Abstract

The development of industrial areas in Jabodetabek developed rapidly since the beginning of 1970. The rapid urban development in the Greater Jakarta resulted in the emergence of new areas on the outskirts of the city as a container for the growth of activities, such as industrial areas. This condition occurs because of the limited supply of urban land on a large scale, especially for industrial activities. The purpose of this study was to analyze changes in land use to non-industrial land to industrial land and its relation to the GDP in Jabodetabek industry and analyzes the factors that affect the industrial sector GDP. The method used in this research are the survey, GIS analysis and regression. The results showed that changes in land use (conversion) non industry to 1998 to the Year 2012 are in Bekasi largest by land use type housing, open space, and rice fields. Changes in land use non industry to positively correlate with changes in the industrial sector GDP in Jabodetabek.. Variables are a strong influence on the formation of GDP industrial sector, is a variable raw material. The development of industrial sites in Greater Jakarta tends to follow them main road network forease of accessibility. Keywords: Distribution of industrial land, Jabodetabek, industry

Abstract

The growth of a region has changed land-use pattern, not only in urban areas but also rural areas such as Humbang Hasundutan regency, North Sumatra Province. As one district that newly developed since its establishment in 2003, land-use change has affected the environment such as the emergence of degraded land due to deforestation and other environmental vulnerability issues in some sub districts. CLUE-S (the Conversion of Land Use and its Effects at Small region extents) model with a combination of dynamic systems and quantification of empirical relationships between land-use and its driving factors was chosen to predict land-use change that improves an understanding of land allocation planning. The aims of this study were to analyze land-use change in Humbang Hasundutan district and predict the changes in year 2033. The results showed Humbang Hasundutan district has 5,362 hectares of forest cover loss in period of years 2003 to 2013. Land use change simulation by using scenario with restricted area policy and forest land rehabilitation can maintain forest cover over 30 % and contribute to augment forest vegetation on degraded lands by 47.87 % in year 2033. Abstract

Karawang Regency is one of the rice production centers in West Java. However, the dynamics of land use and land cover changes in the region are estimated to be high because of its proximity to the nation’s capital. These dynamics have led to changes in rice production. This research was conducted to study the patterns of land use and land cover change over the period of 2000-2013 and its relation to the balance of food production. Changes in land use and land cover were identified by the use of Landsat TM imagery of 2000, 2003, 2007, 2010 and 2013. The production and productivity of rice were obtained from the statistical data of Karawang Regency, 2001-2014. The results showed that in the period between 2000 and 2013, paddy fields identified from imagery were decreased from 116,268 ha in 2000 to become 103,866 ha in 2013. The most extensive changes in land use and land cover were the changes from the rice to the settlements. The most dominant area of the increased settlement comes from the paddy fields and dryland agriculture. The average decrease of paddy fields during 2000-2013 was 0.93% per year. This has resulted in a decrease in the contributions of Karawang to export rice for surrounding regions by 5% during the last 13 years. Abstract

Pemetaan kadastral atau pemetaan berbasis kepemilikkan lahan telah diamanatkan oleh Pemerintah yang tertuang dalam Keputusan Presiden RI Nomor 34 Tahun 2003 tentang Kebijakan Nasional di Bidang Pertanahan yaitu pada Pasal 1 ayat 3. Namun kebijakan ini belum terrealisasi secara nasional. Kantor Pajak Bumi dan Bangunan (PBB), Kabupaten Subang, Jawa Barat telah melakukan pemetaan lahan berbasis kepemilikan lahan, yaitu peta persil lahan tambak di Delta Cipunagara yang dilakukan secara terestris. Di sisi lain, telah banyak tersedia data penginderaan jauh resolusi tinggi seperti Citra Quick Bird yang dapat dimanfaatkan untuk tujuan yang sama. Penelitian ini bertujuan untuk mempelajari manfaat Citra Quick Bird untuk verifikasi peta persil lahan tambak. Hasil verifikasi menunjukkan bahwa (1) terdapat perbedaan bentuk Delta Cipunagara yang bersumber dari PBB dan Citra Quick Bird; (2) persil tambak yang dibatasi dengan ”galengan” saja mudah diidentifikasi dari Citra Quick Bird; (3) terdapat perbedaan posisi blok dan persil tambak antara Peta Persil dari Kantor PBB dan Citra Quick Bird; dan (4) terdapat pergeseran posisi persil tambak antara peta yang bersumber dari Kantor PBB dengan Citra Quick Bird, berkisar (1.5-57.2) m, dengan rata-rata 19.9 m. Hasil analisis regresi menunjukkan bahwa luas persil yang bersumber dari Kantor PBB memiliki kesesuaian yang tinggi dengan luas persil hasil pengukuran lapang (R2=93.0%). Demikian juga untuk luas persil dari Citra Quick Bird memiliki kesesuaian yang tinggi dengan luas persil dari Kantor PBB (R2=94.3%). Namun tingkat kesesuaian antara luas persil dari Citra Quick Bird dan pengukuran lapang relatif lebih rendah (R2 = 63.2%).

