Abstract

Tanjung Jabung Barat Regency has a great potential for mantis shrimp (Harpiosquilla raphidea) resources. This commodity is highly valued, as its price range from Rp. 143,600 to 180,700 for each individual. Annually, the total catches constitute 125,000-225,000 individuals, which become one of export commodities to various countries. In Tanjung Jabung barat, the mantis shrimp has been caught by using gillnet with mesh size of 10 cm. Unfortunately, mantis shrimp fishing deal with a significant number of bycatch and discards, which potentially have negative impact on sustainable fisheries resources. Therefore, the purposes of this study was to emphasis on sustainable fishing effort of mantis shrimp and identify the composition and proportion of bycatch and discards. A series of surveys was conducted for collecting the amount of species caught by gillnet during mantis shrimp fishing operation. The result shows that the bycatch and discards dominated the total catches making up to 54.99% (7 species) and 22.69% (7 species) respectively. Mean while, the total of fishing catches for mantis shrimp was 22.32%.Keywords: bycatch, discards, gillnet, mantis shrimp (Harpiosquilla raphidea)

Abstract

Blue swimming crab (Portunus pelagicus) is an important economical fishery commodity for fishermen in Banten Bay that are caught using gill nets and collapsible traps. The increasing of fishing pressure has highly potential to reduce the quality of the catch as exposed in previous studies. However, the comprehensive, and time series analysis of the previous research results have not been conducted. The purpose of this study is to analyze the variations of blue swimming crab caught in Banten Bay through a combination of meta-analysis techniques, fishing trials and field obser-vations to determine the effect of fishing activities on swimming crab sizes, and evaluate the status of swimming crab fisheries in Banten Bay. Standard mean difference from 10 different studies was used as a meta-analysis parameter. The results of the meta-analysis showed that fishing activities were conducted from 2004 to 2018 had a significant effect on the decreasing of the swimming crab size. The average of swimming crab carapace width caught in 2019 approximately 121.66 mm. The proportion of legal swimming crabs in 2014, 2015 and 2019 was more than 80%, so that the status of swimming crab fisheries in Banten Bay is still environmentally friendly.Keywords: carapace width, meta analysis, fisheries, Portunus pelagicus, blue swimming crab

Abstract

ABSTRACTTernate Island lies in a strategic location as it is situated in the middle of  the main fishing ground for skipjack (Katsuwonus pelamis) fishing using pole and line (huhate) and fish aggregating devices (FADs). As typical pelagic fish, skipjack that is gathered near the water surface is the younger fish, likewise the ones which are caught around FADs. Therefore, this fishing method has caused serious problem due to the domination of young fish and increasing bycatch and discard. The objective of this research is to analyze the size structure of the fork length, appropriate size for catching, catch composition, bycatch and discard level. Pole and line catch samples were collected in 3 months fromMay to July 2018. The results show that in average, skipjack tuna caught in the study location was undersize. The total catch is predominantly targeted fish which has a higher economic value compared to bycatch and discarded fish. Even though bycatch in the pole and line fisheries are low, reduction efforts are still required. which can be done by sorting bycatch and unwanted fish then discard it into the sea when the fish is still alive.Keywords: biology, pole and line, sustainability status, Ternate City ABSTRAKPosisi Pulau Ternate sangat strategis karena berada di tengah perairan yang menjadi daerah operasi penangkapan cakalang (Katsuwonus pelamis) dengan alat tangkap huhate (pole and line) yang dibantu dengan penggunaan rumpon. Sebagaimana ikan pelagis lainnya,  ikan-ikan cakalang yang berkumpul di lapisan permukaan air cenderung tergolong ikan-ikan muda. Oleh karena itu, cakalang yang tertangkap di sekitar rumpon juga cenderung ikan-ikan yang masih muda. Fenomena ini menyebabkan munculnya sebuah masalah besar, yaitu dominasi ikan-ikan muda, selain itu juga sering tertangkap ikan yang bukan target tangkap yang terdiri dari bycatch dan discards. Tujuan dari penelitian ini adalah menganalisis struktur ukuran panjang cagak dan ukuran cakalang layak tangkap, komposisi hasil tangkapan, persentase bycatch dan discards. Sampel hasil tangkapan huhate dikumpulkan selama 3 bulan (Mei sampai Juli 2018). Hasil penelitian menunjukkan bahwa rataan cakalang di lokasi penelitian didominasi ukuran belum layak tangkap. Total hasil tangkapan didominasi ikan target, sementara itu bycatch yang tertangkap memiliki nilai ekonomis yang baik dan tidak ditemukan discards. Walaupun bycatch pada perikanan huhate rendah namun usaha-usaha untuk meminimumkan tetap perlu dilakukan. Salah satu usaha yang bisa dilakukan adalah menyortir hasil tangkapan, ada apabila ada ikan yang akan dibuang ke laut, dilakukan dalam keadaan masih hidup.Kata Kunci: Biologi, huhate (pole and line), status keberlanjutan, Kota Ternate

