Jurnal kebijakan dan manajemen pegawai negeri adalah jurnal peer-review yang diterbitkan dua kali setahun (Juni dan November). Isi jurnal berisi analisis penelitian yang dilakukan oleh semua lapisan aparatur PNS dengan substansi diskusi terkait isu-isu terkait pengelolaan PNS. Setiap diskusi memberikan perspektif kritis dan analisis yang meyakinkan sehingga dapat menjadi jalan keluar dari berbagai masalah yang telah dan sedang melalui kerja teoretis sebuah penelitian. Jurnal ini didedikasikan dan diterbitkan dalam upaya untuk meningkatkan kualitas pengorganisasian, perencanaan dan pelaksanaan birokrasi, serta kinerja tata kelola Aparatur Sipil Negara.

Abstract

This article investigates the problem of public service ethics from an institutional optic. This is an alternative way of looking at ethics other than a cultural approach. While acknowleding that ethics roots in culture, this article argues that ethics is institutionally embedded and can therefore be institutionally engineered. Since public service ethics is an integral part of a social contract between a government and its citizens, this article recommends the implementation of a contract-like mechanism to improve ethics in public service delivery. Citizen?s charter is among the alternatives for such purpose as citizens can control their government and hold it accoutable in process of service delivery.Key words: ethics, public service, control, citizen?s charter

Abstract

This paper pointed out that ethic and moral is a key factor to speed up bureaucratic reform in Indonesia. As a matter of fact, public service in Indonesia is hamper by systemic problems involving all actors in the system from high level officer to the low rank officer. Although regulation regarding ethic and moral of the government official sufficient enough to promote certain high standard code of conduct, the bureaucratic behavior is far from ideal. Indeed, bureaucratic behavior is a mixed of individual characteristic and bureaucratic characteristic. It is impossible to change bureaucratic behaviour without give attention to these two aspects. To solve this problem, leadership in Civil Servant Institution is crucial as a breakthrough to cut the vicious circle of buraucracy.Keywords: Bureaucratic Behaviour, Government Official, Ethic and Moral.

Abstract

This article will explain the problematic situations of bureaucratic reform in Indonesia. The fall of new orde rezim showed how well the process of democratic spread to all parts of Indonesia. Civil society tried to create and reconstruct the political system based on principles of demokratic rule, including how to make bureaucratic independenly. Existence of PNS become keyword from taking place an state especially in service of public. Big role which is accountability this civil servant make civil servant required by society and have to domicile strategic in life of have state and go into society. But along with the role of strategic of civil servant confronted by various problem embosoming, of low performance storey;level, and ethics of morality which not yet been woke up, low prosperity storey;level, ill defined career ladder, and reward , construction and observation . Various this problems become bureaucracy reform starting point to improve;repair performance of aparatur bureaucracies. One other primal are how to apply ashamed culture in bureaucracy. Role of humanist a leader needed especially to give example to his him. Beside that in improve;repairing performance of civil servant this is needed stages;steps, like repair of system of rekruitmen, punisment and reward the fairness, clear and coherent law, slogan civil servant , correcting political system. Abstract

The discipline of civil servant has long been an intersting topics to continously discuss, in particular in discussions of the civil servant development. Normatively, the discipline of civil servants have been regulated, yet the rules and regulation number 30 year 1980 on Discipline of Civil Servant, still limited on obligations, restrictions and sanctions. However, the methods how to develop them is not regulated yet. This is important became discipline can not be instilled in short time, but it requires well planned, continous, and systematic development to achieve ideal civil servants. The model presented in this article is expected to be utilized as refference for helping the leaders in every levels to develop discipline of the service servants in organization.Key words: development, discipline, and civil servant

Abstract

This reformation era, bureucracy in Indonesia are not many change, both in central government or local government. Burecracy behavior at reformation era is resemble with New Orde era. Although central government are many policy about burecracy reform, but burecracy behavior are not many change. Bureucracy in Indonesia still is patrimonialism. For bureucracy reform, both sentral goverment or local goverment, necessary bring into reality good governance. Key words: burecracy, reform, good governance.
