In todays era of globalization, information technology is speeding up. The computer that is a device that was created to facilitate human work, while achieving good progress in the manufacture of hardware and software. Tanjungsari Village Office requires a system that supports and provides a satisfactory service for its citizens. Thats why the author tries to make the final task about the system of correspondence services at the Village Office Tanjungsari which until now has not been computerized. At this time Tanjungsari Village Office is only a government agency engaged in the field of community services. The existing system at Tanjungsari Village Office is still done manually, starting from the recording of the existing population data in Tanjungsari Village, to the storage of other data related to the process of correspondence service up to the making of the report, making it possible at the time of the process of going wrong in the recording, the inaccuracy of reports made and delays in searching the necessary data. The design of this system is the best solution to solve the problems that exist in this government agency, and with a computerized system can be achieved an effective and efficient activities in supporting activities in this government agency. The computerized system is better than the manual correspondence system to run more effectively and efficiently and the system is now more conducive than the previous system. The research method used is the method of obeservation where in this method the authors make direct observations at the office of Tanjungsari Village, the second study method where the author in this method the author uses books or files and reports as a reference, the third method of interview where the method of this interview directly interviewed secretary Tanjungsari village. With the results of research services to the population is still not maximal because the system used is still using the manual system so that service to the population becomes less effective and efficient.

STMIK Cikarang is an educational institution with teaching experience (tacit) teaching. Tacit is owned by teachers or lecturers poured or documented on teaching materials or explicit knowledge materials such as modules, slides, ltm, syllabus and sap. Transfer of knowledge done by lecturers or lecturers with students should be done in a discussion forum which at this time does not exist yet and can not be uploaded or downloaded by the students. Knowledge management system as learning distance learning media is an effective way to overcome the problem of sharing and transfer of knowledge in STMIK Cikarang. System development method used is prototyping model. Validation test using Focus Group Discussion. Software quality is tested by adopting 4 charteristics of ISO 9126 with characteristics of functionality, reliability, usability, and efficiency. The results obtained from this research is Prototype KMS as a learning media distance learning based website that can be applied well with good quality testing so it can be a solution to improve mastery of knowledge in teaching and learning activities. Evidenced by the results of software testing with the adoption of 4 karasteristik ISO 9126 with the aspect of functionality generate percentage of 80.42% with good criteria, then the reliability aspects with percentage of 79.56% with good criteria, usability aspect with the percentage of 83.17% with good criteria and efficiency aspect with percentage 86,89% with very good criterion. SMK PGRI 1 JAKARTA is an educational institution that is on the road PLK II no.25 East Jakarta. Learning system that occurs in SMK PGRI 1 JAKARTA is still done in a conventional way, which the teachers and students do the teaching and learning process with face to face in a classroom. Conventional learning system, the teacher is unable to attend with a goal or time that is not sufficient in the delivery of subjects. Then there will be ineffectiveness of teaching and learning process. With the identification of problems above, it can be concluded that SMK PGRI 1 requires an online-based learning media that can help teachers and students in the effectiveness of learning in SMK PGRI 1. Research methods used in this paper is the technique of data writing and system development model. Problems that exist in SMK PGRI 1 Jakarta among them is the absence of online learning media, teaching methods are still done directly in the classroom, Limited time of study in class so that materials that require discussion in a long time should be explained in a short time and if the teacher unable to attend for a reason it will result in delayed delivery of material that has been adjusted based on the curriculum, Lack of efficiency and practicality for students in obtaining material or collecting tasks. Because there are still many teachers in providing materials and gathering tasks conventionally or manually, so that felt inefficient in time and energy.