Abstract

ABSTRACTOne of the main problems in the development of small-scale capture fisheries is their characteristics that vary in each region. Lack of information about the characteristics of small-scale capture fisheries in each region can make intervention by the Government in development programs ineffective. The purpose of this study is to describe the local characteristics of small-scale fisheries in Kayong Utara Regency based on six aspects of fisheries development, namely: natural, human, physical, financial, social and institutional aspects then grouping fishing villages in Kayong Utara Regency according to their characteristics. The method used to group fishing villages was using multi criteria analysis (MCA). The MCA is performed by simple linear evaluation and hierarchical clustering anaylisis. The results showed that the the most important characteristic were human aspect and the lowest was institutional aspect. The fishing villages in North Kayong Regency are grouped into 4 clusters according to their respective character similarities. Cluster 1 consisted 2 fishing villages, namely Dusun Besar and Sutra. In Cluster 2, there were 4 fishing villages, namely Dusun Kecil, Rantau Panjang, Pulau Kumbang, and Mas Bangun. Then cluster 3 there were 4 fishing villages namely Tanjung Satai, Pemangkat, TBS, and TBU. Whereas cluster 4 there were 2 fishing villages namely Riam Berasap and Alur Bandung. Keragaman karakteristik perikanan skala kecil ini dapat membuat intervensi yang dilakukan pemerintah dalam program pembangunan menjadi tidak efektif. Tujuan dari penelitian ini adalah untuk menggambarkan karakteristik perikanan tangkap skala kecil di Kabupaten Kayong Utara berdasarkan enam aspek pembangunan perikanan, yaitu: aspek alam, manusia, fisik, keuangan, sosial dan kelembagaan kemudian mengelompokan tipologi desa-desa nelayan di Kabupaten Kayong Utara sesuai dengan kemiripan karakteristiknya. Metode yang digunakan untuk mengelompokkan desa-desa nelayan menggunakan analisis multi kriteria (MCA). MCA dilakukan dengan simple linear evaluation dan hierarchical clustering anaylisis. Hasil penelitian menunjukkan bahwa karakteristik yang paling unggul adalah aspek manusia dan yang paling lemah adalah aspek kelembagaan. Abstract

