Abstract

Management of the zoo is very important, considering zoo is an asset that must be preserved. The zoo should be managed independently, so it can be arrenged well. Bukittinggi has the oldest zoo in Indonesia, it is Taman Margasatwa and Budaya Kinantan (TMSBK). Currently, TMSBK is managed by Development Culture and Tourism in Bukittinggi and has a status a Conservation Agency. According to TMSBK leader?s target, TMSBK should have been Badan Layanan Umum Daerah, considering it has been eight years into a Conservation Agency. According to directly observation, the problem is the management of TMSBK is not optimal. The purpose of this research is to knowing how the management of Taman Margasatwa and Budaya Kinantan and to knowing obstacle factor in the management of Taman Margasatwa and Budaya Kinantan in effort towards Badan Layanan Umum Daerah.The theory used is management by George R. Terry starting from planning, organizing, actuating and controlling. This research uses a qualitative descriptive method. In collecting the data researcher uses the method of observation, interview and documentation.The result of this research gets conclution that management by Departement Culture and Tourism in Bukittinggi is not optimal. There is still a shortage, especially in organizing and controlling by Departement Culture and Tourism in Bukittinggi. And then, obstacle factor in the management of Taman Margasatwa and Budaya Kinantan in effort towards Badan Layanan Umum Daerah, it is human resources, evaluation, permission from local leaders and visitors.Keywords: Management, Badan Layanan Umum Daerah

Abstract

How the government of Indonesia handled the prevail of education, are tobuild SMP Terbuka in Pekanbaru city. Because one of the problemthat faced Pekanbaru city iseducationand doesn?t maximal in implementation of SMP Terbuka. The main problem tocompleted the implementation of SMP Terbuka is how to ensured childrenwho graduated from elementary school continue into Junior High School throughSMP Terbuka for the less fortunate. All of the children will geteducationifthe infrastructure is available. This condition can?t be separated fromthe government of Pekanbaru cityto facilitate the infrastructure of education. The research aims to determine implementation of Ministerial Policy of Education and Culture Number 53 Year 1996 About Junior High School Terbuka(Case Study SMP Terbuka Pekanbaru)and examine the factors that influenceimplementation of of Ministerial Policy of Education and Culture Number 53 Year 1996 About Junior High School Terbuka (Case Study SMP Terbuka Pekanbaru).Theoretical concept used ispublic policy, education policyand implementationin Van Meter and Van Hornwho said thatthere are 6 variablesin implementationsuch as: 1. Standards and policy goals, 2. resource, 3. Communication between organizations, 4. Characteristics of implementers, 5. political, economic and social condition, 6. Dispositon.Result of the research showedthat implementation of Ministerial Policy of Education and Culture Number 53 Year 1996 About Junior High School Terbuka (Case Study SMP Terbuka Pekanbaru)is not optimally yet. Known from bad communication, between the government, school and society. This is caused by limited human resources,infrastructurelikethe budget is insufficientfrom Dinas Pendidikan Provinsi Riau to achieve SMP Terbuka and education facility is insufficient, social and economic condition of the society is underprivileged. Abstract

Office SAMSAT which stands for "System Administration Manunggal under one roof" where the office is under the auspices of the Government of Riau Province, It said the roof because the office is linked by three agencies:1. Pekanbaru City Police2. Riau Provincial Revenue Office3. Prog Pekanbaru city branchWhere the above three agencies together in one system and collaboration processes executed on the building, that provide convenience and improve service to taxpayers. The tax itself is a mandatory contribution to the region owed by private persons or entities that are forced by the law to not get rewarded directly and used for the purposes of the area for the greatest welfare of the people (Act No. 28 of 2009 on local taxes and levies), of understanding shows that people are obliged to contribute to the region, and should the public get quality service. But the fact that the service still have problems, such as local people do not understand that no changes to the existing regulations in Kesamsatan, ecause these changes at any time to change. And the changes are not socialized to people. The purpose of this study was to determine how the quality of public services in terms of annual tax ratification of two-wheeled vehicles in South Pekanbaru SAMSAT office.Concepts that researchers use the theory by Agus Dwiyanto there are several dimensions of services quality are : attitude officers, procedures, time, facilities, service. This research uses descriptive method with qualitative approach. Data obtained though interviews submitted to the informant and then analyzed by researchers. It also collected secondary data relating to the issues under investigation.has not run optimally. There is a weakness-weakness concerning the quality of services such as : The lack of socialization to the community officers about the latest regulations to which they apply and the not fit punctuality in accordance with the existing standart operating procedures, still the tendency of officers to provide services that are not fair to the tax payers.Keywords : The quality, Public Service, Samsat Pekanbaru Selatan.