Abstract

One of the agricultural public commodities in Indonesia which still cannot fulfill its domestic consumption needs is soybean. The objectives of the research, which was conducted in Karawang Regency, West Java, Indonesia, were to: (i) identify the suitable area for soybean plantations in paddy fields, (ii)  assess the development of soybeans in land use and socio-economic context, and (iii) plan the spatially soybean plantation. A soil survey and land evaluation for soybean was completed. IKONOS imagery was applied to delineate paddy fields while a dynamic system modelling was developed using Powersim 8.0 software. The results of the research showed that the suitability class for soybean plantation in the paddy fields of Karawang Regency ranges from unsuitable (N) to suitable (S2), with limiting factors being temperature, fertility, nutrients retention, slope, erosion, rooting media and toxicity. Very limited arable land  has been used so far for soybeans plantations due to low economic returns. The model predicts that, should the development of soybean continues in its business as usual path, a deficit of soybean will occur in 2030. The model provides alternative scenarios to reduce the deficit. Prioritization was done spatially using the suitable land gradually, corresponding to the government budget availability.

Abstract

Indonesian national food sovereignty is very dependent on the supply of rice from paddy fields in Java Island. Various factors influence the farmer’s decision to continue using his farm. This study aims to analyze the sustainable use of paddy field, determinant factors and strategies for improving sustainability. The study was conducted in Karawang Regency, one of the centers of rice production in West Java. The methodology used is a multi-dimensional scaling (MDS) using 43 attributes of 5 dimensions (ecological, social, economical, technological and legal and institutional dimension). Against the sensitive attribute analysis resulting from MDS, a prospective analysis was conducted to determine the key factors of sustainability. Priority policies for improving sustainability are developed based on the location of the key factors in the prospective diagram. The research results showed that the land utilization for paddy field in Karawang is actually less sustainable. Increasing the sustainability can be done through intervention and improving performance, preferably on sensitive attributes resulting from leverage analysis, covering 16 attributes. Priority policies is directed in the 5 key factors resulting from prospective analysis. Policies suggested are the tightening of new permits for building, strict implementation of the official spatial land use planning and delineation of agricultural land for sustainable food crops, counseling the community, revitalizing the role of BULOG, provision of subsidies as well as capital assistance to farmers.

Abstract

Pertumbuhan penduduk, peningkatan pendapatan, dan pesatnya pembangunan menjadikan permasalahan penggunaan lahan semakin kompleks. Lahan berperan sebagai penyedia pangan, namun di sisi lain permintaan lahan di luar sektor pertanian terus meningkat secara signifikan untuk memenuhi kebutuhan penduduk. Kabupaten Cianjur merupakan kabupaten dengan luas sawah terbesar pertama di bagian selatan Provinsi Jawa Barat. Namun, konversi lahan sawah menjadi lahan pertanian lain atau lahan non-pertanian menyebabkan penurunan luas baku sawah. Penelitian yang bertujuan untuk: (1) menganalisis pola perubahan penggunaan dan penutupan lahan, (2) mengevaluasi kesesuaian lahan untuk sawah, dan (3) menganalisis potensi perluasan penggunaan lahan untuk sawah. Pola perubahan penggunaan dan penutupan lahan diidentifikasi menggunakan citra Landsat tahun perekaman 2000 dan 2015 dengan teknik fusi citra. Kesesuaian lahan untuk sawah dianalisis menggunakan metoda faktor pembatas minimum. Potensi perluasan lahan untuk sawah mengacu pada kesesuaian lahan dan alokasi lahan pada Rencana Tata Ruang Wilayah (RTRW). Hasil penelitian menunjukkan bahwa pada periode analisis, lahan sawah paling banyak terkonversi menjadi pemukiman. Lahan di Kabupaten Cianjur memiliki tingkat kesesuaian lahan untuk sawah sesuai (S2) (9.53%), sesuai marjinal (S3) (29.28%) dan tidak sesuai (N) (61.19%). Saat ini, masih tersedia potensi lahan untuk perluasan sawah di Kabupaten Cianjur seluas 148,980 ha. Kata kunci: Perubahan penggunaan lahan, prioritas potensi sawah, kesesuaian lahan untuk sawah