ABSTRACTOctopus production data show that catch in Banggai Laut waters is decreasing.  In addition, some destructive or illegal fishing gear such as spears, bombs and poisons are still used to catch octopus.  Given this alarming situation,  this study is intended to assess the sustainability status of octopus fishery in Banggai Laut Regency by means of the Ecosystem Approach Fisheries Management (EAFM) indicator.  Octopus catch data incorporating species and amount of catch, number of fishing efforts, mantle size, weight, fishing ground, and the type of protected species are obtained through direct observation on handline fishing and interviews with fishermen. Furthermore, the same method was applied to collect fishing techniques data including fishing efforts, fleet size, crew certification and data on illegal fishing practices.  The result shows that the status of octopus resource and the domain of fishing technique in Banggai Laut Regency is in the medium category with a value of 63.33 and 68.75 respectively. Accordingly, the sustainability level of octopus fisheries is in the moderate category with a value of 66.04.  Fisheries management related to the fishing practice that is targeting undersize octopus and exceeding the annual quota require further investigation in order to maintain the sustainability level of octopus fisheries.Keywords: Banggai Laut Regency, EAFM, octopus, sustainability levelABSTRAKInformasi tentang produksi menunjukkan bahwa hasil tangkapan gurita di perairan Banggai Laut cenderung menurun. Selain itu, penangkapan gurita masih ada yang menggunakan alat tangkap yang destruktif atau illegal seperti tombak, bom dan racun. Hal ini sangat mengkhawatirkan keberlanjutan sumberdaya gurita.  Penelitian ini bertujuan untuk mengevaluasi status atau tingkat keberlanjutan perikanan gurita di Kabupaten Banggai Laut. Kondisi keberlanjutan perikanan gurita di Kabupaten Banggai Laut dianalisis menggunakan indikator Ecosystem Approach Fisheries Management (EAFM).  Data sumberdaya gurita diperoleh melalui pengamatan langsung dalam kaitannya dengan pancing ulur dan wawancara yang meliputi jenis dan jumlah produksi hasil tangkapan pancing ulur, upaya penangkapan, ukuran panjang mantel gurita, bobot gurita, spot daerah penangkapan gurita dan spesies yang dilindungi. Data teknik penangkapan ikan diperoleh melalui wawancara, survey dan observasi data yang meliputi data upaya penangkapan, jumlah armada penangkapan pancing ulur, sertifikasi awak kapal perikanan dan pelanggaran operasi penangkapan pancing ulur. Domain sumberdaya gurita di Kabupaten Banggai Laut termasuk dalam kategori sedang dengan nilai 63,33. Domain teknik penangkapan termasuk kategori sedang dengan nilai 68,75. Tingkat keberlanjutan perikanan gurita secara keseluruhan termasuk kategori sedang dengan nilai 66,04. Pengelolaan terkait penangkapan gurita yang berukuran tidak layak tangkap dan membatasi hasil tangkapan maksimal yang boleh ditangkap per tahun perlu dilakukan untuk menjaga tingkat keberlanjutan perikanan gurita.Kata kunci:  Kabupaten Binggai Laut, EAFM, gurita, keberlanjutan

