Abstract

Arafura merupakan salah satu  perairan di Indonesia ?the golden fishing ground? dalam industri perikanan tangkap Indonesia. Potensi lestari (MSY) sebanyak 771.600 ton /tahun terdiri ikan pelagis, ikan demersal, udang, cumi-cumi, lobster dan ikan karang, Laut Arafura telah menjadi "faktor menarik" untuk perikanan tangkap skala besar yang menggunakan kapal > 30 GT. Sayangnya, memancing intensitas tinggi di Laut Arafura mengakibatkan "penangkapan ikan yang berlebihan" dan masalah lain sebagai Illegal-Unreported-Unregulated (IUU) fishing, metode penangkapan ikan yang merusak, perusakan habitat ikan, dan konflik sosial. Di sisi lain, Laut Arafura telah memberikan kontribusi yang signifikan dalam mendapatkan pekerjaan pemerintah dan menyediakan bagi nelayan dan orang-orang yang terlibat. Sehingga sangat penting untuk mengelola Laut Arafura perikanan mempertimbangkan aspek multi-disiplin seperti ekologi, teknologi ekonomi, sosial, dan etika. Juga penting untuk mengetahui keadaan keberlanjutan Laut Arafura dalam multi-disiplin sebagai dasar untuk menentukan kebijakan perikanan terbaik di daerah itu di masa depan. Ada 5 (lima) perikanan utama (dengan alat tangkap) di Laut Arafura menggunakan sebagai jaring ikan, jaring udang, insang bersih, garis panjang bawah, dan garis squid / jigging. RAPFISH (Penilaian cepat untuk Perikanan) adalah metode analisis baru yang dikembangkan oleh University of British Columbia, Kanada untuk mengevaluasi keberlanjutan perikanan dalam multi-disiplin. Analisis RAPFISH (termasuk Leverage dan Monte Carlo analisis) oleh 5 (lima) jenis perikanan memberikan beberapa hasil sebagai: (1) perikanan dari Laut Arafura adalah cukup berkelanjutan dengan skor 53,86; (2) squid jigging, rawai bawah , dan perikanan berkelanjutan gillnet cukup; tetapi ikan bersih dan jaring udang kurang berkelanjutan, (3) dimensi ekologi yang baik dengan skor 72,43 berkelanjutan, tetapi dimensi etika kurang berkelanjutan dengan skor 37,26. Analisis Leverage menunjukkan atribut yang memberikan pengaruh tertinggi untuk setiap dimensi sebagai: (1) ukuran ikan pada dimensi ekologi, (2) sektor pekerjaan pada dimensi ekonomi, (3) FAD (ikan menarik perangkat) menggunakan dan selektivitas gigi pada teknologi dimensi; (4) tingkat pendidikan pada dimensi sosial, dan (5) hanya manajemen padadimensi etika. Ini direkomendasikan untuk pengembangan perikanan Laut Arafura untuk mempromosikan alat tangkap rawai keberlanjutan seperti cumi jigging, bawah, dan perikanan gillnet.Kata kunci: Laut Arafura, RAPFISH, keberlanjutan

Abstract

Pengelola Pelabuhan Perikanan Samudera Nizam Zachman Jakarta (PPSNZJ) dan instansi terkait berusaha memenuhi kepentingan para pelaku usaha di PPSNZJ dengan melakukan penyediaan fasilitas dan pelayanan jasa. Penelitian ini bertujuan untuk mengukur kinerja dari PPSNZJ berdasarkan kepuasan para pelaku usaha di PPSNZJ dan mengukur tingkat kepentingan atribut-atribut kinerja PPSNZJ terhadap persepsi kepentingan menurut pelaku usaha. Tingkat kepuasan terhadap fasilitas dan jasa PPSNZJ diukur dengan harapan dan kepuasan stakeholder terhadap 5 kelompok pertanyaan yang terdiri dari tangibility, reliability, responsiveness, assurance dan empathy. Berdasarkan tingkat kepuasan pelaku usaha di PPSNZJ menunjukkan bahwa pelaku usaha sangat puas terhadap kinerja PPSNZJ dengan nilai diatas 80% pada kelima kelompok pertanyaan tersebut, dengan demikian kinerja dari PPSNZJ sudah baik untuk memfasilitasi dan melayani kebutuhan para pelaku usaha. Prioritas yang perlu diutamakan oleh PPSNZJ adalah atribut yang memiliki nilai kepentingan tinggi dan kinerja yang rendah. Berdasarkan hasil importance performance analysis ditemukan 15 atribut yang perlu diprioritaskan oleh PPSNZJ.   Kata kunci: fasilitas, kepuasan, pelayanan, persepsi, PPSNZJ

