Abstract

This study describes that how women legislative candidates were recruited by political parties atPekanbaru City in General Election 2009. The Democratic Party, The Indonesian Democratic Party ?Struggle and The Prosperous Justice Party become cases study. Firstly, The Democratic Party usedinternal mechanism by local patronage type. On other hand, The Indonesia Democratic Party ? Struggleused internal mechanism by central patronage type. However, both are an ascriptive style recruitment. Inaddition, The Prosperous Justice Party used internal mechanism by local bureaucratic. But, this style isan achievement oriented recruitment. Finally, in according to Kingsley that political party can consider 7points for recruitment. Namely, social background, political socialization, initial political activity,apprenticenship, occupational variables, motivation dan selection.Key words: political recruitment, women legislative candidates and political party.

Abstract

Di era Revolusi Industri 4.0 kinerja pemerintahan dalam mewujudkan pelayanan publik yang berkualitas meskipun berada pada pulau yang jauh dari ibukota negara  menjadi tantangan bagi stakeholder pemerintahan. Hal ini terjadi dikarenakan pemerataan pembangunan dan kesuksesan pelayanan publik maka pemerintah perlu melakukan bebagai upaya penyediaan fasilitas pelayanan publik yang efektik dan efisien, termasuk memberikan pelayanan berbasis e-government. Artikel ini akan menganalisa dan mengulas dari aspek strategi pengembangan program yang melibatkan sumber daya manusia dan teknologi informasi dengan output pelayanan prima. Meski Realisasi pengembangan pelayanan berbasis e-government di Kabupaten Muna menghadapi banyak tantangan baik dalam hal geografis, ekonomi, teknologi, politik, maupun budaya, namun pelaksanaannya sangat ditunggu oleh masyarakat setempat. Selain itu pelayanan berbasis e-government merupakan tuntutan di era revolusi industri 4.0 saat ini.

Abstract

Development planning is a must for every level of government, both central and regional, as mandated in Law No. 25 of 2004 concerning the development planning system. Bengkalis Regency as one of the regions in Riau Province also conducts development planning. The aspects of development planning in the Regency include Malay culture as a derivative of the Riau Vision 2020. Planning aspects of Malay culture development is a manifestation of the elected Regional Vision and Mission and can be seen in its harmony with the Province. The formulation of the problem in this study is how is the form of development planning aspects of Malay culture in Bengkalis District in supporting the Riau 2020 Vision? This study aims to describe the form of development planning aspects of Malay culture in Bengkalis Regency in supporting the Riau Vision 2020. The results of the study indicate that the planning of the development of the Malay cultural center has referred to the Provincial government planning documents, both contained in the RPJMD to RKPD even though they are only quantity, not yet fully touched the quality of the substance of Malay culture. The planning contained in the Bengkalis Regency RPJMD document is limited to the Vision and Mission statement, while the objectives to the strategic plan are not formulated. Nevertheless specifically in the Office of Culture, Youth and Sports expressly formulated this in the OPD Work Plan.

Abstract

This study is motivated the identification of policies issued by the regional Governmentof Rokan Hulu in the form of Regulatory region number 1 by 2015 on the determination of thevillage and Indigenous Village. Political dynamics based on various interests against themanufacture of, and decision-making in the process of formation of the corresponding localregulations determination of Indigenous Villages in the Rokan Hulu is impacted to a verysignificantamount of changes from the initial draft of the number i.e. 21 (twenty one) the villagebecame Customary 89 (eighty-nine) the Indigenous Villages who have passed. Type of thisresearch is a qualitative descriptive data analysis techniques. The research aims to describe theState of the real situation in a systematic and accurate fact analysis unit or related research, aswell as observations of the field based on the data (information). Method of data collectionwas done with interviews, documentation, and observations through fieldwork (field research).The results of the research on the process of discussion of the draft local regulations andmutual agreement about Designation of Indigenous Villages in the Rokan Hulu is, showed thatthe political dynamics that occur due to the presence of various political interests, rejectionorally by Villagers who were judged to have met the requirements of Draft Regulations to beformulated and the area for the set to be Indigenous Villages, and also there is a desire fromsome villages in the yet to Draft local regulations in order to set the Indigenous village , there isa wide range of interests of these aspects influenced the agreement to assign the entire localVillage which is in the Rokan Hulu become Indigenous village, and the village of Transmigrationinto administrative Villages where the initiator of the changes in the number of IndigenousVillages in the Rokan Hulu it is the desire of the local Government of its own.