Abstract

ABSTRACTThe implementation of moratorium on fishing permits and transshipment prohibition caused the cessation of large-scale fishing vessels operation in Bitung City. This condition has an impact on the decline in production of the fishing sector, which was affecting the supply of raw materials for the processing industry. This negative trend indicates a trade off in fisheries management, especially in socioeconomic dimensions. This research aims to analyze the impact of that policies on the socioeconomic dimensions of the fishing industry. This research was conducted in Bitung City from October to December 2017. Descriptive-explanatory case study approach was used in this study. Data was collected through document studies, FGDs, interviews and observations. Informant was selected by purposive sampling technique. The indicators refers to the Sustainable Fisheries Development Indicator System (Liu et al. 2011), and the compilation of fisheries industry cluster sustainability indicator (Purwaningsih and Santosa, 2015). Furthermore, to describe the relationship between policy?s program operations and impacts, a policy monitoring analysis is used. The results showed that the socioeconomic dimensions of fishing industry in Bitung City from 2015 to 2017 had experienced negative growth. Economically, it is indicated by a decrease in total catch production, production per fisherman, export volume, and fisheries contribution to Gross Regional Domestic Product (GDRP). On the social dimension, there was a decrease of number of workers, both fishing and processing sector. However, there are two indicators that have increased, namely the average of fishermen exchange rate and the ratio of local fishermen/crew to foreign crew members.Keywords: fisheries management, policy monitoring, socioeconomic dimensionsABSTRAKPenerapan moratorium izin penangkapan dan larangan transshipment menyebabkan terhentinya operasional kapal-kapal ikan skala besar di Kota Bitung. Kondisi ini berdampak pada penurunan produksi sektor penangkapan, yang memengaruhi pasokan bahan baku industri pengolahan. Tren negatif tersebut menandakan trade off dalam pengelolaan perikanan, khususnya pada dimensi sosioekonomi. Penelitian ini bertujuan untuk menganalisis dampak kebijakan terhadap dimensi sosioekonomi industri perikanan. Penelitian ini dilaksanakan pada bulan Oktober?Desember 2017 berlokasi di Kota Bitung. Pendekatan studi kasus deskriptif-eksplanatoris digunakan dalam penelitian ini. Data dikumpulkan melalui studi dokumen, FGD, wawancara serta observasi. Penentuan informan dilakukan dengan teknik purposive sampling. Indikator yang digunakan mengacu pada Sustainable Fisheries Development Indicator System (Liu et al. 2011), dan kompilasi indikator keberlanjutan klaster industri perikanan (Purwaningsih dan Santosa, 2015). Selanjutnya, untuk mendeskripsikan hubungan antara operasi program kebijakan dan hasilnya (dampak), digunakan analisis monitoring kebijakan. Hasil penelitian menunjukkan bahwa dimensi sosial ekonomi industri perikanan di Kota Bitung dari 2015 hingga 2017 telah mengalami pertumbuhan negatif. Secara ekonomi ditunjukkan dengan penurunan total produksi tangkapan, produksi per nelayan, volume ekspor, dan kontribusi perikanan terhadap PDRB. Pada dimensi sosial, terjadi penurunan jumlah pekerja, baik di sektor penangkapan maupun sektor pengolahan. Namun, ada dua indikator yang mengalami peningkatan, yaitu, rata-rata nilai tukar nelayan dan rasio nelayan/kru lokal terhadap ABK/kru asing.Kata kunci:  pengelolaan perikanan, monitoring kebijakan, dimensi sosioekonomi

Abstract

ABSTRACTPocong-pocong is one type of handline fishing gear used to catch octopus in West Kabaena District, Southeast Sulawesi. The research objectives was to examine the fishing gear technology of pocong-pocong related to its construction, the method of fishing, and the effectiveness of octopus capture in West Kabaena District of Southeast Sulawesi. The research method used  is a survey method by collecting data based on the results of observations at the study site. Data analyze are using qualitative and quantitative descriptive. The results showed that the technical aspects of pocong-pocong fishing gear still used a simple construction with  the main components of this fishing gear were hooks and a attractor that resembles an octopus. The catching methods of pocong-pocong  fishing gear by pulling back and forth. The effectiveness of temporal octopus catches in West Kabaena District is based on the moon  phase that is in the third month phase of 48%,  based on season which is in the west season by 90%, based on the time of arrest can be done at noon at 06.00-12.00 Central Indonesian Time.Keywords: effectiveness, octopus, pocong- pocong ABSTRAKPocong-pocong merupakan salah satu jenis alat tangkap hand line yang digunakan untuk menangkap gurita di Kecamatan Kabaena Barat.  Tujuan penelitian yaitu mengkaji teknologi penangkapan gurita dengan menggunakan alat tangkap pocong-pocong, terkait aspek teknis dan efektivitas secara temporal di Kecamatan Kabaena Barat Sulawesi Tenggara. Metode penelitian yang digunakan adalah metode survei dengan pengumpulan data berdasarkan hasil observasi di lokasi penelitian.  Analisis data yaitu analisis deskriptif kualitatif dan deskriptif kuantitatif. Hasil penelitian menunjukkan aspek teknis alat tangkap pocong-pocong memiliki kontruksi sederhana dengan komponen utama dari alat tangkap yaitu mata pancing dan atraktor yang berumbai-rumbai menyerupai gurita.  Metode penangkapan alat tangkap pocong-pocong dengan cara ditarik-ulur.  Efektivitas penangkapan gurita secara temporal di Kecamatan Kabaena barat yaitu  berdasarkan fase bulan yaitu pada fase bulan III sebesar 48%; berdasarkan musim yaitu pada musim barat sebesar 90%; berdasarkan waktu penangkapan dapat dilakukan pada siang hari pada pukul 06:00 WITA?12;00 WITA.Kata kunci: efektivitas, gurita, pocong-pocong

