Abstract

The use of bait in fishing operation attached to a fishing gear has function to attract or stimulate fish, so as to increase the fishing effectiveness. Study on catching effectiveness of grouper with basket pot by using artificial bait is urgently needed. The objectives of this study were to analysis soaking time of the artificial bait that effectively to attract grouper and to measure the effectiveness of the artificial baits to catch grouper by using basket pot. The fishing experiment methods were used in this study. The use of the artificial bait in different soaking time (day and night) has not significantly different to the grouper catch. The use of natural bait (shrimp and trash fish), however was more effective than the artificial bait to catch grouper. Keywords: artificial bait, Effectiveness, Epinephelus fuscoguttatus, basket pot

Abstract

Model pengelolaan pulau-pulau kecil berdasar pada geometrik terumbu karang dapat digunakan dalam penentuan suatu kawasan konservasi laut. Metode ini mencoba melihat ikantarget sebagai variabel prediksi, karang sebagai variabel indikator dan geometri terumbu sebagai variabel pengungkit yang dipakai sebagai suatu unit penentuan suatu kawasankonservasi laut. Adapun tujuan dari penelitian ini adalah mengungkapkan model geometri terumbu pulau kecil sebagai suatu kerangka model dalam penentuan kawasan konservasi dan perencanaan perikanan artisanal berbasis ekosistem. Hasil penelitian ini menunjukkan bahwa komposisi kelimpahan ikan target bervariasi antara 208?732 individu/250 m, tutupan karang keras 28,40?50,92% dan karakteristik pulau berdasar geometri terumbu terdiri dari 4 model yaitu terumbu segitiga, terumbu lingkaran, terumbu ginjal dan persegi panjang terumbu. Dari hasil simulasi dengan pendekatan indeks kesamaan (morpho-structural groups ) berdasar pada persentasi tutupan karang, model yang terbentuk menghasilkan 3 kelompok utama, dengan Pulau Mahoro 1 dan 2 menunjukkan nilai konservasi tertinggi. Model pendekatan geometrik terumbu pulau-pulau kecil ini adalah merupakan salah satu cara di dalam penentuan unit kawasan konservasi, bukan sebagai syarat ekslusif dalam membuat keputusan tentang kebijakan atau zonasi kawasan konservasi. Sebaliknya metode ini memperkirakan kelas terumbu dan ikan target sebagai unit di dalam penentuan lokasi konservasi, sehingga perlu ada kombinasi lain yang berhubungan dengan target konservasi lainnya. Target konservasi ini bisa dikombinasikan dengan keberadaan spesies langka (endangered spesies), sosial ekonomi nelayan, aktivitas transportasi dan faktor fisik perairan di dalam penetapan status kawasan konservasi.Kata kunci: geometri, konservasi, spesies, terumbu

Abstract

Perdagangan ikan kerapu telah menjadi suatu kegiatan ekonomi yang penting di Asia-Pasifik, yang melibatkan lebih dari 20 negara, dengan nilai komersial diperkirakan US$ 350juta per tahun. Hasil penelitian sebelumnya menunjukkan ikan kerapu telah dimanfaatkan secara berlebihan di banyak negara terutama di Asia Tenggara seperti di Filipina dan Indonesia. Penelitian ini bertujuan menganalisis jaringan perdagangan serta memetakan aktoraktor yang memperoleh keuntungan terbesar dari perdagangan ikan kerapu. Hasil dari penelitian ini dapat dijadikan bahan masukan bagi pemerintah daerah Wakatobi dalam menentukan kebijakan pengelolaan ikan kerapu agar dapat berkelanjutan. Penelitian ini merupakan penelitian dengan metode kualitatif field research dengan strategi penelitian studi kasus. Untuk memperoleh data, maka teknik pengumpulan data yang digunakan adalah wawancara mendalam dan observasi di lapangan. Berdasarkan analisis jaringan perdagangan ikan kerapu dapat dipetakan bahwa keuntungan terbesar dinikmati oleh eksportir, kemudianoleh pedagang besar (ponggawa darat) selanjutnya oleh koordinator (ponggawa laut), Berdasarkan analisis keuntungan setiap aktor yang terlibat dalam jaringan perdagangan ikankerapu di lokasi penelitian semestinya nelayan kerapu masih memungkinkan untuk mendapatkan upah yang lebih besar dari jumlah yang diterimanya, dengan sistem perdaganganseperti inilah, diduga sebagai penyebab tetap miskinnya nelayan kerapu di lokasi penelitian sedangkan pedagang besar dan eksportir menikmati surplus yang jauh lebih besar dariperdagangan ikan ini.Kata kunci: ikan kerapu, pemetaan sosial, pangan ikan karang hidup, Taman NasionalWakatobi

