Abstract

This study aims to determine the development of Dynamic Governance Capabilities in optimizing the management of green open land in the city Makassar.Metode This study used a qualitative approach through the instrument interview, observation and documentation. The process of data analysis including data collection, data reduction, data presentation, and conclusion. The results showed the vertical system in the optimization of green open land needs to be supported by the active participation of the community by contributing as much as 10% of their land to green open land in addition to the boost in the form of pemerdayaan green community as a form of community participation in the optimization of open land needs to be strengthened by the municipality at the same time show the need to demonstrate the utilization of spaces awakened by way of planting on the roofs and walls of buildings in addition to the strategy in terms of policies can be reached by encouraging the preparation and adoption of Local Regulations related to the RTH is part of our capability Dynamic Governance includes thinking ahead (thinking ahead), thinking again (thinking again), and cross-border thinking (thinking across), which focuses on optimizing the management of green space produces a series of adjustments to the program as program Lorong garden (Loose) which can contribute to the optimization of green space in the city of Makassar.

Abstract

This study aimed to describe the process of the motor vehicle tax services in Gowa. This research uses quantitative and qualitative descriptive approach and collection techniques by observation, interviews and questionnaires. The results showed indicators of motor vehicle tax transparency of services such as: Disclosure of the service process is not done transparently; information service procedures have not done well; Ease of obtaining information through cooperation with mass media have not done well. As a result the quality of service of the Motor Vehicle Tax (PKB) is evidenced by: reliability SAMSAT employees in serving the community is enough to satisfy the public; SAMSAT employee responsiveness in serving the public still lacks respond; Warranty SAMSAT employees in serving the community is pretty good; and Empathy SAMSAT employees to serve the public good enough Penelitian ini bertujuan untuk mendeskripsikan proses pelayanan pajak kendaraan bermotor di Kabupaten Gowa. Jenis penelitian ini menggunakan pendekatan deskriptif kuantitatif dan kualitatif dan teknik pengumpulan dengan cara observasi, wawancara dan kuesioner. Hasil penelitian menunjukkan indikator transparansi pelayanan pajak kendaraaan bermotor antara lain: keterbukaan proses pelayanan yaitu belum dilakukan dengan transparan; prosedur pelayanan informasi belum dilakukan dengan baik; kemudahan memperoleh informasi melalui kerjasama dengan media massa belum dilakukan dengan baik. Alhasil kualitas pelayanan Pajak Kendaraan Bermotor (PKB) yaitu tercermin dari: kehandalan pegawai Samsat dalam melayani masyarakat sudah cukup memuaskan masyarakat; daya tanggap pegawai Samsat dalam melayani masyarakat masih kurang merespon; Jaminan pegawai Samsat dalam melayani masyarakat sudah cukup bagus; dan empati pegawai Samsat dalam melayani masyarakat sudah cukup baik.

Abstract

This study aims to determine the communication of government in managing quarry class C in District Pallangga. The method used in this study is a qualitative description of the approach. Data collection techniques in this research is observation, interview and documentation. The results showed that: the communication of government in the management of quarry class C deemed to be lacking, it is reflected: informative communication or communication that aims to provide information to others about the management of quarry class C is still lacking; Persuasive communication or communication that aims to change attitudes, opinions, or other peoples behavior regarding the management of quarry class C is still lacking. Factors that inhibit the communication of government in the management of quarry class C consists of; coordination, government assertiveness, control, public attitudes and awareness of the mine owners. While supporting factor is the government communications and public disclosure. Penelitian ini bertujuan untuk mengetahui komunikasi pemerintah dalam mengelola tambang galian golongan C di Kecamatan Pallangga. Metode yang digunakan dalam penelitian ini adalah pendekatan deskripsi kualitatif.Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara dan dokumentasi.Hasil penelitian menunjukkan bahwa:komunikasi pemerintah dalam pengelolaan tambang galian golongan C dianggap masih kurang, hal ini tercermin dari: komunikasi informatif atau komunikasi yang bertujuan untuk memberikan informasi kepada orang lain tentang pengelolaan tambang galian golongan C masih kurang; Komunikasi persuasif atau komunikasi yang bertujuan untuk mengubah sikap, pendapat, atau perilaku orang lain tentang pengelolaan tambang galian golongan C masih kurang. Faktor-faktor yang menghambat komunikasi pemerintahan dalam pengelolaan tambang galian golongan C terdiri dari; koordinasi, ketegasan pemerintah, pengawasan, sikap masyarakat dan kesadaran pemilik tambang.Sedangkan faktor pendukungadalah komunikasi pemerintahan dan keterbukaan masyarakat.

