Abstract

Coffee plantation has become a primary source of income for majority of populations in Pagar Alam. There are approximately 8,745 coffee farmers in this city, most of them are smallholders with average 1 ha of land. Since the globalization has influencing all of the aspects in the world, coffee agro-food system in Pagar Alam is not only involved the local farmers and farm workers who produce the coffee, but also the massive industry that processes, packages, and distributes the coffee to consumers. This research tried to describe the potential of coffee-based agro-industry in the role of creating value-added and increase local farmers’ income as well as to analyze some obstacles faced by local farmers in its implementation. This research used quantitative approach by using investment feasibility analysis combined with qualitative approach using interviews. There were 40 respondents involved in this research. The result concludes that coffee-based agro-industry is one of potential livelihoods for the smallholders in Pagar Alam. The investment feasibility analysis showed that processing coffee powder is more profitable than selling unprocessed coffee beans.

Abstract

This research is intended to analyse the readiness of non-IT staff toward e-government programs. It is located in Denpasar Municipality. The method employed in this study is quantitative in nature with questionnaires distribution. There were 111 respondents who participated in this research. The data analysis method  used is Unified Technology Acceptance of Use Technology Model (UTAUT), which is calculated by Partial Least Square and Force Field Analysis. The result is from 15 hypotheses, only 4 are accepted. From Partial Least Square calculation, facilitating condition and social influence are determined as the most dominant and significant variables. Furthermore, through force field analysis, facilitating condition is determined as the driving force, and social influence as the restraining force. TNB total score for the driving force is 8.51, while restraining force TNB total score is 5.37. Thus, the driving force for TNB total score is 3.15 point higher than the restraining force. On the scale 0-5, non-IT staff‘s readiness toward e-government programs is considered moderate. However, if we see each TNB score, we can see that each variable has low score. Hence, it is appropriate to formulate strategy focusing on facilitating condition and social influence.

Abstract

Lack of clean water and sanitation infrastructure systems is a major problem in most developing countries. One of the policies implemented by the Central Government through the Ministry of Public Works is the Special Allocation Budget on Community-Based Environment Sanitation Program for domestic wastewater infrastructure, and drainage for the poor in rural areas or slums. The purpose of this study is to analyze implementation, supporting and inhibiting factors of community-based environment sanitation program in Kepulauan Selayar regency using a case study conducted in benteng sub-district. This study found that implementation of community-based environment sanitation program in benteng sub-district, Kepulauan Selayar Regency has been successfully implemented, but still found the inhibiting in the implementation. The successful implementation can be seen from the actors of this policy implementation completely carried out their duties and responsibilities, the funding and programs from regional government and central government, support the mechanism of the implementation run smoothly in accordance with the provision.

Abstract

Indonesia has been promoting biomass energy development to improve its energy security effort. One of its strategies is promoting small scaled community based wood pellet industry (WPI). This research used qualitative design and aims to study the development of Bangkalan Biomass Model Project (BMP), a case of community based WPI which combinesthe issues of  critical land rehabilitation, carbon sequestration, community development, and enhancement of local community’s socio-economic condition. This research discuss about signsin project impacts, how its secure the partnership among involved stakeholders, and its supporting and constraint factors. Result show that Bangkalan BMP does shows adequately good sign on to critical land rehabilitation effort in Geger Sub Distric, Bangkalan although in small numbers. The partnership among involved stakeholders is found to be not effective due to local government’s lack of participation and support. Project’s multi-benefits and integrated concept and high social capital of geger bangkalan local community have identified as Bangkalan BMP’s supporting factors while lack of finance, ineffective partnership, and under-developed wood pellet local market have been identified as project’s constraint factors.

Abstract

In order to expand the pineapple market, the government introduced a new variety to Kediri District in 2011. The pineapple market was expanded successfully, but the supply of the new variety was not able to meet the demand, owing to the low production. This study describes the socio-technical aspects of the new variety introduction. The data were collected in two villages in Ngancar Sub-District, providing 86 samples of pineapple farmer households. From the result, for developing pineapple, new variety introduction which promises economic benefit needs to be conducted. Making sufficient seedling available in the early stage of new variety diffusion is substantial. In addition, the role of extension personnel and other parties, e.g. cooperatives, is important to supporting pineapple development.

Abstract

This paper examines how the local authorities strategies to develop coastal tourism using Integrated Coastal Zone Management as a sustainable tourism in Pangkalpinang City that can give benefits for social, economic, and environmental, and can overcome the constraining factors that authorities faced. The results show that for development is not running well in practice, in so far as strategic planning should be consistent among strategies, goals, orientation, and implementation. This is a challenge for local authorities to be able to coordinate with the private sector and local communities in developing sustainable tourism.

Abstract

This paper aims to discover the role of government of Malang Regency in preserving sustainable wetlands in order to materialize the Act No. 41/2009, as well as to measure a suitability between Spatial Plan and existing wetlands use. This study uses qualitative method by interviewing key persons from agencies which are involved in giving land use change permit known as wetland drying team. The result of the study shows the decrease area of wetlands is up to 12,265 Ha during 2009-2013 for various purposes, the implementation of spatial plan and coordination among members of wetland drying team are still weak, and an undesirable role of administrator in giving permit of land use change still occurs. The absence of spatial map scale 1:5000 causes the Act No. 41/2009 cannot be implemented well. Therefore, the Government of Malang Regency has to concern to the provision of proper spatial map. As the main actor of political and administrative function, the policy of preserving of sustainable wetlands highly depends on Regent of Malang.