Abstract

Indonesia has some of the world?s most diverse coral reefs in need of protection. These biodiversity hotspots have attracted international attention and are well described in the literature. However, they are home to only a small portion of the fishing communities in this country. The state of many of the other communities has yet to be studied in depth. As a step in that direction, this paper focuses on fishing communities in mainland West Sumatera and, using data collected by government agencies, defines two indicators that will be useful nationally. The first is a measure of the communities? dependency on fishing as a source oflivelihood, the second a measure of poverty that is appropriate to Indonesian fishing communities. For mainland West Sumatera these parameters identify five areas that are highly dependent on fishing (> 10% employment in fishing) with two of these containing large numbers of fisher households in a state of poverty. These two are Sei Beremas and Sasak Ranah Pasisie in the regency Pasaman Barat. Neither of these are located at well investigated hotspots and further work will be required to identify the underlying reasons for the combination of dependency and poverty found in these places. The methodology described in this paper isapplicable to the ongoing implementation of the national marine spatial planning program.  Keywords: fisheries, Indonesia, poverty

Abstract

Pemanfaatan sumber daya ikan secara berkelanjutan pada dasarnya  adalah tujuan dari pengelolaan yang menjamin tingkat pemanfaatan sumber daya yang tidak merusak atau melampaui daya pulihnya, sehingga dapat memenuhi kebutuhan hidup generasi masa kinimaupun generasi yang akan datang.  Hasil penelitian menunjukan bahwa upaya pemanfaatan sumber daya ikan kakap merah (Lutjanus sp.) di Perairan Tanjungpandan dan sekitarnya, dari dimensi ekologi, sosial dan etik sudah berada pada kondisi kurang berkelanjutan, sementaradari segi ekonomi dan teknologi berada pada kondisi cukup berkelanjutan.  Dalam rangka untuk meningkatkan status keberlanjutan, pengambil kebijakan sebaiknya mempertimbangkan atribut-atribut utama yang memiliki daya ungkit tinggi, yang  meliputi hasil samping, daerahkonservasi,  tingkat konflik, partisipasi masyarakat, ukuran kapal,  keamanan,  limbah buangan dan mitigasi habitat. Abstract

This paper will explain the result of cetacean reconaissance survey including investigation of abundance and diversity of cetacean related to the designing of a co­ management Marine Protected Area (MPA) in Berau, East Kalimantan. Berau islands consist of 31 very small islands that have high marine biodiversity including mangrove, coral reefs, sea grass. It has been found by this survey that Berau waters is a corridor for cetacean migration route, beside as home for green turtles and manta ray aggregation sites in Indonesia. This reconaisance survey in the frame oj Rapid Ecological Assessment using visual and acoustic method, indicated that cetacean existence is closely related to the coral reef ecosystem and small islands. Berau islands is an integral part of 'Coral Triangle' within marine mega biodiversity area, and it is inhabited by at least 10 species ofcetacean.Conservation of marine cetacean in the frame work of MPA will ensuresustainable marine resource use, including tourism and fisheries, for the benefit of local communities. The strategies pursuant to this goal will be arrived upon through the linkage of partnerships that have been created, and the objective will be achieved by establishing a large, co-managed Marine Protected Area that will include extractive use zones, non-extractive use zones and fully protected (no-take) zones. Partnership amongstgauernment and NGOs has already been innitiated in Berau. Currently the MPA boundary covers an area of 1.2 million Hectars of Berau waters, including corridor of cetacean migration, that has been formalized through District Decree No.31/2005.Keywords: Marine Protected Area, Rapid Ecological Assessment, Marine Cetacean.

Abstract

Nilai ekonomi yang baik dan peluang pasar yang masih sangat terbuka mendorong upaya pemanfaatan sumber daya kakap merah dari tahun ke tahun semakin meningkat bahkan cenderung berlebihan. Hal tersebut tidak hanya menimbulkan pemborosan secara ekonomi tetapi juga dapat menimbulkan semakin menurunnya kemampuan daya pulih dari sumber daya kakap merah dan mengancam kelestariannya. Tujuan utama penelitian adalah melihat agar pemanfaatan sumber daya ikan kakap merah (Lutjanus sp.) dapat memberikan hasil yang maksimum dari segi ekonomi dan lestari dari segi ekologi (Maximum Economic Sustainable Yield/ MESY). Penelitian ini menggunakan pendekatan model analisis surplus produksi dan bio-ekonomi. Hasil penelitian menyimpulkan bahwa sejak tahun 2006, pemanfaatan sumber daya kakap merah (Lutjanus sp.) di Perairan Tanjungpandan dan sekitarnya, sudah mengalami kelebihan upaya (over exploited) dan disarankan agar dikurangi hingga 3.424 hari operasi setara pancing, supaya pemanfaatan sumber daya kakap merah (Lutjanus sp.) dapat memberikan hasil ekonomi yang maksimum dan lestari.