Abstract

The capture offisheries sustainability is management and the utilization of fish resources which can guarantee the availability of that resources continuously. In this research, the sustainabili ty status offisheries in Manado city has been examined through ecological, economic, sociological, technological, and ethical approaches by employing RAPFISH technique. The status of the purse seine fishery in this region is 53% of the fisheries sustainability which is classified as good fisheries. Meanwhile, tuna long pole­ lines and gillnets fisheries status are 57.5% and 60.1 %, respectively, of the good fisheries sustainability. Improvement of this status can be carried out by improving the severalattributes qualities, among others: wage, other income and sector employment (economy); socialization offishing, environmental knowledge and kin participation (social); pre-sale processing, gear selectivity and fishing power (technology); alternatives and just management (ethics).Key words: sustainability, fisheries status, coastal city

Abstract

As mandated in Fisheries Act No. 31/2004 about Fisheries, it is stated thatfisheries resources management aimed to improve community welfare especially fishermen and to conserve the fisheries resources and its environment. To keep the capture fisheries bussiness system sustainably efficient and profitable. Beside marketing guarantee, optimalization between fisheries resources stock and fishing effort in each of fishing area. The improvement of capture fisheries must be held based on the existing condition, ie: marketing in determining the priority comodity, maximum sustainable yield and fisheries resources utilization level to determine limit of fisheries resources utilization chance, fishing technology and socio-economic condition to identify the fishermen's earns and absorbtion of labours related to capture fisheries sector. Based on the marketing aspect analysiS, it is determined that the kinds of priority comodity in Southern of West Java Province are lobster, shrimp, tuna, skip jack tuna, and layar. Hence, the potency (MSy) and fisheries resources utilization level of the priority comodity still has very large chance to improve, except lobster has large enough chance.Based on the scoring approach, combined from many technical aspects, financial aspects and social aspect can be concluded that the proper fishing technology in southern waters of West J/lVa Province are: (1) Purse seine, (2) Denish saine, (3) Lines, (4) Gillnet, (5) Trammel net, (6) Boat lift net. To improve the management and utilization of  fisheries resources in southe-rn waters of West Java Province or in Hindia Ocean, it is recommended to implement the improvement of proper fishing technology based an technical aspects, financial aspects, environmental and social aspects.Keywords: the proper fishing technology, Southern waters of West Java Province, fisheries resources

Abstract

The small pelagic in Jeneponto is highly potential, but since 2001-2004 years there are degradation indication of haul activity wich marked by degradation of mini purse seine number. The objectives of the research are: 1) to estimate the level of MEY exploiting of small pelagis becoming target of mini purse seine, and 2) to determine production factors which is playing a part in improvement of productivity of mini purse seine. The production surplus method, Gordon Schaefer model and multiple regression analysis were used in this study. The result from bio-economic analysis showed that at actual condition have come near optimum level for exploiting of small pelagic. The optimum catch of small pelagic is 3.783.376,09 kilo grams per year with standard effort of 8.723 trip per year. Specially far mini purse seine, optimum effort is 47% from standard effort or equivalent by 26 unit of gears. Production factors that give signifiront effect to fish production of mini purse seine are machine strength, mini purse seine length and number of lamp.Keywords: optomization, mini purse seine, bio-economic

Abstract

ABSTRACTA shipyard is a supporting element to meet the eligibility requirements through maintenance service for vessels and their engines. Lead time for ship repair may vary, depending on the condition of ship. The length of the ship repair process can lead to shipyard queuing. One attempt to improve the mechanism and ship repairing time is by analyzing the network. This study aims to identify the network diagram, to determine the critical path, and to find out the effectiveness of ship repair process. Activities and duration during ship repairing process were analyzed using critical path method (CPM) and measured the value of its effectiveness. The objects that were observed in this study are minor repairs and major repairs. The results showed that a minor repairs can be implemented in 7 days while based on productivity index it can be completed in 5 days and has a 98% effectiveness than the time alocated by the shipyard. Major repairs can be completed during 10 days; these repairing lead time were affected by damage to the machine which requires a long recovery process.Key words: CPM, effectiveness of ship repair, network analysis-------ABSTRAKGalangan kapal merupakan unsur penunjang untuk memenuhi kebutuhan kelaikan kapal melalui perawatan beserta mesinnya. Proses perbaikan kapal dapat bervariasi tergantung dengan kondisi kapal. Lamanya proses perbaikan kapal dapat mengakibatkan terjadinya antrian galangan. Upaya untuk meminimalisir antrian kapal salah satunya dengan menganalisis jaringan kerjanya. Penelitian ini bertujuan untuk mengidentifikasi struktur jaringan kerja, menentukan jalur kritis serta mengetahui efektifitas proses perbaikan kapal. Proses dan waktu perbaikan kapal dianalisis menggunakan metode jalur kritis (Critical Path Method) kemudian dihitung nilai efektivitasnya. Hal yang diamati dalam penelitian ini yaitu perbaikan ringan dan perbaikan berat. Hasil penelitian menunjukkan bahwa penyelesaian perbaikan ringan di galangan KPNDP membutuhkan waktu selama 7 hari sedangkan berdasarkan index produktivitasnya dapat diselesaikan selama 5 hari dan memiliki efektivitas 98% dibandingkan waktu yang dialokasikan oleh galangan. Perbaikan berat dapat diselesaikan selama 10 hari, lamanya perbaikan ini dipengaruhi dengan kerusakan mesin yang membutuhkan proses perbaikan yang lama.Kata kunci: CPM, efektivitas perbaikan kapal, analisis jaringan kerja

