Abstract

Terorisme bukan isu baru namun menjadi salah satu isu yang semakin penting dalam kebijakan luar negeriIndonesia. Perang global melawan terorisme memperoleh legitimasi dan dukungan yang semakin meluas darimasyarakat internasional terutama setelah terjadi tragedi 11 September 2001 di New York. Keterlibatan Indonesia dalam perang melawan terorisme ini tidak hanya untuk memenuhi kewajibannya sebagai bagian masyarakatinternasional untuk secara bersama-sama memerangi terorisme, melainkan juga demi memenuhi kepentingannasionalnya. Kebijakan luar negeri Indonesia dalam penanganan isu ini sangat mengedepankan kerja sama dengannegara-negara lain baik bilateral, regional dan multilateral. Namun demikian, kerja sama internasional yang terkaitdengan penanganan isu terorisme internasional harus dicermati karena sangat diwarnai oleh perspektif pihak-pihakyang berkepentingan. Tulisan ini menganalisis kebijakan luar negeri Indonesia dalam forum bilateral, regional danmultilateral mengenai isu terorisme internasional.Kata Kunci: kebijakan luar negeri, terorisme internasional, kerja sama internasional.

Abstract

In the last ten years, Indonesia has seen some principal changes in international and domestic affairs. As a result, Indonesian foreign policy need to be harmonized with these changes for contemporary and fixture interests. Ideally, this harmonization need to be addressed in conceptual fr ainework and foreign policy strategy which refers to national interests projection based on priority scale and national capabilities reality. In a reflective way, this paper was looking back to the way Indonesian foreign policy in the reform era (1998-2008) responded to some international and domestic changes and how Indonesian foreign policy direction in the nest ten years might be that is based on future issues, problems and global challenges which potentially influence Indonesian foreign policy.

Abstract

Human trafficking remains one of the serious problemsfor Indonesia It reflects the problem oftrafficking asit is a source transit and destination state This demands stronger and more active measuresfrom the governmentto prevent and eliminate this problem How the Indonesian foreign policy to tackle the issue is the main focuss of this paper Indeed Indonesia has carried out multiple efforts to prevent and eradicate trafficking through itspolicydiplomacy and international cooperations However the problem oftrafficking continues to grow Its efforts there fore did notfully success This paper argues that human trafficking is not only a matter offoreign policy Addressing the root causes oftrafficking is also important to prevent and eradicate trafficking especially considering thedomestic and global natures of the problem

Abstract

Environmental issue has become an important topic in today s internationalpolitical dynamics Environmentaldegradation cause byphenomenon ofglobal warming and climate change has become a serious globalproblem Inthe future the continuing of the problems may befar reaching impact on sustainability of the lives and survivalofall people in the world Therefore the environment issues is supposed to be reflected in state policy which noexception in Indonesia sforeign policy International cooperation is a rational solutionforfinding the way out oftheexisting environmentalproblems In the terms of cooperation states which represented by government is not only thedriving actors in the stage but there are other actors such as NGOs international organizations and multinationalcompanies MNCs that take part in managing the environmental crisis This study examines Indonesian foreignpolicy in addressing environmental issues especially global warming and climate change This studyfocuses itstime limitfrom 1972 until 2009 This study is qualitative research with its data is obtained through literature andfield research The result ofthis study shows that although Indonesian government shows its commitment to environmental issues in theforeignpolicy this study underlines the contradiction between rhetoric and implementationThis contradiction reflects dilemma ofrealism and idealism in Indonesiaforeign policy

Abstract

Tulisan ini mengkaji isu nelayan tradisional Indonesia di perairan Australia yang telah berulangkalimenimbulkan persoalan dalam hubungan bilateral kedua negara. Konvensi Hukum Laut (UNCLOS) dan notakesepakatan Indonesia-Australia atau MoU Box 1974 sesungguhnya telah memberikan jaminan hukum atas hakpenangkapan ikan tradisional oleh nelayan-nelayan tradisional Indonesia di perairan Australia yang telah merekalakukan secara turun menurun sejak sekitar abad 17. Namun fakta empiris memperlihatkan adanya praksis berbeda.Nelayan-nelayan tradisional Indonesia tersebut masih menghadapi hambatan dalam melaksanakan hak perikanantradisionalnya akibat perbedaan penafsiran hak penangkapan ikan tradisional dan perubahan kawasan area yangdisepakati dalam MoU Box oleh pihak Australia. Dengan menggunakan perspektif dari Indonesia, kajian inidimaksudkan untuk memahami persoalan tersebut sebagai bahan pijakan untuk mencari solusi atas permasalahantersebut. Persoalan ini perlu mendapatkan perhatian serius dari pemerintah. Tidak saja untuk kepentingan menjagahubungan bilateral Indonesia-Australia, tetapi yang jauh lebih penting adalah untuk memberikan jaminan keamanandan kesejahteraan nelayan-nelayan tradisional kita.Kata Kunci: Indonesia, Australia, UNCLOS, MoU Box, nelayan tradisional.

Abstract

ABSTRACTThis paper would like to describe Indonesias foreign policy towards China in the Reform period. As we known that Indonesia-China bilateral relations  have been going on since the 1950s. The relations have ups and downs condition in accordance with the dynamics of domestic politics of each country. It is exciting that in Reform period that  bilateral cooperation has been increasing especially in the field of politics and economy. In other hand, there is  obstacle in this bilateral cooperation.  The cooperation based on imbalance power relation (asymmetric power relations) which will affect to the bargaining position of each country in struggling for national interests. China as a nation with greater national power will be easier in fighting for its national interests compared to Indonesia as a country with smaller national power. To solve the obstacle, Indonesias position as a middle power country can be a strategic instrument in facing China. Position as an middle power is based on a number of identifications of its capacity and political behavior in international relations such as ; a diplomatic initiator in realizing stability / security and peace in the region. Finally, in closing remark that this paper is expected to give input to the direction of Indonesian foreign policy towards China so that it has more bargaining position in fighting its national interests against China in the midst of imbalance power (asymmetric power relations)Keywords: Foreign policy, power imbalance, national interest