Abstract

 The purpose of this study aims to determine the innovation management of coral reefs in the perspective of governance and to determine the factors supporting and inhibiting innovation coral reef management by local governments. This type of research is descriptive qualitative. The results showed the involvement of stakeholders in transplanting corals and supervision in the field of conservation of marine protected areas, there is a match between local knowledge and modern knowledge. Supervision and control is carried out by the Ministry of Maritime Affairs and Fisheries, Marine and Fisheries Agency well as the community watchdog group. Surveillance and monitoring operations have been allocated budgets of state and local budgets. Authority management refers to the laws, ministerial regulations , local regulations , village regulations and the values of local wisdom   Tujuan penelitian ini bertujuan untuk mengetahui inovasi pengelolaan terumbu karang dalam persfektif tata kelola dan untuk mengetahui faktor pendukung dan penghambat dalam inovasi pengelolaan terumbu karang yang dilakukan oleh pemerintah daerah. Tipe penelitian ini deskriptif kualitatif. Hasil penelitian menunjukkan adanya keterlibatan para pemangku kepentingan dalam melakukan transplantasi karang dan pengawasan dibidang konservasi daerah perlindungan laut, terdapat kesesuaian antara pengetahuan lokal dan pengetahuan modern. Pengawasan dan pengendalian dilakukan oleh kementerian Kelautan dan Perikanan, dinas kelautan dan perikanan serta kelompok masyarakat pengawas. Operasi pengawasan dan pemantauan mendapat alokasi anggaran dari APBN dan APBD. Otoritas pengelolaan mengacu kepada undang-undang, peraturan menteri, peraturan daerah, peraturan desa serta nilai-nilai kearifan lokal.

Abstract

This article discucces the transpararency of financial governance in the national agency Tithe (BAZNAS) Regency Enrekang and to determine the factors that affecct the relazation of the transparency of the financial governance at the national tithe (BAZNAS) Regency Enrekang. This research approach is qualitative, data collection is done using interviews wiith how to choose informants for probability sampling. Data collcted from interviews, then analyzed based on the indicator the asssessment of financial transparency and further elaborated the factors that affect the realization of the transparency financial governance in the Agency tithe natioanl (BAZNAS) Regency Enrekang, and explain tfe factors that influence the realization of financialgovernance in the Natioal tithe (BAZNAS) Regency Enrekang. This research apporoach is qualitative data collection is done using interview with how to choose infprmant by probability sampling, data collected from interview mode and then analyzed using indicators of valuatio indicators financial transparancy and furthur elaborated factors that affect the realization of transprancy financial governance in the Agency tithe Natioanl (BAZNAS). This research shows that there is information disclosure and resposibility from the local governance to convey the development of financial governance in the agency tithe National (BAZNAS) which became a container the distribution of zakat in te district of Enrekang Artikel ini mendiskusikan tentang transparansi tata kelola keuangan pada badan amil zakat asional (BAZNAS) Kabupaten Enrekang. Dan untuk mengetahui faktor faktor yang mempengaruhi terwujudnya tata kelola keunagan pada Badan Amil Zakat Nasional (BAZNAS) Di Kabupaten Enrekang. Pendekatan penelitian ini yaitu kualitatif, pengumpulan data dilakukan menggunakan wawancara dengan cara memilih informan secara probability sampling. Data dikumpulkan dari cara wawancara, kemudian dianalisa menggunakan indikator indakator penilaian transparansi keuangan dan selanjutnya diuraikan faktor faktor yang mempengaruhi terwujudnya transparansi tata kelola keuangan pada badan amil zakat (BAZNAS) Kabupaten Enrekang. Hasil penelitian ini menunjukkan bahwa adanya keterbukaan informasi dan tanggungjawab dari pemerintah setempat untuk menyampaikan perkembangan tata kelola keuangan di BAZNAS Kabupaten Enrekang baik itu melalui web resmi BAZNAS juga rutin setiap bulan di umumkan di setiap kecamtan yang ada di Kabupaten Enrekang. Penelitian ini menunjukkan bahwa adanya sejumlah program yang di adakan BAZNAS yang menjadi wadah dalam pendistribusian zakat yang ada di Kabupaten Enrekang