Abstract

ABSTRACTKarimunjawa National Park (KNP) consists of 7 zones i.e., core, protection, tourism, residence, rehabilitation, cultivation, and traditional fisheries utilization zone. Fishing activities in the traditional fisheries utilization zone (TFUZ) was not optimal because of limited of fishing zone information. The objective of this study was to determine the fishing zone based on major fish for each fishing gear. This study was conducted in KNP from October to December 2009. The major fish resources were determined through analyses of comparative performance index (CPI). Fish resource potential was analyzed by bio-economic model. The existence of fish resources were used as a basis of arrangement of fishing gear arround the fishing zone, through consideration of fishing gear characteristics, the characteristics of waters, the probabilities of conflict, degradation of fish resources, and regulations. Map of fishing zones were created using geographicl information system. Results showed that potential fishes around the TFUZ were reef fishes such as trevallies, yellow tail, and grouper. The potency of reef fishes was about 149 tons/year and pelagic fish of 19,080 tons/year. Fishing zones around the TFUZ consisted of (1) area of 0-3 miles from coastal line which was allocated as the fishing zone of reef fishes using hand line and fish trap, (2) area of 3-4 miles from coastal line which was allocated as demersal fishing zone using bottom gillnet, (3) area of 0-4 miles from coastal line which was allocated as pelagic fishing zone using surface gillnet, and (4) area that more than 4 miles which was allocated as pelagic fishing zone using dynamic fishing gear (troll line), and boat lift net. Keywords:  fishing zone, reef fish, pelagic fish, gillnet, Karimunjawa

Abstract

Karimunjawa National Parks (TNKJ) is a marine conservation area which has 111.625 ha area with the majority of residents work as fishermen. Utilization of traditional fisheries zone intended for fishing activities. Therefore, fishing activities in TNKJ should be conducted in accordance with the principles of conservation. The aim of this study was to determine the winning fish fishery commodities in TNKJ. The selection of commodities was done by using comparative performance index (CPI). Analysis of potential fish resources is done with bioeconomic model. Optimizing the amount of fishing equipment was done by using linear goal programming (LGP). Feasibility of the business conducted by financial analysis. The results showed commodities TNKJ reef fisheries are pompano, and for pelagic fisheries are anchovies. Reef fish resource potential of 174 tons / year and pelagic fish of 22 069 tons / year. Appropriate fishing technologies for reef fisheries is the fishing rod elongation and traps, while for the pelagic fishery and gillnet fishing minnows on trolling lines. Financial analysis shows that all fishing gear is still viable to continue the effort.   Key words: Selection commodities, fishing activities, Karimunjawa National Parks

Abstract

ABSTRACTThe human element is an important key factor in the success of small-scale fishing activities. Knowledge of decision-making by fishermen in choosing the location of fishing will determine the sustainability of fisheries resources. There were two aims in this paper which are to explore factors that influenced the decision-making process and to determine how to choose fishing grounds. This method used content analysis to examine the relevant literature. Results showed that some factors that influence decision making process were weather, currents, familiarity with fishing grounds, sources and sharing information, available resources, recent catch effort, socio-historical-cultural and economic factors. Choosing fishing location was determined by the safely routes, travel costs, profit maximization, information, environmental factors, and individual personality.Key words: decision-making process, small-scale fishers-------ABSTRAKUnsur manusia merupakan faktor kunci penting dalam suksesnya kegiatan penangkapan ikan skala kecil. Pengetahuan tentang pengambilan keputusan yang dilakukan oleh nelayan dalam memilih lokasi penangkapan ikan akan menentukan keberlanjutan sumber daya perikanan. Ada dua tujuan yang ingin dicapai yaitu untuk mengetahui faktor-faktor yang mempengaruhi pengambilan keputusan yang dilakukan nelayan skala kecil dalam hal penangkapan ikan dan cara menentukan lokasi penangkapan ikan. Penelitian ini menggunakan metode kajian literatur / studi pustaka dari berbagai jurnal penelitian. Hasil telaah literatur menunjukkan bahwa faktor cuaca, arus angin, familiar dengan lokasi, berbagi pengalaman dengan nelayan lainnya, hasil tangkapan sebelumnya, ketersediaan sumberdaya, faktor lingkungan sosial, ekonomi, budaya, berpengaruh dalam proses pengambilan keputusan nelayan. Nelayan menentukan lokasi penangkapan ikan dilakukan dengan cara memilih rute perjalanan yang aman, memperhitungkan biaya operasional penangkapan ikan, mendapatkan keuntungan maksimal, informasi, faktor lingkungan, ataupun kepribadian individu.Kata kunci: proses pengambilan keputusan, nelayan skala kecil