Abstract

The Regional Medium Term Development Plan (RPJMD) is one of the development planning documents that must be prepared by the regional government 6 months after the regional head is inaugurated. Vision The mission in the RPJMD is the vision and mission of the elected regional head offered to the community at the time of the campaign implementation in the implementation of the Regional Election Committee and adjustments that refer to the existing RPJPD. This means that the RPJMD is a political contract between the regional head and the community during his tenure (5 years).The political process is also interpreted as a stage where there is interaction between the executive and the legislature in the legislative process, especially in relation to the discussion of the RPJMD which sets out the vision and mission of the regional head during his term of office. The legislative process is focused on the stages of discussion and agreement with the DPRD regarding the RPJMD and its relation to the performance of the future regional government.

Abstract

Penelitian ini dimaksudkan untuk mengetahui kebijakan penanggulangan deforestasi di Kabupaten Rokan Hilir. Penelitian ini difokuskan pada penanggulangan deforestasi yang terjadi di Kabupaten Rokan Hilir. Deforestasi yang terjadi di Kabupaten Rokan Hilir lebih disebabkan pada kebakaran hutan dan lahan, illegal loging, dan juga perambahan hutan yang dijadikan alih fungsi lahan. Dengan rumusan masalah penelitian yaitu Bagaimana kebijakan penanggulangan deforestasi di Kabupaten Rokan Hilir dan Faktor-faktor apa yang mempengaruhi kebijakan penanggulangan deforestasi di Kabupaten Rokan Hilir. Berdasarkan latar belakang diatas, maka penelitian ini bertujuan untuk mengetahui dan menganalisa kebijakan penanggulangan deforestasi di Kabupaten Rokan Hilir. Metode penelitian adalah kualitatif, dengan jenis penelitian deskriptif yang pengumpulan data dilakukan dengan wawancara serta dokumentasi. Dari hasil penelitian dilapangan menunjukkan Dalam penanggulangan kebakaran hutan dan lahan belum berjalan secara optimal, hal ini terlihat dari upaya penanggulangan seperti pembuatan kanal. Belum semua kecamatan dibuat kanal hanya beberapa saja. Kemudian dalam penanggulangan Illegal loging, masih kurangnya upaya penegakan hukum membuat para pelaku Illegal loging baik itu perusahaan maupun masyarakat masih terus melakukan pembabatan hutan. Kemudian dalam penanggulangan alih fungsi lahan juga belum berjalan secara optimal. Hal ini terlihat dari belum adanya tindakan ataupun sanksi tegas terhadap perusahaan-perusahaan yang melakukan penyerobotan terhadap kawasan hutan dan di alih fungsikan menjadi lahan perkebunan. Adapun faktor-faktor yang mempengaruhi pelaksanaan kebijakan penanggulangan deforestasi di Kabupaten Rokan Hilir, melalui teori implementasi kebijakan, yaitu: Sasaran dan standar kebijakan, Kinerja kebijakan, Sumber daya, Komunikasi antar badan pelaksana, Karakteristik badan pelaksana, Lingkungan ekonomi, sosial dan politik dan Sikap para pelaksana. Dalam penelitian ini penulis menyimpulkan bahwa Pemerintah Kabupaten Rokan Hilir baik itu melalui Dinas Kehutanan belum serius dalam menangani kerusakan hutan (deforestasi) yang terjadi di Kabupaten Rokan Hilir. Akan tetapi sebaiknya Pemerintah Kabupaten Rokan Hilir membuat kebijakan yang terkhusus dalam menangani deforestasi yang ada di Kabupaten Rokan Hilir.

