Abstract

Lack of political commitment has been considered as a principal reason for the failure of bureacratic reform, and is part of the past existing power. The failure of repeated reform attempts has indeed its roots in Indonesia?s unusual political system, in which traditional and colonial ruling system have still influenced power in recent practices. Prospects for reform therefore depend either on fundamental political change, or on generating public surveillance to the system as well to those rulers, who fear that reform represents a threat to their interests. What are factors determine a government?s commitment to implement bureauratic reform? How can we identify genuine commitment and generate increased political will where it is lacking? This article from historical point of view traces the bureaucrat?s typologies that had have been used in Indonesia in order to highlight the key elements of main obstacles in bureacratic reform and the means available for implementing good and clean government apparatus whose commitment is weak. It argues that strong political leadership and irrevocable bureaucratic reform policies are key factors in assuring implementation, while pressures from public media can help foster commitment.

Abstract

West coast of Sumatra, which was relatively remote from major centers laying on the Malacca Straits, had a lengthy history of trading contacts with the maritime Southeast Asia, especially with the Indian Ocean basins. The paper asks whether the trajectories of broader historical development of maritime Southeast Asia can be informed by way of tracing developments among the small localcontexts as evidenced in the case of the fate of Muhammad Saleh, a Minangkabau west coastal merchant of the 19 th century Sumatra. In other words, it asks if the sea trading routes underpinning integration of the archipelagic countries are also partly valid for the world west coast of Sumatra in the early-modern era. This paper will help us to appreciate our maritime world, how we got to where we are now, and identify constants and trends that will assist in our understanding of maritime Southeast Asia today and in the future.

Abstract

So that in the nature of man, we find three principal causes of quarrel. First, competition; secondly, diffidence; thirdly, glory. The first, make at men invade for gain; the second, for safety, and the third, for reputation. The first use violence, to make themselves masters of other men?s persons, wives, children, and cattle; the second, to defend them; the third, for trifle as a word, a smile, a different opinion, and any other sign of under value, either defect in their persons, or by reflection in their kindred, their friends, their nation, their profession, or their name. Thomas Hobbes, Leviathan, 1651. Key Words: Centralism, regional resistance, nation?s history.

Abstract

Abstract

This essay provides a preliminary analysis of the Mohammad Syafe?i?s educational thought, placing it within the context of the larger social and intellectual history of Indonesian society during the colonial time and after. The idea behind the establishment of the INS ? the school founded by Sjafei in 1920s ? justified and idealized  national education as  the form of intellectual resistance against the Dutch colonial regime on the basis of historical precedence found in Western educational expansion. This study traces (i) how did Sjafei develop his own philosophy of education? (ii) how did he redefine knowledge, education, schooling, teaching and learning? (iii) how did he challenge and change traditional concepts of education and curriculum as content of the whole learning processes? (iv) what the ideas or practices of the Syafei?s school contribution are present in today?s teaching and learning? (v) what contributions from his achievements are useful to the Indonesian national education in developing the country?s philosophy of education? In answering these questions, this article eventually comes to conclusion that in one way or another, one could qualify him as a pioneer of modern Indonesian education.