Abstract

Organization is a means or instrument achieving goals . Therefore, the organization is said to be a container or vehicle , the activities of people who work together to achieve goals . In container activity that everyone had a clear assignment of authority and responsibility , relationships and governance work . Further Consultative Body Kepenghuluan organization that is one element of government at the level of kepenghuluan , whose membership consists of representatives of concerned residents kepenghuluan defined by means of Deliberation and Consensus . What is meant by a representative masyawarakat in this case as the Chairman Pillars of Citizens , indigenous stakeholders and community leaders that serves to protect the customs, making the rules , and share their aspirations of society , and of the functions of the Consultative Body tersbut kepenghuluan Pujud Kepenghuluan in Rokan Hilir district Pujud districts have authority discuss the draft regulations kepenghuluan with the prince , to supervise pelaksnaan kepenghuluan rules and regulations of the prince , propose the appointment and dismissal of the prince , the prince of the selection committee formed , digging , accommodating , collect , formulate and channel the aspirations of the people , and arrange the order of kepenghuluan consultative body . So far Consultative Body Kepenghuluan in kepenghuluan Pujud Rokan Hilir subdistrict district Pujud not maximized in carrying out its functions and authority as a check and balance between the government and the public Kepenghuluan .The purpose of this study is based on research problems is to know how the Implementation of Functions and Powers of the Agency Consultative Pujud kepenghuluan Kepenghuluan in Rokan Hilir district Pujud districts .Theoretical concept used is the theory of functions and powers according to Prof. Kepenghuluan Consultative Body or Village Consultative Body . Drs . HAW . Widjaja . The indicators in this study is Pengayoman , Legislation , Supervision , and the community and share their aspirations . Abstract

Riau Province is an area that very much has the potential if developedand managed as well as possible then it will be able to increase revenue ( PAD ),particularly in District XIII Koto Kampar Kampar Regency in Minapolitandevelopment. Minapolitan supervision in District XIII Koto Kampar Kampardistrict conducted by the relevant agencies and consortia minapolitan fisheriesdepartment and the evaluation made by the minister of fisheries and marinerepublic of Indonesia every year. With the need for an evaluation of thedevelopment of the Minapolitan then to implement the control program planningin this area Minapolitan for achieving those objectives. But in fact in theimplementation and the work that is not fit for purpose and not runningoptimally so that the process of achieving goals is not running optimally.The aim of this study to see how the implementation of surveillanceMinapolitan in District XIII Koto Kampar Kampar regency and the factors thataffect the implementation of the surveillance. Theoretical concept that is in useis the theory of control, the indicators in this study exspectation, allocation,performance monitoring and correction action.From the results, it can be concluded that the control, or supervision isvery important that the role of the personal who already has the job, and run thesupervisory authority in this case is the Working Group and the Kampar DistrictXIII Koto Kampar District Fisheries Department needs to increase oversightMinapolitan where indigenous factors customs and participation of thecommunity is affected Minapolitan Region Implementation Oversight in DistrictXIII Koto Kampar Kampar regency.Keywords : Minapolitan , region , supervision

Abstract

Implementation of Regional Regulation No. 14 of 2006 about Retribution Business Permission of Alcohol Trade in PekanbaruPermission become a problem on process of circulate and selling alcohol in Pekanbaru . It’s because there is connection about supply and demand between sales and buyer of alcohol. In Pekanbaru, process of circulate sponsored by night club , discotic and karaoke which have sprung up in this city. Actually , there is already regional regulation that useful for controlling process of circulate alcohol.Theory implementation of Van Meter and Van Horn have six variables which arranged connection between policy and performance such as : policy purpose , resources , communication between implementors , characteristic of implementor , condition of social,economy and politics and also disposition of implementors. This research used qualitative method and also used snow ball sampling which used key informan . Satpol PP and Disperindag Pekanbaru City are the key informan for this research.Based on research , Implementation of Regional Regulation no. 14 of 2006 about Retribution Business Permission of Alcohol Trade in Pekanbaru has been done by Satpol PP and Disperindag but implementation hasn’t been done like a real content. There’s no sanction in every mistakes which has been done by sales of alcohol. Abstract: The Analysis Performance Department of Cooperatives, Micro,Small, and Medium Pekanbaru City (Case Study Implementation Duty andFunction in Development Cooperative in Pekanbaru). This study aims to analyzethe performance of the Department of Cooperatives Pekanbaru SMEs in theimplementation of the main tasks and functions of cooperative development. Theresearcher used quality research with data analys descriptively. In collecting thedata, the researcher user interview thecnique, observation, dan documentation.These results indicate that the performance of the Department of CooperativesSMEs in the implementation of Pekanbaru duties and functions of cooperativedevelopment is still less than optimal. Abstract