Abstract

Rice is the staple food of the people of Indonesia , especially in Riau , thus formingRice Production Enhancement Program in order to increase rice production in Riau , namelyRiau Makmur Food Operations program covering Improved Farming Index ( IP 100 - IP 200), Print new Rice and Rehabilitation Abandoned rice fields . This study aimed to evaluate theimplementation of the Programme of Food Operations Riau Makmur in the regency. Thisstudy focused on Pelalawan because considering the number of problems that occur in thefield , namely the realization of Food Operations Program Riau Makmur which is not inaccordance with the target . The research problem is how the human resources , infrastructure, program outcomes and the factors inhibiting Food Operations Riau ( OPRM ) . Based onthis background , the study aims to identify the implementation of Food Operations RiauMakmur ( OPRM ) and to identify the factors that affect the implementation of Operationinhibiting Food Riau Makmur ( OPRM ) .This research is descriptive in which researchers provide a description or picture ofthe phenomenon or social phenomena studied by describing the independent variablessystematically and accurately . Methods of data collection is done by observation andinterview . The results of this study indicate that in Pelalawan unsuccessful melaksanakaanFood Operations Program Riau Makmur ( OPRM ) seen from the indicators of humanresources , infrastructure dann inadequate results and factors - factors that influence thathuman resources are still low , inadequate infrastructure , lack of role of field workers andless active in the Coordination Node Pos district and village level .Keywords : Evaluation , OPRM , Pelalawan

Abstract

Badan Pemusyawaratan Desa (BPD) are an institutionalism was held the governance in village that mustbe function as a legislation in village and so BPD gives some authority to discuss about the rules ofvillage with head of village. BPD in Buluh Cina on 2010 doesnt have capacity for make a rules of village tokeep the norm of society or rules of village to take some money to increase income a village in orderBuluh Cina Village are a tourisme village with a natural potentionand his culture. This research describesa factors that cause the weakness of BPD Buluh Cina to make a rules a village. Kualitative descriptivemethods with sampling puprossive technic are used with gets data from depth interview with informanuntill researcher get the valid information. This research show that model?s of recruitment BPD wasdomination from elite of village. Societies choice the candidate dont have a popularities and so manycandidates dont know and dont have a science to be a BPD. Supra government in a village also never doa workshop for BPD and minim of salary also be a reason for BPD in Buluh Cina Village to do evectivelly.Keywords: Recruitmen, Capacity of candidate, workshop, salary and institutionalism capacity.

Abstract

Inisiasi pemekaran Kabupaten Rokan Hulu baik diprakarsai oleh elite yang berkeinginanmembentuk Kabupaten Rokan Darussalam, maupun yang diprakarsai oleh Bupati RokanHulu ?Achmad? diwarnai oleh pertentangan dua pihak yang setuju pemekaran dan yangmenolak pemekaran. Pertentangan bukan karena substansi yang ingin dicapai dalampemekaran. Semua pihak sepakat bahwa pemekaran Kabupaten Rokan Hulu perlu dilakukansupaya terjadi peningkatan kesejahteraan masyarakat, peningkatan kualitas pelayanan, danpercepatan penanganan kesenjangan pembangunan antar wilayah di dalam daerah. Faktorkrusial adalah dimensi kekuasaan dalam upaya pemekaran tidak ditempatkan dalamperspektif konsesus integratif melainkan dalam perspektif konfliktual antagonistik padakondisi keterbelahan masyarakat Rokan Hulu.

Principal focus this Research is study deeper about execution of countryside governance [in]Countryside of Foreland of District of Koto of Kampar of Pate;Upstream of Kampar Sub-Province inorder to realizing countryside autonomy, but practically countryside governance not yet can be realizedeffectively and efficient. Its form [is] countryside governance not yet seen from ability from Countrysideof Foreland of District of Koto of Kampar of Pate;Upstream of Kampar Sub-Province, in managingfinance of countryside and countryside institute, what not yet measure up to the independence in thecountryside governance execution.Implementation from Number Law 32 Year 2004 in realizing countryside governance inCountryside of Countryside of Foreland of District of Koto of Pate;Upstream Kampar, goods have ofcourse get various resistance.
