Abstract

Dalam kebijakan pengelolaan persampahan Kota Baubau terjabarkan dalam sebuah program yang dijalankan oleh Dinas Kebersihan program pengembangan kinerja pengelolaan persampahan Kota Baubau ialah suatu program untuk meningkatkan kebersihan kota dari sampah, baik pada lokasi pemukiman, lokasi perkantoran maupun ruang publik. Dalam penelitian ini menggunakan metode kualitatif dengan tujuan mendiskripsikan, dan menganalisis implementasi program pengembangan kinerja pengelolaan persampahan dengan menggunakan model implementasi Edward III. Temuan Penelitian menunjukan bahwa, pelaksanaan program pengembangan kinerja pengelolaan persampahan dalam hal komunikasi yang dijalankan internal Dinas Kebersihan bagi pelaksanaan program belum berjalan optimal. Ketersediaan sumber daya memberikan pengaruh besar terhadap tercapainya ataupun tidaknya suatu kebijakan pengelolaan persampahan di Kota Baubau. Komitmen dari para pelaksana program terlihat memiliki rasa keleluasaan yang besar untuk mewujudkan dan mensukseskan program. Serta pelaksanaan program pengembangan kinerja pengelolaan persampahan belum memiliki kejelasan standart yakni dengan penentuan standar opersional prosedur dalam mejalankan program. Abstract

Implementasi kebijakan Polri berkaitan dengan pelayanan SIM di Kota Surabaya belum optimal dikarenakan: (1) Keterpaduan sistem transportasi yang belum terbentuk dan belum memadai; (2) Rencana pemerintah untuk menjadikan Kota Surabaya menjadi kota megapolitan dengan nama Gerbang Kerta Susila, menjadi permasalahan tersendiri karena memerlukan kebijakan yang tepat sasaran pula terutama dalam manajemen lalu lintasnya. Oleh karena itu diperlukan suatu perubahan sistem yang konsisten dan merubah midnset masyarakat dan Polri dalam pelayanan SIM untuk menekan kecelakaan lalu lintas. Hasil penelitian menunjukkan: Peningkatan kualitas dan profesional polisi lalu lintas merupakan salah satu rencana strategis Direktorat Lalulintas Polri. Walaupun demikian, keterbatasan didalam penyediaan fasilitas operasional membutuhkan penyelesaian bersama. Keseimbangan alokasi di dalam pembinaan jalan juga harus memungkinan secara proporsional di berikan untuk penyediaan fasilitas Kepolisian lalulintas. Kreatifitas dan inovasi para unsur pimpinan juga tidak kalah pentingnya dalam mewujudkan hal ini, karena itu sinergitas unsur terkait harus senantiasa dikedepankan dan ditekankan demi terciptanya tujuan bersama. Dari hasil penelitian tersebut peneliti merekomendasikan antara lain: (1) Pelaksanaan manajemen lalu lintas yang efektif,(2) Pengendalian penerbitan SIM sesuai dengan manfaat, tujuan, dan kebutuhan pengguna SIM.

Abstract

Strategi Pengembangan usaha mikro kecil dan menengah oleh Institut Pembinaan Pengembangan Kewirausahaan (Instituto de Apoio ao Desenvolviment Empresarial, IADE) di Timor Leste adalah memberikan pelayanan pelatihan, pendampingan, dan promosi, dengan tujuan untuk menumbuh kembangkan kewirausahaan, serta usaha mikro kecil dan menengah di Timor Leste. Namun fakta empiris menunjukkan bahwa masih rendahnya tingkat produktivitas, rendahnya nilai tambah, rendahnya kualitas produk, rendahnya skill atau ketrampilan yang dimiliki oleh UMKM khususnya manajemen usaha, teknologi dan pemasaran, kurang membaca peluang pasar dengan baik, oleh karena itu pemerintah melalui IADE berperan utama agar memperbaiki hambatan yang dialami oleh pelaku UMKM. Jenis penelitian yang digunakan didalam penelitian ini adalah deskriftif dan pendekatan dari metode ini adalah pendekatan kualitatif. Sumber data berasal dari informan, peristiwa dan dokumen-dokumen. Sedangkan teknik pengumpulan data dari wawancara, observasi dan dokumentasi. Metode analisis data menggunakan analisa data kualitatif model interaktif (Miles, Huberman dan Saldana 2014, h.33). Hasil penelitian menunjukkan bahwa strategi pengembangan usaha mikro kecil dan menengah di Timor Leste khususnya distrik Ermera untuk memperkuat dan meningkatkan usaha-usaha mikro dan kecil di Timor Leste, melalui pengembangan pelatihan dan pendampingan sehinga mereka mampu berdiri sendiri dan tentunya akan berkontribusi kepada pemerintah dalam peningkatan perekonomian nasional. Kata Kunci : Strategi, Pengembangan UMKM, Penguatan Modal Usaha.

