Abstract

Ditemukan fenomena menarik dan memerlukan perhatian dari berbagai profesi dan disiplin ilmu diTemanggung. Di wilayah kabupaten tersebut ditemukan populasi penyandang disabilitas intelektual ataulebih dikenal dengan istilah tuna grahita yang cukup banyak. Belum diketahui secara pasti apa penyebabutama dari fenomena dimaksud. Apakah iklim, mineral atau jenis tanaman tertentu yang membawadampak bagi kondisi ini? Sebagai telaah awal, diketahui bahwa Pemerintah Kolonial Belanda telahmelihat fenomena ini dan bahkan telah mendirikan sebuah tempat pelayanan yang diperuntukkan bagi tunagrahita dimaksud pada tahun 1908 (BBRSBG, 2010). Sebagai upaya untuk menanggulangi masalah initelah terdapat Balai Besar Rehabilitasi Tuna Grahita dengan sistem pendekatan melalui tiga model yaknilayanan dalam panti, day care services dan layanan melalui pemberdayaan orang tua dari penyandangtuna grahita dimaksud. Demikian juga Dinas Sosial telah melakukan berbagai upaya penanggulangansejak pendataan hingga pelayanan melalui pemberdayaan orang tua penyandang tuna grahita. Atas dasarfenomena ini, disarankan untuk diadakan telaah menyeluruh dengan melibatkan berbagai disiplin danprofesi agar penanggulangan lebih memadai.Kata kunci: retardasi mental, berbagai kategori disabilitas intelektual, pelayanan sosial

Abstract

Kebijakan merupakan merupakan instrumen penting dalam membangun kepercayaan publik yang sesuai dengankebutuhan masyarakat. Namun demikian kekeliruan pilihan pendekatan dalam merumuskan dan mengembangkankebijakan justru dapat berdampak pada penurunan kepercayaan masyarakat pada pemerintah sebagai penanggungjawab kebijakan. Tulisan ini menggunakan metode analisis studi pustaka, dan bertujuan apakah dengan kebijakanyang berbasis ilmu pengetahuan cenderung akan lebih mengena dengan kebutuhan masyarakat dan dapatdipertanggungjawabkan. Pertanyaannya adalah sejauh mana pemerintah dan pemerintah daerah memiliki dasar ilmupengetahuan yang mendukung kebijakan. Adapun kebijakan yang berbasis ilmu pengetahuan ternyata cenderung lebihmengena dan dapat memenuhi kebutuhan masyarakat. Oleh karena itu bagaimanapun ilmu pengetahuan meyakiniadanya keberan obyektif yang tidak bergantung pada perspektif dan otoritas subyektif.Kata kunci: kebijakan, ilmu pengetahuan, sosial.

Abstract

Anak  yang  berkonfik  dengan  hukum  (ABH)  merupakan  permasalahan  kesejahteraan  sosial  yang menjadi perhatian Kementerian Sosial RI. Penelitian ini merupakan penelitian evaluasi yang bertujuan menggambarkan impelementasi dan dampak rehabilitasi sosial terhadap kondisi sosial, psikologis dan ekonomi ABH. Responden yaitu petugas panti, keluarga ABH dan ABH yang sudah selesai memperoleh rehabilitasi sosial. Teknik pengumpulan data yang digunakan yaitu studi dokumentasi, wawancara dan FGD. Data dan informasi yang telah dikumpulkan dianalisis dengan teknik analisis kualitatif. Hasil penelitian menunjukkan bahwa adanya perubahan sikap dan perilaku, yang semula suka minum minuman keras, penyalahgunaan obat, nongkrong, mencuri, melawan orang tua dan kenakalan lainnya sudah tidak nampak.Perubahan sikap tersebut diwujudkan dalam bentuk perilaku yang santun, sopan, ramah, hubungan dengan keluarga dan lingkungan baik, bahkan teman-teman yang bandel pernah dibujuk untuk masuk panti agar mereka tidak nakal. Keberadaan eks penerima manfaat yang telah kembali dari panti sangat melegakan. para eks penerima manfaat tidak meresahkan masyarakat lagi, bahkan dapat dijadikan contoh bagi anakanak yang nakal, dan panti dapat dijadikan rujukan. Kemandirian eks penerima manfaat juga ditunjukkan dalam bentuk usaha yaitu jualan es, tambal ban, bengkel las dan membuka lapak sendiri yang semua kegiatan tersebut dapat membantu menopang hidupnya sendiri bahkan dapat membantu orang tua dan adikadiknya dalam memebuhi kebutuhan hidup sehari-hari. Saran untuk optimalisasi program ke depan yaitu pengembangan kerjasama dalam bentuk sinergitas program dengan pihak-pihak terkait, terutama dengan dunia usaha dan pusat-pusat belajar masyarakat, baik dalam pengembangan keterampilan, perubahan sikap/perilaku dan penyaluran kerja, serta sosialisasi.

Abstract

The research was conducted to provide certainty “rice for poor” program can provide social protection to the poor. Some of the conditions that must be comply with the objektives of “rice for poor” program were right in target, amount, quality, price, time, and administration, better known as 6 T. The research result showed that they found irregularities suchas Bagito case (Shared each other equally), change in unit targets, indicators of poverty, and a lack of valid data, so the indicators of 6 T success yet to be realized. Referring to the problems mentioned above, it was clear that to achieve the 6 T indicators in”rice for poor” program itself still can not be achieved, that was still far to the main objective of socialprotection that should cover: to prevent and reduce the risk of human experience to avoid severe and prolonged misery; to increase the willingness of vulnerable groups to face and out of poverty, misery and social-economic insecurity; to allow the disadvantaged groups to have a dignified standard of living so that poverty will not be passed on from one generationto another. To achieve the desired objectives needed for improvement in both social protection and distribution of “rice for poor” quota mechanism, data problem, poverty indicators, the efforts to provide social protection to low-income people need to be reformed, especially with the meaning of social protection associated with the quota of rice for the poor, rice quality, delivery mechanisms, the problem of data, anda indicators of poverty.