Abstract

ABSTRACTSimeulue Regency has ± 9.968,16 km2 marine waters area consist of 64 islands (large and small) with high potentials of capture fisheries. However, the management of sustainable fisheries in Simeulue Regency has not optimal yet. Informations about catch composition, diversity index and fishing gear productivity are needed as a reference in policy management decision. The purpose of this research are to determine the compositions of catch, to calculate the fish biodiversity and fishing gear productivity. The research was conducted in Simeulue Regency from December 2013 to January 2014. The method used was purposive sampling survey. Fishing units which observed such as lift net, beach seines, longlines and other collecting gears. Result in five research locations are Simeulue Timur, Teupah Selatan, Teluk Dalam, Simeulue Barat and Teupah Tengah, there were 50 fish species which dominated by Bali sardinella (Sardinella lemuru), slipmouths (Leiognathus spp), Indian anchovy (Stolephorus spp), scad (Selar spp) and frigate tuna (Auxis thazard). Biodiversity index (H ') value was beetween 1.40 to 2.67 with average of 1.87, it describes that biodiversity was in the moderate category. Furthermore, the evenness index (E) was in the category of relatively even from 0.58 to 0.89 with the average of 0.74. Dominance index values (D) was beetween 0.09 ? 0.33 with average of 0.24, which means that there were not any dominating species. The highest value of productivity (CPUE) was lift net with 603.3 kg/trip and the lowest was lobster or sea cucumber collecting gears with 81.8 kg/trip.Key words: composition, diversity index, productivity, Simeulue-------ABSTRAKKabupaten Simeulue memiliki luas wilayah perairan laut ± 9.968,16 km² dengan 64 pulau besar dan kecil. Wilayah tersebut memiliki potensi perikanan tangkap yang sangat tinggi, meskipun pengelolaan perikanan tangkap berkelanjutannya masih belum optimal. Oleh karena itu, informasi mengenai komposisi hasil tangkapan, indeks keragaman dan produktivitas alat tangkap sangat diperlukan sebagai acuan dalam pengambilan kebijakan pengelolaan. Tujuan penelitian ini adalah untuk menentukan komposisi jenis hasil tangkapan, indeks keragaman jenis ikan dan produktivitas alat penangkapan ikan. Penelitian dilaksanakan di Kabupaten Simeulue antara bulan Desember 2013 - Januari 2014. Metode yang digunakan adalah metode survei secara purposive sampling. Jenis alat tangkap yang menjadi objek penelitian berupa bagan, pukat pantai, rawai dan alat pengumpul. Berdasarkan hasil penelitian pada lima lokasi yang berbeda, yaitu Kecamatan Simeulue Timur, Teupah Selatan, Teluk Dalam, Simeulue Barat dan Teupah Tengah, diperoleh 50 spesies ikan yang didominasi oleh lemuru (Sardinella lemuru), peperek (Leiognathus spp.), teri (Stolephorus spp.), selar (Selar spp.) dan tongkol (Auxis thazard). Indeks keragaman (H?) berkisar antara 1,40 ? 2,67 dengan rata-rata 1,87 yang berada pada kategori keanekaragaman sedang. Selanjutnya, nilai indeks kemerataan (E) berada pada kategori lebih merata 0,58 ? 0,89 dengan rata-rata 0,74. Sementara nilai indeks dominansi (D) berkisar antara 0,17 - 0,33 dengan rata-rata 0,24 atau tidak terdapat spesies yang mendominasi. Abstract