Abstract

Pelaksanaan urusan wajib dalam implementasi otoda dalam pasal 150 UU No.23 Tahun 2014 tentang Pemerintah Daerah. Urusan wajib yang dimaksud adalah urusan perencanaan pembangunan. Perencanaan pembangunan seperti yang dilaksanakan di Kecamatan Dusun Selatan melalui kegiatan musrenbang. Kegiatan musyawarah yang dilakukan masyarakat Kecamatan Dusun Selatan yaitu diawali dari musyawarah desa (musbangdes) yang kemudian berlanjut pada tingkat musrenbang kecamatan. Tujuan dalam penelitian ini yaitu untuk mendiskripsikan dan menganalisis proses, partisipasi masyarakat serta faktor penghambat dan pendorong dalam kegiatan musrenbang kecamatan. Metode penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif, menggunakan analisa data kualitatif model interaktif. Hasil penelitian membuktikan bahwa partisipasi masyarakat dalam musrenbang kecamatan Dusun Selatan adalah hadir dan aktif. Dalam fenomena ini terdapat sinergi antara pemerintah dengan masyarakat dalam kegiatan perencanaan pembangunan di Kecamatan Dusun Selatan. Abstract

In the year 1990s through the UPPKS group loan assistance from the venture capital fund Mandiri Foundation is growing very rapidly. The scheme was launched when it was Skim Takesra and Kukesra. By the year 1997 the number of UPPKS groups have approached the amount of 700 thousand groups throughout Indonesia. With the end of the cooperation between the BKKBN with Independent Fund Foundation, the scheme Takesra Kukesra Mandiri has not renewed. For a few years later there is vacuum venture capital assistance so that in 2003-2004 was started on social assistance or loan capital of the state budget funds. Overview of this study to identify the knowledge of program managers to access  capital  sources,  identify  readiness  range  of  capital  sources  to  implement  the existing schemes and identify ways to increase access to capital UPPKS group. The design of this research is descriptive qualitative. The informants method consists of the Field KS, financial institutions, agencies, both public and private capital, field officers and UPPKS group. The techniques used in this study is the determination of the informant sample group (sample group). In this study data collection used three techniques, namely: engineering FGD (Focus Group Discussion), in-depth interviews (depth interview) and documentation. The results of this study concluded that (1) Policy and commitment: MOU with BRI and pawnshops in 3 locations are still the way that the mortgage due in accordance with the commitment, (2) the availability of capital, namely the cooperation between the Ministry of cooperatives and SMEs with Bank Rakyat Indonesia (BRI ) through the Business Credit (KUR), and cooperation between the State Owned Enterprises (SOEs) with the banks. (3) Knowledge capital: Lack of socialization provided by financial institutions that have SME programs so that people in general do not know the program. (4) Source informant capital: promotion of the dissemination of leaflets and brochures as well as participate in completing activities at key moments such as the exhibition of products with the PKK, product promotion meetings by the Department of Institutions se Mojokerto and others. (4) Management UPPKS group: if the source of the capital of the central BKKBN is not there then they will find it hard to obtain capital relief and will seek the assistance loans from other financial institutions.