Abstract

ABSTRACTSkipjack (Katsuwonus pelamis) has high economic value and many catched in Aceh waters. This study aims to calculate the catch of skipjack, compare the Sea-Surface Temperature (SST) on satellite image with real sea-surface temperature, and determine the effect of sea-surface temperature for the skipjack catch in Aceh waters. This study used data of skipjack catch, sea-surface temperatureon satellite image and real sea-surface temperature (on field) that was conducted in September 2017, using survey method in 32 points of fishing ground with 3 trips. Average of sea-surface temperature was around 27.24 oC, while the sea-surface temperature in Aqua MODIS images was around 28.21 oC in the transition of east-west season. There was differences in real sea-surface temperature and image sea-surface temperature of satellite, but it is not significant. Total catch of skipjack fish in September 2017 was 51,409 kg, and average of CPUE was 1,658 kg/setting. The highest catch of skipjack was 13,280 kg with sea-surface temperature at 27,4 oC because that temperature is the optimum temperature for skipjack. Temperature is affects to the skipjack distribution.Keywords: Katsuwonus pelamis, MODIS, SSTABSTRAKIkan cakalang (Katsuwonus pelamis) merupakan salah satu jenis ikan yang mempunyai nilai ekonomis tinggi, dan banyak tertangkap di Perairan Aceh. Penelitian ini bertujuan untuk menghitung hasil tangkapan ikan cakalang, membandingkan antara SPL citra dan SPL di lapangan,  dan untuk mengetahui pengaruh SPL terhadap hasil tangkapan ikan cakalang di Perairan Aceh, dengan menggunakan data hasil tangkapan ikan cakalang, SPL citra dan SPL lapangan. Penelitian dilakukan pada bulan September 2017. Metode yang digunakan adalah metode survei dengan 32 titik stasiun lokasi penangkapan dengan melakukan 3 trip pelayaran dengan rata-rata SPL lapangan sekitar 27,24 oC. Adapun SPL pada citra Aqua MODIS sekitar 28,21 oC pada musim peralihan timur ? barat. Walaupun terdapat perbedaan SPL lapangan dan citra tetapi tidak terlalu signifikan. Total hasil tangkapan ikan cakalang pada bulan September 2017 sebanyak 51,409 kg, dengan rata-rata CPUE 1,658 kg/setting. Hasil tangkapan ikan cakalang paling banyak tertangkap pada suhu 27,4 0C sebanyak 13.280 kg. Hal ini disebabkan pada suhu tersebut merupakan suhu optimum ikan cakalang karena suhu mempengaruhi distribusi penyebaran ikan.Kata kunci: Katsuwonus pelamis, MODIS, SPL