ABSTRACTSquid captured in the waters of Bangka Regency has grown, both with traditional and modern fishing gear. Fishing gear used consisted of squid jigging and stationary lift net. Squid fisheries in this water have not been well managed as evidenced by the tendency of squid production decreased in Sungailiat Fishing Port 17.59% per year in the period 2010-2013, the number of outside fishers who caught squid and rampant illegal tin mining in coastal waters. This study aims to determine the optimal level of squid resource management in the waters of Bangka based on biological and economic aspects. The analysis used is Schnute bio-economic models because it is more appropriate to estimate squid stock in this water. The results showed squid resources utilized in this water was overfishing, both biologically and economically since 2010 in which the production rate for the year has been 116.12% of MEY and 115.94% of MSY. Optimal production levels at MEY conditions are 767.13 tons per year with efforts 5,544 trips per year. The production level at MSY conditions are 768.33 tons per year and the efforts 5,733 fishing trips per year.Keywords: Bangka Regency waters, MEY, MSY, overfishing, squid fisheries-------ABSTRAKPenangkapan cumi-cumi di perairan Kabupaten Bangka telah berkembang, baik dengan alat tradisional maupun modern. Alat tangkap yang digunakan terdiri dari squid jigging dan bagan tancap. Perikanan cumi-cumi di perairan ini belum dikelola dengan baik seperti terlihat dari kecenderungan produksi cumi-cumi di PPN Sungailiat yang menurun 17,59% per tahun pada periode 2010 ? 2013, banyaknya nelayan luar yang menangkap cumi dan maraknya penambangan timah illegal di perairan pesisir. Penelitian ini bertujuan untuk menentukan tingkat pengelolaan sumberdaya cumi-cumi yang optimal di perairan Kabupaten Bangka berdasarkan aspek biologi dan aspek ekonomi. Analisis yang digunakan yaitu model bio-ekonomi Schnute karena lebih sesuai untuk menduga stok cumi-cumi di perairan ini. Hasil penelitian menunjukkan pemanfaatan sumberdaya cumi-cumi di perairan ini sudah mengalami tangkap lebih baik secara biologi maupun ekonomi sejak tahun 2010. Dimana tingkat produksi pada tahun tersebut sudah mencapai 116,12% dari MEY dan 115,94 dari MSY. Tingkat produksi optimal pada kondisi MEY yaitu 767,13 ton/tahun dengan upaya tangkap 5.544 trip/tahun. Adapun pada kondisi MSY, tingkat produksi 768,33 ton per tahun dan upaya tangkap 5.733 trip per tahun.Kata kunci: perairan Kabupaten Bangka, MEY, MSY, tangkap lebih, perikanan cumi-cumi

Abstract

The scads (Decapterus spp) in North Maluku waters is highly potential and the utilization in developing phase. However, there is an indication of overexploited found in the coastal waters. The aims of this research are: (1) to determine population parameters of Decapterus macarellus based on the biological approach; and (2) to find out fishing season of the scads. The research was conducted from January to December 2008, in the North Maluku waters. Data for the research consisted of primary and secondary data. The data were analyzed using methods of the growth coefficient and the length infinity, the length-weight relationship, maturity level in fishes, estimating the size at first maturity in fishes, fecundity and moving average analyses. The results show that growth of female D. macarellus was quicker than masculine, and both had a maximum length-growth at the age of 4 year. Growth pattern of D. macarellus had a specific characteristic, called "minor alometrik", meaning that length-growth was quicker than weight-growth of the body. The catch of D. macarellus was dominated by inmature species. The most maturity of the D. macarellus was found in March. The size at first maturity was reached at a length of 25,8 cm. Spawning took place in April or May. Fecundity ranged from 28875 to 84000 eggs with a total length of 268 to 310 mm. Fishing season of scads occurred from March to October with the peak season in August.

Abstract

Economic pressure become very dominant influences behavior of coastal community in exploiting fishery resources. Sustainability of fishery resources utilization often less attention in fulfilling demand of global market following with increasingly of human population. This problems will generate degradation of marine ecosystem with increasing magnitude and scale. To overcome those problems, an important approach is by increasing public awareness in management of fishery resources. . Fishery development concept is actually focusing on increasing prosperity by increasing employment opportunity and ensuring resources sustainability.By increasing fish consumption and domestic income will generate fishery sector development, however resources and environmental sustainability, will be the main priorit. Recommendation could be suggested, i,e : fisheries management and regulation, collaboration and institutional development and increasing of applied fishery science and technology.
