Abstract

Climate change affects natural resources and the lives of communities particularly the ones whose living depends on the forest resources. They have to adapt to the existing change in order to survive. This research aims to picture the sectors affected by the climate change, its impacts to the communities particularly the ones who depends a lot on the environment tosurvive, and their adaptation strategies. The research is conducted to the local communities living in and around the Baluran National Park, Situbondo District, East Java Province. By using the methods of Risk Analysis degree of risk assessed and evaluated qualitatively as a consequence of the impacts of climate change on society. The research finds that local communities do not know about climate change, but they observe that there is a change in seasons. The rainy season becomes shorter and the dry season becomes longer. There is less water available to farm and to fulfill household needs and the temperature gets hotter. This condition provides negative impacts to agricultural sectors and fishery, the main sources of incomes of around 70% to 90% of the communities in the research area. It also provides negative impact to forestry sector, particularly in Baluran National Park, due to the increasing pressure to the park from the local communities to fulfill their needs of food, energy and family income. The community does adaptation in accordance with their potential, access to the surrounding natural resources, and development programs from the local government as well as the national park institute.Their adaptation is in the form of adjusting their planting season dan their planting pattern, finding other alternative sources to fulfill the family needs from the national park and development of other sectors, and development of wells, irrigation system, and dam. This adaptation can be classified into responsive and anticipative adaptation strategies. The local government and the National Park Institute work together to develop programs to respon the three needs of the local communities in order to keep the national park from further disturbance.

Abstract

Incentive from REDD mechanism is needed for developing countries in creating compensation to prevent forest from conversion to other uses. Incentive distribution mechanism regulates the proportional distribution of incentives and responsibilities between the parties which are the central government, local governments, communities, investors and other parties concerned. This mechanism is required in the implementation of REDDin the future. This paper aims to design a mechanism for distribution of REDDincentives through the rules of central-local budgets distribution that already exist. The research method used in this study was content analysis to see the possibility of designingREDDincentive distribution mechanism based on existing policy and the expectations of the parties involved in this activity. The research was conducted in Central Kalimantan and South Sumatera in 2009. The results showed that in the proposed REDD incentivedistribution mechanisms, payments from the voluntary market can be received directly by the manager, whereas in the compliance market should be through the central government. The proportion of benefits distribution for central and local government is proposed to follow the rules in distribution of Revenue Sharing Funds from the Reforestation Fund inaccordance with government regulations (PP) 55 / 2005 concerning the balance funds 60% for central government and 40% for local governments. This proportion is based on the implementation of REDD national approach with a broad range of technical and institutional cross-sectoral activities. The success of REDD implementation depend on the commitment of land owners to maintain the level of emission reductions from the previous land use practices. Thus, enforcement agreement with land owners is needed.

Abstract

Land degradation resulted from mismanagement of upstream watershed is one of the serious threats to the downstream areas. Deforestation and land degradation caused by forest conversion in upstream Ciliwung watershed havecaused annual floods to its downstream region. This research aims to answer problems regarding: 1) factors leading to develop agroforestry, 2) the best land use chosen by the community in upstream Ciliwung watershed. Samples respondents were taken by purposive manner. The analysis were carried out by using regression logit and land rent calculated based net present value analysis. The result of this research revealed that the existence of agroforestry system are influenced by occupation and land elevation. Agroforestry is not interesting land use choice of upstream Ciliwung watershed farmers. Vegetable crop is the best choice of the most farmers.

Abstract

Puncak area is the upstream of ciliwung watershed where vegetated land conversion has been occurring excessively and uncontrolled. This research is aimed to know some problems regarding to the land conversion, especially forest conversion i.e. 1) to know the rate of forest conversion at upstream Ciliwung watershed, 2) to understand the change of economic land rent of forest conversion activities. Samples were taken through purposive sampling method and the nilai ekonomi lahan measurement was conducted using net present value approach. The result revealed that on farm forests which are commonly formed as mix garden (agroforestry) in upstream Ciliwung watershed has been reduced rapidly during 1995-2003. The remained agroforesty in a small scale can be found at Gadog and Sukakarya village. Agroforestry land usage encountered high opportunity cost, whereas land conversion to others usage increased the economic land rent up to Rp 29.940.878.588 /year in Cisarua region and Rp 41.718.102.750 /year in Megamendung region.

Abstract

Regional development in Papua especially in Jayawijaya district often face land conflictt. The same understanding correspond to its area could minimize land conflict and maximize positive impact to support the next area development. This research aims to describe cultural aspects in land utilization of Dani tribe, Jayawijaya district. These aspects are important to be taken in to consideration when developing its area and community. Data collection was done through descriptive survey method with 20 key respondents. Analysis was done through social planning analysis based on perfect condition approach (Soekamto, 1990). Results showed there were two indigenous territorial division known as okama (forest area) and Uma-selekma (residential areas and management). There are 4 (four) rules in the use of natural resources resources including 1) the rules of customary rights, 2) the rules of land use, 3) the rules of forest use and 4) therules of water use. Customary territorial division along ethnic / clans have managed the universal land use that impact on the creation of essential for peace the life and harmonious relationship between humans and the natural environment. The indirect relationship of social structure and economic structure of Dani tribe has established a system of norms thatallow members of the community to cooperate in managing natural resources. Norm system in the existing agricultural activities remained at traditional level that seem to slow down the community development. These changes can be done through the ancient cultures with elements, such as : 1) technology tools, especially agricultural equipment and a modern house health concerned, 2) the economy improvement through the intensification of agricultural land (Agroforestry) and patterns of effective livestock, 3)implementing of healthy lifestyle and a house for one family only to reduce the dependance of living in one house. 4) Increasing the role of clean for good understanding of the Dani people in achieving bettrer life, especially in improving the welfare of the family. The strong belief to the clean chief would provide the real change in community through strong and agent of change leaderships.
