon masalah secara cepat, Assurance Belum menunjukan kualitas yang baik karena masih terjadi kesenjangan waktu dan biaya antara masyarakat dan penyedia layanan, dan Empathy sudah menunjukkan kualitas baik karena sikap petugas yang ramah dan sopan.Berdasarkan hasil analisis yang telah dilakukan dapat disimpulkan bahwa Kualitas Pelayanan pembuatan paspor pada Kantor Imigrasi Kelas I Semarang masih belum menunjukkan kualitas yang baik karena masih terjadi kesenjangan antara harapan masyarakat dengan kualitas yang diberikan dalam pembuatan paspor sehingga kepuasan pelanggan belum dapat tercapai. Oleh karena itu diharapkan dapat dilakukan perbaikan dalam beberapa aspek yang belum optimal terutama dalam penambahan loket dan SDM serta pemberantasan Calo.

Abstract

Untuk membantu berbagai pekerjaan mengenai pendaftaran kependudukanyang sesuai dengan berbagai standar yang diperlukan maka pemerintahmerumuskan sebuah kebijakan baru yaitu Sistem Informasi AdministrasiKependudukan (SIAK). SIAK merupakan suatu sistem informasi berbasis webyang disusun berdasarkan prosedur-prosedur dan memakai standarisasi khususyang bertujuan menata sistem administrasi dibidang kependudukan sehinggatercapai tertib administrasi dan juga membantu bagi petugas dijajaran PemerintahDaerah khususnya Dinas Kependudukan dan Pencatatan Sipil didalammenyelenggarakan layanan kependudukan dan Pencatatan Sipil. Sistem InformasiAdministrasi Kependudukan di kota semarang berdasarkan Peraturan DaerahKota Semarang Nomor 2 Tahun 2008 tentang Penyelenggaraan AdministrasiKependudukan. Pedoman utama penerapan SIAK diatur dalam Undang-Undangnomor 23 tahun 2006 tentang Administrasi Kependudukan dan PeraturanPemerintah Nomor 37 tahun 2007 tentang Pelaksanaan Undang-Undang nomor 23tahun 2006 tentang Administrasi Kependudukan. Selain itu, SIAK juga diatur didalam Keputusan Presiden Nomor 88 tahun 2004 tentang PengelolaanAdministrasi Kependudukan.Tujuan penelitian ini untuk mengevaluasi penerapan Sistem InformasiAdministrasi Kependudukan (SIAK) di kota Semarang beserta kendala yangditemui dalam pelaksanaannya. Teori yang digunakan sebagai landasan dalampenelitian ini adalah evaluasi elemen kebijakan publik yang terdiri dari support,capacity dan value. Penelitian ini menggunakan tipe penelitian deskriptifkualititatif sehingga diperoleh gambaran yang jelas tentang objek yang diteliti danmenarik kesimpulan.Hasil penelitian menunjukan pada bagian political will, sumber dayamanusia dan value atau manfaat dengan adanya SIAK sudah cukup baik,sedangkan pada infrastruktur, sosialisasi dan anggaran masih terdapat kekurangan.Adapun kendala dihadapi dalam penerapan SIAK adalah sarana dan prasaranayang masih kurang jumlahnya, sosialisasi yang tidak dilakukan berkala, sertaanggaran pengadaan sarana prasarana yang masih minim. Peneliti menyarankanagar perlunya kesadaran untuk melakukan sosialisasi secara berkala kepadamasyarakat serta dengan ditambahnya alokasi anggaran penerapan SIAK agardapat tercapai tujuan SIAK yang telah diatur sesuai dengan landasan hukum.