Abstract

IABSTRAKInovasi pemerintah dalam pelayanan kesehatan merupakan salah satu urusan otonomi yang dimiliki banyak ruang inovasi karena tantangan layanan kesehatan bersifat  sangat konpleks ,kompleksitas itulah yang selalu menghasilkan berbagai ide selain menghasilkan kebaruan dalam suatu pembaruan inovasi pemerintah antara lain dalam meningkatkan pelayanan kepada masyarakat baik dipemerintah pusat dan pemerintah daerah. Di tingkat daerah, misalnya disaat ini ada beberapa kabupaten dan kota yang sudah berhasil mengadakan inovasi-inovasi administrasi, sehingga dapat memperbaiki penyelenggaraan pemerintah, serta dapat melayani masyarakat dengan lebih baik. Tetapi kinerja pemerintah daeah dalam melaksanakan pelayanan publik dan meningkatkan pencapaian pembangunan daerah. Jenis penelitian ini adalah penelitian kualitatif (menjelaskan kondisi objek dengan cara-cara ilmia) dengan informasi sebanyak 9 (sembilan) orang yang dipilih  berdasarkan pandangan dari penulis bahwa informasi tersebut memiliki pengatahuan dan informasi mengenai masalah yang penulis teliti antara lain: kepala pelayanan kesehatan ,pegawai rumah sakit, masyarakat pengguna layanan(pasien), tokoh masyarakat. Data yang dikumpulkan dengan menggunakan instrumen berupa ; observasi dan dokumentasi serta dikembangkan dengan wawancara terhadap informasi. Hasil penilitian ini menunjukkan bahwa inovasi pemerintah daerah dalam pelayanan kesehatan 24 jam dia Kabupaten Bantaeng  bisa dikategorikan pelayanan yang baik dan maksimal, karena berdasarkan aturan-aturan pemerintah itu sendiri dan dirasakan pelayanan terhadap tokoh masyarakat dan pengguna layanan(pasien).Kata kunci : inovasi pemerintah, pelayanan kesehatan, Tata Kelola Pemerintahan yang baik. ABSTRACTGovernment innovation in health care is one of the affairs of the autonomy that has plenty of space innovation, because the challenges of healt services is very complex, the complexity that always produces a novelty in a newness of innovation the government among other to improve services to the public  in both the central government and local government.  At the local level , for example, when there are several counties and cities that have successfully entered administrative innovations, so as to improve administration  of the government, and can serve the performance of local  goverments in implementing publick service and improve the achievement of regional development. This type of research is qualitative research ( explain the conditions of the object with scientific ways) with as much information as (nine) persons who have been selected based on the views of the auther that such information has the knowledge and information on issues that I researched, among others: the head of health service s, employee hospitals, service recipients (patients), public figures. Data collected by using instruments such us; observation and documentation and developed with interviewsto information. The results of this study indicate that the local government innovation in healt services can be categorized as the good and the maximum, because according the rules of government itself and perceived service to community and service users (patients).