Abstract

The Karya Wanita Mulya Jaya Institution is a social institution overlooking ex prostitutes. In their service, they go through several phases, from initial approach to termination. After care service is one of phases done after a client back in his or her community. This research is done to know the implementation of an aftercare service in this social institution. The research approach used is qualitative-descriptive technique, aiming to describe the rehabilitation service process, especially in aftercare phase. The research finds that an aftercare service is interpreted as a monitoring and evaluation, not all clients living in their community receiving an aftercare service. The aftercare service is implemented after 2-3 months clients receiving service in the institution, together with Rp 800.000,- giving stimulant to each client. The service given by the institution is very worthwhile for the clients and their families to enhance to a better lives and adaptation among their community.

Abstract

The study conducted to know the treatment used by Sibolangit Rehabilitation Center on preventing and handling drug abusers. The research found that the institution has been much helping the healing process of drug abuse victims.Thehealing can be seen from the physical condition of the client, healthy and increased in weight. Social changes after receiving service can be seen from having a lot of friends, sharing information and willing to follow the activities of the group.In mental and spiritual, the clients started to obey the rules in the institution, can take advantage of their spare time, mutually motivate among friends and have passion for a better life. Sibolangit Center treated many victims of drug abuse from all age groups, ranging from the youngest 14 years and the oldest 37 years old. In 2013, it rehabilitated 68 clients, in 2014 rehabilitated 65 clients, and in 2015 rehabilitated 60 clients. The success of the institution can not be separated from the support of various parties, such as administrative officers, sosial worker, counselor, doctors, victim’s friends, and families and communities to take part on making changes the clients. It is recommended that The Ministry of Social Affairs should informmore the public that Sibolangit Center is a place to help recover victims of drug abuse, so that is expectedto provide more information to individual, family or community to came to the center if needed.

Abstract

House is one the basic of need, as a place of rest and refuge from a variety of situations and threats. House is as well as a medium for the creation of social interaction, cultural tranfer, implementattion of family education, and evenbecomes a status symbol. For the moyority of people considered a poor family, house is just as a given regardless of its feasibility in terms of physical, mental and social. Jam’iyyah foundation ar Rahmah Kuwait, one of social organizationhelped Indonesian government in overcoming poverty through ininhabitable home repairement. Aid amounting to Rp 650 million for 65 housing units concentrated in rural districts Sidorejo, Bandongan, Magelang Regency, Central Java Province. Activities came out with the involvement of cadres of disaster preparedness, youth, social workers (PSM), social workers districts (TKSK) and scouts. Community participation were in the form of money, goods, energy, and mind. This success can not be separated from the role of village offials; community leaders, who facilitated for formation of the committee and mobilize communities to work together; Camat (district leader) role in facilitating the proposal; and local goverment in funding home improvements and refining. Home improvement which was originally planned only for impermanent purpose, became permanent new home with tiled floors and walls.

Abstract

The Ministry of Social Affairs has been imposing a policies to protect persons with severe disabilities in an effort to fulfill the rights to improve their social welfare and protection with Minister’s Decission Number: 68/HUK/2010 on guidelines for the implementation of social security for people with severe disabilities. The goal of the policy was to fulfill basic needs of persons with severe disabilities and increase awareness of the family and community. Trial policy was implemented from 2006 to 2011. During the 5-year trial, the policy had been able to provide assistance to 17,000 people. However, studies have not been done on the impact of policies and programs. Therefore, the Center for Social Welfare Research did a quick research to know the success of the program. The research method was evaluative descriptive. Data collected through interviews, document analysis and focus group discussion. Respondents were determined from the cluster, consisting social service implementator; postal officials; surrogate parents; social guidance; Societal social workers (TKSM), in district and municipality/regence level. Respondents casted to evaluate the target figure program, such as surrogate parents of severe disabities; social guider; companion, community leaders and local postal officers in district, city/regence. The Analysis focused on communications policy implementation and the source and structure of organizational. The basic analysis of the program’s impact are goal achievement, living need adequacy, and commitment growth of families and communities. It was found that the implementation of the policy has been less socialized at the executive level to lower level/ grassroots (village and policy beneficiaries). As a result, the knowledge of the policy reached only until the level of the city or regence implementator, though the implementation of the program has reached the target substancially. The policy impact is to improve the welfare of persons with severe disabilities and improve treatment and that therapy. On the other hand, there has been an increase in families and communities caring awareness for persons with severe disabilities. There has been a family need that has not been psychologically accomplished yet, namely assurance if there is a member of the family get sicked or pass away. Human resources in terms of competence and quality guidance does not refer the Social Welfare Regulatio Number 11 of 2009. It is recommended that is worth to create planned between Ministry of Social Affairs and Ministry of Health to provide a service in family-based therapy and home visit. Also, it needs a cordination between the Ministry of Social Affairs, Post Office, and local government to improve human resource development (social guidance and aid disbursment). Ministry of social affairs also ought to share with local governments for funding socialization program efforts to optimize objective performance, and a need to sharpen and refine the concept or criteria of persons with severe disabilities
