Abstract

Natuna is one of the islands include in the sovereignty of Indonesian Republic. It is based on UNCLOS 1982 and Indonesia?s law. The disputes that occured between the goverment of Indonesia and China were caused by China mistreating the sovereignty of Indonesian Republic.so, under various excuses China trying to make Natuna as its territory. It is clear that Indonesia uses rules that have been recognized by the United Nations and had been ratified by Indonesian goverment, while China is based on the nine dash line which is the line of their imagination that has no international legal power. The purpose of this study is to ensure that the rules which have been approved by UN Members and strengthened by laws issued by the Indonesian government are implemented properly. The method used is a qualitative method. The data collecting method were by interviews, observations and documentation. The results of this study are the sovereign Indonesian Republic which has been recognized by the United Nations can be implemented and maintained properlyKeywords: Natuna, sovereignty, UNCLOS 1982Wilayah Natuna yang merupakan kedaulatan Republik Indonesia menurut hukum Indonesia dengan berbagai undang-undang yang diterbitkan maupun Internasional (UNCLOS 1982) merupakan hak kedaulatan Indonesia, sengketa yang terjadi antara pemerintah Indonesia dengan China disebabkan tidak dijaganya wilayah kedaulatan Republik Indonesia dengan baik sehingga dengan berbagai dalih pihak luar berusaha mengakui wilayah Natuna sebagai wilayahnya, jelas Indonesia menggunakan aturan yang sudah diakui oleh PBB dan diratifikasi dengan peraturan Negara sedangkan China berdasarkan nine dash line yang merupakan garis imajinasi mereka yang tidak berkekuatan hukum Internasional. Tujuan dari penulisan ini adalah untuk memastikan aturan yang telah disetujui oleh Anggota PBB dan diperkuat oleh undang-undang diterbitkan oleh pemerintah Indonesia dilaksanakan dengan baik. Metode yang digunakan adalah metode kualitatif, data dikumpulkan dengan wawancara, observasi dan dokumentasi, setelah data terkumpul dilakukan analisa data. Hasil dari penulisan ini diharapkan wilayah kedaulatan Republik Indonesia yang sudah diakui oleh PBB dapat dilaksanakan dan dijaga dengan baik.Kata kunci : Natuna, UNCLOS 1982, Nine Dash Line, Kedaulatan

Abstract

Crews ships comuunication skills are speaking, writing and using objects, lights and sounds to make contact. It is both for sending or receiving messages between individuals on the ship, communication with other ships and with related parties. The ability of the crew to use and understand codes are expected to achieve the safety of a voyage. This research was conducted to 98 respondents. They are the crews of ships that wer berthing at Tanjung Perak Port of Surabaya. It is expected to know how the implication of the crews? ability to communicate and to use international codes. It is meant to ensure the safety of the voyages. This research was using quantitative methods with linear regression analysis, t test, f test and test of determination. Therefore, it resulted that there ware a positive and significant influence both partially and jointly between the ability to communicate and the use of international codes on the safety of a voyage. The ability to communicate with the crew especially the ability in communication using English and understanding in the use of international codes is implicated in the safety of a voyage.Keywords : Communication skills, Codes, Safety of a voyageKemampuan komunikasi awak kapal baik secara lesan, tulisan,menggunakan sosok benda,cahaya dan bunyi untuk berinteraksi baik mengirim atau menerima pesan baik antar individu di kapal,komunikasi dengan kapal lain maupun dengan pihak ? pihak terkait dan kemampuan awak kapal dalam menggunakan dan memahami penggunaan kode isyarat diharapkan dapat mencapai keselamatan pelayaran. Penelitian ini dilakukan dengan responden dengan sejumlah 98 ( Sembilan puluh delapan ) awak kapal yang kapalnya sedang berada di Pelabuhan Tanjung Perak Surabaya untuk mengetahui implikasi kemampuan berkomunikasi awak kapal dan penggunaan kode isyarat internasional supaya tercapai peningkatan keselamatan pelayaran.Penelitian ini dilakukan dengan metode kuantitatif yaitu dengan analisis regresi linier , uji t,uji f dan uji determinasi.Dari penelitian diperoleh bahwa terdapat pengaruh yang positif dan signifikan baik secara partial maupun bersama -sama antara kemampuan berkomunikasi dan penggunaan kode isyarat internasional terhadap keselamatan pelayaran .Kemampuan berkomunikasi awak kapal terutama kemampuan dalam komunikasi berbahasa inggris dan pemahaman dalam penggunaan kode isyrat internasional berimplikasi terhadap keselamatan pelayaranKata kunci : Kemampuan berkomunikasi, Kode isyarat, Keselamatan pelayaran