Abstract

Pemanfaatan data survei tanah dan evaluasi lahan dilakukan untuk perencanaan peningkatan produksi kedelai menjawab tantangan kelangkaan pasokan kedelai di Kab. Lombok Timur, Provinsi Nusa Tenggara Barat. Data yang digunakan adalah hasil survei oleh Pusat Pemetaan dan Integrasi Tematik, Badan Informasi Geospasial dilengkapi dengan analisis citra dan evaluasi lahan fisik dan ekonomi untuk kedelai. Analisis kesesuaian lahan fisik dan ekonomi untuk kedelai dilakukan menggunakan Automated Land Evaluation System (ALES). Penggunaan lahan diinterpretasi menggunakan citra SPOT-5, dipertajam dengan data lebih detil menggunakan citra IKONOS dari Kementerian Pertanian. Hasil-hasil analisis diinterpretasi dalam term potensi intensifikasi kedelai pada lahan sawah eksisting dan potensi perluasan tanaman kedelai pada lahan kering yang potensial. Hasil analisis menunjukkan bahwa di wilayah Kabupaten Lombok Timur masih dimungkinkan dilakukan intensifikasi dan ekstensifikasi untuk peningkatan produksi kedelai dalam rangka peningkatan ketahanan pangan regional. Persoalannya, keuntungan petani dalam budidaya kedelai pada berbagai kelas kesesuaian lahan jauh lebih kecil dibandingkan pengusahaan padi sawah. Perencanaan fisik berbasis kesesuaian lahan perlu diikuti dengan upaya menciptakan kondisi agar penanaman kedelai menarik bagi petani dari sisi ekonomi.Kata Kunci: Ketahanan Pangan, SPOT-5, Kesesuaian Lahan, Sistem Evaluasi Lahan Otomatis.ABSTRACTData from soil survey and land evaluation were used in planning for increasing  soybean production, answering the lack of soybean supply in East Lombok Regency, West Nusa Tenggara Province. The results of the survey of Center for Integrated Mapping, Geospatial Information Agency were used, combined with image analysis and physical and economical land suitability analysis for soybeans. Analysis of physical and economical land suitability for soybean was performed using Automated Land Evaluation System (ALES). Land use was interpreted using SPOT-5 imagery, completed by the data of IKONOS imagery from Ministry of Agriculture. The results of the analysis were interpreted in terms of the potential intensification of soybean on existing ricefield and the potential expansion of soybean crops ondry land. The analysis showed that in East Lombok Regency, there is still possible to do the intensification and extension of soybean in order to improve regional food security. The problem is, benefit of farmers in the cultivation of soybeans in various land suitability classes are much smaller than rice cultivation. Physical planning based on land suitability needs to be coupled with efforts to create an attractive situation to farmers for planting soybean.Keywords: Food Security, SPOT-5, Land Suitability, Automated Land Evaluation System.

Abstract

Increasing of population will effect to economic development that need the appropriation of lands for settlement, industry, infrastructure and service. Purposes of this research were to project population on 2018 and 2030; analyze land use change on period 2006-2018 and 2018-2030; analyze correlation between population with agriculture area and population with settlement area. Analysis of land use change was obtained by overlapping multitemporal land use maps. Regression approach was used to project population on 2018 and 2030; correlate between population with agriculture area and population with settlement area. The Result showed that 48% of villages which its population projection based on saturation model and 52% based on exponential model. Increasing rate of Agriculture area and settlement were 1,48%/12 years and 0,86%/12 years, respectively. Correlation between population with agriculture area were linier with R2 = 0, 7167 (2006); 0, 6343 (2018) and 0, 5082 (2030). Correlation between population with settlement were linier with R2 = 0, 7168 (2006); 0, 7312 (2018) and 0,568 (2030). Dynamical of R2 values showed contributory influence of population factor in increasing of agriculture area and settlement area.