Emergency Room is one of public organization oriented to service that aims toserve and provide satisfaction to the people, especially on the health aspects. To givesatisfaction to the patient the nurse must provide nursing care in accordance with theexpected expertise and skills possessed by nurse, especially nurse on duty in the ER.Emergency Room care is a service for people who need fast and professionalhandling. Improved service must be made priority Hospitals, especially in theemergency room of the installation in order to create expectations and patientssatisfaction.The are some barriers or obstacles in providing health care to patientsEmergency Room, among others, the low Human Resources owned by the EmergecyRoom in providing health services, lack of health care facilities supporting works,and hospitality workers and the lack labor discipline medical residing in theEmergency Room Bangkinang hospitals in providing health services. In order toovercome barriers or obstacles in providing health care in the Emergency Room then,required quality of health services, which on one hand can satisfy the users of theservices, and on the other hand its implementation procedures in accordance with thecode of ethics and standards that have been set.The concept of the theory is a theory that researchers use health servicesconsisting of available, sustainable, Acceptable and reasonable, easy to archieve, easyto reach and grade. This study used qualitative research methods to the assessment ofdescriptive data. In collecting the data, the researchers used interview thecniques,observation and study literature. By using key informant and the informant as asupplementary source of information.The results of this study indicate that, Customer Satisfaction Analysis OnPublic Service. ( Study case in Bangkinang Hospital Emergency Room ) assessed tobe less, due to the lack of human resources and facilities owned by the HospitalEmergency Room Bangkinang and there are many grievances felt by the customer’sHospital for the lack of service provided by the Emergency Room.Keywords : Satisfaction, Service, Installation Emergency

Abstract

ABSTRACT : PERDA IMPLEMENTATION OF THE NUMBER 08 IN 2012 IN THEDISTRICT BUSINESS SERVICES LEVY KAMPAR (Levy Case Study PlantationSubsidized In the District of Kampar)The Governance of autonomy is a very precise answer in driving the process ofimplementation of the Government and democratic development. With the granting ofregional autonomy granted by the Central Government to a region that all aim to promote andeducate the general welfare of the Nation, the Government needs to implement the division oftasks, so that the country can be achieved objectives in an optimal way that is efficient andeffective. One of the government programs in the Kampar district is especially plantationprogram subsidized distribution of oil palm seedlings to the community. In carrying out theprogram of subsidized distribution of oil palm seedlings set in Regulation No.. 08 Year 2012on service levies Plantation, Plantation Office under the authority of Kampar district.With the passage of the function and role of the Estates Department officials to create orderand clarity to the people who are in their environment. What is the procedure of withdrawaland levy payments and subsidized the purchase of oil palm seedlings , in Regulation No. 08of 2012 levy is included into the Levy Production Sales Daerah.Namun there are severaldeterminants implementation of the Implementation Regulation No. 08 of 2012 by EdwardIII , namely : communication is the delivery of from policy making to the implementingagency policies and service levies Plantation consistent information delivered , is crucialcommunication success in achieving the goal of implementation is the availability ofresources to implement a Resource policy is one factor that should always be considered .Resources mentioned is sufficient staff , information , authority and facilities that support theimplementation of the course of collection service levies Plantation in Kampar district .Attitude/position that is related to the implementation of the decision showed a positiveattitude towards the decision / policy and know what they are doing and have the capacityand made them commit berkonsisten in running and not doing discriminative policies againstsociety. Abstract

This study was to investigate the performance of the District baseboards Bengkalis and cultural factors influence the organization , leadership style , quality of human resources on the performance of the District Uptown Bengkalis . A general overview of some of the above is based on observations in the field discovered phenomena occur : ( a) . still shows a lack of employee working attitude as an employee does not comply with the existing regulations in the discipline of work and loyalty and dedication this is evidenced by the still quite high absenteeism of employees , ( b ) . still a lack of desire and awareness of employees to do the job execution completion of office in accordance with set targets to support the achievement of the implementation of the organizations work , ( c ) lack of leadership in respect of performance of subordinates and motivate subordinates work .In this study the authors use the concept of the theory according to Mangkunagara ( 2010:13 ) , the factors that affect performance are : capability (ability ) include : ( a) . knowledge (knowledge ) , ( b ) Skill . Motivation ( Motivation ) include : (a ) . Attitude ( Attitude ) , ( b ) . Working situation ( situational )The results showed that Skirting Head Office employee performance is seen from ( 1 ) capability (ability ) is here covers the knowledge and skills of employees where the capabilities of an employee in an organization that includes knowledge and skills or skills and attitudes , emphasizing measurable behavior as an application of the resulting performance , ability Uptown District Office employee is considered to be running pretty well .