Abstract

ABSTRACTBiological-Fish Aggregation Devices (Bio FADs) is FADs which designed used seaweed as an attractor.  Bio FADs in this study were made using two species of seaweed i.e Eucheuma cottonii, called cottonii FADs (FC) and Gracilaria sp. called gracilaria FADs (FG).  The purpose of this study was to analyze the dynamics of Siganus sp catch around Bio FADs based on species, abundance, and ecological characteristics spatially and temporally. The research was conducted in Uloulo coastal waters of Luwu district from October 2014 to August 2015.  Fish samples were collected by using scoop net on both types of FADs which were installed in three different habitats as observation stations. The Shannon-Wienner (H') diversity index is relatively moderate in spatially and temporally. ANOSIM  shows that the abundance of fish catches between habitats is significantly different (R = 0,268; p = 0,001).  River estuary habitat has the highest abundance of catches which is about 14.77 ind/m2.  Furthermore, the abundance of catches between monsoon was significantly different (R = 0,110; p = 0,001).  The highest abundance of fish catches in the west monsoon (WM) is about  20,67 ind/m2. SIMPER analysis shows that Siganus canaliculatus is the main species based on habitat and season. The contribution of Siganus canaliculatus is quite high in seagrass habitat which is about 96.38%. Keywords: Bio-FADs, dynamics of catch, Siganus sp.ABSTRAKRumpon hidup atau Biological-Fish Aggregation Devices adalah rumpon yang didesain menggunakan rumput laut  sebagai atraktor. Rumpon hidup pada penelitian ini  dibuat dengan menggunakan rumput laut jenis  Eucheuma cottonii sehingga disebut rumpon cottonii(RC) dan Gracillaria sp  atau rumpon gracillaria (RG). Tujuan penelitian ini adalah menganalisis dinamika hasil tangkapan ikan baronang (Siganus sp.) di sekitar rumpon hidup berdasarkan jenis, kelimpahan, dan karakteristik ekologis secara   spasial  dan temporal.  Penelitian  ini dilaksanakan di perairan pesisir Uloulo Kabupaten Luwu dari bulan Oktober 2014  sampai  Agustus 2015. Sampel ikan  dikumpulkan dengan menggunakan serok  pada kedua jenis rumpon   yang dipasang di tiga habitat yang berbeda sebagai stasiun  pengamatan.  Indeks diversitas Shannon-Wienner (H') secara  spasial dan temporal relatif moderat.  Hasil ANOSIM  menunjukkan  bahwa  kelimpahan hasil tangkapan ikan antar habitat berbeda  sangat nyata,   (R = 0,268; p = 0,001).  Habitat muara sungai memiliki kelimpahan hasil tangkapan tertinggi yaitu 14,77 ind/m2. Selanjutnya kelimpahan hasil tangkapan  berdasarkan musim berbeda  nyata (R = 0,110; p = 0,001).  Kelimpahan hasil tangkapan ikan  tertinggi  pada musim barat (MB) yaitu 20,67 ind/m2 .Analisis SIMPER  menunjukkan  bahwa Siganus canaliculatus sebagai spesies utama   berdasarkan habitat dan musim. Kontsribusi Siganus canaliculatus  cukup tinggi  pada habitat padang lamun yaitu  sebesar  96,34% .Kata kunci:  rumpon hidup, dinamika hasil tangkapan, Siganus sp.

Abstract

This study aims to reduce fuel oil consumption of a 30 GT fishing vessel through configuration design of diesel and electric motor hybrids propulsion system. The configuration design of hybrids propulsion system systematically include; i) loading assumption; ii) prediction of speed-thrust; iii) prediction of fuel oil consumption. Design of hybrids propulsion system was analyzed by using the concept of time domain simulation of vessel movement. The result indicated that the hybrids propulsion system implemented to fishing vessel was very effective to reduce fuel consumption compared with conventional propulsion system, especially in variation of loading and speed condition.Keywords: fishing vessel, hybrids propulsion system and fuel oilPenelitian ini bertujuan untuk mengurangi konsumsi bahan bakar minyak kapal penangkap ikan 30 GT melalui desain konfigurasi sistem propulsi hybrid diesel-listrik. Secara sistematis perancangan sistem propulsi hybrid meliputi; i) asumsi pembebanan operasi; ii) prediksi speed-thrust; iii) prediksi konsumsi bahan bakar. Desain sistem propulsi hybrid dianalisis dengan menggunakan konsep time domain simulation pergerakan kapal. Hasil penelitian menunjukkan bahwa penggunaan sistem propulsi hybrid pada kapal penangkap ikan sangat efektif dalam mengurangi konsumsi bahan bakar dibandingkan dengan sistem propulsi konvensional, terkhusus pada kondisi pemuatan dan kecepatan yang bervariasi.Kata kunci: Bahan bakar, kapal penangkap ikan, sistem propulsi hybrid