Abstract

One of the concepts of community development to reduce poverty is community empowerment. Kebumen regency has sought to empower the batik artisans in Kebumen regency. The purpose of this study are explaining the effort that have been made by the Government in empowering batik artisans in Kebumen regency, identifying the inhibiting and supporting factors of empowering batik artisans in Kebumen, and formulating the empowernment strategies of batik artisans in Kebumen regency. SWOT analysis is used to answer the research objectives. This research used descriptive qualitative methode. The informants are Service employees of Kebumen Cooperatives and Small and Medium Enterprises (SMEs); employees of Industry, Trade and Market Kebumen; and Batik artisans in Kebumen regency. The result explain that the government have tried to provide batik equipment, involving batik artisans in various exhibitions, and improving the skills of batik artisans by providing education and training program. There are 10 inhibiting factors and 10 supporting factors of empowering batik artisans in Kebumen regency. Based on the analysis, obtained 8 strategic issues in this research. Litmus Test is used to measure the strategic program that has been identified previously. Finally, 5 empowerment strategies formulated to empower batik artisans in Kebumen regency.

Abstract

The research aims to elaborate on the various froms of regionalization and the regional cooperation institutions in Central Java. The focus of this reseach, cooperation between neightboring regions (subsequently addressed as regional cooperation), is one of the numerous forms of inter-regional cooperation. Other forms include cooperation between non-neighboring regions, multilateral regional cooperation and so forth. This reseach was able to map the existence of various regionalization and regional cooperation institutions. There are eight (8) regions initiated by the province, which werw know asa Priority Territory (Based on Provincial Regulation number 21 of te year 2003, About aewa Zoning). Constructing the future model of institution, the objectives of the cooperation to be involved and be oriented towards a comprehencive program, scope of the cooperation should be wide - ranging, i,e include economic and non economic cooperation (public service). Format of the institution should be developed gradually from sectoral accepted principles and funds should be shared wqually and fairly among all participating members.

Abstract

Abstract The existence of community empowerment in the Menari Tourism Village was an initiation by the local community and there is no support from the government and even Pokdarwis was an independent formation of the community. This is not suitable with Law Number 23 of 2014 concerning Regional Government article 12 paragraph 2 which states that one of the mandatory non-basic government affairs is the implementation of community empowerment. This study aims to analyze the efforts of community empowerment conducted by Menari Village?s Pokdarwis and the factors that influence it. The method used is a qualitative method with data collection techniques, namely interviews and literature study, data validity using triangulation techniques. The results showed that the effort to empower the community was not only carried out by Pokdarwis but there were also other parties involved. The parties involved included: Ngrawan Village Government, Tourism Office, Astra Company, and Sultan Agung University. Community empowerment efforts undertaken by these parties include the development of human resources; the development of the Dancing Village through marketing and partnership relations; and management of the physical environment. Supporting factors: a massive initiator's invitation, people's enthusiasm for change, the concept of local wisdom, and a willingness to explore. Inhibiting factors: quality of human resources, lack of government support, and jealousy of other hamlets. The recommendation that can be given in this study is that the government can legalize the Menari Village?s Pokdarwis so that its tasks and functions can be maximized properly

Abstract

Jatibarang dam construction in 2010 made an impact on the livelihoods of Kandri Village?s communities who has majority as farmers because of several hectares of agricultural land sunk into the reservoir. Kandri village?s communities who are affected by the construction of Jatibarang reservoirs need to prepare themself because the impact of dam construction with community empowerment. This research aim to describe the forms, the results, and identifying constraints on community empowerment Kandri Tourism Village. The method in this research is taxonomy analysis of the overall data with detailed focus on a particular domain that is useful to describe the phenomenon or problem of the study. The results showed that the forms of community development in the Kandri Tourism Village are culinary, crafts, and special interest education. Empowerment results in this research which are community needs, the range of productive resources, and the level of community participation are not maximized. The community development constraints in Kandri Tourism Village are constraints of the individual which have a lack of stability of business, leading commodities were stopped when there is a loss, there is still a dependency with outsiders, lack of confidence, and concerns about insecurity, while the constraint of the social system is obstacles of interest groups.