Abstract

In reaction to the rapid increase of garbage, the Indonesian government has addressed the serious challenge of waste problems, and Malang Municipality local government established Malang Waste Bank (Bank Sampah Malang (BSM)) for the purpose of the implementation of reducing, reusing, and recycling (3Rs). The 3Rs are implemented by running a waste recycling business and encouraging people to separate their waste. This study aims to analyze the current reality of BSM activities and clarify its economic viability. In order to measure the economic viability of BSM, BSM’s budget performances were analyzed by using BSM’s financial statements, whereas the role of BSM as a social function is examined by analyzing the in-depth interviews, field observations, and secondary data. The results of the analysis show that BSM is not economically profitable. However, the existence of BSM should be maintained because it has many social benefits, such as changing people’s behavior toward waste, enhancing community participation in managing waste, and giving extra money to BSM’s members.

Abstract

The increase of quality and quantity of the most agricultural product in Batu City doesn’t generate farmer’s welfare. It is indicated by the decrease of Gross Regional Domestic Product (GRDP) percentage on the agriculture sector annually. It is assumed that the condition caused by marketing planning system. The research uses a descriptive method with a qualitative approach. Result of the research shows that the planning process in Batu City uses political, technocratic, participative and top-down and bottom-up approach. The planning process comprises the stages of investigation, problem formulation, resources identification, aim and target determination, work planning formulation, and budgeting.Key stakeholders who influence the planning process are the Batu City Mayor, Batu City Local Parliament and Batu City Agricultural and Forestry Agency, although society has also been involved. The program planning supporting factors are potential Batu resources, government policies that support funding factors, as well as the presence of mass media and universities. Inhibiting factors include socio-cultural attitudes that are difficult to accept change, the quality of the planning human resources that still need some improvement, lack of supporting data in the planning process, yet the evaluation of the impact, as well as global market conditions tighten competition marketing of agricultural products

Abstract

Education is basic requirement for nation in an effort to improve the quality of human resources. Goverment efforts in improving the quality of education for Indoneisa is the issuance of law number 20/2003 as a refinement of the law number 20/1989 on the national education system, to achive national education goals, the goverment set national standards set out in the education regulation number 19/2005 about nasional education standards. So as to improve the quality of teachers born regulation of the Minister of National Education Number 16/2007 about the academic qualification standards and competence requaired for continuing education bachelor. The research is a study on policy implementation standards and competencies of academic qualifications teacher in accordance with the regulation of education minister number 16/2007 about academic qualification standards and competencies of theachers and supported by the Sula Island City regulation number 9/2008 concerning the duties and functions of the department of education.

Abstract

Based on declining capture fisheries production in Pekalongan in recent years due to over-fishing in the Java Sea, then efforts to increase fish production is currently directed towards the development of aquaculture. Potential aquaculture about 18% of the area of Pekalongan, but it has not made a significant contribution to the income of the people. The process of aquaculture development planning as an early stage in the process of regional development is expected to absorb the aspirations of the people and be able to explore the potential of the area. This research aims to describe and analyze the process of aquaculture development planning in Pekalongan, supporting factors and obstacles in process of aquaculture development planning in Pekalongan. The method used is qualitative descriptive approach. Analysis of the data by using analysis Miles and Huberman. Based on the results of the study indicate that partisipation of stakeholder are less involved, planning dominated by top-down and technocratic approach, factors supporting are fisheries personnel, strategic plan documents, legislation, and aquaculture potential, while inhibiting factors, the lack of skilled human resources in the field of planning, less participation of fish farmers, coordination still weak, and limited budget.

Abstract

Motivated by the regional autonomy era which authorizes local governments to take care of their household including human resources management authority in order to produce professional civil servants. Therefore, a change in civil servants management policy is needed including recruitment planning. This study aims to describe and analyze the planning of human resource recruitment of temporary employees category II into CPNS in Pemalang Regency, the supporting and inhibiting factors in the planning of human resources recruitment of temporary employees category II into CPNS in Pemalang Regency. The method used is qualitative with descriptive approach. The data was analyzed using interactive analysis model from Miles and Huberman. The results showed that the planning of human resources recruitment of temporary employees category II into CPNS in Pemalang Regency does not comply with the steps of recruitment and the applicable provisions because it was not based on job analysis; the supporting factors are budget and regulation, while the inhibiting factors are the personnel information systems, human resources, central government policies, coordination among government agencies in Pemalang Regency