Abstract

This study was conducted to know the using of ?ijin? as the politeness strategies on phatic communion in stimart amni semarang in case for the students in the maritime field. This study mainly discuss about the politeness theory which is applied on phatic communion in STIMART AMNI students. The interview has been selected as the instruments to study what kinds of phatic communion in students of STIMART AMNI Semarang in deal with the using of ?ijin? and to what extend the using of ?ijin? of the STIMART AMNI Semarang?s students in deal with its response. It involves student?s activities in their interaction. There are some principles that should be followed so that the utterances become polite. Those are : asking permission, showing politeness, and make sombodyelse feel comfortable, and be friendly which based on regular verbal rule. Students in the lower level might use ?ijin? as a strategy of showing positive politeness. The students in higher levels do not use the same expression to show their response of positive politeness in order to discover the best implementation of the communication aims. Abstract

One of the most important things in life is technology. The development of technology is undeniably advanced. Indonesia have to race with these advancements. Nowadays, countries all over the world are adjusting to 4.0 industrial development era. However, some industrial experts said that several developed countries have shifted from 4.0 industrial development to 5.0 industrial revolution. The 5.0 industrial revolution leads to a thechnology-based society. In addition, technology is the key to fulfill the community?s new capabilities. According to experts, human intellegence and cognitive computing will be a combination that is needed in the 5.0 era.In the maritime industry, the 5.0 industrial revolution requires excelled maritime human resources that not only experts on economy, technology, industry but also smart. In parallel of those, Indonesia also needed to prioritize Indonesian-flag fleet, shipping manual system, infrastructures, logistics, maritime security management design, the capacity to build competencies, a qualified maritime community, the incorporated laws and regulations on shipping and maritime industry. Thiswriting was based upon study literarure. The relation of 4.0 industrial development to 5.0 industrial revolution is that all sectors must transform, especially maritime sector to make Indonesia as a world maritime axisKeywords : Maritime, technology, 4.0 Industrial development, 5.0 Industrial revolutionSalah satu hal yang sangat penting dalam menghadapi kehidupan ke depan adalah teknologi. Perkembangan teknologi tidak bisa dipungkiri semakin maju dan Indonesia harus mengikuti kemajuan tersebut. Saat ini, semua negara di belahan dunia sedang dalam taraf menyesuaikan diri dengan perkembangan industri Era 4.0, namun para pengamat industri menyatakan beberapa negara maju, telah memasuki pergeseran dari industri 4.0 menuju industri 5.0. revolusi industri 5.0 bisa mengarah pada masyarakat berbasis teknologi. Selain itu, teknologi merupakan kunci untuk mewujudkan kemampuan baru bagi masyarakat. Human intelligence dan cognitive computing, menurut para ahli akan menjadi kombinasi yang amat sangat dibutuhkan pada era 5.0.Dalam Industri Maritim, revolusi Industri 5.0 memerlukan SDM Maritim yang unggul seperti pakar ekonomi, teknologi dan industri, maupun intelijen. In paralel, diperlukan agenda prioritas seperti armada berbendera Indonesia, sistem pelayaran tetap, infrastruktur, logistik, arsitektur manajemen keamanan maritim, kompetensi capacity building, kualitas komunitas maritim, harmonisasi peraturan perundangan maupun industri strategis perkapalan dan kemaritiman. Penulisan ini didasarkan pada studi literatur. Abstract

A job has the potential of causing serious injuries or death. It is necessary to formalize agreed upon work procedures. This prevents the instructions from being missed, forgotten or misinterpreted. It also works as a checklist to ensure that all the hazards, protective measures, work procedures and the general requirements are reviewed with and understood by the assigned worker(s). A work permit serves as a record of the authorization and the completion of the specific work. The authorization must be provided by the competent person after all the necessary conditions have been met. The purpose of this study is to familiarize permit to work system on board of a ship for a safe working environment. The data collecting method use is library research. All parties, the company, the officers and the assigned worker(s) have to commit and comply to all procedures and the requirements of the permit to work system. It has been provided by the regulator.
